    ADMINISTRATION As has already been reported around the valley Baker City received some very welcomed advertising this wee

    in Sunset Magazine. The story talks about the great skiing at Anthony Lakes, as well as the fantastic service

    There has been a delay with Granicus and the City may not be streaming video until the first meeting inFebruary.

    OLICE

    BCPD opened 37 new cases this past week, making multiple arrests. Investigators continue to work on thedaytime residential burglary/gun theft case and a second burglary that potentially was committed by the same

    suspects.

    BCPD began the second biannual policy update. BCPD contracts with Lexipol to provide case law and laborlaw updates. Lexipol also provides a training program for the officers to aid them in their understanding of the

    policies.

    Several officers have taken time off to celebrate Christmas with their families.

    The two-man crew of Dennis and Blain installed a 1 water service and a 4fire line on Midway Drive whiwill soon serve the future New Directions adult treatment facility. This was Blaines official solo flight in

    new position as Equipment Operator I.

    A crew from La Grande performed a hot tap on the water mainline. The hot tap procedure allows us to safelytap into the pressurized water mainline. The City does not own the specialized equipment that is necessary to

    complete a hot tap therefore it is contracted out. Normally we would have to shut down the mainline, drain itcut the pipe, and place the valve, causing a day without water service for everyone in the area. Because of th

    medical facilities in the area that was not an option.

    Wastewater

    Wastewater collection crew member Karl Ritch inspected the wastewater collection line on 5th Street. Hisinspection is done by watching the monitor within the wastewater collection van. This section of the

    wastewater mainline was lined in December 2009 as part of our annual lining rehabilitation program. The

    newly lined portion is in excellent condition, and the lining is expected to prolong the life of the old terra cott

    pipe for well over 50 years.

    Work this week also included removing and backfilling a storm water collection manhole on View Court.arks and Recreation

    Interviews of the applicants for the maintenance contract of the Parks and Cemetery will be conducted nextweek.

    The task of snow plowing some of the higher elevation streets in town was accomplished. Moderatetemperatures this week allowed some of the snow at the lower elevation streets to melt. Because the Hillcresand Quail Ridge Subdivision neighborhoods are just 90 - 120 feet above most of town, there was considerably

    more snow on those streets.

    A crew reported for early morning duty on Thursday in order to haul off some of the remaining snow berms othe downtown streets.

    Streets were salted and sanded nearly every day this week.

    Prepared and mailed the final decision on the Tennis Court appeal case. Submitted updates for the website. Look for the new tree ordinance & tree permit, sign code & sign permit

    well as the updated Planning Commission meeting schedule, fee schedule, etc.

    Coordinated with the 9-1-1 GIS specialist to clarify addressing discrepancies near Best Frontage Road and Street.

    uildingommercial Projects:

    The Recovery Village project on Midway drive, general contractor Sid Johnson Co. is forming the Stem-wallthe foundation and is holding off till the weather is warmer to pour the concrete. Insulating blankets are being

    used to protect the footing that was poured last week.

    Oregon Trail Bullet project is trying to get the under slab plumbing approved but was turned down because thsnow covered the piping which need inspected for compliance to required design. This will be a concrete slab

    floor system for the storage building. The current weather is not co-operating and is predicted to be down tozero tonight. It is not allowed to pour concrete on frozen ground by building code.

    The ODOT Maintenance facility is still working towards final inspections, though this week some of thesubcontractors are taking time off due to the holidays.

    We received an application for a wind project in Lime Oregon. The 6-Wind Generators will be sited on BLMland NE of the old Lime concrete plant. We will be permitting the foundation systems and electrical wiring

    systems.

    The application for a Design Studio above the YMCA on Main Street may change to a Studio Apartment. Thibuilding department requested an interpretation for a residential Change of Occupancy in Existing Buildings,

    from State of Oregon Building Codes Division. Richard Rogers (BCD Structural Chief) stated that the WorkArea is allowed to be Sprinklered in this area only with 1-hour fire separation from the commercial uses. T

    allows a change of occupancy and does not affect the rest of the building; a cost saving that can help

    development of second story down town New Residential living units. This is under the Existing BuildingCode that Baker City has specifically adopted.

    esidential Projects:

    A Building permit application was received for a new garage at 2425 8 th street Baker City. A Building permit application was received for a 600-sqft cabin on Main Street, Cornucopia. A Building permit application was received for a 4,704-sqft residential shop on Cracker Creek in the Sumpte

    area. This was a building without permits and had a stop work order posted by this department. The owner

    obtained county planning approval and is working on getting the plans checked by a local Structural Engineersince the building design did not meet the prescriptive design of the Residential code.

    The monthly financial report for November is available online. It will also be included in the packets for theJanuary 11th Council meeting.

    Utilities

    Zone 8 was billed today which includes 461 residential and 20 commercial accounts. Of those accounts 58 o12% are signed up for direct payment.

    91 late notices were sent December 27th. Three residential customers (Zone 7) were scheduled to have their water turned off for non pay (over 60 days

    past due) none of those were actually turned off.

    Seventy six employees will be paid on December 31st which includes 11 volunteer firefighters. Of those 76employees 69 or 91% are signed up for direct deposit.
