InvitationISPO PresidentOn behalf of ISPO, I would like to personally invite you to the 17th World Congress in Kobe in 2019. The biennial World Congress is a highlight for all who deal with rehabilitation and assistive technology, in particular prosthetics and orthotics, wheelchairs and mobility devices. The Congress in Kobe will certainly be an exciting time for all, as we continue to develop everything from new service models to new technological solutions while we remain focused on the people who benefit from our services. Significant progress has taken place since our last meeting to assist individuals with disabilities at a global level as well as in many places at a local and individual level. Many of these developments will be highlighted in the numerous sessions being offered.
‘Basics to Bionics’ captures the breadth of the Congress in every aspect and the scientific sessions as well as the exhibition will expand this theme. The exhibition will also highlight new technological developments and robotics in use in rehabilitation and assistive technology.
The Congress will have something for everyone: for service users, for the ISPO community and the broader rehabilitation and assistive technology community as well as industry. I encourage all of you to make the effort to be in Kobe and I look forward to seeing you there.

‘Basics to Bionics’, the theme of the ISPO 17th World Congress, perfectly stretches the breadth of ISPO, and underlines the unique multidisciplinary nature of ISPO World Congresses. �e World Congress brings together all disciplines involved in rehabilitation. Its scienti�c programme draws attention to each of these disciplines, as well as to their collaboration. �e programme includes podia for keynote speakers, symposia, instructional courses, free papers, posters, and case study presentations. It highlights the cutting edge state of the art in prosthetics and orthotics and tries to look beyond current horizons, with the aim to inspire delegates to work together to create a world where individual rehabilitation needs can be met. �e scienti�c programme o�ers a unique platform to interact with experts from around the world, and to learn from di�erent professional perspectives.

At the ISPO 17th World Congress in Kobe, discussions will be held on the application of P&O, rehabilitation engineering and assistive technology with the goal of improving the quality of life for people with disabilities. We are honoured to organise this event as its Japanese host. Of particular interest should be the Robotics Technology and Devices Exhibition, which is held parallel to the Congress. I am con�dent that the 2019 World Congress in Kobe will not only help make Asia’s e�orts and initiatives in the area of P&O, rehabilitation engineering, and assistive technology widely known in Japan but also provide a golden opportunity to call the attention of stakeholders worldwide to the excellent technology and devices developed in Japan.
Kobe is one of Japan’s leading tourist cities and famous for such gourmet delicacies as Kobe beef and sushi. Numerous World Heritage sites are easily accessible nearby. I’m con�dent that this Congress will a�ord you a fantastic opportunity to see Japan �rsthand and gain an insight into its timeless appeal.

�e Presidents of ISPO Japan and ISPO International will o�cially open the ISPO 17th World Congress. Various dignitaries will welcome the delegates. Following, the Knud Jansen and IC2A Lectures will be presented.
AT Changed My Life – Practical Solutions and Education Enabling a Lifetime of Human Potential
�e World Health Organization estimates that 1 billion people currently require assistive devices, and that by the year 2050 this number will have doubled.
Since 1991, Motivation, a UK-based organisation that designs and provides low-cost wheelchairs to the developing world, has been working to put wheelchairs on the global agenda of the international development community. �rough a rewarding and positive cooperation with ISPO, Motivation has made enormous strides in the integration of wheelchair and P&O services, has co-created WHO guidelines, and has developed training programmes for wheelchair provision.
Co-founder David Constantine MBE will explain the ups and downs of this journey and the reasons for Motivation’s mission to improve the wheelchair and assistive device industry through design.
David is the co-founder of Motivation, a charity which works to improve the quality of life of people with mobility impairment. His inspiration to design wheelchairs started when he joined IBM and met industrial designers a�er completing his degree in Computing & Accounting/Finance. He went on to do his MA in Industrial Design at the Royal College of Art, where he, alongside Simon Gue, designed an award-winning wheelchair for developing countries.
Because David himself is a wheelchair user, due to a diving accident in 1982 when he was 21, his work understandably has a deep personal signi�cance. In 2010, he was awarded an MBE by the Queen for his services to the disabled.

Deirdre Desmond, PhD, is a Senior Lecturer in the Department of Psychology and member of the Assisting Living & Learning (ALL) Institute at Maynooth University in Maynooth, Ireland. She is also co-director of the Dublin Psychoprosthetics Group.
Deirdre is currently a member of the ISPO Scienti�c Committee and was formerly an associate editor for the Prosthetics and Orthotics International (POI) journal. Her research focuses on psychological adjustment to illness, injury, and disability as well as rehabilitation, self-management, and psychosocial aspects of assistive technology. She completed BA and PhD degrees in psychology at Trinity College Dublin before joining the academic sta� at Maynooth University.

Activity Assistive Robotics from the View Point of Rehabilitation Medicine

Professor Eiichi Saitoh (MD, DMSc) is a certi�ed physiatrist, Executive Vice President of Fujita Health University, and Professor and Chairman of the Department of Rehabilitation Medicine I at the Fujita Health University School of Medicine in Aichi, Japan. He graduated from Keio University in 1980 and received his DMSc (PhD) from Keio University in 1991.
Professor Saitoh is also currently Adjunct or Visiting Professor at Johns Hopkins Universi-ty (Baltimore, USA), China Medical University (Shenyang, China), Shanghai University of Medicine and Health Science (Shanghai, China), Sun Yat-Sen University (Guangzhou, China), Kyoto Prefectural University of
Medicine, Tokyo Medical and Dental University as well as Executive Board Member of the National Center for Geriatrics and Gerontology (Japan).
Professor Saitoh is speci�cally interested in dysphagia, robot-ics, orthosis, motion analysis, locomotion, exercise science and psychology. He holds several im-portant positions in the Japanese rehabilitation medicine industry, and has been awarded several prizes for his research.

Dr. Max Ortiz Catalán, PhD, led the development of the �rst bionic arm that could be directly connected to a patient’s bone, nerves, and muscles. In addition, he developed a novel treatment for phantom limb pain that has helped chronic su�erers for whom no other treatments were e�ective.
Dr. Ortiz Catalán is an Associate Professor at the Department of Electrical Engineering, Chalmers University of Technology, Sweden, where he founded and currently leads the Biomechatronics and Neurorehabilitation Laboratory. He works in close collaboration with Sahlgrenska University Hospital, and serves as a Research Director of Integrum AB, both in Gothenburg, Sweden.
His research, for which he received several prestigious awards, includes bioelectric signals acquisition electronics (analog and digital), bioelectric signal processing and machine learning algorithms for decoding motor volition and control, neuromuscular interfaces, neurostimulation for sensory feedback, bone-anchored prostheses and osseointegration as well as virtual and augmented reality for neuromuscular rehabilitation and the treatment of phantom limb pain.

Programme Information
Expect a high-calibre scienti�c programme prepared from 18 congress topics and delivered by a variety of professionals from various disciplines and regions during keynote lectures, symposia, instructional courses and free paper and poster presentations.
�is year`s theme, “Basics to Bionics”, re�ects the breadth of the rehabilitation �eld and assistive technology, including traditional rehabilitation approaches and more complex interactions between humans and machines (rehabilitation robotics), while embracing the relevance and importance of both basic and emerging technologies.
�rough its scope - a total of 700 programme submissions were received - the congress delivers the latest achievements and scienti�c developments in the �eld. Cutting-edge discoveries and technologies will be presented, o�ering professionals involved in prosthetics and orthotics rehabilitation a unique opportunity for continued development through discussion and exchange.
Language and Interpretation
All sessions will be held in English, however se-lected sessions will have simultaneous translation in Japanese. �ese sessions will be identi�ed in the programme.
Free Paper and Poster Presentations
�roughout the programme, selected abstracts will be presented as oral or poster presentations. Oral presentations are scheduled within the Free Paper sessions, as outlined in the programme. �e poster area is integrated into the exhibition and will be open during the o�cial exhibition hours.
Basics to Bionics Prizes and AwardsForchheimer Prize
At every ISPO World Congress, the International Society for Prosthetics and Orthotics awards the Forchheimer Prize to the most outstanding paper on objective clinical assessment, clinical evaluation, or clinical measurement published in Prosthetics and Orthotics International during the years prior to the event. �e prize has been established by the Forchheimer family to honour the memory of Sylvia and Alfred Forchheimer.
Brian & Joyce Blatchford Team Prize for Innovation
Established by the Blatchford Family in memory of Mr. Brian Blatchford and Mrs. Joyce Blatchford, this prestigious prize will be presented at the ISPO World Congress.
�e prize of € 15,000 will be awarded to a team who has an outstanding record of innovative achievement in the �eld of prosthetics and/or orthotics. �e project should be related to prosthetic and/or orthotic hardware, or scienti�cally-based new techniques which result in better prosthetic or orthotic service provision.
World Congress Best Paper and Poster Prizes
Awarded by the Scienti�c Committee to �ve presenting authors of free papers/posters during the World Congress.

About Japan and Kobe
Japan, o�en called the “Land of the Rising Sun”, is a stratovolcanic archipelago consisting of about 6,852 islands. �e four largest are Honshu, Hokkaido, Kyushu, and Shikoku, which make up about ninety-seven percent of Japan’s land area and o�en are referred to as home islands.
Kobe is located in the very centre of Japan on Honshu Island. �is mild port city, with its wealth of natural surroundings, commands a view of the calm blue Seto Inland Sea against the backdrop of the breathtaking Rokko mountain range. �e city has prospered as a port for overseas trade in East Asia since ancient times, and has adopted various western cultures since its opening to their commerce in 1868. Since the modernisation of Japan, Kobe has become a cosmopolitan city with a population of about 1.53 million and home to people from more than 130 countries.

As a tourist destination, Kobe o�ers such attractions as its night view of the city (designated one of the three best night views in Japan), Seto Inland Sea cruising, and nearby Arima Onsen, a historic hot spring town with origins dating back as far as the 1600s. Kobe is also famous for its diverse food culture, which includes such specialties as world famous Kobe beef, Nada sake as well as western confectioneries.
Kobe Convention Center
�e World Congress will take place at the Kobe Convention Center, Japan’s �rst international convention center, which opened in 1981.
�e Opening Ceremony of the congress will be held at World Hall, sessions will be presented in Exhibition Hall 2 and the International Conference Center. �e exhibition will be located in Exhibition Halls 2 and 3. All venues are in short walking distance from one another.

Member rates are available to those who are members of ISPO, JAPO, JOPA or JSPO. Student rates are available to undergraduate students enrolled full time at an educational institution. �e rate is not available to post-doctoral students, research fellows and lecturers.

Congress Information
If you arrive at Kansai International Airport, you can take the convenient Bay Shuttle, a high-speed ferry, which takes you to Kobe Airport in 30 minutes. From Kobe Airport, the local ‘Port Liner’ train takes you to the Kobe Convention Center in 8 minutes.
Accommodation
�e congress o�ers accommodation ranging from budget to 5-star hotels. If you stay at one of the three hotels on Port Island, the arti�cial island where the Kobe Convention Center is located, you are within walking distance to the venue.

Tour ProgrammeTogether with its surrounding region, Kobe is one of Japan’s leading tourist destinations. Numerous World Heritage sites are close by – arrive early or stay an additional few days to explore what the city and its surrounding countryside have to o�er.
JTB Western Japan, the appointed tour provider for the congress, o�ers custom tours on 6 and 7 October to Kyoto (full day) and Himeji (half day). One of the highlights of each World Congress, the Congress Party celebrates our achievements with great food, drinks, and entertainment lasting well into the night.
All registered participants are welcome. Tickets can be purchased during online registration at JPY 8,000 each.
Arrival and AccommodationAir Travel
Kobe is linked to three airports in the Kansai area. �e majority of international travellers will arrive at Kansai International Airport in Osaka, which is the second largest airport in Japan. Osaka International Airport (Itami Airport) and Kobe Airport are smaller airports o�ering connections within Japan.
International Society for Prosthetics and OrthoticsISPO is a multidisciplinary organisation that promotes access to appropriate and equitable rehabilitation, mobility devices, and other assistive product services to improve the quality of life for people with reduced mobility. ISPO membership includes all rehabilitation professionals (i.e. prosthetists-orthotists, technicians, physical therapists, occupational therapists, surgeons, physicians, engineers, community-based rehabilitation workers, etc.) along with industry and users of assistive technology services.

Prosthetics and Orthotics International (POI) is the o�cial journal of the International Society for Prosthetics and Orthotics (ISPO). POI is a multidisciplinary journal for all professionals who have an interest in the medical, clinical, rehabilitation, technical, educational and research
Orthotists and Prosthetic/Orthotic Technicians.ISPO accreditation is sought voluntarily by a prosthetic and orthotic training programme to validate against the existing ISPO Education Standards.
Why is it important? O�en a sign of good management, accreditation helps identify areas of strength and opportunities for improvement based on a series of standards. Even though there may be no law requiring it, accreditation is an opportunity to seek and secure validation by a recognized external body (ISPO Education Committee) comprised of expert peers.
