Alex Patterson, called the meeting to order at 6:30 p.m., welcomed the members in attendance

and thanked them for being present. It was determined that a quorum was present in order to

carry out an official vote.

March 23, 2020 Minutes: Amy Andrews made a motion to approve the minutes with

amendments and Dennis Hopper seconded. Minutes were approved unanimously.

SPLOST 2011 – Project 06 Bicycle Improvements Project Concept

Discussion: Keith Sanders introduced the project. Stephen Bailey and Hillary Essig explained

the details of the project and answered questions.

Motion made by Lee Smith to confirm that the Proposed Concepts for “Bicycle

Improvements” are consistent with the Initial Project Statements for Project 06,

SPLOST 2011.

Seconded by David Meyers. The motion carried unanimously.

SPLOST 2011 Program Financial Update and Recommended Amendments for

Remaining Funds

Discussion: Keith Sanders introduced the project and answered questions as best as he could.

Motion made by Amy Andrews to confirm that the Proposed Concepts for “Program

Financial Update and Recommended Amendments for Remaining Funds” are

consistent with the Initial Project Statements for Projects 03, 05, 11, 16, 19, 20, 26, and

HISTORY: 1. On April 12, 2001, a 2001 GMC Sierra entered service for Fire and Emergency Services (FES)

as Athens-Clarke County (ACCGov) vehicle #4231.

2. On June 2, 2009, a 2009 Ford Expedition entered service for FES as ACCGov vehicle #4238.

3. Since 2009, ACCGov has used internet auctions to dispose of surplus items that no longer serve a useful governmental purpose. Annual on-site surplus auctions were discontinued in 2012 in favor of internet auctions which reach a larger audience, often result in higher sale prices, have lower auction fees, and reduce property storage times.

4. On November 2, 2010, Athens-Clarke County citizens approved the SPLOST 2011 Program Referendum. This referendum included the Fire Protection and Services Project (SPLOST 2011, Project #3).

5. On June 4, 2013, the Mayor and Commission (M&C) authorized the Manager to dispose of

surplus property valued at less than $5,000 per item at any time through an Internet auction or bid solicitation sale without further Mayor and Commission action. The Manager provides a list of all surplus items eligible for such disposal to the Mayor and Commission through Notices of Proposed Administrative Action (NOPAA) prior to approving the sale of such items.

6. On October 17, 2017, the 2001 GMC Sierra was replaced with a 2018 Ford F150 as ACCGov vehicle #4231.

7. On October 30, 2017, the 2001 GMC Sierra formerly operating as ACCGov vehicle #4231 was reactivated for service for FES as ACCGov Vehicle #4236 (Facts and Issues #4). This action supported the operational needs of FES while minimizing the capital and operating impacts to the budget.

8. In June of 2019, the M&C removed all fleet replacement program funding for public safety vehicles ($1,156,968) from the FY20 budget, with the goal of shifting these expenses to SPLOST programs.

9. On November 5, 2019, Athens-Clarke County citizens approved the SPLOST 2020 Program Referendum. This referendum included the Public Safety Vehicle & Equipment Replacement Project (SPLOST 2020, Project #8).

10. In January of 2020, FES requested that ACCGov Vehicle #4236 be replaced using funding from the SPLOST 2011 program.

11. In January of 2020, the Fleet Management Division of Central Services worked with FES to develop bid specifications for the replacement vehicles and solicit bids for replacement.

12. In June of 2020, the M&C removed all remaining general fund support ($438,000) from the

fleet replacement program. At this time, it is unclear as to how and when these funds will be restored.

FACTS & ISSUES: 1. The M&C-approved Initial Project Statement for SPLOST 2011 Project #03, Fire Protection

Services and Safety Equipment, reads as follows:

Project 03, Fire Protection Services and Safety Equipment, will provide capital improvements to and/or replacement of Fire Station facilities and will provide for the acquisition and/or replacement of fire safety equipment. Examples of eligible sub-projects for funding include: replacement of Fire Station #2 and the replacement/upgrade of firefighter breathing apparatus to meet applicable safety requirements.

2. The above-referenced vehicles are essential to the emergency response operations for FES as it relates to suppression, first response, and training.

3. The identified vehicles have exceeded their useful life. Their current conditions are described below:

4. Vehicle #4236 is not in the fleet replacement program because it was retained during a

previous replacement. (See History Item #7). The retention enabled FES to provide expanded services at lower costs. The vehicle is active in operations and the fleet maintenance program, so the only additional operating cost of the vehicle would be $3,350 if the vehicle were to be added to the fleet replacement program. Central Services recommends the inclusion of Vehicle #4236 on the fleet replacement program because it plays an important role in community health and safety, by supporting the fire training program and serving as a backup vehicle that is used when other response vehicles are in for service. In addition to working from the Fire Training Center, the fire training staff travel to all of the local stations to provide on-site training with staff.

5. Vehicle #4238 is active within the fleet replacement program and will be replaced with SPLOST 2011 funding. The vehicle is also active in operations and the fleet maintenance program, so no additional operating funding is required to sustain this vehicle when it is replaced.

6. Vehicle #4205 is used in reserve capacity for the FES department. The vehicle is not in the fleet replacement program, but it is in the annual maintenance program. FES has indicated that if Vehicle #4236 is replaced, they can also surplus #4205 as the new #4236 will be able to serve the operational functions of both #4205 and #4236. This action will have an operational savings of $1,500 per year.

7. In FY20 and FY21, M&C intended to utilize SPLOST funding to reduce fleet replacement funding from the general fund. The replacement of these vehicles from SPLOST 2011 is consistent with these actions.

8. The proposed replacement vehicles are pickup trucks. This style of vehicle is selected because of their ability to tow response equipment (boats, UTVs, etc.) and training materials. Additionally, FES requests this style because it is a best practice to separate staff from potential hazardous materials that are associated with some FES responses. Fleet Management is not aware of a commercially available hybrid or electric vehicle that can serve in this role.

9. For the vehicles outlined in Facts and Issues #2, the actual revenue amount will vary depending on the success of the auction. Net auction revenues (gross revenues minus Internet auction service fees) are credited to the financial accounting fund that purchased the asset. If approved, the items will be sold through the GovDeals.com internet auction service. The fee for this service is 7.5% of the sale price. If any item fails to receive a designated minimum bid, it will be held for a future auction.

10. Once the proposed surplus items are approved for sale, information regarding the internet auction will be distributed to the public through the ACCGov’s website, newspaper ads, and other appropriate methods.

c. Committee defined option HISTORY: 1. On February 6, 2018, the Mayor and Commission (M&C) adopted the Live Stream Pipe

Preplacement Program Priorities and approved 26 project concepts to move into preliminary design phase, supported by the Stormwater utility funds.

2. Between February 2018 and July 2020, 12 major Stormwater systems failed and were subsequently replaced using a combination of Transportation & Public Works (T&PW) staff and equipment and contractors, as shown in Facts and Issues No. 5.

3. Between 2018 and 2020, T&PW staff continued structural inspections on all Stormwater infrastructures reported to have major deficiencies and/or have reached the end of their usable life. Major Stormwater systems with deteriorating and failing conditions were assessed, rated, and added to the on-going Live Stream Pipe Replacement Priorities List as shown in Attachment #1.

4. On August 4, 2020, M&C adopted a Budget Ordinance Amendment, reallocating a total of

$6,349,000 from the Excess SPLOST 2011 proceeds, and approved project concepts for the reallocated revenues, including $2,000,000 for Live Stream Pipe Replacements.

FACTS & ISSUES: 1. The Initial Project Statement for SPLOST 2011 Project 27 reads as follows:

Project # 27, Areawide Stormwater Improvement Program, will provide the repair and upgrade of stormwater drainage system capacity deficiencies to include improvements to culverts, channels, detention systems and other related facilities, and to construct best management practice water quality features such as porous pavement applications, stormceptors, and rain gardens in such locations as identified in watershed management plans. This will continue an ongoing SPLOST 2005 project.

2. T&PW staff performs inspections of all publicly-owned stormwater infrastructure once every two years. The inspection generates work orders to perform regular maintenance which typically includes cleaning and minor reconstruction of failing systems.

3. In addition to the work orders and subsequent maintenance performed by T&PW staff, the biannual inspection identifies poor and failing stormwater systems that need further evaluations and assessments by the Engineering Division. Additional evaluations are performed at least once a year and tracked to capture progression of failures and to prevent loss of life and/or property.

4. Subsequently, T&PW Engineering Division staff conducts detailed evaluation of stormwater systems crossing roadways which includes collectors, arterials, and local roads with dead-ends. The field evaluations are performed in accordance with research published by the Transportation Research Board and scored on a scale of 1 to 5, as follows:

5. Evaluation and scoring inspection is based on numeric values recorded from field inspections documenting the deterioration severity of each element of a typical culvert. The total sum of inspection criteria is divided by 5 and a score ranging from 1 to 5 is documented. The evaluation and scoring criteria of a corrugated metal pipe (CMP) includes:

Pipe/culvert deflection: 1 (0% deflection) to 5 (20% deflection) Pipe/culvert invert: 1 (good) to 5 (rusted & missing) Headwalls/Abutment: 1 (good) to 5 (failed or missing)

Erosion/loss of backfill: 1 (no erosion) to 5 (major erosion with roadway bed failure)

The evacuation and scoring criteria of reinforced concrete pipe (RCP) includes:

Cracking: 1 (no cracking) to 5 (>0.1” cracks with soil migration) Deterioration of materials: 1 (good) to 5 (compromised structural integrity) Headwalls: 1 (good) to 5 (failed or missing)

Erosion: 1 (no erosion) to 5 (major erosion with roadway bed failure)

Separation of segments: 1 (no separation) to 5 (1” separation or greater) 6. Currently the total number of major culverts and pipe systems with ratings of 1.5 (poor) or

higher is 55 locations. A score higher than 3.0 is deemed critical and in need of immediate planning for replacement. A total of 33 locations are rated higher than 3.0, including 23 locations rated Critical and 10 rated Failed, as shown in Attachment #1.

7. Since February 6, 2018, 12 major culvert and pipe replacement projects have been completed

or are currently under construction funded mainly by the Stormwater Utility Enterprise Fund:

8. T&PW staff has determined that the first ten locations included in Attachment #1 should be addressed immediately by developing preliminary engineering plans and by grouping projects to deliver a cost effective approach to the most critical locations.

9. T&PW staff recommends M&C adopt the revised Live Stream Pipe Replacement Program Priorities and associated project concepts (Attachment #1 and Attachment #2).

10. If approved by M&C, T&PW staff proposes use of all available funding sources, including

Stormwater Utility Enterprise, SPLOST 2011-27, and SPLOST 2020, to deliver live stream pipe replacement projects, as prioritized in Attachment #1.

11. Should one of the Live Stream Pipe Replacement projects become an imminent threat, T&PW

will immediately address the infrastructure as necessary.

12. The current total estimated cost of all 55 identified projects is approximately $26.5 million, (Attachment #1).

PURPOSE & REQUESTED COMMITTEE ACTION To request that SPLOST 2011 Citizens Oversight Committee either:

a. Confirm that the Proposed Project Concept for Neighborhood Traffic Management Program, as described in Facts & Issues, are consistent with the Initial Project Statement for SPLOST 2011 Project 31; OR

b. Deny that the Proposed Project Concept for Neighborhood Traffic Management Program, as described in Facts & Issues, are consistent with the Initial Project Statement for SPLOST 2011 Project 31; OR

c. Committee defined option

HISTORY: 1. On November 2, 2010, Athens-Clarke County citizens approved the SPLOST 2011 Program

Referendum. This referendum included the Neighborhood Traffic Management Program (NTMP) (SPLOST 2011 Project 31).

2. On November 1, 2011, Mayor and Commission (M&C) approved the Master Implementation Plan and Funding Schedule for the SPLOST 2011 Program. The SPLOST 2011 Project 31, Neighborhood Traffic Management Program, included funding programmed for Tiers #3 through #9.

3. On May 3, 2016, M&C approved the Government Operations Committee amendment to the

Neighborhood Traffic Management Program (NTMP), Policy TE-004. This amendment reduced the required vehicle volumes from 750 to 500 vehicles per day and reduced the 85th percentile speed requirement from 35 MPH to 32.5 MPH.

4. On April 4, 2017, the Mayor and Commission approved the traffic calming plan to install three speed tables on Brooklyn Road and Plantation Drive under the NTMP.

5. On November 7, 2017, the Mayor and Commission approved the traffic calming plan to install

four radar speed signs on Ashton Drive under the Neighborhood Traffic Management Program.

6. On September 4, 2019, Traffic Engineering staff received Commission Work Request #1105 requesting staff to evaluate Ruthwood Lane for possible measures to slow speeding traffic.

7. On September 12, 2019, staff made a field visit to Ruthwood Lane and determined that participation in the Neighborhood Traffic Management Program (NTMP) could potentially provide relief from speeding and cut-through traffic.

8. On September 12, 2019, staff conducted a speed study for internal purposes on Ruthwood Lane which showed the 85% percentile speed was 32.5 MPH, meeting the qualifications for inclusion in the NTMP. The study also showed the traffic volumes consisted mostly of cut-through traffic.

9. On November 14, 2019, staff received a signed petition from 100% of the owner-occupied residents on Ruthwood Lane requesting participation in the NTMP.

10. On December 19, 2019, staff received a second signed petition from 100% of the owner-occupied residents on Ruthwood Lane in favor of the installation of speed tables for speed control. All signatures were verified on the petition by staff.

11. On May 29, 2020, staff marked the recommended locations of the two speed tables on Ruthwood Lane.

12. On June 11, 2020, staff met on Ruthwood Lane with the neighborhood representative and agreed on the final locations for the two speed tables.

FACTS & ISSUES: 1. The initial project statement for the SPLOST 2011 Project 31 Neighborhood Traffic

Management Program Project reads as follows: Project # 031, Neighborhood Traffic Management Program, will provide improvements to address speeding motorists, excessive traffic volumes, and related safety on local residential streets to include installation of traffic calming devices and/or speed controls and roadway modifications such as speed humps, radar speed signs, curb extensions, and/or diverters in such locations as identified through the Neighborhood Traffic Management Program Policy

2. To participate in the NTMP the neighborhood must meet the following criteria:

a. To begin the process, a petition request must be submitted with participation from a minimum of 50% Owner-occupied homeowners within the area of the proposed NTMP

b. Once Traffic Engineering staff verify the petition, they collect field traffic data i. Criteria volume and speed requirements:

1. 500 vehicles per day. (For Ruthwood, actual traffic count showed 4,859 vehicles per day)

2. 85th percentile speed of 32.5 MPH. (For Ruthwood, actual 85th percentile speed was 32.5 MPH)

c. If criteria is satisfied, meeting with homeowners to discuss traffic calming alternatives to seek consensus. (In the case of Ruthwood, 100% of the homeowners agreed upon speed tables as the desired countermeasure)

d. If consensus is reached, Traffic Engineering staff sends letters to all owner-occupied homeowners with status detail seeking 65% support.

e. If 65% support is satisfied, Traffic Engineering staff prepares a Mayor and Commission agenda report for action. (100% of the owners supported the installation of speed tables in Ruthwood).

3. As shown above, Ruthwood Lane meets the minimum qualifications to participate in the

NTMP.

4. Ruthwood Lane is a local street, 20 feet wide and 802 feet long and connects Timothy Road with Epps Bridge Parkway with a posted speed of 25 MPH.

5. Ruthwood Lane consists mainly of residential apartments, single-family residences, and some commercial development.

6. There is sufficient parking available in 10-feet wide cut-out parking bays on both sides of

Ruthwood Lane. Staff made several trips to review the traffic situation on Ruthwood Lane and at no time were all parking spaces 100% occupied.

7. The majority of traffic observed on Ruthwood Lane is cut-through, seeking to avoid the traffic signal at the intersection of Timothy Road and Epps Bridge Parkway.

8. If approved by M&C, staff will install the proposed speed tables at a cost of $6,275 each for

a total of $12,550.

Project Details: Evaluation and procurement of vendor software systems supporting the various Courts is in progress. Continuation of development of a Data Exchange System and Database is also in progress to integrate and share information among the Sheriff, Police and Court organizations for operational efficiency and data consistency. Mayor & Commission awarded contract to Pioneer Systems for Magistrate, Probate and Juvenile Courts Dec. 5, 2017.

Project Update: Contract with Pioneer has been executed and Notice to Proceed was given October 2018. Anticipate completion of project early 2021. M&C approved the proposed change order on February 4, 2020 to include the scanning and indexing of all Probate Court’s hard files to make them accessible to the public. Covid 19 has slowed the progress on the implementation as in person meetings have not been practical.

Sub-Project Details: Athens-Clarke County was awarded Transit grant of $2.5 million dollars for Transit System Improvements. This grant will allow Athens Transit to upgrade the level and quantity of amenities that are offered. The SPLOST dollars will be used as the required $500,000 local matching funds for the grant. The use of the project funds as matching funds has increased the project budget to a total of $2,704,398. Solar lighting has already been installed at a majority of locations around Athens-Clarke County.

Sub-Project Update: Construction Services is being provided by Structural Resources, Inc. Construction is near completion. All proposed shelters, except on that delayed to easement acquisition, are complete. Remaining improvements are approximately 99% complete. Site work has been completed and there are two shelters to be set in place in August 2020. Contractor has installed 89 post mounted solar lighting for some of the older locations and 36 out of 39 lights on older shelters that did not have lighting. New signs at all stops are to begin going in on Week of August 17, 2020.

Sub-Project Details: Project Concept was approved by the M&C on August 4, 2015. Preliminary Plans were approved by M&C on September 6, 2016. This greenway trail generally traverses the Oconee Hill Cemetery property with the northern and southern termini points connecting the existing greenway. The trail is proposed to be 12’ wide concrete trail that is approximately 3,600 linear feet in length (alignment generally follows existing sanitary sewer route along the river) and would connect the trail along the river from Sandy Creek Nature Center to College Station.

Sub-Project Update: Revised Preliminary Plans have been approved by M&C and staff has been authorized to present the plans to the OHC Board for review and comment. Final easement plats are being prepared for OHC and for Flats Apartments. Agreement comments have been returned by OHC and responses have been provided by ACCGov. Revisions from Plans review meeting, held on 6/25/20, for Permitting are underway. Stream Buffer variance documents have been submitted. Bidding documents are being finalized and anticipate release for bidding late summer 2020.

10 - Cooperative Extension Service Center

Project Details: Project Concept for a new Cooperative Extension Service Center was approval by the M&C on November 4, 2014. On August 2, 2016, M&C approved the co-location of the Cooperative Extension Facility on the same property as the Fire Station. On June 6, 2017, M&C approved the Schematic Design for both the Fire Station #2 and the Cooperative Extension Service Center. Bids were received April 12, 2018. Sub-Project Details: This group of sub-projects include design of three segments of gap sidewalks on Holman Ave, Barnett Shoals Rd, and Magnolia Street. The design will also include update and addition to existing crosswalks, accessibility ramps and signal improvements as necessary. On December 4, 2018, M&C approved the preliminary design and authorized staff to begin acquisition of necessary Rights of Way and easements.

Barnett Shoals Sidewalk Gap Details: Barnett Shoals Road Sidewalk Gap project includes completion of a sidewalk gap. The proposed improvement incorporates relocation of one bus stop, installation of a new controlled midblock crosswalk, and installation of accessibility ramps. This project is being done in conjunction with the adjacent Carriage Lane Culvert Replacement.

Sub-Project Updates:

Holman Avenue and Magnolia Street: Right of way acquisition is complete. Anticipate Land Acquisition to be complete in July 2020. Utility Coordination with Georgia Power is underway. Bids were received from the following: Triscapes $639,683.53, Georgia Development Partners $648,291.49, Multiplex $631,433.75, Summit $387,607.95, Zaveri Enterprises $738,343.00, $Chattahoochee Group $530,133.98, and Sol Construction $448.863.37. Bid award approval will be presented to M&C in September 2020.

Barnett Shoals Sidewalk Gap: The contractor, Georgia Development Partners (GDP), has completed the retaining wall

installation along with the installation of all sidewalk associated with the Barnett Shoals Road phase of this project. Currently GDP is performing utility coordination. Two sections of the culvert have been delivered and installed to allow for the installation of a detour road.

Sub-Project Details: This sub-project is to provide rehabilitation of the beach area including relocation of the beach showers, re-grading the beach area, installation of a new drainage system and rehabilitation of beach shower drains would alleviate the erosion issues. New sand would be installed on the beach upon completion of the drainage improvements. M&C approved the Project Concept June 4, 2019.

Sub-Project Update: Construction for the beach renovation components such as the showers and stormwater drainage corrections are complete. Other restoration work, Phase II, will take place after the beach closes for the season. Final completion is anticipated in late Fall 2020.

Sub-Project #7 – Playground Replacement

Construction Budget Amount: $265,000 (Project #14 = $140,000 & Project #16 $125,000)

Project Update: On October 1, 2019 Mayor & Commission approved the Project Concept. Athens Cultural Affairs Commission (ACAC) selected from eight submitted art proposals choosing the winning design. On January 10, 2020 the M&C approved of the Art Type and style of bronze plaques. Contract documents are fully executed with Artist Allen Sutton. All of the plaques are in fabrication and are scheduled to be installed in early fall 2020. Downtown Development Authority are working on the brochures and the website to provide the accompanying information for each of the plaques once they are installed.

Sub-Project Update: M&C approved the Project Concept on July 2, 2019. Designer to submit 60% design drawings to T&PW for review by the end of July 2020.

Current Phase: Construction Project Description: The CY20 PMP will include resurfacing and preventative maintenance of multiple roads throughout ACC, selected from the remaining deficit list for poor and failed roadway segments identified from ratings performed by staff in 2015 and updated in 2019 using a new automated rating system. Paving operations are expected to commence in May and end in November 2020.

Project Update: Transportation and Public Works staff held a pre-construction meeting, and Pittman Construction was issued a Notice to Proceed. Work began on July 13, 2020 and anticipate to be substantially complete by October 30, 2020. Because of extra funds, a change order was generated by TPW staff and approved by Mayor and Commission on July 9, 2020 adding additional work to the contract.
