Raise the standard of AFIS service, by supplying surveillance equipment that allows for more accurate flight information service, and raised the possibility of observation of position reports from aircraft, facilitate coordination procedures with adjacent units, and improved ability to provide assistance in emergency situations.

Avinor’s basic idea of implementing the project, was the intention to:

“It is reasonable to assume that where the infrastructure permits, the introduction of radar displays at AFIS units has the potential to yield benefits in terms of safety performance. In any case, certain preconditions must be satisfied before it can be considered realized; 1. A detailed description of criteria for service must be established; 2. Adequate training must be provided both for the service provider and operators and airspace users 3. Regulatory obstacles must be observed/resolved; and 4. An approval from the CAA must be obtained.”

A project has been set up within Flight Safety/Telecommunications/Regional airports with participants from both administrative and operational staff. Their mandate is;- • the project has its basis in the conclusions and conditions emerging from the 2003 report "Considerations regarding the installation of radar displays at AFIS units”, • the project will be directly involved with solving the conditions defined in point 1-3, • the project shall present the company administration with a draft application proposal for the installation of radar displays at Brønnøysund Tower for acceptance during 2006. Experience gained from this AFIS unit shall establish the guidelines for corresponding installations in comparable AFIS towers having surveillance coverage within their respective TIZs.

THE LENGT OF OUR AFIS’ EDUCATION • One week theory-course ending with exam(ATCO-instructors from ATCC &

radartechnicians) • One week radar-simulator course at Bodoe ATCC, ending with excam • 6 weeks On The Job-training (minimum 100hours active work in hotseat,

ATCO-instructors from Bodoe ATCC.) • The Authorization-exam was conducted by Operation Leader of the AFIS-unit,

ATCO from Bodoe ATCC and inspector from our legislator, (Norwegian CAA)

All AFIS-officers had more than 3 years experience. 6 AFIS-officers were authorized, and the radar-AFIS unit started the operational test-period of one year. After one year, the unit was evaluated by the project, AFIS-unit, operators and Bodoe ATCC, and the NCAA authorized Brønnøy AFIS for using radar-information in their provision of FIS, after having performed their «Periodic Proficiency Test».

The requirement from our CAA for performing a «Periodic Performance Test» before going operational, created a need for a tower radar-simulator. We have hired a radarsimulator from a Norwegian Producer, www.eddasystems.no Here follows a short presentation of the radar-simulator, which we genuinly experience is perfect for our demands: Product: eCoach ATC and VCS simulator Expandable to complete ATCC simulator Separate excercise designer for working in office (or at home, or at the train, or ….) Leasing or purchase, reasonable price Tower radar system can also be provided

“Pursuant to Regulation (EC) No 1315/2007, Article 9, the Norwegian Civil Aviation Authority accept that the change is implemented. The Norwegian Aviation Authority specifies that introducing Flight Information Service assisted by surveillance by an AFIS unit will not be accepted as a risk prevention measure to compensate for the necessity of introducing air traffic control services at units where the amount and complexity of the traffic would warrant this.”

My conclusion: Without the Norwegian Aviation Authority's positive and active advocacy role, the project would not succeeded. Correctives and recommendations along the way resulted in their conclusion below.
