Project scope

• The project involves BASREC and branches of Baltic 21 such as Forestry, Agriculture, Spatial planning and Environment

• The Baltic 21 Secretariat has engaged a consultant to assist in preparation of the Baltic 21 projects

Proposed project Aims

• Overall aim: – To contribute to the 2010 EU 12% target– To foster regional and social development

throughout the BSR

• Coordinated regional approach marked by National Strategies

To promote and make more effective the contacts between bioenergy actors in the Baltic Sea region, with the overall goal of

increased production and use of bioenergy

Development of National Biomass Action Plans

• Assessment of biomass availability

• Priorities for types of Biomass

• Priorities for biomass resource development

• National measure indication

Standardization

• Training and information activities related to implementation

• In some cases developing and agreeing on new standards

Pilot activities/implementation

• Consumer information campaigns

• Local capacity raising activities

• Technology transfer workshops

• Spatial planning tools for regional energy landscapes

• Examining territorial consequences of developing biomass production

Recommendations

• Contributing to EU level development of policy papers, legislation and EU programs

Kick-off-meeting in Riga on the 19th of March

• Four priority areas were discussed in separate workshops

• Of a total of 50 participants,approximately 20 participated in the Bioenergy workshop

• The participants represented most of the concerned sectors, ministries,agencies and R&D institutions as well as some other planned or ongoing projects within the INTERREG program.

Conclusions

• It seems important to find ways and means to avoid overlapping

• It is expected that the project proposal group will meet at 2-3 more occasions, the next one in connection with the meeting of the BASREC group
