Battery Energy Storage for Frequency Regulation New regulation creates new opportunity Maintaining stable frequency on the grid is a critical challenge for the operators of electricity grids around the world. To better meet this challenge in the US, new regulation is being introduced by FERC01 that effectively rewards resources with superior performance capabilities – such as ABB’s fast-acting battery energy storage systems – for providing advanced frequency regulation services to system operators. Such regulation will lead to higher payments for fast-acting resources and help the system operator save money. Regulation evolving with new technology Frequency regulation resources that are being used today, such as steam or combustion turbines, are “ramp-limited re- sources” and are not able to quickly adjust their energy output according to the operator’s dispatch signal. This significantly limits the quality of service that these resources are able to provide. On the other hand, an ABB battery energy storage system effectively has an “infinite” ramp rate, giving it per- formance capabilities that are unachievable with traditional resources as shown in the figure above. Before the new regulation, payments for frequency regulati- on did not fairly compensate the inherently greater amount of regulation service that could be provided by fast-ramping resources, despite their performance advantages. However, Order 755 is now coming into effect across the independent system operators in the US and creating new business op- portunities for ABB battery energy storage systems to provide frequency regulation service at a greater value to both the system operator and the asset owner. Maintaining stable frequency on the grid is a critical challenge for the operators of electricity grids around the world.
