› Restriction of (6) Hazardous Substances
› Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated biphenyls (PBB) and Polybrominated diphenyl ethers (PBDE).
› in force since 2006
› Restricts on homogenous level (as opposed to article level)
› MCV (Maximum Concentartion Value) is given per homogenous material
› “homogeneous”= every piece that can be physically disjointed using normal tools (f.i. screw driver)
› Allows for exemptions
› actually many parts contain substances above the MCV but the specific application is exempted

The most important existing exemptions:
� 0,35% lead in steel (no standard steel contains more lead)
� 0,4% lead in aluminum alloys
� 4% lead in copper alloys
� Lead in ceramics for electronic components (e.g. piezoceramics)

Since 2010, exemptions have an expiry date.

� Communication/reporting to the next in the supply chain (or customer), whether substances of the REACH Candidate List (Substance of Very High Concern) are contained in products in concentrations > 0,1 % by weight
� Threshold limits are referring to the product-weight in total (in case of a spare part it is the weight of the spare part!)
� The Candidate List gets revised every six months

What is a full material declaration?
› A type of substance declaration is the so called Full Material Declaration (FMD)
› What is a Full Material Declaration?
› A FMD is issued by the manufacturer, importer or supplier for a specific
article. It lists all substances contained in the article along with the
substance mass or concentration. The substance masses need to sum up
to 100% of the article’s mass (which needs to be given as well).
› Advantages of providing a Full Material Declaration
› Reduced the number of forms required
› Submitted part data is more persistent
› Significantly reduced impact from future regulation adds or changes
› Reduced update requests from Barco to Supplier
The FMD gives information about ALL substances, including substances which are not restricted

Key terms
› Full Material Declaration: a report of materials and substances contained in an article
› Certificate of Compliance: A CoC is issued by the manufacturer, importer or supplier for a particular regulation and for a specific article. It needs to carry a legally authorized signature of the organization and the date of issuing.
› Homogenous level: A substance restriction is given as a fraction of a homogenous material. Every part of the article that can be mechanically disjointed using “simple” tools (e.g. screw driver, hammer) forms a homogenous material. The restriction is given as the maximum MCV of all homogenous materials in the article, again expressed in ppm. EU RoHS is an example of a homogenous material level regulation.
› Article level: A substance restriction is given as a fraction of the article’s overall weight.The restriction is expressed as the Maximum Concentration Value (MCV) usually given in ppm (0.1% = 1000ppm) of the article weight. EU REACH is an example of an article-level restriction.
