Affordable Housing and Anti‐Poverty Plan
ONTARIO
Housing Benefit
We will make housing more affordable by implementing a new housing benefit for low‐income
tenants who pay unaffordable rents.
In 2016‐17, when fully phased‐in, the benefit will provide an average of $96 a month for individuals
who pay more than 40% of their income on rent and an average of $120 for families who pay more
than 30% of their income on rent.
The benefit will cost $240 million a year when fully phased‐in and will vary according to city size, family size, a tenant’s income and rent paid. The benefit will go to nearly 200,000 Ontarians.
A single parent of two children receiving OW and pays $847 a month in rent, would receive a
monthly housing benefit of $189
A working parent with two children who earns $2,200 a month and pays $800 in rent would receive
a monthly housing benefit of $103.
New Affordable Housing
We will fund and build more than 50,000 new affordable housing units for Ontario over the next 10
years, including over 14,000 in the next 4 years.
We will invest $1.1 billion over ten years to partner with the federal government on Affordable Housing Programs. This partnership starts with a $240 million provincial investment.
We will improve access to low‐cost financing for affordable housing construction, renovation and
repairs by making it easier for housing providers to access the Infrastructure Ontario Affordable
Housing Loan Fund.
Social housing providers (including not‐for‐profit providers and co‐ops) will qualify for retrofit grants as part of our $300 million low‐income energy efficiency program.
We will pass legislation allowing municipalities to adopt inclusionary housing practices.
Low‐income adult emergency dental care program
We will create an emergency care dental program for unemployed and working poor adults.

The program will serve 50,000 adults each year at a cost of $12.5 million, using unspent funds from
the government’s 2008 Healthy Smiles Ontario.
Its mandate will be similar to the Children in Need of Treatment program, but it will service Dental coverage for low‐income adults.
Previously Announced Anti‐Poverty Commitments
We will increase the minimum wage to $11/hour and indexing it to the cost of living.
We will follow through with the recommendations of the Commission for the Review on Social
Assistance.
We will increase OW and ODSP rates to keep up with inflation.
We will increase the Work‐Related Benefit for all ODSP recipients with employment earnings and end the clawback on the first $300 a month of earnings for ODSP recipients who take a job.
We will freeze child care fees and keep spaces open.
