Initiate, coordinate and monitor the

implementation of peace and order programs,

projects and activities at the barangay level;

Supervise, coordinate and monitor theoperations of all community-based anti-crime

movements within the barangay;

The barangay tanod is a community brigade

composed of civilian volunteers appointedby the Punong Barangay upon

recommendation of the Barangay Peace

and Order Committee. [DILG MC 2003-42]

The barangay tanod is organized under the

supervision of the Punong Barangay. The

Punong Barangay can designate a Chief Tanod/Ex-Officio to head the group. The

tanod can also be organized in teams of 

two to four members in each with a Team

While the LGC provides for a maximum of 

20 tanods in each barangay, it may create

more as may be necessary to carry out thepurposes of the barangay

Assist the barangay officials in the prevention of crime and the promotion of public safety;

Conduct patrol/ronda in the barangay;

Report to the concerned barangay officials or

through Hotline “117” the occurence of anycrime, fire, accident, public disturbance, andenvironmental degradation activities and otheruntoward incident in the barangay;

Monitor the presence and/or activities of suspicious persons, criminals, and other lawlesselements within their jurisdiction and report thesame to the proper authorities through Hotline“117”;

Conduct surveillance on crime breeding areas

within the barangay/puroks and report your

observations/findings to the proper

authorities or through Hotline “117”;

Assist the police and the Lupong

Tagapamayapa in the execution of warrants

and other judicial processes such as in

tracking the whereabouts of missing persons;in arresting escaped prisoners and other

fugitives from justice, and in the recovery of 

stolen properties;

Coordinate closely with the barangay officialsand police/local authorities in the drive againstall forms of crimes such as terrorism, smuggling,carnapping, drug trafficking, drug pushing,illegal gambling, child abuse, crime against

women, all forms of vices and syndicated crimes; Assist in the implementation of the Fire Code of 

the Philippines;

Detect all forms of fire hazards and other publicsafety hazards/violations and to institute

corrective measures within their capability; Assist in the facilitating smooth flow of traffic;

and

Perform other functions as may be directed bythe Punong Barangay.

All duly appointed members of the barangaytanod shall be granted honoraria/allowances,insurance or other benefits stated underSection 393 of the Local Government Code

during incumbencyCHED Order No. 62 of 1997 provides a study

grant limited to a minimum of two (2) childrenof barangay tanods with the followingqualifications:

Children of a barangay tanod as certified by thePunong Barangay;

Not more than 21 years of age at the time of hisapplication;

High School graduate whose average is 80% or higher;

Have passed the entrance examination of the StateCollege or Universities where he intends to enroll;

Financially incapable to pursue a college education andwhose parent’s annual income does not exceed P72,000.00 

the City/Municipality shall provide incentives andawards to the best performing tanod/barangaytanod brigade.

The above benefits 1 and 2 of barangay tanods aredefined in the DILG MC 2003-42 and the LGC and theCHED Order No. 62 s. 1997. in order to know moreabout how to avail of these benefits you should askyour Punong Barangay or the City/Municipal

government to whichyour barangay belongs.

The barangay tanod is a community bridgethat is a duly appointed and organized underthe supervision of the Punong Barangay.

The Barangay Peace and Order Community

(BPOC) is the primary mechanism inpromoting peace and order in the barangay,and the barangay tanod has a vital role inassisting the BPOC to fulfill its

responsibilities. Barangay tanods are agents of persons in

authority and can apply the police power of the barangay.

As public servants and civilian volunteers in the

community, barangay tanods are entitled to

receive certain benefits and privileges.

Peace and order is the foundation of 

development and progress in the community.

The maintenance of peace and order is a shared

responsibility of national and local governments.

The implementation of peace and order

programs, projects and activities in the barangay

requires an activated barangay tanodand the

participation of all constituents in the

community.

You are a barangay tanod in Barangay Malaya. One early

morning at 1:50am there was a man riding on his owner-type

jeep when he suddenly found out that his jeep lost its

brakes. He stopped the jeep on the side street and found

out that the dish brake calibre was lost on the left fronttire. You and some other tanods were out conducting ronda

when you saw the man, and decided to approach him to

offer your help.

You then observed that while he was fixing the brake of hisjeep, suddenly a speedy motor tricycle hit the jeep on the

rear side and caused injury to the man. As a baranagy tanod,

can you arrest the suspect tricycle driver in this incident?

One of the governmental powers of the barangay is the

police power. This includes the power of the barangay to

arrest and detain individuals.

A Punong Barangay is a peace officer in the barangay and is

considered under the law as a person in authority. The

barangay tanods are public safety officers and agents of a

person in authority, and may therefore exercise the arrest

power of the barangay.
