Subject: Bardstown Rd. @ Baxter Ave./Highland Ave. Signal Improvements

Introduction

Bardstown Rd. at Baxter Avenue/Highland Avenue is a signalized five-leg intersection. It is located in

the dynamic lane assignment section of the Bardstown Rd/Baxter Ave corridor. Lane assignments

are made via overhead lane lights. This project includes the conceptual design of two additional

crosswalks allowing pedestrians to legally cross both Baxter Avenue and Bardstown Road south of

the location where the two roads split. The proposed crosswalk midpoint is near the former Yang

Kee Noodle property at 1004 Bardstown Road.

Existing Conditions

The intersection currently operates as a three-phase signal. Phases 2 and 6 operate simultaneously,

Phases 4 and 8 operate simultaneously, and Phase 3 operates exclusively. There are pedestrian

phases that run with Phases 2, 4, 6, and 8 at Baxter and Bardstown. All pedestrian phases include a

3 second leading pedestrian interval.

Alternative 1

Alternative 1 utilizes a two-stage crossing for the new possible pedestrian movements. The

pedestrian phase that crosses Bardstown Road can run with Phase 3 (the NB Baxter Avenue

movement) as there are no conflicts between the two phases. However, there is a concern with

vehicular yield compliance with the crosswalk leg that crosses Baxter Avenue during certain signal

phases. In this configuration pedestrians would cross with Highland Avenue vehicular movements,

Phases 4 and 8. The concern is that vehicles turning from either NB or SB Highland Avenue to SB

Baxter Avenue may not be aware of the crosswalk location due to atypical intersection geometry and

the distance between the crosswalk and the vehicle starting positions within the intersection. This

problem may be especially prevalent at nighttime. Additional lighting, pavement markings, and

signage are proposed in the conceptual plans as remediation. Additionally, the implementation of a

rectangular rapid flashing beacon (RRFB) could be considered.

Alternative 2

The concept for Alternative 2 is identical to Alternative 1 with regard to layout. The difference

between the two alternatives is the phase operation of the northbound Baxter Avenue leg of the

crosswalk. The pedestrian phase crossing would operate as an exclusive, pedestrian actuated,

phase. This phase would operate simultaneously with Phase 2 (NB Bardstown Road) as the two

phases do not have any conflicts. Additionally, this alternative includes adding a “No Right Turn On

Red” sign (R10-11, 11a, 11b) for the eastbound Highland Ave. movement. Alternative 2 removes

most of the safety concerns from Alternative 1, but may potentially have a negative impact on

intersection operations. The intersection would no longer be able to use current timing, taking the

intersection out of coordination with nearby signals. Although not included in the scope of this

project, additional investigation is recommended to determine if intersection operations continue at

an acceptable level of service with Alternative 2.

Conclusions

There is a clear need for the addition of these pedestrian crossings as the Bardstown Rd. and Baxter

Ave. corridors feature a significant amount of pedestrian traffic – especially at this location. Either

alternative has its benefits and drawbacks. They share the benefit of providing enhanced access for

pedestrians in the area. Alternative 1 allows the city to retain the existing signal timing plans that are

in place today, but it also has fairly significant safety concerns. Alternative 2 is the safer option for

pedestrians but it won’t allow the intersection to run the same signal timing plans it currently runs.

Lastly, as previously mentioned, an analysis of the operations for Alternative 2 is recommended as it

could cause the level of service and delay to deteriorate past an acceptable level during peak hours.
