9. The respective Regional XO will be responsible for endorsing OA86 submissions and approving CFA claims on CadetOne along with managing the ordinary paperwork such as staff applications.

10. If metropolitan SQN COs have pressing matter that need executive involvement please make contact with the respective Regional XO directly, or if there are any matters that were being handled by the late SQNLDR(AAFC) Rice then COs need to brief the respective Regional XO on those issues.

Heightened Security

11. Australia is at HIGH level of alert under the National Terrorism Public Alert System. There are four levels that communicate an assessed risk of terrorist threat to Australia. The four levels are:

a. low—terrorist attack is not expected.

b. medium—terrorist attack could occur.

c. high—terrorist attack is likely.

d. extreme—terrorist attack is imminent or has occurred.

12. The SAFEBASE Defence Security Alert System is currently at SAFEBASE Charlie. The system utilises five levels of alert and enables Defence to implement coordinated, incremental protective security measures when required, by a change in the assessed level of threat to personnel and assets within Australia.

13. The DG and CDR will shortly issue a Joint Directive on AAFC requirements during this heightened security environment. In the interim, members are advised of the following.

14. Wearing of uniforms. AAFC members are reminded not to wear uniforms on public transport. Uniforms can be worn in private transport and at on- and off-base activities provided a suitable Security Risk Assessment (SRA) has been conducted.

15. Carriage of Weapons on Commemorative Services. It is noted that ANZAC Services are fast approaching. There is currently a relaxation in policy which prohibited carriage of weapons in public for Commemorative Services. At the present time the following rules are in place

a. Military replicas, or military weapons are NOT approved for ceremonial use outside the confines of an ADF base, this includes weapons such as the F88(I) and SLR.

b. Innocuous 303 rifles are not considered military weapons and as such these ARE approved for use off base.

c. Swords can be used either on or off base for ceremonial functions.

16. SQNs should prepare OA86 applications for ANZAC Services including detailed Security Risk Assessment. The SRA should include details of the types of weapons, transportation of weapons, storage of weapons throughout the service, whether NSW/ACT Police will be in attendance and if they have been notified of AAFC cadets mounting a guard with innocuous/cadet weapons and any local security issues. The situation is of course a dynamic one. Whilst every effort will be made to ensure units are able to fully support local RSL services, members must be aware that carriage of weapons cannot be guaranteed.

17. Your OA86 submissions should also include the appropriate sections in the RAMP for the carriage of weapons in public and that you identify your management plan of these weapons in your OA86 and associated JI.

Security Certification in OA86

18. Please be reminded that it is a requirement that all activity applications are endorsed by the CO/FLTCDR ‘that security risks identified, assessed and mitigated IAW CDR’s Directive and SOGT email of 14 Oct 14. This is to be done in the CO Endorsement Box of the OA86. 19. In addition, JI's should state words to the effect of; “Cadets who travel on public transport are to travel in civilian attire and bring their uniform (in a concealed bag) to change into on arrival.”, “Any unwarranted conduct or approaches by members of the public are to be ignored and reported up the chain of command as soon as practicable” and “The wearing of uniform in public places will be dependent on the assessment of risk for the activity.”

20. All units parading on ADF Bases or MUD facilities are to comply with local security arrangements.

21. Local Police are to be advised of any activity being conducted in public areas, private property or National Parks etc. This should be included on any activity checklist to ensure it is completed.

Conditions of Entry to Defence bases

22. The Wing has been advised through the AFLO of changes to the conditions of entry to RAAF Williamtown and RAAF Richmond. Security Staff at those bases are carrying out random searches of vehicles entering the bases. They are searching for items such as explosives, drones, camera gear and 'listening devices'. If members refuse to be searched they will not be allowed on Base. Members should also note that a new entry to RAAF RIC will be commissioned late March or early April. Members will be kept informed of any relevant changes in Base security arrangements as they come to hand.

Mandatory Training Requirements

34. All members are reminded that they have a personal responsibility to ensure that all mandatory training obligations are completed within the relevant timeframes including renewal of Senior First Aid and Working with Children checks.

35. COs are to ensure that the Adult Transition Program is completed for all cadets under their command as soon as practicable after turning 18. It is noted that a working with children check cannot be applied for at the RMS in NSW until the cadet actually turns 18. COs should encourage cadets to attend the RMS and apply for their WWC as soon as they turn 18 so that the CO can complete the declaration. All other components of the ATP must be completed before the cadet turns 18. Defence mobile phones

41. The AFLO Office needs to be advised of any changes in ownership of Defence issued mobile phones. Any members who have recently taken over a Defence mobile phone are requested to contact SGT Turner so he can send out the required 'paperwork' for changes in phone ownership. 42. A new Defence policy for management of mobile devices, including mobile phones, will be posted to the 3WG Website and incorporated into the new 3WG Standing Instructions in due course. Owners of Defence issued mobile phones are advised to make themselves familiar with this policy.

Rescinded - Closure of 319 Squadron

43. As a result of recent changes at 319SQN Inverell, the OC has decided that the Squadron is to remain open for now and into the foreseeable future. This is a very welcome turn around for the Squadron and is no doubt welcome by the Cadets of 319SQN, many of whom would have had no choice but to terminate from the AAFC had the Squadron closed.

ANZAC Day 2015 – Sydney City March

44. Activity No. 28475 has been created for the ANZAC Day March through Sydney. SQNs will be required to endorse nominations to ensure COs are aware of nominating members of their SQN. A JI is already available for download from the Activity and will be circulated by email. All metro SQN members are encouraged to attend the City March. The OC would like to aim for as close to 200 Cadets in attendance on what will be one of the most public events of the year.

Qualified Stage Project AAFC Training VOCAST

52. Training Directorate is looking for an individual or team of cadets to undertake a Training Directorate Qualified Stage Project from February to April. It will be a short vodcast/screencast scripted, directed, shot and edited by the individual/team with mentoring, script editing and vetting conducted by the Training Directorate.

53. The Vodcast will be on a short video (maximum 2 minutes) on how to use CadetNet to access nationally approved AAFC resources, MoGT and other important training documents. It will also show how to use the search function effectively for training purposes. Its intended audience is varied, catering for a wide age range (13 to 65) and AAFC members who have no previous experience with CadetNet to a good level of functionality. This vodcast will be used nationally in AAFC training, beginning with the new Education Leadership (Instructional Technique) Package due in 2016.

54. The successful team will be required to check in weekly with their mentor. It is due on the 17 Apr 15, less than four weeks from the date of appointment. This is a virtual project and will not require face to face meetings. On completion of the project they will be granted a credit for their qualified award, regardless of their stage of training.

59. Expressions of interest (EOI) are now invited from suitably qualified AAFC Members interested in appointment as the next Commanding Officer (CO) of 323SQN.

60. Reporting to the OC through the Regional XO, the CO of a Squadron has direct responsibility for the operational effectiveness of the most important unit structure in the AAFC, where service delivery of the AAFC program determines our success or otherwise, as an effective arm of the ADFC.

61. A CO is the AAFC's direct command link with our cadets and is often the public face of the AAFC within the community. The role is a pivotal one within the AAFC and, although demanding, it provides incumbents with an enormous sense of achievement when the capable direction of staff, management of resources, and motivation of cadets results in young Australians relishing their experience in the AAFC.

62. EOIs will be accepted from members of any rank of SGT(AAFC) and above. A minimum of 5 years AAFC service within a Squadron environment is considered desirable but not essential.

Duties & Responsibilities

Command: The CO has absolute responsibility for all decisions and actions that occur within the Squadron. They must therefore ensure:

- Squadron members at all times abide in letter and spirit with the law,

Cadet Force Regulations, AAFC Policy Manual, and all other applicable policies, instructions and directives;

- all activities at completed in a safe manner, noting specifically OH&S

policies and practices; - the physical and mental wellbeing of all members of the Squadron is

looked after, noting specifically ‘Equity and Diversity’ policies and practices;

- that a long term strategic vision is developed for the Squadron; - that all cadets and staff at the Squadron are mentored and developed; - that the ‘Youth Development Philosophy’ is implemented at the

Squadron; - that inspirational leadership is offered to the Squadron; Personnel –

Cadets: The CO is responsible for: - personally approving the enrolment of all Cadets at the Squadron; - approving all cadet reclassifications and promotions; - approving the nominations of cadets for all activities; - selecting cadets for promotion courses that display the requisite skills

to pass those courses; - approving all cadet transfers to and from the Squadron; - approving the terminations of all cadets. (Note: cadet terminations for misconduct, promotions to acting rank and

cadet demotions must be approved by the Wing OC.

Personnel – Staff: The CO is responsible for: - personally vetting and recommending all staff applications from

within the Squadron; - recommending the promotions of Squadron staff; - verifying the entitlement of Cadet Forces Allowance for members on Squadron activities.

Training: The CO is responsible for:

- ensuring all cadets are trained in the best possible way; - signing off on a Squadron rolling eighteen month training calendar

every six months; - approval of OA86s at CO level;

- ensuring all training occurs IAW Manual of Ground Training

(MOGT);

- ensuring staff complete required staff training;

- ensuring all cadets receive extra-MOGT training commensurate with the AAFC’s ‘Youth Development Philosophy’;

- ensuring staff are developed and mentored with a view to succession

planning. Recruiting: COs are responsible for the recruiting of cadets and staff to the Squadron, with the assistance of Wing and HQAAFC programs. COs should work to form relationships within the local community.

Finance: COs are responsible and accountable for all financial transactions that occur within the SQN, including:

- ensuring accurate records are maintained and presented to Wing HQ

as required;

- authorising all payments from Squadron accounts;

- ensuring the payment of all Wing and HQAAFC levies and fees;

- approving the Squadron’s operating budget; - setting the rates of any parent contributions to the Squadron.

Administration: COs are responsible for the quality of all

outgoing correspondence from the SQN, and all internal Squadron administration. COs are required to ensure that all information from the chain of command is disseminated to appropriate members of the Squadron.

Logistics: COs are accountable for all equipment and assets owned by the Squadron, all equipment from any source loaned to the Squadron, and all Defence assets possessed by the Squadron.

Representation: It is the duty of the CO to represent the views of all members of the Squadron in a professional manner, notably at CO conferences or similar. It is a required that all COs ensure that cadets are correctly represented in the Cadet Reference Group. It is the duty of the CO to represent correctly all AAFC policies and directives to all members of the Squadron. Normally, it is the role of the CO to liaise with Wing Headquarters.

Wing Commander Rollo Kingsford-Smith DSO AM DFC

As you walk into the 3 Wing Australian Air Force Cadets Headquarters building on the left hand side,

you are greeted by an Honour Wall which lists all of the former Officers Commanding of 3 Wing. The

first name on the list has a familiar ring to it.

Between 2 Jul 50 and 2 Oct 52 Wing Commander Rollo Kingsford-Smith was the first NSW State

Commandant. Rollo was the nephew of Sir Charles Kingsford Smith and with that famous surname,

it was almost inevitable that he would become an aviator.

In July 1938, before the outbreak of WWII, Rollo joined the RAAF as an Officer Cadet and

commenced his pilot training at 1FTS, RAAF Point Cook. He graduated as a Pilot Officer in June 1939

and was posted to number 6 SQN at RAAF Station Richmond. This was part of Coastal Command

flying the Avro Anson and later Lockheed Hudson. He was posted to Bairnsdale in Victoria as a flying

instructor on Hudson and Beaufort aircraft.

In 1942 at the age of 22 he was promoted to Squadron Leader and then posted to England, leaving

his wife and baby daughter behind in Australia. Sqn. Ldr. Kingsford-Smith expected to be flying

Sunderland’s in Coastal Command but when he arrived in London he was met by Air Vice Marshall

Henry Wrigley, the Air Officer Commanding Overseas Headquarters. He was posted to 467 SQN

RAAF, part of RAF Bomber Command to fly the Avro Lancaster Bomber. This was the first of the

dedicated RAAF Squadrons to form under Australian Command in accordance with Article XV of the

Empire Air Training Scheme. Prior to this, RAAF Aircrew flew in over 400 separate units within the

RAF during WWII. They were dispersed throughout the RAF with little Australian control.

In November 1943, at just 23 years of age he was promoted to Wing Commander. Wing

Commander Rollo Kingsford Smith was made Commanding Officer of RAAF 463 SQN, the second and

last of the Australian Squadrons in Bomber Command. Prime Minister John Curtin visited the

Australian Squadrons at RAF Waddington in May 1944 and awarded Rollo the Distinguished Flying

Cross. Rollo Kingsford-Smith flew 34 bombing missions, including the Normandy coast on D-Day.

Losses in Bomber Command were devastating on average about 15% for every mission. That meant

for every 20 aircraft that went up, only 17 would return. In April 1945 he took command of 627

SQN, a Pathfinder unit flying Mosquitoes. The Pathfinders dropped flares accurately on targets to

improve the accuracy of the following raids of heavy bombers. Over 10,000 Australians served in

Bomber Command. Over 3,500 of them did not return, many more were injured or taken prisoner.

At the end of the war, Rollo Kingsford-Smith worked for the aircraft manufacturing and maintenance

company Hawker de Havilland at Bankstown Airport. He became Managing Director of that

company in the early 1960s and retired as Chairman in 1990. Rollo Kingsford-Smith was appointed a

Member of the Order of Australia in 1985 for his Service to the Aviation industry in Australia and for

the development of high technology exports.

In 1950, as a RAAF Reserve Officer, Wing Commander Rollo Kingsford-Smith was made the Inaugural

NSW State Commandant for the Air Training Corps. WGCDR Kingsford-Smith started the transition

from a war time Air Training Corps, providing skills for potential aircrew to the youth organisation it

is today.

Rollo was active in veteran affairs and he initiated the establishment of Bomber Command

Association in Australia and the annual Bomber Command Commemorative Day in Australia. He was

also Patron of the NSW Branch of the 463/467 SQN Association

So this ANZAC Day, if you are lucky enough to be in the parade in Sydney, or watching on the ABC,

keep an eye out for the banners of 463/467 SQN Association and Bomber Command and remember

the place that one of their leaders played in the development of the Australian Air Force Cadets you

are a proud member of.
