The construction started on September 2013 and finished onOctober 2014 which amounted to approximately P157 million. Itincludes facilities/spaces for wholesale, services such as salon and

spa and eateries or food court.According to the contract entered by the city government and

PCMC, in order to address the losses and problems and furtherimprove the operations without any cost from the city, the latter wasgranted the right to lease, sub-lease, improve, renovate, develop,manage and operate the 29,027-square meter Uptown MarketComplex which includes Phase I, II and III for a period of 25 yearsfrom October 7, 2014.

Seeing the advantage to the city to transfer market to privatemanagement, the agreement was backed up by the SangguniangPanglungsod Resolution No. 159 which was adopted on December16, 2013.

Meanwhile, Atty. Sabado, in his message during the January 26flag raising ceremony, clarified that the Uptown market is still aproperty of the city government and only its management andoperation was granted to PCMC.

CLARK FREEPORT, January 26 (PIA) — Around 1,700 delegates coming from all member-economies of the Asia-Pacific EconomicCooperation (APEC) shall converge to Clark and Subic Bay Freeports beginning today for the 1st Senior Officials Meeting (SOM1)related technical meetings.

TARLAC CITY (CIO) - Through the directive of Mayor Gelacio “Ace” Manalang and the supervision of Dr. Ma. Carmela L. Go, theCity Health Office (CHO) ensured and maintained the delivery of vital services and programs to the 76 barangays of this city reachingeven the far-flung areas, records of CHO for the year 2014 show.

Based on their report on theImmunization Program for SeniorCitizens, a total of 400 were givenPneumoccocal Vaccination while6,004 received flu vaccination.

In the conduct of theMedical and Dental Missions tothe barangays including theinmates in Tarlac City Jail andpersons-with-disabilities, 4,429beneficiaries were givenconsultation and medicalattention, 1,661 received dentalservices and 632 senior citizenswere served during specialmedical missions.

For Operation Tuli, 1,571children were circumcised.

In the Maternal and ChildHealth, 7,423 pregnant womenwere given consultation and theyreceived complete dose of ironwith folic acid tablet and twodoses of tetanus toxoid.

Six thousand sevenhundred ninety breastfeedingpost-partum mothers wereprovided complete ironsupplementation and Vitamin A200,000 IU capsules.

Eight thousand threehundred ninety eight childrenwere fully immunized receivingBacillus Calmette-Gueren,Pentavalent, Oral Polio, Hepa Band Measles vaccines and werealso given Vitamin A 200,000 IUcapsule.

In the TuberculosisProgram, 859 patients withdifferent cases of the diseasewere given six months treatment.

In the Nutrition Program,54,408 children from 0 to 71months were weighed. Forty onethousand eight hundred thirtychildren were given Vitamin A200,000 IU capsules and 46,580children were dewormed.

Thirty patients sufferingfrom leprosy were giventreatment using the Multi-DrugTherapy.

In the Social Hygiene and

STD Program, 230 sex workershave undergone weekly vaginalsmear and 13 were giventreatment on vaginitis,candidiasis, trichomoniasis,gonorrhoea and genital warts.

In the issuance of healthcertificates, 12,680 clients weregiven Yellow card (Food), 4,383for Green card (Non-Food), 1,795for Sanitary permit, 161 for Form211, 581 for Medical certificates,1,403 for Death certificates and1,616 for Birth certificates.

One hundred twenty oneclients received their Certificates

of Gender, 299 on Certificates ofInterment and Disinterment.

Meanwhile, 680 clients wereprovided of Ambulance servicesand 3,588 were given medicinesupon their requests.

Dr. Go said that this year,they will further maximize theimplementation of healthprograms and services to reachmore people in need of medicalassistance and attentionespecially the poorest of thepoor.

CHO has 10 health centersto serve the people of this city.

CLARK FREEPORT, January 20 (PIA) — Clark Development Corporation (CDC) is exploring the possibility of its entire Freeportbeing a Wi-Fi zone in the near future.

CDC eyes entire Clark Freeport as a Wi-Fi zone“The idea is that as soon as they enter the gates of Clark, they

could easily get a strong signal. So, there is no need for one to go tosome commercial establishments to avail of free Wi-Fi to access thenet because it will be opened to all once they are inside,” CDCAssistant Vice President for Information Technology RobertoTagamolila said.

The project shall be under a proof-of-concept agreement (POC),which means the utilization has no cost to the government and thatit shall undergo a trial period to determine its viability and cost-efficiency.

CDC is currently applying the POC strategy on the use of some

70 video surveillance cameras, 38 of which have been installed instrategic locations inside Clark to bolster security and as well monitoractivities of the upcoming 1st Senior Officials Meeting of the 2015Asia-Pacific Economic Cooperation (APEC) Summit from January26-February 7.

“After the trial period, we may or may not come up with theTerms of Reference depending on the concept’s workability, reliabilityand cost-efficiency. The whole point here is that we will be able tosee the unforeseen. We will know what we really need,’’ Tagamolilaadded.

CITY OF SAN FERNANDO, Pampanga, January 20 (PIA) — Department of Environment and Natural Resources (DENR) andPhilippine Information Agency (PIA) has announced the finalists of its first Regional Songwriting Competition billed “LiKhALIKASAN:Likhang Awit para sa Kalikasan.”

Those who made the cut include “Tabing Ilog” by AaronRondilla, “Ngunit Bakit Ganito?” by Darwin James Singca, “TayoNa Sa Pagbabago” by Jay Garcia Gopez, “Nagbabago na angPanahon” by Frederick Buenaventura, and “Kalikasan” by JimmaryClavo.

Completing the Top 10 are “Panahon Na” by Noel Manzano,“Pagtugon” by Ver Mercado Orquia, “Habang May Oras Pa” byKenneth Quiambao Macapugay, “Kahanga-hangang Pilipinas” byClement Samin Dela Cruz, and “Let’s Make It Stay” by Mark VincentDuero.

“The contest seeks to instill awareness on positive behaviorsand perspectives as resiliency safeguards against the effects ofclimate change; promote environmental awareness, protection andpreservation; and recognize people empowerment and involvementtowards measures leading to preserving the well-being of the envi-ronment as act of protecting not just it but more so protecting people’slives,” PIA Regional Director William Beltran said.

It is part of the ongoing national climate change adaptation andmitigation advocacy campaign of DENR and PIA, which carries thebrand “Nagbabago na ang Panahon, Panahon na para Magbago!”

The Top 10 were selected from over 30 submitted entries by apanel consisting of regional and provincial officials of DENR andPIA and partners in the green crusade.

Entries were pre-judged based on the following criteria: Origi-nality and Creativity (songwriting style, technique, skill) – 30%,Lyrics (emotional appeal, message appropriateness to theme)- 30%,Melody (recall, strength)- 30%, and Overall Appeal (suitability asrecording and environmental advocacy material)- 10%.

In the finals night, which shall held this February, the grandwinner takes home P30,000 and plaque while the second and thirdplacers shall be awarded with P20,000 and P10,000, respectively andplaque.

The seven other finalists, on the other hand, will each receiveP5,000 and certificate. (CLJD/LGCC-PIA 3)

DOLE imposes work stoppage at site of construction accident in GuiguintoCITY OF SAN FERNANDO, Pampanga, January 21 (PIA) — Department of Labor and Employment (DOLE) issued Tuesday a Ceaseand Desist Order (CDO) to two firms in the wake of a wall collapse at their construction site in barangay Ilang-Ilang, Guiguinto,Bulacan which claimed 12 lives.

Responsible companies were Number One Golden Dragon RealtyCorporation and Hoclim Co Construction Corporation.

“Based on the ocular inspection at the accident site conductedby our team, they found out that it was the right side wall of the on-going warehouse construction that collapsed right above thequarters of the workers. It is approximately 7 meters high and 20meters wide. It happened during their lunch break,” DOLE RegionalDirector Ana Dione said.

It took approximately eight hours to retrieve the victims, as theconstruction firms had no response team to take immediate action

during the incident.“They noted the absence of supervisors such as engineers,

safety officers, and the like that is in charge of overseeing theconstruction as well as representative from the principal at theaccident area,” Dione added.

The team likewise observed the incomplete concrete pouring inthe foot-tie beam to strengthen the structure; insufficientreinforcement bars and stirrups installed at the column, beam, andwall structure; type of concrete mixture for the columns and beams

WHEREAS, the State recognizes the right of the people to healthand seeks to protect and promote that right;

WHEREAS, barangay health workers or BHWs are the cornerstoneof primary health care services of any local government unit;

WHEREAS, the State, recognizing their invaluable role andcontribution, passed Republic Act No. 7883 or the Barangay HealthWorkers’ Incentives and Benefits of 1995;

WHEREAS, it is a solemn mandate of the SangguniangPanlungsodpursuant to the general welfare clause embodied in Section 16 of RepublicAct No. 7160 (The Local Government Code of 1991) and by virtue ofthe powers granted to the Sanggunian as the legislative arm of the City, toenact ordinances that are relevant and meaningful to the constituents.

NOW THEREFORE, on motion of Councilor Maria Antonette I.Belmonte, duly seconded;

RESOLVED, that the SangguniangPanglunsod of Tarlac, hereby,promulgates and enacts;

CITY ORDINANCE NO. 015-14

AN ORDINANCE PROVIDING FOR ADDITIONALINCENTIVES TO BARANGAY HEALTH WORKERS ANDAPPROPRIATING FUNDS FOR THE PURPOSE

Author: Councilor Maria Antonette I. BelmonteChairman, Committee on Health & SanitationBe I ordained by authority of the SangguniangPanlungsod of Tarlac

that:SECTION 1.Short Title. This Ordinance shall be known as the

“Tarlac City Barangay Health Workers (BHW) Ordinance of 2014”.

SECTION 2.Coverage. This Ordinance shall apply to all publicand private juridical abd natural phrases shall be construed to mean asfollows:

a.) “Barangay Health Aide” or “BHA” – refers to a person who hasundergone training programs under any accredited government and non-government organization and who voluntarily renders primary health careservices but is not a registered or accredited Barangay Health Worker inaccordance with Implementing Rules and Regulations of Republic Act.No. 7883.

b.) “Barangay Health Worker” or “BHW” – refers to a person whohas undergone training under any accredited government and non-government organization and who voluntarily renders primary healthcare services in the community, who may be registered or accredited inaccordance with the IRR of Republic Act No. 7883

c.) “R.A. 7883” – refers to Republic Act No. 7883 or the BarangayHealth Workers’ Benefits and Incentives Act of 1995 and its provisions.

SECTION 4.Declaration of Policy. The Tarlac City Barangay HealthWorkers Ordinance declares the following as its guiding principles.

a.) The City Government shall implement the provisions ofRepublic Act No. 7883 and shall be guided by implementing rules andissuances by the appropriate agencies such as the Department of Health.

b.) Although they are not employees of the local government andare serving on a purely voluntary basis, the City Government shallpromote the welfare of barangay health workers and recognize theircontributions through incentives and rewards.

c.) The City Government shall provide for a rational. Merits-basedsystem for the granting of additional incentives and benefits to barangayhealth workers.

SECTION 5.Construction and Interpretation. The words and termsused in this Ordinance shall be interpreted in their general, ordinary andaccepted sense unless otherwise defined in Section 3. Interpretation ofthe provisions of this Ordinance shall be construed as the most consistentwith the policy and objectives of this Ordinances.

SECTION 6.Qualifications of a Barangay Health Worker. Thequalifications and duties of a barangay health worker shall be in accordancewith the Implementing Rules and Regulations of RA 7883 and any otherrelated issuances of the Department of Health (DOH) These are:

A. For a registered BHW:1. Has completed the DOH basic training course for BHWs

conducted by an accredited government agency or NGO;2. Be at least eighteen (18) years of age as of the date of the filing

of the application for registration;3. Has rendered voluntary primary health care services for at least

one (1) year immediately preceding the date of filing of application forregistration in his/her barangay as certified by the Rural Health Midwife(RHM) assigned to his/her barangay, or by a duly authorizedrepresentative of an NGO operating in the barangay in the barangay whohas knowledge about the BHW’s performance by the head of his/herBHWA ; and,

4. Be physically and mentally fit; and,5. Other qualifications as may be provided in DOH issuances

pertaining to the registration of BHWs. B. For an accredited BHW:1. Registered and meets the requirements for a registered BHW,

provided by the IRR or RA 7883, as stated above;2. Has actively rendered voluntary primary health care services in

his/her locality for at least three (3) years immediately prior to the filingof his/her application for accreditation; and,

3. Other qualifications as may be provided in DOH issuancespertaining to the registration of BHWs.

SECTION 7.Registration and Accreditation of a Barangay HealthWorker. The registration and Rules and Regulations of RA 7883 and otherrelated issuances by the DOH. The limitations on registration of BHWswhich shall not exceed one percent (1%) of the city shall be observed.However, should the total number exceed one percent (1%), priority forregistration shall be based on the need of the community for BHWservices.

SECTION 8.Incentives and Benefits of Barangay Health Workersunder R.A. 7883; Implementation. The City hereby deems it beneficialand appropriate to reward and recognize the efforts and hard work ofBHWs through additional incentives and benefits for qualified BHWs.Existing incentives and benefits already provided by Republic Act No.7883 shall be observed, as far as practicable.

SECTION 9.Matrix of Incentives for Qualified BHWs. For purposesof giving additional incentives to BHWs, the following matrix shall beapplied:

In addition to the benefits and incentives set forth in Section 8,Incentives and Benefits of Barangay Health Worker’s under R.A. 7883and subject to the availability of funds, the following shall be granted toqualified barangay health workers:

A. Monthly Allowance. Barangay Health Workers (Levels II andIII) shall be entitled to a monthly allowance in the amount of:

a.) BHW Level II- six hundred pesos (P600.00)b.) BHW Level III- one thousand pesos (P1000.00)

SECTION 15.Effectivity. Upon approval, this Ordinance shalltake effect after ten (10) days from the date a copy is posted in a bulletingboard at the entrance of the Tarlac City. The Secretary to the Sanggunianshall cause the posting of this Ordinance not later than five (5) days afterapproval. In addition, the main features of this Ordinance shall be publishedonce in a local newspaper of general circulation in Tarlac City, or in theabsence thereof , in any newspaper of general circulation.

RDC expresses full support for transferof New Bilibid Prison to Nueva Ecija

CITY OF SAN FERNANDO, Pampanga, February 2 (PIA) — Regional Development Council (RDC), in a resolution Friday, expressedfull support for the transfer of New Bilibid Prison (NBP) in a 500-hectare government property in Laur, Nueva Ecija.

Justice Secretary Leila De Lima graced the full councilmeeting to personally thank RDC’s move.

“The proposed P50 billion facility shall be the biggestpublic-private partnership project of DOJ and a first of its kindin the country. It shall be a big help in addressing congestionat the current NBP site in Muntinlupa City,” De Lima said.

It will be undertaken under a build-transfer-maintainscheme with the winning bidder turning it over to the Bureauof Corrections after the three-year construction period but shallcontinue its maintenance duties of the facility for 20 years.

De Lima assured the Governors present namely RDC ChairWilhelmino Sy-Alvarado of Bulacan, Aurelio Umali of NuevaEcija, Lilia Pineda of Pampanga, and Hermogenes Ebdane Jr. ofZambales that the new facility shall have features that separatethe so-called “high risk” prisoners from the rest.

It shall also have distinct and adequate space for women

prisoners.“We will start the bidding process within the year. We are

holding an investor’s conference so that we can present theproject design,” De Lima added.

RDC is the highest policy-making body in Central Luzonand serves as the counterpart of the National Economic andDevelopment Authority Board at the subnational level.

It is the primary institution that coordinates and sets thedirection of all economic and social development efforts inthe region and serves as a forum where local efforts can berelated and integrated with national development activities.

BALANGA CITY, January 28 (PIA) — Students who aim to get into the province’s biggest tertiary academe, the Bataan Peninsula StateUniversity (BPSU), have until March 20 to file their application.

Bataan Peninsula State U open for enrollees till March 20The filing of application, which started November 24 last year,

will run until March from Monday to Saturday.The exams will take place from February 21 to March 2, and

results of the BPSU-College Admissions Test (CAT) will be postedon April 14.

BPSU said in a statement that applicants must qualify throughthe BPSU-CAT in order to enroll at the course they want to pursue.

“Aside from the student’s performance in BPSU-CAT, the uni-versity also considers the high school grades in the computation ofthe college admission result,” it stated.

and equipment for Clark, Subic APEC meetingsCLARK FREEPORT, January 21 (PIA) — Security forces and emergency preparedness and response teams began Tuesday thedeployment of personnel and equipment in Clark and Subic in line with the first Senior Officials’ Meeting and Related Meetings(SOM1) of the 2015 Asia-Pacific Economic Cooperation (APEC) Summit from January 26-February 7.

“We are deploying around 3,000 of our personnel to ensurepeace and order inside and within the perimeters of the two Freeports.We shall make our presence felt but not visibly seen by thedelegates,” Philippine National Police Deputy Regional DirectorPSSupt. Melvin Ramon Buenafe said.

PNP Police Regional Office 3 has been conducting since lastyear relative trainings that would beef up its preparations for SOM1.

This includes Close Protection Orientation, Hostage NegotiationCourse, Proper Etiquette and Protocol, Radio Operation andProcedures Course, Pistol Proficiency Training, Civil DisturbanceManagement Training, and Explosives and Ordnance RefresherCourse.

A simulation exercise was held Saturday to test thesepreparations.

“For our part, we have formed an Emergency Preparedness andResponse Task Group which is composed mainly of member-agenciesof the Regional Disaster Risk Reduction and Management Counciland local disaster risk reduction and management offices. Our goalis to guarantee that necessary measures are taken to mobilizeequipment, facilities, materials, human and financial resourcesrequired to respond to any possible emergency that may happenduring SOM1,” Office of Civil Defense Regional Director JosefinaTimoteo said.

It is likewise responsible for the development of strategies andcontingency or response plans to reduce losses from disasters.

SOM1 begins with a series of more than 30 working group andcommittee-level meetings covering various topics such as Tradeand Investment, Economic and Technical Cooperation, Anti-Corruption, Counter Terrorism, Competition Policy, Ocean andFisheries, Customs, E-Commerce, Services, Life Sciences, Health,Illegal Logging, and Services.

Following from the outcomes of the APEC Informal SeniorOfficials’ Meeting held last December 8-9, 2014 in Manila, the variousmeetings will also discuss how each working group can advancethe APEC 2015 priorities and the overall theme of “Building InclusiveEconomies, Building a Better World”.

The series of working group and committee-level meetings fromJanuary 26 to February 5 shall culminate with the Senior Officials’Meeting on February 6-7 at Fontana Leisure Park in Clark Freeport.
