B3/SB 2030 PROGRAMS AND TOOLS
PREDESIGN DESIGN CONSTRUCTION OPERATIONS
Establish project-specific performance requirements.
Refine project-specific performance requirements.
Optimize use of resources to achieve performance requirements.
Evaluate success of design strategies through early and repeated modeling.
Implement construction practices that meet performance requirements.
Ensure project is meeting performance requirements.
5
Holistic set of sustainable building guidelines to be used from pre-design through the life of the building6
Progressive building energy conservation program that aligns with Architecture 2030 targets 7
SUSTAINABLE BUILDING 2030
REQUIRED PROJECTSSB 2030 is a required program for all state-bonded buildings that receive General Obligation (GO) bonds (regardless of the amount):• All new buildings• All substantially renovated buildings that include:
– At least 10,000 sf
– Replacement of HVAC system in all or part of the building
• That started Schematic Design after August 1, 2009
8
SUSTAINABLE BUILDING 2030
REQUIREMENTMeet energy performance targets (Energy Standards) that reduce* the use of carbon producing fuel for building operations by:
• 60% (for buildings designed) in 2010• 70% in 2015• 80% in 2020• 90% in 2025• 100% in 2030
These targets are halved for renovations of existing buildings.
*from a baseline of representative buildings in existence in 2003.
9
SUSTAINABLE BUILDING 2030
IMPACTS
93 projects have been designed to comply with SB 2030
534 million kBtu estimated annual energy savings
$8.3 million estimated annual energy savings
Data current through October 2015. 10
Building management system for tracking operational energy and water use 11
B3 BENCHMARKING
8,200 public buildings in program
310 million square feet of buildings in program
34% of buildings are good candidates for improvement
16% potential annual energy savings (3,592 million kBtu)
19% potential annual cost savings ($48.3 million)
B3 Benchmarking current to October 14, 2016.12
Building management tool for minimizing operational energy use 13
Survey-based program for determining occupants’ perception of indoor environmental quality 14
OPPORTUNITIES FOR GROWTH
Climate Solutions and Economic Opportunities• Expanding SB 2030 to all buildings was one of the top
strategies – Achieves nearly 20% of emissions reduction required to
meet Minnesota’s 2030 target– Creates over 2,500 new jobs annually
Minnesota’s 2025 Energy Action Plan• Adopt SB 2030 as a stretch code that can be adopted by
local jurisdictions• Increase adoption of commercial building energy
benchmarking and disclosure programs• Improve building operations to capture energy efficiency
opportunities
