Want to Make Exterior Changes to your Home?

While there are changes you can make to your home and property without prior approval from the Covenants Committee, the majority of changes require prior ap-proval. If you are unsure if you need approval for your project, please contact the on-site office at 891-0582. The Covenants Committee meets the 2nd Wednesday of each month at 7:00 p.m. at the South Community Center to review applications. The deadline for submitting ap-plications for exterior changes is the 25th of each month, for review at the next month’s meeting (i.e. the deadline for the September 9th meeting is August 25th). While residents are encouraged to attend the meeting who have an application on the agenda. No decision will be rendered to the applicant at the meeting. Residents may call the office the day following the meeting to learn of the committees decision. Director’s Message… It may be summer, but your Lee’s Hill Board of Directors is not on vacation. We have been very busy making improvements to your community to ensure, not only our property values remain high, but also our quality of life is good too. As you may remember from an earlier Crier issue, we voted to buy starting blocks for the swim team at the North Pool. Please refer to Shari Denecke’s article in this month’s Crier for more information and photos. This BOD has enjoyed a wonderful cooperative working rapport with the Lee’s Hill Lightning Board and I too, hope that it continues well after I am off the board. The BOD had a presentation from Spotsylvania Economic Development Commission and a local realtor to help better position Lee’s Hill for the onslaught of newer housing developments that are scheduled to start being built in the very near future. We want to remain competitive as the community ages. Although, I personally do not see it as a huge problem, I think there are improvements that are and should be made to keep up with the newer communities. One of the main projects that we just completed is the renovation of the South Community Center. By the time you read this, it should be completed so if you haven’t seen it please stop by. We have updated the lighting, the flooring, the fan and remodeled the bathrooms. This is a great space to hold birthday parties, wedding and baby showers or any other event. Please contact Judy Roberts at 540-891-0582 for availability information and pricing. The North community center will also be updated and remodeled hopefully before the year’s end. One possibility that the BOD has considered is enlarging the North community center so that residents on the north side will have a space to rent for special occasions. The south tennis courts are having a complete resurfacing and replacement of the fencing. We have made repairs over the past years but the court surface has deteriorated to the point that necessitated a complete overhaul of them. As always, we value input from the community so feel free to attend our monthly board meetings held on the first Wednesday of every month at 7:00 p.m. at the South Community Center. NOTICE At a meeting held on July 7, 2015, the Board of Directors adopted Amended Policy Resolution No. 9, Establishing Rules and Regulations Relating to Lease Registration. Resolution No. 9 was revised to ensure the Association’s policy regarding lease registration complies with recent legislative changes that became effective July 1, 2015. A copy of the amended resolution is being mailed to every Lee’s Hill homeowner, and will be effective August 1, 2015. If you have any questions, please contact the on-site office at 540-891-0582.

Manager’s Message… I know I say it every year, but I’m always amazed at how quickly August rolls around. I hope you’ve had a chance to attend at least one of the community events held at the pools this summer. If not, you still have one more opportunity before the pools close for the season. The Back-to-School Pool Party will be held at the South Pool on Saturday, August 29th from 11:00 a.m. to 4:00 p.m. There will be hot dogs, music, snow cones, swimming, and fun! The event is free to Lee’s Hill residents, but you will need to show a valid 2015 pool pass to be admitted. We will be including the 2015 Swimming Pool Satisfaction Survey in next month’s Crier. We would appreciate it if you would take a few moments to complete the survey and return it to the on-site management office. The feedback received from the sur-veys will be communicated to the Board of Directors. I would like to take a moment to remind residents that dumping yard debris on common areas is prohibited. While dumping the debris in the woods can seem harmless, it can actually create drainage issues on your property and that of your neighbors. In-cluded in this issue of The Crier is a letter from Kyle Bates, Assistant Residency Administrator of VDOT’s Fredericksburg Resi-dency, requesting that residents also refrain from placing yard debris in drainage ditches, as it can lead to drainage blockages and standing water on the roadway. Please be sure to dispose of yard debris in the appropriate manner. In case you were not aware, County Waste offers yard waste containers to residents at no charge. These 95-gallon containers are being offered upon request. The containers are brown and have vents on the sides to reduce the odor in the container. These containers can be placed for pick-up with your trash on Tuesday and/or Friday. If you would like to request one, please contact the on-site office at 540-891-0582 and we will be more than happy to order one for you. I would also like to remind residents that garbage should be secured within a trash container provided by County Waste when placed curbside for pick-up. Securing trash in a container will help prevent animals from getting into the trash and litter being strewn about the neighborhood. Properly securing garbage will also help prevent the unnecessary expense of the Association hav-ing to hire a handyman to come in and pick up trash. In addition, your neighbors will likely appreciate not having to clean up your trash that has blown onto their property. Garbage that is secured in containers is also much less likely to attract wild animals to the area. Lastly, using the provided containers allows for more efficient trash collection, as it takes longer for the driver to have to load individual bags into the truck than it does for them to use the automated arm of the truck to dump a container. If you’ve opted to not use a trash container due to the difficulty of storing it out of view on non-collection days, owners of non-garaged townhomes may store their container in front of their home, next to the front porch or stoop, provided that it is completely screened from view from the Common Area or other Lots using natural screening shrubs (i.e. shrubs tall enough to completely screen the containers from view) or a white trash container screen. These two options do not require approval from the Covenants Committee. Owners of single family homes and garaged townhomes/villas may apply for approval to use screening, such as shrubbery or lattice, to screen the container from view. If you would like additional information, or would like to obtain an Exte-rior Alteration Application, please contact the on-site office at 540-891-0582. For those who have extra bags of trash each week that will not fit in the container, there are a couple of options. You could either have your container swapped out for a larger container, or you could start using your recycling container more. While recycling may seem intimidating to some, it’s really quite easy. You no longer need to separate your recyclables and can just throw them all into your recycling container – you don’t even need to bag them! Increasing the amount you recycle will not only reduce the number of extra bags you have each week, but it’s good for the environment and it helps the Association earn money! County Waste pays Lee’s hill $20.20 for every ton of recycling collected from the community. The more residents recycle, the more the Association earns. It’s really that simple. If you’d like to give it a try, please review the single stream recycling guidelines in this issue of The Crier. Please mark your calendar for the Lee’s Hill Annual Meeting and Election on Monday, November 2, 2015. We will have three (3) vacancies on the Board that will need to be filled. In the July issue of The Crier, the deadline for submitting a Lee’s Hill Board of Directors Candidate Application was incorrectly listed as September 30, 2015. Please note that if you are interested in running, applications must be received by midnight on September 10th. August 2015 Lee’s Hill 55 Club News

Our regular meeting will be held August 19th at 7:00 PM in the Lee’s Hill South Community Center. Our guest speaker will be Marley Flores, Senior Program Advisor for the Virginia Medicare Patrol. Refresh-ments will follow the presentation. For those of you 55 and over who live in Lee’s Hill, we invite you to join our organization for social, chari-table and educational functions. Our objective is to provide an opportunity for members to become ac-quainted with other members of the same age in our community. We provide a social atmosphere of friendli-ness, goodwill and helpful information to members. We promote local charitable and civic causes. Social Activities

On Wednesday, August 26th we will travel to the Swift Mill Creek Theatre in Chesterfield for lunch and the comedy show “Dixie Swim Club”. Those of us who traveled to this historical mill and theatre last year were enchanted by the quaint colonial surroundings. “The Dixie Swim Club,” an encore presentation from the summer of 2014, is about five southern women whose friendships began many years ago on their college swim team. Every August they recharge those relationships with a long weekend reunion. This is a touching and hilarious comedy about friendships that last forever. If you loved “ The Golden Girls” then you will love these girls too!! All inclusive bus fare, lunch and the show is $67.00.

Sunday, September 27th we will be enjoying a matinee performance of “Sister Act” at the Riverside Dinner Theater. “Sister Act” tells the hilarious story of Deloris Van Cartier, a wannabe diva whose life takes a sur-prising turn when she witnesses a crime and the cops hide her in the last place anyone would think to look—a convent! The cost will be $52.00 per person.

Range Closing The Driving Range will close on Wednesdays at 6pm till Thursday 12 noon for maintenance and clean up. Glowball Mark your calendars; Glowball is scheduled for Friday, October 23rd. This event does max out and it is important to sign up early.

Your Lee’s Hill Community Recreation Committee is planning ahead for this year’s December holiday party and if you have a home business, we’re hoping you’d be in-terested in participating in a silent auction that will be held at the party. This would not only hopefully grow your cus-tomer base, but you’d be contributing towards a wonderful charity. All proceeds from the auction will go to benefit the Fairy Godmother Project which supports families with chil-dren diagnosed with cancer in the Virginia area.

Wednesday, June 3rd, 2015, Board of Directors Meeting Summary The Board of Directors met June 3rd, 2015 at the South Community Center, Board members present were: Ed Spring, President; Karen Adams, Vice President; Teresa Hardy, Secretary; Joyce Sollers, Treasurer; Directors: Vicki Crowder, Bernadine Hayes and Matt Rivellese. ABSENT; Directors; Al Theriault and Cassandra Welch. CALL TO ORDER: President Spring called the meeting to order at 7:02 P.M. OPEN FORUM(7:00-7:02 P.M) Topics discussed in open forum included the following: A resident stated that he was disgusted with the number of interruptions during the Board meeting last month. He recommended es-tablishing rules and regulations for the meetings and contacting an attorney to do so if necessary. ROLL CALL Roll was called by Ms. Hardy at 7:03 P.M and a quorum was established. APPROVAL OF AGENDA Ms. Adams MOVED and Mr. Rivellese SECONDED to approve the agenda. Ms. Adams MOVED and Ms. Hardy SECONDED to add to the agenda an Executive Session to discuss potential legal issues. The revised motion PASSED 6-1 (Sollers). APPROVAL OF MINUTES Ms. Sollers MOVED and Ms. Adams SECONDED to approve the minutes of the May 6, 2015 Board of Directors Meeting. The motion PASSED unanimously (7-0). OFFICERS’ REPORTS: President Spring: Explained the reasons that a Special Meeting was recently called and then cancelled. Mr. Spring explained that a Board member recently made an inquiry to the Lee’s Hill Association Insurance and was assigned a claim number based on the in-quiries. He stated that while it is a person’s right to do so, he advised Board members to try to settle things in-house and to think before going outside of the Board with such issues because there could be unintended consequences. Vice President Adams: No report Secretary Hardy: No report Treasurer Sollers: Reported that next Wednesday, she, Mr. Spring, and Ms. Welch have a meeting concerning accounts and collec-tion issues. DIRECTORS’ REPORTS: Director Crowder: Inquired about whether they are moving forward with having searchable PDFs. Ms. Wine responded that they are working on it, but it is taking a lot of time because many of the original documents are in the courthouse and the office has docu-ments that have been scanned in. Ms. Crowder stated that there are some applications on printers that can help with this, and she offered her assistance if necessary. Mr. Spring further stated that Ms. Crowder has offered to help Judy with the Northside renova-tions. Lastly, Ms. Crowder asked if anybody had followed up with a man who wanted to place an ad in the Crier, and she stated that she would follow up. Director Hayes: No report Director Rivellese: No report Director Theriault: Absent-no report Director Welch: Absent-no report COMMITTEE REPORTS Budget & Finance: Ms. MacLane asked whether Management or the Board have heard anything about the audit. Ms. Klocek re-plied that she has not heard anything for a few weeks. Ms. MacLane stated that she hopes to have the numbers by July so they can be plugged into the budget. She also asked if there is an August meeting date set to discuss the budget draft, but a date had not been decided yet. Ms. Sollers requested an Excel copy of the budget from Cardinal. Communications: No report Covenants: Mr. Weinberg stated that they had an issue at their last meeting when they wanted to approve an application with con-ditions (not with exceptions). He stated that the process was not delayed for an additional month thanks to Tracey’s phone calls and persistence. Elections Procedures: Mr. Rivellese reported that the new findings and recommendations from the task force are currently being reviewed by legal representation and will then be presented at the Appeals Meeting. Property Enhancements: Ms. Stryker reported that she got a contractor to honor the warranty on some plants in the community. She further reported that some of the damaged hollies have a black fungus and were inspected by an arborist who refused to treat them due to their proximity to the tot lot. A second arborist offered to treat the trees for three years to try to save them. Ms. Stryker stated it’s worth a try but can’t guarantee the treatments will work.

June 3rd, Board of Directors Meeting Summary Continued

Recreation and Activities: Ms. MacLane reported that the Swim Team is hosting Summer Splash next Friday (6/12). The Recrea-tion and Activities Committee will host a 4th of July event like last year’s event. Welcome: Mr. Rivellese reported that there were 5 new homes in May and 3 so far in June. OLD BUSINESS Ms. Wine addressed the following matters with the Board:

South Tennis Court Resurfacing & Fence Replacement (Ms. Crowder stated that she missed last month’s meeting but wanted it noted that she opposes spending such a large amount of money on the fence that she does not believe needs to be replaced.)

South Community Center Renovations (Ms. Crowder requested that additional fans be placed in the meeting room or have the fans lowered as part of the renovation). The team extends summer greetings to all! We have done well this season in the American division of the RSL. At the time of this article submis-sion, we have won 2 meets and lost 1. No matter how the season ends, all of our swimmers are champions! We have such a great team with stellar sportsmanship, enthusiasm, determination, dedication and teamwork. They are respectful and such a great group of kids! The Lee’s Hill Board of Directors is so proud of our team! Congratulations go to each swimmer and to the team on another successful season! We will be participating in the RSL Finals on August 1, 2015 at the King George YMCA.

This summer we have had so much to celebrate! It is our 20th Anniversary as a Team! We have a rich history in this community and we look forward to at least 20 more years! We also were able to install new diving platforms with the help of the HOA Boards support! We had a wonderful dedication ceremony! Thank you to the board members who attended the ribbon cutting ceremony! With Lightning pride, we have had a number of triple winners whereby the swimmer came in first place in each of their three individual events at a single meet. Congratulations to Kellie Morrison, Avery White, Rylie White and Charlotte Denecke. Great job, girls! This is a great accomplishment that you all can be proud of and that the team celebrates with you! We also have had pool records broken by 6 and under Sam Valasko in the 25 Freestyle, Reid Schattgen in the 13-14 boys 50 Butterfly and a 13-14 boys 100 Freestyle relay team that included Adam Morrison, Noah White, Reid Schattgen and Christopher Farrell! Congratulations, boys!!! What an accomplishment! As always, we want to thank our generous sponsors of the team! A huge thank you goes out to the Swim Team Board of Directors! You all volunteer time throughout the year bringing our team to a higher level as you each excel in your specialties. It is always a pleasure to work with each of you. It has been a great season! Last, but certainly not least, I need to thank the lifeguards, pool management, community management and the Homeowners Association Board of Direc-tors. The support they have offered us throughout the year with access to the pool facility as we need it, clubhouses for our meetings, ice cream social and end of the year banquet. All of these have been provided at no charge to the team. For that we are very grateful! Furthermore, all the lifeguard overtime was also absorbed by the HOA.
