1. Executive Summary:

Aurangabad District is located mainly in Godavari Basin and its some part towards North West of

Tapi River Basin. This District’s general down level is towards South and East and North West part

comes in Purna –Godavari river basin. The Aurangabad district’s N Longitude (Degree) is 19 and

20 and E Longitude (Degree ) is 74 to 76.

In Aurangabad rainy season starts from the month of June to September and October to February-

Winter Season and March to May Summer Season. The Average rain fall of Aurangabad District

is 734 mm and the Minimum Temperature is 5.6 °C. Maximum Temperature is 45.9 °C.

Aurangabad district is spread over an area of 10.08 lakh ha. Out of which area under cultivation is

8.52 Lakh Ha. The total population of the district is 40.83 lakh, out of which, 84.2 % population is

dependent on agriculture and allied sector. Agriculture plays an important role in the district

economy. The total number of farmers in the district is 9.16 lakhs, of which, 47 % and 31 % are

marginal farmers and small farmers, respectively. The average land holding is 1.46 Ha.

Agriculture in the Aurangabad district is diversified, wide range of crops are grown in the district.

Major food grains are Jowar, pearl millet, wheat& gram, among oilseeds Soybean is major crops

while Cotton is major cash crops.

The district economy is predominantly agro based. Under ATMA, 500 nos. of producer groups are

registered while un-registered groups are around 2500 which are undertaking production activity of

major crops in the district. There are 10 APMCs (B Type-1 & C Type-09) and 105 RHs in the

district. Of these, 02 APMCs & 07 RHs have participated in MACP. There is no registered

livestock market in Aurangabad district. As per the provisions of the Model Act 01 Private market

has applied for license in the district.

• Practices- Recording at gate, electronic weighing of commodities, Open Auction practices, Payment within 24 hrs are being practiced in the APMC as per the Model Byelaws prescribed by Director of Marketing, M.S.

• Information Dissemination- The APMC is disclosing regularly financial statements for the benefit of the stakeholders in the form of Annual Reports, as well as information regarding tenders awarded is available.

• Market Information- The APMC has installed electronic boards, as well as manual display boards for providing price information to the farmers & traders.

• Standard Accounting System: The APMC has adopted the Standard Accounting System prescribed by Director of Marketing, M.S. which is being recorded manually at present. The MACP has provided hardware & Tally software. Computerised Standard Accounting System will be commenced by 30th Sept. 2013.

Introduction:

The Component B of the project envisages strengthening of existing markets as well as introduction of alternating marketing systems. Aggregation of agricultural produce through Producer Associations is one of the major project interventions towards piloting alternative marketing systems. The PIU (AM) has hired the services of SPs for 06 Phase-I districts viz., Aurangabad, Ahmednagar, Parbhani, Jalna, Yavatmal & Hingoli. The SPs have commenced the task of awareness creating and group formation. The SPs also have focussed on adopting existing farmer groups (affiliated to ATMA/ NABARD) and mobilizing them towards formation of Producer Associations to established FCSC. Over the tenure of its services the SP will provide handholding to the PG members to establish process and business standards for opertionalisation of FCSC. This will be achieved mainly through supporting the PGs and PAs to design and implement at agricultural marketing business plan. The FCSC will mainly deliver some basic value added activities, in grain and horticulture, and carry out input marketing and output marketing. This would involve supply of inputs like seeds, fertilizers, manures, pesticides, cattle feed to the members & farmers, and also aggregation of produce, its cleaning, grading and marketing.

IMPLEMENTATION OF GOVERNANCE AND ACCOUNTABILITY ACTION PLAN:

At the district level offices of the DDRCS, designated one senior officer, in each district office, as

the Grievance Redressal Officer, who will receive any complaint relating to any matter relating to

the project. The District Deputy Registrar is designated as the Appellate Authority relating to the

grievance redressal.

Grievance Redressal Mechanism:

Complaint/s through Complaint Boxes: The aggrieved parties (stakeholders or SPs) can

forward the complaints to the respective District Grievance Redressal Officer by writing to the

authority. There are Complaint Boxes in each of the offices of the DDRCS. The Complaint

Boxes are opened by the MACP Accountant on a specific day in a week. The District Head of

the Office will take note of the complaints in the complaints register, gives reply to the
