Background WorldFish is an international, non-profit research organization that harnesses the potential of fisheries and aquaculture to reduce hunger and poverty. In the developing world, more than 1 billion poor people obtain most of their animal protein from fish and 250 million depend on fishing and aquaculture for their livelihoods. The WorldFish mission is to strengthen livelihoods and enhance food and nutrition security by improving fisheries and aquaculture. We pursue this through research partnerships focused on helping those who stand to benefit the most—poor producers and consumers, women and children. Feed the Future Bangladesh Aquaculture and Nutrition Activity, hereinafter referred to as Activity, is a five-year (2018-2023) award made by United States Agency for International Development (USAID) to WorldFish in February 2018. Its aim is to sustain positive aquaculture sector growth in south-west Bangladesh through an inclusive Market Systems Approach (MSA). It builds on the achievements of the six-year USAID Aquaculture for Income and Nutrition (AIN) project -ended 2017, which saw livelihoods of small- scale fish farmers improve through increased production and quality of tilapia, carp, shrimp and prawn in the Feed the Future Zone of Influence (ZOI) which includes entire Khulna and Barishal divisions and five districts; Madariupur, Shariatpur, Gopalgonj, Faridpur and Rajbari of Dhaka divisions. Aquaculture growth is critical to meet globally increasing demand for fish. The contribution of Carps fishes is rapidly growing over the years in aquaculture production in the Bangladesh and with having high potential to increase its production in the upcoming years. In this context understanding the improved Carps variety is imperative. In order to gain such an understanding, it is necessary to setup one modern Carps hatchery with sophisticated facilities for improved Carps seed production, natural resource management. 1

A. Background

Location of the Project: CGIP proposed hatchery compound is located at Talbaria which is 10km north-east

from Jashore town and 70 feet at the West from Hamidpur to Hashimpur high way.

Objectives of the RFP

Established one modern Carp hatchery in our working place, to reduce stress of brood fish, to avoid contamina-

tion, to ensure proper monitoring, to reduce disease risk & to find out easy way and good management practices

of operation. For this WorldFish is going to propose to establish one Carp hatchery at Talbaria, Jashore.

2.2 Specific objective

To reduce stress of brood fish as well as Spawn while carrying to long distance, as there is no

hatchery at present at our farm premises.

To reduce the contamination which may occurs anytime working in different localities/ hatcher-

ies

to ensure proper monitoring by research team or breeding experts

To reduce disease risk, by implementing biosecurity measures as suggested by WorldFish ex-

perts

B. Scope of work

The contractor will work with technical assistance from the Feed the Future Bangladesh Aquaculture and Nutri -tion Activity (BANA) and experts of Fish CRP, WorldFish and necessary advice from Dr. Malcolm Dickson, Chief of Party (CoP, BANA), and Mr. Naseem Ahmed Aleem, Deputy Chief of Party (DCoP, BANA), Mr. Badrul Alam, (Research & Platform Manager), & Md. Shawquat Ali (TBPS, BANA) & related WorldFish Ex-pert.

Activity1: Prepare Plan & final design based on initial proposed design by Experts.WorldFish Expert will provide a preliminary design having facilities they want to establish to operate the Carp the Hatchery. Based on this design the Contractor will plan & submit an Architectural design (including 3D perspective with all necessary tools including), plumbing design, & Electrical facilities design. Do necessary consultation with the WorldFish expert, modifications of the design before the final design.

Activity 2: Find out good quality water source by testing the soil & find out the good one for boring. To identify the good quality water source 4 to 5 test boring is required & from that boring soil will be collected for test. Based on this soil testing result, will be finalize the good one for boring.

Activity3. Calculate & Submit approximate costing to construct the hatchery & its facilities at our localityContractor should counselling with the WorldFish Expert team and physically visiting at proposed hatchery location will develop, calculate & submit the estimated costing at every stages (Construction, Plumbing & Elec-trical) of works. Activity-4: Prepare time line of each events & budgeting accordinglyThe Contractor will prepare a time line with proper estimated budget of each events and do work following this timeline. For this Contractor may consult with WorldFish experts & take necessary action as needed.

DeliverablesThe contractor will provide the following outputs/delivers:

Prepare a final design & plan to establishing the Carp hatchery Required materials along with their specification & sources and price quoting Approximate cost calculation for each events (construction, plumbing & electrical and others men-

tioned things in table-1) to establishing the hatchery. Planning of work & their implementation –

a) Test boring for good water source identification & deep boring for water at recommended places based on Soil test result.

b) Construction work- hatchery premises & overhead tankc) Construction work- Brood resting tank (Imported) ,breeding pool area and drains d) Construction Work- Roofing ( 10mm fibre glass sheet-Imported), building wall, & Thai alu-

minium glass setting e) Construction Work – Final fabrication work of hatchery (walk way, door, window, colour), foot

bath, waste water treatment tank, waste water disposal pit, wash room, plumbing work, electrific-ation, office furniture, Equipment’s and Air Conditioner setup.

C. Methodology & Activities Fish is the most important source of animal protein food for the human population and the potential of fish culture production from ponds, floating cages and various other small water bodies. The supply of quality fish seed is a key products to the expansion of fish farming. Fish seed demand at present is strong, expected to ex -pand and fish seed business is profitable. Infect water source is the key elements for operating a hatchery. For this we recommended the sub-surface waters (ground water). Subsurface waters are as clear as drinking water or close to it. Energy requirement of the water intake and costs of constructions of the water intake are specifically higher in case of subsurface waters. For this we need to identify the good quality water source to successfully operating the hatchery. The Contactor will check the water sources by test boring & finalize the ideal one for boring through discussion with WorldFish Expert.For hatchery establishment we are recommending the 80’x 55’ surface area at left side of the entry point of our farm premises. The hatchery will be sealed by brick & Thai Aluminium glass, where required windows (con-tractor will show in his design) & doors (shown in hatchery design- as “D”) will be incorporate for easy move-ment. (Doc. Attached Table-1) Actually our hatchery will be located in northern view, where at the almost middle overhead tank (25’ x 12’ x 6’) designed, at the upper portion of the Changing room (CR), Working facilities room -1(WFR) & wash room (WR). At the left side of the hatchery we have a breeding pool zone (60nos fibre glass funnel & 20nos steel Jar we have) area where a Walk way measuring 3.5’x 2’, Jar setup area, a) Small- 2’6’’ width a line having 15nos of Fibre Jar, b) Big steel Jar 3’ width line having 9 Steel Jar in a line & at the right side of the hatchery there is a plan to setup 12 cistern measuring the size, 10’ x 5’ x 2.5’ each, which may be 10mm fibre glass sheet to be imported from aboard. There will be one generator room (GR-10’x10’), one laboratory (LAB-12’x10’) & Gen-eral store room (Store-12’x7’) in the designed area. We will install 25KVA 440Volt generator to operating the hatchery in case of electricity failure. 5 to 7 Foot bath (FB) of different sizes will be at our hatchery (as shown in attached CGIP hatchery design).

D. Technical Proposal Parameters

The technical proposal (max. 6 pages) should include the following elements: Description of Contractor’s capabilities and related experience Proposed resource needs

- Staff members who will be assigned to this account; which will be devoted to this account- Description of staff experience and competencies

Detailed modality of workExperienced Vendor and worker will engaged for do this work. Vendor will be deployed for 90 to 100 days for completing the whole work. According to the time line they will complete their Job, & if any disputable things occurs they will settled it discussion with WorldFish expert.

Pre Bid Meeting: WorldFish would like to invite the potential suppliers for a Pre-Bid meeting on 05 May April 2019 at 11.00 am, WorldFish office, located: House# 2B(5th floor), Road# 04, Block-B, Banani, Dhaka, Bangladesh

The purpose of the pre-bid meeting is to answer clarifications and concerns your company may have in relation to the request for proposal. It is important for us, if you can indicate, as early as possible, if there are requirements (e.g. the Terms of Reference), in the tender document which do not seem reas-onable, so we can address them, if justified. Apparently based on the RFP we are  looking to get the best proposal  from the potential companies. If required potential supplier may visit the site in Jeshore for more understanding ‘To Established one modern Carp hatchery in Jeshore, to reduce stress of brood fish, to avoid contamination, to ensure proper monitoring, to reduce disease risk & to find out easy way and good management practices of operation.

4th week of May, 2019 around 20% of the total amount. Payment will be made upon submission of deliverable of 1 & 2.

B) Upon deliverables of 3 a, b & c :

Test boring for water quality checking at recommended place.

Construction work- hatchery premises & overhead tank

Construction Work- Construction Work- Working facilities room, wash room, Lab & Store room, Hatch-ery boundary wall &Thai glass and Fibre glass (10mm) roofing

Report & relevant doc-uments submission of the progress

3rd Week of July 2019 around 35% of the total amount. Payment will be done after completion of activities and submission of deliverables of 3a, 3b & 3c. A brief report on pro-gress is required.

C) Upon deliverables of 3d & 3e:

Construction work- Brood resting tank (fibre glass -5-6mm) & incubation Jar setup area

Construction Work – Final fabrication work of hatchery, like foot bath, waste water treat-ment tank, Waste reser-voir tank, plumbing work & electrification , AC setup, Lab equip-ment’s supply, and Office furniture supply etc. (as mentioned in table-1)

2nd Week of August 2019 around 30 % of total amount. Payment will be done after completion of activities and submission of deliverables 3d & 3e. A brief report on work pro-gress required to payment.

D) Upon deliverables of 4 & 5:Test basis hatchery operation, & final re-porting.

Final Payment 1st Week of September 2019, after accomplishment of all activities, hatchery opera-tion report with expert comments and submission of a final report.

E. Required Documentation

a) It is mandatory for bidding organisations to submit documentary evidence demonstrating their legal, taxa-tion and financial status. This may includes:

A certificate of incorporation (for individual companies, a trade license);

Joint stock registration certificate (if applicable)

An organisational organogram of key personnel, inclusive of the names of such personnel;

Tax Identification Number (TIN);

VAT registration number;

Proof of a segregated account (providing the name and address of such an account);

Other valid papers (Provided by Government institutions)

b) The service provider must bear all Annual Income Tax (AIT)

c) Percentage of VAT and total amount of VAT should be mentioned in the proposal.
