Chair's Foreword

Victoria is a major national centre for the provision of ICT, cyber security, modelling and simulation systems, products and services for defence and government. This industry draws on a strong foundation provided by a highly innovative and capable commercial ICT industry.

Our industry has a proven record of success in developing innovative and highly capable systems solutions to complex information and communication system needs. As such, our industry is well placed to supply digital systems to support the defence and government digital systems market.

The Australian Defence Alliance (Vic) with support from the State Government of Victoria, has formed the Victorian Defence Alliance – Digital. Membership is open to all Victorian companies operating in the digital systems market.

The Alliance supports industry in Victoria to win defence and government digital systems work. It promotes Victoria’s digital industry capabilities to potential customers and fosters collaboration, partnering and teaming as part of a highly capable defence industry in Victoria. The Alliance also provides opportunities for networking and mentoring of member companies.

Victorian Defence AlliancesThe Victorian Defence Alliances have been established through a partnership between the Government of Victoria and the Australian Defence Alliance (Vic), formerly AIDN-Vic. Membership of the Alliances is open to all companies operating in Victoria with the potential to supply products, systems and services to the national and international defence industry market.

The Alliances bring focus, cohesion and unity to the actions and initiatives of companies with a shared and common purpose in specific domains of Victoria’s defence industry sector. They allow member companies to act together to deliver timely, cost effective and innovative solutions to meet Defence needs.

The Alliances support industry through advocacy, networking, collaboration, mentoring and capability building to assist member companies to win work in national and international defence industry supply chains. Importantly, the Alliances provide effective pathways for connecting Alliance members with industry primes and key government stakeholders.

Australian Defence Alliance (Vic) – (ADA Vic)Champions the cause of Victoria’s SMEs in Defence industryThe Australian Defence Alliance (Vic) – (ADA Vic) is the Nation’s largest singular, professional body advocating on behalf of, and providing strategic and policy guidance into, Victoria’s dynamic base of small and medium dual-use and defence industry companies. ADA Vic assists its Members to capitalise on opportunities provided across Australian and Global defence/security markets through the formation of strategic partnerships and collaboration nationally.

Victorian Defence Alliances The Victorian Defence Alliances are a project which have been established through a partnership between ADA Vic and the Victorian Government. There are five Victorian Defence Alliances, each focused on matching the capabilities of Victorian businesses against the needs of defence industry. The VDA consists of VDA-Digital, VDA-Aerospace, VDA-Land Systems, VDA-Maritime and VDA-Submarines.

Defence Market Intelligence and NetworkingADA Vic helps its Members collaborate nationally and internationally with dual-use and defence industry suppliers and provides connections with Defence and defence industry Prime companies. ADA Vic organises networking events, seminars, trade missions and a range of other industry support initiatives, promoting a collaborative and capacity building approach.

Communication link between Industry and GovernmentADA Vic represents the interests of its Members by providing a communication link between those members and State and Commonwealth Government Departments. These include the Commonwealth Department of Defence (Capability, Acquisition and Sustainment Group), the Department of Industry, Innovation and Science and the Victorian Government’s Department of Jobs, Precincts and Regions. ADA Vic also represents its Members through advocacy on matters that shape defence and security industry policy and strategy.

National OrganisationADA Vic is the Nation’s largest singular, professional advocacy body for dual-use and defence industry SMEs, representing over 300 member companies with interests in Victoria and nationally. Through its partnership in the Australian Defence Alliance, ADA Vic works with the Defence Teaming Centre in South Australia and the Henderson Alliance in Western Australia to represent 1,100 + SMEs nationally, sharing strategic relationships with national and international professional advocacy bodies and encouraging national capacity building through collaboration.

Victoria: Defence Excellence

Victoria is Australia’s state of defence industry excellence.

Victoria’s defence sector is an important part of the state’s economy, contributing billions of dollars annually. It employs around 18,500 people and has more than 770 businesses which manufacture equipment and provide services for defence activities.

There are around 150 business in Victoria that operate in the defence related digital and cyber market. More than 40 leading national and multinational digital and cyber security businesses and institutions are in Victoria, including the CSIRO Data61, NBN Co Ltd, Telstra, IBM, Leidos, Dimension Data, Cisco, Microsoft, NEC and Ericsson.

Victoria produces the highest number of ICT graduates in Australia, has eight universities that offer cyber security courses, in addition to Certificate IV in Cyber Security offered as a free course at nine TAFE institutions through the Andrews Labor Government’s Free TAFE for Priority Courses initiative.

CSIRO’s Data61, Australia’s leading digital research network, has established its Victorian digital research laboratory and its national cyber innovation leadership in Docklands. The Victorian Data61 hub also hosts the Oceania Cyber Security Centre and the Victorian node for AustCyber.

The Labor Government’s vision is for an innovative, globally competitive, highly skilled and adaptive defence industry that maintains its position at the leading edge of providers serving the Australian Defence Force and global supply chains.

Industry Editorial

The ICT industry continues to move at a tremendous pace with the adoption of increasingly more effective tools to deliver solutions at scale that can be adopted globally. Cloud technologies and unprecedented bandwidth in the mobile space, is facilitating situational change from the taxi industry to our TV watching habits. The ability to provide situation awareness to both consumers and military platforms ensures that having the advantage in business, or the battlefield requires ICT systems superiority. The global reach of the Australian Defence Force requires resilient secure communication. The exploitation of sensor data faces the challenge where more information is collected in one sortie than throughout the life of the previous generation of platform. The data analytics requirements are no less demanding in business from banking to logistics.

Importantly, the ability to assemble and then sustain truly innovative teams requires a pipeline of work and problems from across the ICT industry and both Federal and State governments play an important role in supporting action to build industry capacity. VDA-Digital is focused on providing visibility and support to local ICT companies and ensuring that projects, both Government and Commercial, consider the benefits of the Victorian ICT sector.

The digital industry is a human capital business. It’s about connections, collaboration and ideas built to solve problems in many cases we didn’t know we had. The ability to innovate is enhanced when the supply of this human capital is energised by a business environment that adopts and promotes local innovation. Victoria benefits from graduates numbers and research centres that are truly world class. As a result, the Victoria’s ICT industry is well positioned to make a significant contribution to making all Australians safer, healthier and more prosperous while ensure the jobs of the future are created in Victoria.

When Harris Corporation, one of the largest technology companies in the USA, went looking for a partner to add a Wireless Personal Area Network to their highly success Harris RF-7850S radio, it found the solution in Melbourne, Australia. Clarinox Technologies is an innovative specialist in the development and integration of wireless embedded systems. The partnership between Harris and Clarinox resulted in a market changing radio capability.

In 2014, the Harris RF-7580S radio was the ultimate integration of radio, edge device, GPS and application software in a single platform. It provided superior connectivity for soldiers and enhanced the sharing of information through the command chain as well as supporting assets such as helicopters and UAVs. However, Harris recognised the product could be improved further by significantly reducing cumbersome cables through wirelessly networking numerous end-user devices. This enhancement would significantly increase operational effectiveness for users.

Although the strategy to add a wireless personal area network (WPAN) communication capability to the existing RF-7850S radio was straightforward, the execution was not. Harris approached a number of leading technology specialists in the US, searching for a wireless solution which would fit within the very limited available footprint of the product. The challenge proved to be beyond some of the biggest names in the industry. Eventually, Harris was referred to a company with a reputation for developing innovative and leading-edge solutions in wireless embedded systems, on the other side of the world – Clarinox Technologies, based in Melbourne, Australia.

Clarinox took on the challenge, and a productive partnership with Harris was formed. The project was extremely challenging from the outset, requiring more than 12 months of technical planning and management of the necessary ITAR and other export restrictions. The biggest obstacle, however, was the technical challenge presented by trying to fit significant functionality in a much smaller than needed footprint. This challenge required careful consideration and innovative solutions to both hardware and software. The Harris team, based in Rochester, New York, and the Clarinox team based in Melbourne, Australia, collaborated through the many complex challenges encountered across the life of the project. The ultimate success of this endeavour is a testament to the great skill, enthusiasm and dedication of both teams, working together across continents and time zones.

The success of the Harris and Clarinox team created a world-leading capability, and to date, there is no other radio that combines wireless networking and intra-team radio communication like the RF-7850S WPAN radio. The system has received excellent reviews from users and Defence has indicated an interest during the Army Innovation Day 2018 with potential linkages to future Army requirements.

The dynamic collaboration between Harris Defence Australia and Clarinox is an example of the exciting growth of the Australian Defence Industry’s content and capability, and the world-class innovation and tenacity on Australian shores. Encouraging, promoting and supporting such partnerships will continue to bring local talent to the attention of the world, and provide a significant enhancement to Australia’s Defence capability.
