INFRASTRUCTURE AND WORKS

The Infrastructure and Works Division is responsible for maintaining and improving the Town’s assets such as parks, roads, footpaths, buildings, and trees. This also includes the operation of the kerbside waste collection service, verge bulk waste programs, illegal dumping investigations, coordination of the mattress collections and coordination of the various community waste education programs. SERVICE STANDARD The Infrastructure and Works administration team takes a large number of service requests each year and occasionally receive both positive and negative feedback. The graph below represents a summary of various complaints and compliments received. In future, data collection will be broadened to assist the team define service standards and performance targets.

The Town's capital works projects are defined as building and engineering works that create an asset, as well as constructing or installing facilities and fixtures associated with, and forming an integral part of those works. This definition focuses on works where construction activity is required in order to create an asset. Such works would typically include constructing buildings and roads, structures or mechanical installations, upgrading or extending existing buildings, and major road works to upgrade existing roads.

Water quality sampling was undertaken at Perry Lakes in May following the first major rainfall of the season. Results from sampling assist in providing a trend of water quality and wetland health. Baseline results can be compared with future sampling following interventions such as storm water diversion to Perry Lakes and revegetation project to ascertain the improvements in water quality and wetland health. A report is expected following analysis of the samples.

A new path was constructed in the southwest corner of the helipad car park at Floreat. Previously the nearest access to the beach was located at the north western end of the carpark resulting in frustration of those parking at the southern end. The new path will reduce uncontrolled access through the steep dunes in front of the car park by the public and increase likelihood of revegetation survival.

Summary 3 metre -wide asphalt shared path along the western side of Selby Street from The Boulevard to Grantham Street

Construction commenced in June 2021, and has now been completed. Line marking, tactile ground surface indicators and reticulation repairs are outstanding. This work is anticipated to be completed by the end of September 2021, once the asphalt has had time to oxidise. The path opening activation event which is a requirement of DoT funding, has yet to be organised.

The RFQ advertisement period closed on 21 July. A contractor has now been engaged to carry out the work and a start-up meeting has been held. It is anticipated that construction should commence in early November 2021 and will take approximately six weeks to complete. The contractor has commenced traffic management and stakeholder engagement processes.

Resurfacing works commenced in May but due to weather, works were put on hold. They required works have now been completed. It is anticipated that Main Roads WA will undertake the line marking works by the end of September 2021.

The next door neighbours (top, north side) have a driveway which does not have a reasonable lip. When it rains, the water rushes down the street, into their driveway, over the pedestrian refuge in front of my letterbox and into my driveway. It is like a river going down my drive and into my carport (10 to 20 cm deep) an along my front verandah, right across to my southern neighbours dividing fence and lapping my front door. The water has formed a lake in my front yard. Interestingly, my driveway is also sloping down, but the water runs down the street and not into my yard. My double driveway (also brick paved) must have the correct configuration of slope and curb onto the road. This never happened for the 1st 20 years with my previous neighbours and their old house and driveway. The current house and its driveway configuration is a constant problem and quite dangerous when torrential rain occurs. I have taken photos and a video of the lake outside my door, in my yard and in my carport. I cannot make them small enough to attach so will show the officer once he or she arrives at my home.

During the recent heavy rains the storm water was not adequately draining and was pooling significantly over the verges. Can the council please investigate the cause of the poor street drainage and rectify

He said he witnessed the Town resurface Glengarriff and bitumen straight over the existing drains – apparently when he asked the worker what he was dong covering the drains he just shrugged. Now his property is underwater “almost to the power-points” He said he will be holding the Town personally liable for all damage to his house and will pursue insurance claims. As an aside, he was told by a depot staff member to go to the depot to collect free sandbags and when he got there at ten to 4 today it was closed and no sandbags there. Just letting you know as we can expect this one to escalate.

Harborne Street Resident reported flooding and drain blockage. Backyard of the property was flooding from Logan Lane due to the Friday storm event. Do not have any photos of the situation but accusing the soak well on the Lane way was overflowing and creating water logging on all over the lane.

Rebecca recently experienced flooding due to drainage problems at 20 Moray Avenue Floreat. She was home at the time and able to mitigate the excess rain, however she says if she wasn’t, her house would have been flooded. She would like to talk with a technical officer / engineer about the Moray Avenue Drainage Plan and what is being done to address the problems with the drains in the future.

Send Snap Solve reported flooding around 70 Moray Ave Image provided; Historically, we have had issues with flooding at 70 Moray Ave, Floreat. Several years ago work was undertaken by council to address these problem, but I don't believe the significant works that we were promised at the time, have ever undertaken. With the downpour yesterday, we suffered significant flooding to our property. The street outside resembled a lake, as did our front yard, with 20cm of water in our garage. Could we urgently have sand bags delivered to protect our property come Monday's storms, please. Could we also have sand bags delivered to our 90 year old neighbour at 68 Moray Ave who also experiences flooding of her property, please.

On Friday July 9, 2021 our property at 41 Tarongo Way, City Beach, was flooded due to heavy rainfall. The storm water drain located in the road at the front of our property is inadequate and caused all the water from the rainfall to flow into our property which caused flood damage. Project Title South City Beach Kiosk (The Kiosk)

Summary Concept Design Options for the Kiosk Future

The proposed South City Beach Kiosk redevelopment options were presented to the Town’s Design Review Panel (DRP) on 9 July 2021. The options were also sent to the Heritage Council of Western Australia (Heritage Council) seeking their feedback. The Town received feedback from the Heritage Council and DRP which are summarised below:

• None of the three concept design options were supported by the DRP and State Heritage. • The DRP suggested leasing the Kiosk, developing a businesses and keep it as an iconic asset in WA. They also

suggested developing a Conservation Management Plan for the Kiosk.

As per the Heritage Council suggestion the Town has engaged original architect, Mr Tony Brand, and revising the concept design options. The Town will submit a proposal for the Kiosk after the plan is revised. The Asset Services team is planning to prepare a business plan and Conservation Management Plan and will engage the Heritage Council when the plans are complete. If Council decides to progress with the project, a rigorous consultation process will be implemented to ensure the community is provided the opportunity to comment.

The approved internal fit out works for Lake Monger Community Shed have partially been carried out and the following items were completed in July 2021:

1. Compliant shelves were purchased and delivered. 2. The new security system was purchased, installed, commissioned and is now operational. 3. Fencing around the external bin store was installed. The new acoustic wall and woodworking area dust extraction, the new welding area wall, welding fume extraction, and the final electrical fit out were advertised as one package of works in form of Request for Quotation (RFQ) in July 2021. This RFQ was closed on Wednesday, 18 August 2021 at 2pm. The Town has reviewed the submissions and will provide recommendation for the award of the contract to Council in September 2021.

The Memorandum of Understanding (MoU) between the Town of Cambridge and the Western Metropolitan Regional Council (WMRC) dated 2 September 2020, provides that the WMRC will provide the Participating Council with a regular report on the performance of its community recycling services including on: • numbers of residents calling at the [Recycling] Centre; • quantity of materials recycled; and • results of customer satisfaction survey.

Kintsugi: The Art of Broken Pieces: 21 October 2021

| 6:30 – 8:30pm This is an age old way to minimise waste to landfill… Kintsugi is the Japanese art of putting broken ceramics back together with gold — built on the idea that in embracing flaws and imperfections, you can create an even stronger, more beautiful piece of art. Every break is unique and instead of repairing an item like new, the 400-year-old technique actually highlights the "scars" as a part of the design. This workshop includes a gold repair kit with all necessary equipment and tuition.

Bike Day: 30 October 2021 | 9:00am – 3:00pm October is Bike Month and the Town is celebrating the event with a ‘Bring Your Bike’ day on 30 October to celebrate to celebrate Bike Month between 9am and 3pm at the Council Offices, 1 Bold Park Drive Floreat. Activities include recycling bicycles through the Dismantle Youth Development program and providing basic maintenance through the Bike Dr program. Workshops will be presented by the locally based Bike Smart program on road rules and how to, safely, make use of shared paths. Staying in line with the recycling theme, a ‘bike stuff swap’ station will allow people to bring second-hand bike clothes and associated equipment to swap. More information will be forthcoming in the next newsletter.

Bin Fairy: Ongoing program For those residents unsure about recycling, wanting to increase recycling, reduce waste to landfill and/or their dependence on plastics. This program is available for face to face sessions where residents can obtain advice on recycling and minimising their waste to landfill. These are flexible sessions, held in homes at residents’ convenience, and at times to suit them.

Green Waste bags: Ongoing program 75L green waste bags are now available for purchase – these are perfect to put out items for green waste Verge Valet bookings (they will be left by the team after emptying). They are $10 for 2 and available from the Admin Centre.
