Thank you so much for welcoming our new bridge at the Spring Conference. As I said, I feel confident this is going to be a great year and we are off to a good start. A lot has been going on from day one after the Conference.

D/Lt/C Ed Hoover, AP has formed a Commanders’ Conversation Program. We meet by phone which is held once a month using GoToMeeting™. It has really taken off and there is plenty of participation with great ideas for the squadron Commanders. Thank you Ed. Actually, anyone can participate. Just ask your Commander for info on dates, times, and how to get on board. We welcome any and all ideas.

July, of course, will be our Summer Rendezvous. Hope you have made your reservation and are making your plans. The Bahia Mar is a fun place to be. I will be sending out blasts as often as I can to keep you informed. Re-member, 13-15 July 2018. Hope to see you there.

CALL TO THE FALL 2018 CONFERENCE

In accordance with the provisions of Article 5 of District 8 Bylaws, District Commander J a n e t L . L e h , P issues the Call to the Fall Conference to be held at the Embassy Suites Hotel , 4350 PGA Blvd, Palm Beach Gardens, FL 33410, Saturday, 27 October 2018 at 1330.

The purpose of the meeting is to act on matters set forth below.

1. To hear and act upon reports of officers.

2. To consider and act upon any other business that may properly come before the Conference.

3. To consider and act upon reports, resolutions and recommendations from the Council, officers and committees.

District 8 Bylaws Article 4 and 5 describe the Conference and its functions extensively and are recommended reading for all members.

Section 4.1: The Conference shall be composed of the Council, the past district commanders of this district who are active members of district squadrons, and the delegates which persons shall be the voting members of the Conference.

Section 4.2.1: Delegates shall be selected by each squadron on the basis of one delegate for each twenty five (25) active members in good standing or major fraction thereof as of the preceding 1 March, with a minimum of two (2) delegates per squadron.

Section 4.2.3: Prior to each meeting of the Conference each squadron commander shall submit in writing to the district secretary, a list of the squadron's delegates entitled to vote at the Conference. PLEASE BE ADVISED THAT DELEGATES MAY VOTE ONLY IF NAMES HAVE BEEN SUBMITED TO SECRETARY PRIOR TO MEETING.

Section 4.2.4: If a delegate is disqualified or unable to attend, the squadron commander may appoint a substitute and notify the secretary prior to the convening of the meeting.

L e h , P h a s c a lled the Fall Council meeting for 1400 on Friday, 26 October 2018 at the Embassy Suites Hotel, 4350 PGA Blvd, Palm Beach Gardens, FL 33410. Per District 8 Bylaws Article 3, Section 3.1, voting members of the Council include the district bridge, immediate past district commander, chairmen of General Committees (Nominating, Auditing and Rules) and squadron commanders.

Any member of District 8 will have the privilege of the floor upon recognition by the Chair. All members of the District are encouraged to attend this meeting and commanders should urge bridge officers to be present.

An absent squadron commander may be represented by another bridge officer of the squadron and in the absence of an officer for whom there is an elected assistant; the assistant may act for the principal.

I am very excited about the Executive Department Team for the coming year. The duties of the Executive Department are described as “external affairs” encompassing boat shows, interagency liaison, safety and vessel safety checks, and public relations among others. Alongside my team, each of whom is executing priorities within their respective areas of responsibility, as the Executive Officer I am focusing my efforts this year on three specific initiatives: increasing our involvement in paddle sports, increasing communication among our squadron commanders and improving D8 visibility and outreach. Here’s a snapshot of what’s happening in each. Plans are well underway for the first District 8 Paddling Rendezvous at Jonathan Dickinson State Park just north of Jupiter on highway 1. The date is Saturday 3 November 0830-1430. The day begins with continental breakfast and a safety review followed by a 3 hour guided paddling tour on the beautiful Loxahatchee River, where flora and fauna abound, and concluding with a barbecue lunch. You can either bring your own kayak/canoe or you can rent one for a nominal charge. The registration fee for the Rendezvous is $5.00 which includes the barbecue lunch. The park entrance fee and boat rentals are additional. The rendezvous is tailored for both experienced paddlers and those who want to try it out for the first time. Paddle sports is the fastest growing area in boating and several of our squadrons have had success with their own paddling groups. This will be a fun-filled and adventurous day that will support efforts across the district to realize the real possibilities connected with a stronger emphasis on this great sport. Registration information will be emailed later this summer. We are encouraging all members to come out for the day and to invite friends and family to join them. What a great way to promote USPS as America’s Boating Club™. We just concluded our third Commanders’ Conversation and it was a terrific success focusing on public relations. I initiated this periodic conference call among D8 Squadron Commanders earlier in 2018 as a way for commanders to share, learn and receive support from each other and from special resources on specific topics of interest. We’re still experimenting with what frequency of meetings works best but it will likely include monthly meetings interspersed by breaks during district conference months and the summer. Dovetailing with my emphasis on visibility and outreach our May meeting featured special guest District Public Relations Officer D/Lt Bob Scully, SN discussing the tremendous work he has done and providing invaluable information about using PR to create greater visibility and recognition of our programs. He described how squadrons can effectively use social media, traditional media and community outreach to promote education and membership. The Executive Team encourages squadrons to more actively reach out to their communities and improve their visibility. Every squadron PRO should be intimately familiar with the Public Relations Officer’s Log, PRO-LOG, found on the USPS website under the Secretary’s Department. The D8 Executive Team is committed to making district resources available to help in this effort. We will be maximizing our visibility at boat shows under the leadership of our Boat Show Chair, D/Lt/C Rich Wood, SN; promote enhanced use of vessel safety checks led by our Vessel Safety Check Chair D/Lt Margie Baraff, AP, and improve our outreach in boating safety, especially through adult education settings such as school districts and colleges, spearheaded by District Safety Chair D/Lt Marshall Bellin, AP.

What an honor to be your newest District Administrative Officer and a member of the 2018-19 District 8 Bridge. After I retired from the US Coast Guard Reserves, Diana and I moved to Sebastian, FL and we joined the Sebastian Inlet Sail and Power Squadron in 2002 as plank members. Currently, I hold the position of Squadron Educational Officer and recently recertified as a Vessel Safety Examiner. Being raised in Florida, I have been active in many different water sports. Our Dis-trict is a boater and paddle sports paradise. My goal is to take an advantage of a great opportunity for attracting new members to our organization by promoting paddle sport activities and utilizing our new branding American Boating Club™.

The Chapman Award is the highest award we can give to an instructer. For this year’s consideration the nomination needs to be to me by July 15. The forms can be found by going to the USPS web site, then clicking on Education, then clicking on Chapman award. They are easier this year. I would like to see a nomi-nation from each Squadron. You can nominate a member more than once if they did not win. By now you should have your Fall and maybe Winter course schedule done and posted in the 800 system. This is a great way to keep current. At the fall conference on Sunday morning we will have an Educational De-partment meeting. All are welcome and the SEO needs to attend or have another member attend for them.

Now is the time to make your reservations for your hotel stay or if you are coming by boat, your marina reserva-tion (see page 9 for the form). The Marina offers a large fully equipped Boater's Room which will be D8 Central for the weekend's activities.

HOTEL ACCOMMODATIONS:

If you come by car accommodations will be at the Bahia Mar Fort Lauderdale Beach - a Double Tree by Hilton Ho-tel. Hotel rates are $129.00 per night overlooking the marina. Reservations should be made directly with the ho-tel at 954-764-2233 using the group code USP.

Once you have made your reservations, please send a check to cover the cost of your hotel nights made out to "District 8" to Mary Wohlstein, 541 Breakwater Terrace, Sebastian, FL 32958. Please note your reservation num-ber on the bottom of your check. These fees will then be paid directly to the hotel by D8. For those of you who have already mailed a check to me, THANK YOU. I will be forwarding those checks to Bill Gillette this week for processing.

MARINA GUESTS:

Marina reservations should be made directly with Stephanie Fot by email at [email protected] using the form on page 9. Stephanie will require a credit card to make your reservation since the dockage will be paid by each Marina Guest and not paid through D8.

The rates are $1.25 per foot/per night (minimum 40 feet) if we have 10 or more boats. If we have less than 10 boats the rate will be $1.50 per foot/per night (minimum 40 feet). There is also a $10 charge for each 30 amp cord and pump outs are available for $1.00 per foot.

OTHER AMMENITIES:

On property, there is a Rooftop Tiki Bar and Swimming Pool which all guests are welcome to use. If you chose to wander off the property for lunch or the beach, there is a Skywalk at the Hotel which connects you directly to the Beach where many dining options are available.

ACTIVITIES FOR THE WEEKEND:

We have a fun weekend planned with new activities being added as we get closer to the event. Join us for the day or for the weekend and enjoy meeting members of other Squadrons in our District.

All Squadrons will be asked to share their suggestions for seminars at our upcoming Fall Conference. Any and all ideas would be appreciated.

Coral Ridge Sail and Power Squadron will by hosting a picnic lunch on the dock for all guests. Please contact CDR John Henry Falk if you plan to attend before July 11 at 954-303-8677. The 3 Parts of being a Vessel Examiner

We all know and understand PPart 1 of being a Vessel Examiner. We help guide and teach boat owners in the process of understanding which pieces of safety equipment they are legally required to have on their boat and how to check each item for serviceability. But what about the other 2 parts of being a Vessel Examiner? How often do we think about our other goals? To me, PPart 2 is increasing the community of boat owners who understand both the importance of safety on the water and having a Vessel Safety Check. To increase that community by a substantial number we need to inspect more boats than the number each of us needs to maintain our annual certification. My D8 VSC challenge for 2018 is for us all to remember that promoting Safe Boating is an obligation of membership that we need to address every day. Let’s see if each of us can do a few more Vessel Safety Checks than we did last year. Let’s see if we can really increase the number of safe boats and safe boaters on our waters. And, what do I see as PPart 3 of our VSC program? To me, Part 3 is being a Brand Ambassador and the public face of our ongoing membership drive for the United States Power Squadrons® as America’s Boating Club. While we preform hundreds of Vessel Safety Checks every year in D8, we should be enhancing those opportunities to show, explain and teach who we are, what we do and the advantages of membership. If 50% of the boat owners we speak with are not currently members of USPS, and if we do conduct 700 VSCs this year, then we have 350 opportunities to help boat owners enroll in our squadron boating courses and encourage and befriend them as new members. We have our 2 new website addresses (beyondboating.org and americasboatingclub.org) that take us to our USPS public pages and are user friendly over all platforms including our cell phones. Immediately at the top of our website public home page are two options that, I think, we all need to demonstrate to boat owners as part of our VSC program. They are “Find Your Local Squadron” and “Join Now”. Try to take a minute and demonstrate our website to each boat owner on their phone while you are at the dock. Show them how easy it is to find a squadron, request information to register for a course, join USPS or join and take a course. I’ve used our website many times at the marina and it really is easy. And although I haven’t had huge responses for membership so far, the 5 that I did have were 100% more than if I didn’t try at all. Try it for yourself. We should each think of ourselves as a Vessel Examiner who is a big part of our squadron, district and national organization membership growth program.

Sounds so simple but it is difficult because many of us don’t like to ASK someone to join us (it is selling). The worst they can do is say no. ASK a friend. ASK the person whose VSC you did. ASK the person who wonders about the insignia on your shirt or cap. ASK the person who took a class or seminar. Just ASK someone!

New memberships require cooperation Everybody needs to think membership—the commander, the treasurer, the secretary, the public affairs person, the educational officer and of course the membership person. Everybody has an input and sort of needs to keep their eye on the goal of new members. Keep lists of contacts and re-invite, re-remind and just keep in contact. Make sure new members get the info they need, their name tags, rosters, etc. If you do any of these things, make sure the new members and prospects are on the list to get them.

DISTRESS CALLS How to call Mayday in an emergency

There are three levels of emergency calls that assist the U.S. Coast Guard or other receiving vessel in knowing how promptly a response is needed. In the event of an emergency on the water, use Channel 16 to hail for help on your VHF radio. MMayday is the highest level emergency call and is used only when there’s imminent danger of loss of life or vessel. PPan-Pan calls reflect a sense of urgency without the potential loss of life or vessel, such as loss of steer-age or power, or injuries without the potential for death but that adversely impact the ability to safely operate the boat. SSecurite alerts boaters that safety information is being broadcast. It could be a navigational problem like a piling loose in a channel, a light out on a navigational aid, a vessel overdue in transit, or severe weather moving through the area. Distress call: Mayday Mayday is used only for severe emergencies where there is immediate danger to life or property such as your boat is sinking, or there’s a severely injured person or fire aboard. When calling for help, repeat Mayday three times. Anticipate the Coast Guard’s questions and be pre-pared to answer them. State your geographical position. You can read the boat’s latitude and longitude from the boat’s GPS. If you can’t get those coordinates, look for a prominent feature ashore that you can identify or a buoy or beacon on the water that you can identify and from which you can state your distance and direction. You can also use a chart to communicate your position relative to navigational aids. Describe your emergency, your situation and the assistance you desire. Be as precise as you can about the nature of your situation so the responder can be prepared to assist you. Describe what kind of boat you are in, its color and size plus any distinguishing features that would make it easy to identify. Describe the number of people on board. The Coast Guard or other responder will want to know how many people are on board and if any are injured or ill with any medical conditions that need attention. They also will want to know the condition of the boat. Saying “Over” means you are through with this piece of information and are waiting for a reply. The Coast Guard may request additional information and keep the radio link open. When the communication is completed, saying the word “Out” ends the expectation of additional transmissions. Last month Jan and I were lucky enough to be on the Holland America cruise ship M/S Amsterdam from Ft Lauderdale, FL to Seattle, WA. We went through the Panama Canal and up the west side of the continent. At most ports we were able to come in to a dock; however, in Cabo San Lucas, MX there were tenders avail-able to go ashore. Like most tenders they were our own life boats dropped down into the water and a tempo-rary dock was formed from the side of our ship. My observations were that all crew members that were doing any job on the outside of the vessel were wearing "Mustang Survival" life jackets. These are the same manu-facturer jackets that were given to the USPS VSC program several years ago. Several of the crew had what looked like very old and very used, dirty jackets. Every time someone has a job to do over the water, they pick up a jacket and throw it on. I was concerned because we know that all jackets have a finite life cycle. I made an inquiry with the Safety officer "Timothy" and introduced myself explaining that I am a member of America’s Boating Club™ the United States Power Squadrons and our objectives of boating safety. I told him of my observation and concern that the life jackets were possibly flawed and would not hold air. He was impressed at my concern and his response was that the life jackets were indeed tested on a regular basis and was very thankful that I had taken the time to bring the issue before him.

26’ PACEMAKER FOR SALE Thanks to all (John Spilman, George Schieber, Jules Magyar, Dan Reay, Tony Faresich, Wayne Smith, Cdr. Dick Myers, Terry Lembeck ) who showed up to work on the 26 ft Pacemaker. Numerous tasks included scraping barnacles, sanding and repaint bottom, part fabrication, canvas repair/sewing, swim plat-form repair and varnish, hull waxing, water tank removal and cleanout, washing down the interior, etc. Donations made by volunteers included a bathroom sink,

cabin table, misc. hardware, extra line, table top, extra canvas, numer-ous PFDs, bathroom mirror, cabin steps and the trailer. Numerous items (new battery, bottom paint, misc. hardware and red striping) were purchased from funds budgeted /authorized by the executive committee. The 1975 ves-sel was donated by a local resident and VBPS volunteers refur-bished her to generate funds to help support the dock objective. We plan to put a dock in place at VBPS for our ON Water Train-ing Program. Our lease includes provisions for a dock adjacent to our leased property.

CHANGING MONIKER FOR (NAME OF YOUR SQUADRON) (YOUR CITY, State) – (Your Squadron) has adopted an additional name, America’s Boating Club of (……….), to reflect its expanded presence as the national organization, United States Power Squadrons (USPS), transi-tions to America’s Boating Club.

The local squadron is one of 350 squadrons with more than 26,000 members in USPS. Based in Raleigh, N.C., the national organization was founded in 1914 and is the country’s leading non-profit provider of safe boating instruc-tion and skills enhancement training. USPS members join to learn boating skills, engage with boating friends, and connect with the boating commu-nity. The rebranding initiative is a result of evolving changes in recreational boating as one of the nation’s favorite pastimes. In 1914, a squadron was a small fleet of upstart power boats called “gasoliners.” Currently on the market are outboards up to 400 hp. Whereas once sailboats were the predominant type of vessel on the water, today you have pad-dle craft as the fastest growing on-the-water activity. As boats and boating interests have changed, so has USPS. The organization provides a hands-on boating skills simulator to instruct boaters in boat handling and navigation, as well as the option of classroom or online train-ing, seminars, and webinars. Also provided is state-of-the-art, on-the-water instruction for the best possible training available. USPS will always honor the traditions and values of the evolving United States Power Squadrons. The transi-tion to America’s Boating Club for the national organization and local squadrons will be taking place over the next sev-eral years. 2017 YOUTH POSTER CONTEST WINNER

D8 Submission Wins National Award

A young man from Fellsmere Elementary School creat-ed a poster after participating in a safe boating class at his school. Past Commander Daniel Thomas of the Vero Beach Power Squadron conducted a safe boating class with a class-room of 2nd grade students in the Fellsmere Elementary School. Each of the students created posters that emphasized the theme “ All boaters are Welcome to the Neighborhood”. Many great posters were created, but one was selected as best (within the age 6 to 8 age range). Jose Salas created a great poster and it was judged best for the Vero Beach Con-test. His creation travelled to the Power Squadron’s National Conference where it was judged against entries from 31 other Power Squadron Districts (nearly 400 squadrons) and it was judged 2nd in the Nation in his age range. Jose was presented with a well-earned red ribbon and a check for $100.00 by P/C Thomas and his School Principal, Ramon Echeverria in his classroom. Jose’s poster shows that all boaters (small boats, large boats, sail boats, power boats, canoes, etc. are all welcome to the boating neighborhood). Thank you Jose for your message.
