    Sign Quantity

    Every intersection with turn control signs has anywhere from

    one to four signs. Four signs is excessive and one is undersigned. Police always enforce the locations that are undersigned.

    Conflicts with Other Signs

    On McPhillips, using the straight mandatory signs to restrict leftmovements has also unintentionally restricted right turns.Drivers in the right lane are forced to disobey either the lanecontrol or the turn control sign. A prohibitive no left turn signshould have been here instead.

    The mandatory turn for the right lane on McPhillips SB atInkster is heavily enforced by police. This location only gives25 m of advance warning for the upcoming lane drop which isjust over 1 second for traffic traveling at the speed limit.

    All major western Canadian cities (except Winnipeg) do have

    at least some dual signed speed signs. This includes Calgary

    (above-right), Edmonton, Regina, Victoria, VancouverSaskatoon (above-left). US traffic authorities will also dual sign

    Speed Signs With Other Signs

    Speed signs should be as equally important asother signs. On many roads, every other sign isreflective except the speed sign. This includesthe route markers which serve a very little safetyadvantage.

    Sixty-nine out of ninety-eight speed reductions in Winnipeg

    Brookside Example

    The speed reduction sign on Brookside Blvd was reported missing to thecity in June 2011. Despite repeated attempts to notify the city, the signsremained missing. The problem was fixed in October when the provincefinally installed the signs.

    This speed sign on Ravenhurst was observed in Jan with a broken mountingstrap which caused it to turn away from traffic. By mid summer it was stillfacing away from the road and had fallen upside down. Calls to the city inJan, Jun and Aug finally saw this fixed in Sept.

    Winnipeg has 122 selective 50 km/h speed postings that arenot at speed reductions. Selective signing is found in all othermajor cities across Canada. The problem is that Winnipegrarely uses these signs on major roadways or at problemspeed areas where enforcement is continuous.

    Priority Given To Truck Routes

    Since no road is a truck route unless signed as such (positivemarking), Not A Truck Route signs are not consideredneeded just like selective Maximum 50 km/h signs. Winnipeghas 334 selective Not A Truck Route signs but only 122Maximum 50 km/h signs. If a road is large enough that it maybe mistaken as a truck route, it is large enough to have the

    speed limit signed.

    Posting Higher Speeds

    Unlike Winnipegs claim posting a speed limit would not erodethe law, but what does, is not properly signing higher speeds.This makes unsigned 50 km/h zones less distinguishable frompoorly signed 60 km/h or higher zones. In higher speed zones, aspeed sign should always be found after a route marker (above-right), but in many cases is not signed (above-left)

    Every other major Canadian city uses selective 50 km/h

    signing to control speeding on major roadways. MIT andother communities in Manitoba do the same. Some citiessuch as Saskatoon (above) even dual sign selective 50 km/hpostings on divided roads.

    Hespeler Ave is a 50 km/h majorroadway, truck route and numberedcity route. It runs betweenHenderson and Main which areboth 60 km/h zones and has the14th highest producing speed

    camera and daily photo radar. Arequest was made to haveMaximum 50 km/h signs added andreferenced Springfield and McLeodwhich already have signs; but no

    enforcement. Even though the cityclaims to be begging people to justslow down, the citys response wasto remove the signs from Springfieldand McLeod.

    Median Sign Removal

    One would think the successful results of photoenforcement signing would be good news. Eventhough these signs were permanent, in the

    summer of 2009 during e-mail exchanges betweenPublic Works and Winnipeg Police, it was concludedthat the camera warning signs on medians would beremoved as a sign clean-up effort.     HTA on Amber Timing

    Some amber lights in Winnipeg are below therequired 4.0 seconds. Ticketing occurs at 0.1 secondinto the red, so some tickets are issued after a 3.9 or3.8 second amber (indicated on tickets). Thesetickets were challenged in court on the basis that ifthe signal was properly timed, the vehicle wouldhave entered at the end of the amber and not duringthe first 0.1 second of the red. The courts have ruledthat the HTA does not require an amber time at all,

    and even if the light goes straight from green to red,you are still guilty if you enter the intersection.

    Law Reform

    In Ontario, the Highway Traffic Act does specify specific

    standards for speed limit sign placement (Reg 660). The

    Law Reform Commission of Manitoba was approached in

    the summer of 2011 in an attempt to see a similar

    regulation passed in Manitoba. The final conclusion has

    been that the commission is not currently interested in

    making those kinds of changes in Manitoba.

    Obstructs Traffic Flow

    At many locations that have parking restrictions during rush hour, photo

    radar will set-up immediately after the restriction ends in order to ticketthe still very busy rush hour traffic. Often for to an hour, photo radarwill be the only vehicle blocking a lane of a still busy road.     The use of other signs on the median (such as school zones) willgive drivers a false sense of security that if something as importantas a speed reduction should come, it too will be signed on the

    median. Selective 50 km/h signs are needed on arterial and divided roads.

    Signs need to be properly installed.

    Amber times need to be properly timed for individual intersections.
