Owners of Baltimore-based Santoni’s Supermarket launched East Baltimore’s first “Grocery Store Shuttle Service” on Monday, April 1.
Santoni’s CFO Rob Santoni Jr. notes that, while multiple grocery stores including Santoni’s offer a delivery service, “there’s no substitute for actually coming in to the store and touching and feeling what you get.
The shuttle will serve areas of low-vehicle ownership and food deserts—areas without nearby healthy eating options.
“It services under-served communities within food desert boundaries,” says Santoni, adding that the shuttle does not pick up individual residents on an on-call basis, but stops at certain senior citizen independent living facilities and areas of lower-income housing.
There is currently one shuttle, but Santoni’s has plans to expand to three inthe next two years. The current shuttle makes 36 stops per week and carries about 468 riders.
“If they’re able to spend $20 less on round-trip transportation, then that money goes back into their food budgets, and they can buy healthier foods,” Santoni said.

The mandatory 45-day halt to alcohol sales for bars that lose their liquor licenses has been removed from SB 235. The bill, which was introduced in January by Senator Bill Ferguson (D-46th), was initially intended to make liquor license revocation a “tangible penalty” by requiring revokees to stop selling alcohol for 45 days before they could obtain a stay.
“We removed the 45-day restriction as a matter of compromise and to avoid questions of compensation for the licensee’s lost wages should the revocation ultimately be overturned,” said Ferguson.
The amended bill now requires no mandatory halt in alcohol sales, but it does take the power away from the Liquor Board to grant a stay.
Currently, when bars have their liquor licenses revoked by the Board of Liquor License Commissioners, the board grants a stay on its decision as soon as the revokee appeals to the Circuit Court.
The Circuit Court of Baltimore City has affirmed the Board of Liquor License Commissioners’ decision to revoke La Raza Cantina’s liquor license.
“A veritable cascade of evidence exists to support the decision,” said Circuit Court Judge Audrey Carrion, who heard the appeal on Friday, March 29.
The bar, located at 3137 Eastern Ave. (the corner of Eastern and East Ave.) in Highlandtown, lost its license in December after 137 neighbors signed a petition asking that its license be taken away because they believed the bar “posed a threat to the peace and safety of [their] neighborhood,” but the bar appealed the board’s decision and was
allowed by law to remain open for business in the interim.
Attorney Melvin Kodenski represented Jennifer Mejia, owner of La Raza Cantina; Alice Pinderhughes represented the Board of Liquor License Commissioners. Attorney Brooke Lierman, of Brown, Goldstein & Levy, attended the appeal and submitted a memorandum of law in the support of the Liquor Board’s decision on behalf of the Highlandtown Community Association.
Mejia’s reaction to the judge’s decision was frustration.
“I don’t care,” she said. “I’m tired of dealing with the racist community of Baltimore.”
The bar is closed but can choose to appeal to the Court of Special Appeals.
When contacted on Monday, Jane Schroeder, deputy executive secretary for the Liquor Board, did not know whether La Raza was seeking an appeal.
“While we have had appeals go the Court of Special Appeals, it is not somethingthat happens on a regular basis,” Schroeder said.

“Not only is this a win for the residents surrounding La Raza Cantina, but it is also a win for all citizens in Baltimore City. I hope that this result empowers other residents that may be living near a nuisance bar to take action, and wakes up the owners of nuisance bars, so they will change their bar from being a problem to a community asset,” he said.

Police are looking for the public’s assistance in gathering information about a recent non-fatal shooting. On Sunday, March 31, at 2:27 a.m., on the 6500 block of O’Donnell St., a victim was walking when he was approached by two suspects and shot once in the left arm.
The first suspect, the alleged shooter, is described as an African American male, 28, 6 feet tall, with a thin build and very short black hair (he almost appears bald). He has a medium brown complexion, slight beard growth, and was wearing a
black jacket and blue jeans. He was armed with a black semiautomatic handgun.
The second suspect, who allegedly stood by the shooter, is described as an African American male, 28, five-foot-eight to five-foot-ten, thin, and with a short regular hair cut and a short beard. He was wearing a red shirt with white lettering.
Anyone with information on the incident or the suspects is asked to call the police at 410-396-2429; callers may remain anonymous.

On Thursday, March 28, a call for shots fired resulted in a man being shot and wounded by police.
According to Baltimore Police Sergeant Eric Kowalczyk, at approximately 8:30 p.m., officers responded to the 6700 block of Danville Ave.
“When they got out of their vehicles, they were actually able to hear shots being fired,” said Kowalczyk.
The shots were coming from the rear of the block. When the officers investigated, Kowalczyk said, “they encountered the suspect, who was carrying a shotgun.”
One of the officers, later identified as Steven Angelini, a seven-year veteran of the force, shot him, Kowalczyk said.
The man was later listed as being in stable condition with non-life-threatening injuries, he added.
Kowalczyk said that charges are pending against the man, who he declined to identify, and that the charges will be made public once the man is formally charged.
The stay, or postponement, enables the bars to remain open pending their appeal—typically for three or four months—for business as usual.
Under the amended legislation, only the court in which the appeal is filed (the Circuit Court) will be able to grant a stay on the board’s decision.
Revokees could file for an appeal right away, but obtaining the stay is no longer automatic and could take longer.
“By removing the board’s ability to stay a decision, the court hearing the appeal is more quickly engaged in the final resolution of the case. Should the licensee delay in filing an appeal, the board’s decision is valid, and the licensee is not permitted to serve alcohol on the premise,” Ferguson explained.
“Lastly, circuit courts are better suited to make a decision to grant or deny a stay of a Liquor Board decision,” he added. “These courts oversee these legal questions much more regularly than the Liquor Board and have a greater degree of expertise on the matter.”
The timeline would be at the discretion of the judges.
“The appeal could be filed the same day, and theoretically the stay could be granted that same day,” Ferguson said. “Realistically, it likely would be a day or two before the court made a ruling on the stay.”
“The importance of this, though, is that the stay determination gets the court hearing the appeal in the issue more quickly,” said Ferguson.
How quickly? “It’s hard to say, because each case is so
fact specific,” Ferguson said.The amended bill will be introduced on
Wednesday.The legislative session ends on Monday,
April 8.
Discharging a firearm is illegal in Baltimore City.
“We’ve seen why it’s illegal with incidents in the Inner Harbor where rounds fired into the air have come down and injured somebody,” said Kowalczyk.
The shooting officer has been transferred to an administrative position for now. Kowalczyk said that a recently-instituted Police Department policy calls for a two-pronged investigation for every shooting by a police officer.
First, the department’s Homicide Division will be making a criminal investigation in conjunction with the State’s Attorney’s Office to determine whether the shooting was justified.
Second, the department’s Professional Standards and Accountability Bureau investigates whether the department’s own policies and standards have been adhered to.
Both investigations are mandatory for every police shooting, Kowalczyk said.

Liquor bill amended
Two new Zipcar pods have been proposed for Canton.
A three-car pod has been proposed for the north side of the 3100 block of Fleet St., just east of Fleet’s intersection with S. Ellwood Ave. A two-car pod is proposed for the south side of Boston St. at the 2800 block at S. Linwood Ave.
Tiffany James, a spokesperson for the city’s Parking Authority, said that further community input would be sought before a decision is made to release the spaces—20 feet each—to Zipcar.
“We want people to use it and feel like they can give up a car or two,” said James, adding that representatives from the Parking Authority and Zipcar would be contacting community associations in the near future.
Last week, Barry Vanderable fleet manager for Zipcar in Baltimore, visited the Canton Community Association’s monthly meeting to pitch the two new pods, which he said had been requested through email by Canton residents.
“We’re all about sustainability and taking cars off the road,” said Vanderable. “We never want to shove something down your throat; we always want to come to the community and get your input.”
Canton residents’ reactions varied. One woman said that Zipcar should try to put pods in private parking locations, such as church parking lots, before taking over public spaces. One man who said he lived next-door to one of the proposed pods, called the idea “a bigger headache for me.”
“My thought process is, if there are two Zipcar spaces, and two neighbors give up their cars, it’s a wash,” said Darryl Jurkiewicz, president of the Canton Community
Association. “Anything more than that, and it’s a benefit for the neighborhood.
Zipcar currently offers a discounted annual fee and waives the joining fee for members of local community associations.
Zipcars began appearing in Baltimore’s’ public parking spots in June 2010, when the Parking Authority released spaces to Zipcar in exchange for the company’s putting six cars in different neighborhoods of low vehicle ownership specified by the Parking Authority.
One-and-a-half years later, in January 2012, Zipcar began paying the city $40 per month for each Zipcar space that was once a public space. The company’s three-year contract with the city ends in June; James said that the Parking Authority is still deciding what will happen then.
There are 78 Zipcars in Baltimore’s public spaces; Vanderable said that the city has a total of about 160 cars; that number includes pods in private parking areas, such as the Canton Can Company or Johns Hopkins University.
“We like each location to be as welcome as possible,” James said, “because we want it to be successful.”

The 2013 baseball season is upon us, and the Baltimore Orioles fans have quite a bit to look forward to. Let’s take a quick look at the American League East and how the Orioles look to fare this year. NEW YORK YANKEES
In 2012, the Yankees went 95-67 for 1st place in the AL East.
The reigning AL East Champions are still the team to beat, but judging by how their roster has been decimated with injuries, this team—on paper, anyway—shouldn’t be too difficult to beat.
Currently, Alex Rodriguez, Mark Teixeira, Curtis Granderson, Derek Jeter, Phil Hughes, and Michael Pineda will all start the season on the DL, with most of them missing significant time.
The way I see it, Baltimore needs to jump on these guys early, because when their injuries recover, they will be their usual winning selves. I don’t see the Yankees finishing above third this year, but I’ve been wrong before. Fourth place seems like a legitimate appraisal. BALTIMORE ORIOLES
In 2012 the Orioles went 93-69 for second place in the AL East.
They are returning with most of their lineup from that amazing season. One addition, Brian Roberts, has actually been on their roster all along. B-Rob is currently healthy, and if he can stay that way, their offense becomes very potent.
Baltimore’s outfield has Adam Jones, Nick Markakis, and Nate McLouth, a very strong lineup. Chris Davis will be the everyday first baseman now that Mark Reynolds is also in Cleveland (as are his near 200 strikeouts per season. Perhaps they felt it wasn’t windy enough out there?).
Baltimore’s pitching staff looks about the same minus Joe Saunders who did a great job coming over at the end of last season. Jason Hammel, Wei-Yin Chen, Miguel Gonzalez are a solid top three. Jim Johnson is back as closer and Pedro Strop will resume his setup duties after dominating the WBC and in spring training as well.
Overall, they have a great roster with potential to win the AL East. A lot of things went right rather than wrong last year; I only hope they can expand on that this year. I can see them finishing better than third, probably second and grabbing a wild-card spot. TAMPA BAY RAYS
The Rays went 90-72 for third place in the AL East last year.
This team scares me. If you look at them on paper, there aren’t that many names that stand out. Sure they have the reigning AL Cy Young winner David Price in their rotation and All Stars Evan Longoria and Ben Zobrist, but other than that, they don’t look tough. Until they win the division, which I see happening this year. This team always seems to find a way to win, which is a tribute to manager Joe Maddon.

If Longoria can stay healthy, this lineup is pretty powerful with him, Zobrist, James Loney, Desmond Jennings, and Luke Scott (when he is on his game). Their bullpen is still strong with Fernando Rodney closing games and Joel Peralta setting up for him. Besides Price, Matt Moore, Jeremy Hellickson, and Alex Cobb are all good pitchers. This is a scary team and should make a run at the playoffs this year, if not win the AL East.TORONTO BLUE JAYS
In 2012, the Jays went 73-84 for fourth place.
The old saying goes, “You can’t buy chemistry,” and it’s validity will be put to the test in Toronto this year. The Blue Jays picked up most of the Miami Marlins’ good players and a few others to fill out their roster this year. Offensively, this team should score 30 runs a game (OK, maybe not 30, but they can all hit). Jose Bautista, Jose Reyes, Edwin Encarnacion, Brett Lawrie, and Melky Cabrera should have no problems scoring.
As for their rotation, the reigning NL Cy Young winner R.A. Dickey will be the staff

ace, and behind him will be Brandon Morrow, Mark Buehrle, Josh Johnson, and J.A. Happ—a pretty solid rotation if you ask me, but it will be interesting to see how Dickey and Johnson respond to the AL.
I am not sold on the Jays, and I think that if a team can hang with them into the latter innings, they have a shot to win. With all the hype around them, I would say third place for the Jays in 2013.Boston Red sox
The Sox posted a 69-93 2012 record for last place.
After their firesale last year—which saw them ship out Carl Crawford, Josh Beckett, and Adrian Gonzalez to the Dodgers— the Red Sox will have a new look this year. They still return Dustin Pedroia, Jacoby Ellsbury (when he’s healthy) and a very old David Ortiz, and they have added Mike Napoli and Shane Victorino to give them some additional experience and talented bats.
Their rotation might be their downfall. Jon Lester is a good option, as is Clay Buchholz, but after that, it gets pretty thin with Ryan Dempster, Felix Doubront, and John Lackey. Their bullpen should be decent with newly acquired Joel Hanrahan closing games out.
I grant that this team got rid of the biggest source of their troubles, manager Bobby Valentine, but they still have a lot to work on. I don’t see them leaving the cellar this year.

Patterson Park 5-K to honor kids affected by little-known, deadly disorderby ERIK [email protected]

Ilan Stanley Betzer, born Aug. 18, 2010, was a serene baby boy who “loved to be held” and had a special affinity for music.
“We had music playing all the time,” said Mousumi Bose, his mother.
A spectrum disorder called Peroxisomal Biogenesis Disorder took Ilan from this world two months after his first birthday.
“He just dealt with it, and he dealt with it with grace,” said Bose. “I’m just glad I had a chance to be his mom.”
There is little research on the disorder, which affects about 1 in 50,000 children, many of whom don’t make it past their first year of life.
Peroxisomes are necessary for development; born without the correct peroxisomal activity, Ilan couldn’t eat or breathe on his own, and his muscles were weak. At home, he breathed through a tracheostomy and ate through a tube in his stomach while medications controlled his seizures.
“I can’t explain the feeling you get when you give birth to a child and they tell you
that he won’t live to see age 1 and there’s nothing they can do about it,” said Bose. “Nothing—not, ‘oh, there’s some very risky surgery’—nothing.”
Bose wants to change that, and her first major step has been organizing a charity 5-kilometer race to be held in Patterson Park on Sunday, April 21.
“I used to do charity 5K’s before my kids,” she said. “When Ilan passed away, I needed to do something; this race thing is kind of my method of coping.”
Bose notes that that “on the extreme end of things,” her morale is very closely connected to the status of the race preparations.
WIth well over 200 participants registered so far, the venture seems to be shaping up very well.
After paying for the race, 100 percent of proceeds will go to the Global Foundation for Peroxisomal Disorders. Bose says that the nonprofit has two arms.
The first is providing support to families affected by PBD. The GFPD provides both moral and material support, including medical supplies and equipment, through an exchange.
“A lot of these kids that make it past the first year need a lot of equipment to survive,” said Bose, noting that walkers and wheelchairs are in high demand.
The other arm of the GFPD is involved in funding research of PBD.
“When an infant is diagnosed, parents are basically being told, ‘You just live life with them, and then they’re going to die,” Bose said. “I feel that there must be something that can be done about it.”
In addition to Ilan, the race will honor T.J. Sacra, a boy born with Zellweger Syndrome, a disorder within the BPD spectrum. Born in 2000 in Tacoma Park, T.J. is now 12 and lives in South Carolina.
“Our family and T.J. have come a long way from the horrible day when we received the devastating news that our son had a PBD,” wrote T.J.’s parents, Ted and Katie Sacra, on the race Web site. “At the time, we were immersed in a new and scary life instantly. We struggled in every way possible while we tried to do everything we could for our son. There was no support, and other than our geneticist, none of his doctors had ever treated a child with this disorder or had even heard of it.”

Today, T.J. attends middle school with the help of a one-on-one aid. Though “he has had to endure the multiple impacts” of PBD, he has survived far longer than many with PBD do.
In addition to T.J. and his family, other parents and children affected by PBD will be coming to the race from New York, North Carolina, and other states.
Bose, who spent her early life in downtown Baltimore and now has a friend who lives on Ellwood Ave., said that Patterson Park seemed a natural place to hold the race.
“I’ve seen the revitalization of Patterson Park, and it has made me very happy,” she said. “I reached out to [Baltimore City]

The race—named the Ilanathon—is Sunday, April 21, at 9 a.m. It starts and finishes at the Pulaski Memorial in Patterson Park, at the corner of Linwood and Eastern avenues. Race-day registration is at 8 a.m. Alternatively, entrants may register online at www.ilanathon2013.eventbee.com. Pre-race packet pick-up and check-in is Saturday, April 20, at Dun Dealgan Irish Pub, 7100 Sollers Point Rd., Dundalk. The race stays entirely within the park.

suspect that he couldn’t find the address; the suspect told him to meet him at Granby and High streets. When the victim arrived, the suspect and two others robbed him of his money, wallet, license, and cell phone at gunpoint. They fled on foot.S. Eaton St., 200 block, March 27, 6 a.m. A woman told police that she was on the block when another woman approached and told her she needed to talk. The woman approached and punched her in the chest, and then went into the victim’s purse and removed $20. The suspect was found and arrested by patrol.E. Fairmount Ave., 3100 block, March 28, 12:40 a.m. A man told police he was walking the block with a female friend. Two suspects approached, grabbed him by his
jacket, and pushed him against a wall. They demanded the contents of his pockets and pointed a handgun at him. They went through his pockets and took his iPhone and $15. They fled on foot; a warrant was obtained for one of the suspects.Claremont Ave., 3900 block, March 29, 11:48 a.m. Three female suspects entered the grocery store. Two went to the back while the third stood by the door. The victim said that one of them put baby formula in her bag. He took the bag from the suspect, who maced him. The three got out of the store, but they didn’t manage to take anything. Two of the suspects were found and arrested during an area canvas. N. Belnord Ave., 400 block, March 29, 6:37 p.m. A man said that while walking the block, he was approached by two suspects. He said that one of them hit his shoulder with a metal pipe while the other tried to take his gym bag. A struggle for the gym bag ensued; the suspect continued to strike the victim with the pipe. The suspects then fled.
