Issues

- Limited understanding of key provisions of the Loan Agreement, Loan Amendments, Appraisal Report and Procurement Guidelines

- WA volume is rather higher, Non regular submission, missing documentation, lack of clarity of expenditures incurred.

- limited ability to link expenditures to procurement plans and AWPBs

- Category Allocations and Costabs not well defined (to be improved in quality of design and also in the preparation of Loan Agreements)

Issues

- Follow up from both IFAD and also Projects on agreed actions and commitments on Fiduciary matters in Project Supervision. What actions have been taken?

- Key requirement of Audit reports and also follow up and resolution of audit observations. Responses received only when requested.

- Procurement Plans and Contract Registers (Logs) not available – Could we make this available online.

- IFADs need to improve turn around time on procurement decision. What can we do to improve this.

- IFAD to start reviewing procurement management as part of supervision under

its fiduciary responsibility. - IFAD and Project to think of solution to list or capture key decision and

recommendation where it could be easily accessed and followed up
