In April 2017, Dijon officially became one of the 22 French metropolises. It is now continuing the work started 15 years ago to develop its territory.

2017 saw the launch of OnDijon, an ambitious project for a smart metropolis, this project of unique scope and size is exceptional on a metropolis scale. It has been entrusted to a consortium of companies consisting of Bouygues Energies & Services, Citelum, Suez and Capgemini. This world first is to be implemented as early as 2019 within the scope of a 105 M€ contract. Its aim is to drive services and public equipment for the metropolis in real time, from a unique and connected control centre. It also represents a very attractive and innovating feature for established companies and start-ups.

2019 shall also be a great year with the inauguration of an important project. The reopening of the fine arts museum of Dijon, housed within the Palais des Ducs, former residence of the Dukes of Burgundy, at the heart of the historic city centre in one of the largest preserved historical areas in France. This area is inscribed on the Unesco World Heritage list as part of the Climats, Terroirs of Burgundy. The museum has undergone extensive renovation and will soon fully reveal itself to visitors.

From April 2022, the Cité internationale de la gastronomie et du vin (International gastronomy and wine exhibition centre) will be inaugurated. Dedicated to value the Gastronomic Meal of the French inscribed on the representative list of the Intangible Cultural Heritage of Humanity, the Cité is designed by the Eiffage group for an investment of 205 M€ and is proof of the great ambition of Dijon metropole in terms of economy, tourism, culture and heritage.

Dijon metropole has entered a new active development phase, supported by its expert industries and their competitive ecosystems: Agri-food, digital, health and higher education. With over 250,000 inhabitants and a great communication network consisting of 5 TGV high-speed lines, motorways, and a business airport that connects Dijon to European capitals, the metropolis has the dynamism required to seize new opportunities.

Over one billion Euro has been injected by the local state in the economy since 2001. This was devoted to granting modern infrastructures to the territory such as two tramway lines, a large indoor concert and conference venue (Zenith), and a stadium seating 20,000 football fans supporting Dijon in their first division games.

In an ever-changing globalised world, it is essential to take into account the economic challenges inherent to the fast transformation of companies to be able to meet their needs. To adapt is also to see the strong development potential of new forms of companies (co-working, start-up, freelancing, etc.) To maintain and develop its performance level, Dijon metropole has chosen innovation, while preserving the great quality of life offered by its human-sized territory. Dijon has therefore implemented a proactive economic policy to closely support the establishment and development of companies.

In terms of tourism, the number of nights spent in the metropolis is growing. Dijon metropole is also more and more present in national rankings. Dijon metropole resolutely wants to keep developing these good results and encouraging achievements. To do so, it will count on talents coming from all backgrounds and strong partnerships.

OnDijonImplementation of the smart metropolis through the creation of a connected centralised control station for all equipment of the public space, the first of its kind in the world. Carried out by: Bouygues Energies & Services, Citelum, in partnership with SUEZ and Capgemini.

Response project - H2020After winning the “H2020, smart cities and communities” call for European projects, Dijon métropole launched the Response project which is part of an ambitious energy climate plan. With the creation of positive energy districts, the Metropolis is aiming for carbon neutrality by 2050.

Green HydrogenDijon métropole has set itself the objective of converting its entire public transport bus fleet, as well as its fleet of bin lorries, to run on hydrogen. To reach this objective, the construction of the very first hydrogen power plant was launched in 2021.

« FoodTech represents the alliance of French traditional farming and ancestral cooking

techniques to innovation, new technologies, and new uses brought by the ongoing digital revolution. It was therefore natural to launch this project in Bourgogne-Franche-Comté, and more specifically in Dijon, where we have this fertile soil for innovation, as well as ancestral traditions represented by the Climats, Terroirs of Burgundy, inscribed on the Unesco World Heritage list. Today, FoodTech must have an international reach and ignite in new talents the desire to come innovate and invest in France. This is one of the reasons the Food Use Tech trade fair was created, it is the 1st event dedicated to the use of new technologies in all applications from the field to the plate. It was held for the first time in Dijon on the 2nd and 3rd November 2017. »

Dijon, Smart Metropolis

A BRAND-NEW APPROACH IN FRANCE

Dijon metropole is developing OnDijon, its smart and connected metropolis project. It is developing the « connected management of public amenities » with the creation of a unique control centre in 2019 to coordinate the urban equipment of the territory. Thanks to digital, this control centre manages remotely, coordinates, and maintains urban equipment (city lights, lighting, CCTV, road services, etc.) to manage the public space more easily. The creation of the connected control centre is an essential project to offer more efficient public services to inhabitants. With the complete cover of the 24 towns making up the metropolis and the creation of a unique control centre replacing the existing 6 control stations (Safety, Police, Urban supervision, Traffic, Council hotline, and Snow), it is the first time a project of such scope is launched in France in a public administration.

ONDIJON, TOWARDS A SMART METROPOLIS

This «connected management of the public space» is the first step in the development of «ON Dijon», smart metropolis. Thanks to the digital data gathered from connected equipment, Dijon metropole undertakes to:

A PROJECT CREATING JOBS

ON Dijon will create 45 direct and safe jobs over 15 years. 15% of the works required to create the control centre shall be carried out by local small and medium companies.

OPEN DATA AT THE HEART OF THE PROJECT

Convinced that open data is at the core of the new missions of public services and local organisations, Dijon metropole launches a proactive approach in terms of open data by making access to public service data easier by sharing them with the world of digital economy. With this project, Dijon metropole invents a genuine local governance of data. By allowing access to data, Dijon metropole stimulates and reinforces the local digital ecosystem and the creativity of companies to allow them to invent and develop the new services of tomorrow.

Dijon Bourgogne-Franche-Comté Airport is south-west of Dijon, in Longvic and Ouges and is mainly used for business flights and air ambulance for Dijon Hospital and other hospitals in the region. It is also used for military flights, pilot training and leisure flights. Dijon Bourgogne-Franche-Comté Airport is also an Economic Hub specialised in the fast growing aeronautics industry. The former hangars and vast space once used by the French Air Force were converted in 2016 and are now available for companies from the sector, as well as companies from the automobile industry. The Arsenal eco-district is part of the Grand Sud project which aims to transform the southern entrance to Dijon by launching ambitious programmes such as the International Gastronomy and Wine Centre, Jean-Jaurès Passages and the Pont des Tanneries area. The Arsenal eco-district has been designed to suit different generations in spaces designed with various uses in mind (accommodation, services, shops, etc.). From April 2022, International city of gastronomy and wine will open its doors in Dijon with the mission to promote the Gastronomic Meals of the French and the Climats, Terroirs of Burgundy, both listed as World Heritage by Unesco. In April 2022, International city of gastronomy and wine will open in Dijon, this will be the showcase to promote the Gastronomic Meal of the French, inscribed on the list of Unesco intangible heritage, as well as the Climats, Terroirs of Burgundy also registered as a Unesco site since 2005. Over a million visitors are expected each year to explore the treasures of French cuisine on a site of 6.5 ha, offering exhibition spaces, shops, excellent training, conferences, two movie theatres, ... At the gates of the historic centre of the city and at the very beginning of the prestigious Route des Vins, the future exhibition hall will be the ideal starting point to discover the vineyards of Burgundy.

Dijon is rich of exceptional heritage dedicated to gastronomy and wine, such as the «gourmet fund» enriched for over thirty years by the municipal library and entirely dedicated to oenology and gastronomy. It gathers a unique collection of almost 33,000 documents (recipe books, books by chefs, novels, magazines, etc.), including more than 13,000 menus from 1810 to today.

Gastronomy in Dijon is a very much living heritage, embodied by excellent companies and prestigious chefs who make French gastronomy shine throughout the world. Thanks to an efficient local ecosystem that brings together companies, public and private laboratories, training and higher education, innovative projects in the agri-food sector such as FoodTech

Competitive clusters specialising in the agri-food sector, AgrOnov and Vitagora, associated to dedicated activities areas such as Marché de l’Agro, offer favourable conditions for the development and creation of companies.

The culture of good food is also translated into popular « fooding » events organised in Dijon throughout the year. Between May and September, the «Brunch des Halles de Dijon» invites the chefs of the ducal city and the Bourgogne-Franche-Comté region, to invest this temple of gastronomy partly designed by Gustave Eiffel (native of Dijon), each Sunday during the summer season, for an exceptional brunch. Over 20,000 people have already enjoyed this brunch in the past two years. Another must-see event is the Dijon International and Gastronomic Fair, which welcomes more than 180,000 visitors every November. Producers, artisans, restaurateurs, the best Burgundy know-how makes its show during ten days at the Palais des Congrès of Dijon metropole.

DIJON, THE GOURMET...

Dijon metropole has been shaped by a prestigious vinicultural history inherited from the Dukes of Burgundy. For several years, Dijon has been committed to a bold policy of reviving its vineyard in order to develop the vine culture already well established in several of the towns of the metropolis (Marsannay-la-Cote, Daix, Saint-Apollinaire, Chenôve), by working on the development and the creation of an appellation «Côte de Dijon», alongside Côte de Nuits and Côte de Beaune.

With the acquisition in 2013 of “Domain La Cras” located on the heights of Dijon, the metropolis now produces wine: 8 Ha planted in Pinot Noir and Chardonnay. The domain is managed by the Agriculture Chamber and a local winemaker who learnt his craft in the vines of Volnay, in Côte de Beaune. This ambitious policy focused on the development of local viticulture is also part of a more comprehensive strategy of the metropolis to contain urbanization, preserve the green belt of its territory and maintain farming on the edge of the city alive.

This dynamic of replanting the vine will be accompanied by other crops: blackcurrant, truffles from Burgundy or mustard seeds... Beehives are already widely established in the

metropolitan territory which produces honey, the « Miel de Dijon », in collaboration with local beekeepers. Beyond the real potential for economic development represented by the wine sector (7.9 billion Euro for export and more than 10 million wine tourists each year in France), the challenge is also to invest and think an innovative, sustainable and local agriculture, around the deployment of a « territorial food project » on the scale of Dijon metropole.

From April 2022, International city of gastronomy and wine will open its doors in Dijon with the mission to promote the Gastronomic Meals of the French and the Climats, Terroirs of Burgundy, both listed as World Heritage by Unesco. On the historic site of the former 6.5 Ha hospital, the future Exhibition Centre is also a large-scale urban project covering 70,000 m2 of buildings, including: An eco-district, 2 movie theatres (one multiplex and one art-house), a luxury hotel Curio by Hilton, two training centres, exhibition spaces, and 5,000 m2 exclusively dedicated to retail. The Arsenal eco-district is part of the Grand Sud project which aims to transform the southern entrance to Dijon by launching ambitious programmes such as the International Gastronomy and Wine Centre, Jean-Jaurès Passages and the Pont des Tanneries area. The Arsenal eco-district has been designed to suit different generations in spaces designed with various uses in mind (accommodation, services, shops, etc.). Since the beginning of the noughties, more than 50% of the construction market in Western Europe has been working on existing buildings, an ever-increasing share. The reasons for this phenomenon lie with new directions in urban policy, integrating the issue of sustainable development. Dijon metropole chose « the reconstruction of the city and architecture on themselves » over the possibility of extending the city beyond its borders,

thus being part of a more global dynamic peculiar to developed cities, aiming at favouring the regeneration and reconversion of existing buildings or sites. This results in less wasted land and abandoned sites, less traffic congestion and pollution. Thanks to the quality of the design of dwellings and public spaces (pedestrianisation, cycle lanes, green spaces, etc.), Dijon metropole reconciles urban development and high quality of life for its inhabitants.

The urban development of the metropolis has been designed with a strong will to promote «short distances» by developing public transport and gentle modes of transport for this purpose, to the detriment of travels by private car. The introduction of the tram combined with other mobility solutions: carpool, pedestrianisation, park & ride, self-service bicycles, etc. have largely contributed to the transformation of the city, while significantly changing travel habits.

Between 2009 and 2015, thanks to modes of transport others than individual cars:

The urban transformation that has taken place and continues to transform the territory, is the result of a collaboration with experienced local architects, associated to the arrival of renown architects, who found in Dijon the possibility to experiment and innovate. Wilmotte, Ricciotti, Chaix et Morel, Arquitectonia, Lion, Arte-Charpentier, Architecture Studio, Dusapin-Leclerq, Peter, Jourda, Michelin, l’AUC, Shigeru Ban, MVRDV… From these fruitful collaborations, reference projects such as the tower Elithis, the office building considered to be the most efficient in the world could be created. Others are still to arise in Dijon metropole, the city constantly reinventing itself...

The sustainable metropolis of the 21st century has to be mixed and standing together. In each new district, the following are developed: public facilities, cultural venues, commercial or tertiary premises (gyms, childcare centres, offices, etc.). Priority is given to the construction of housing calling a reasonable rent, while making sure the price per m2 remains affordable.

Environmental concerns are present in each of the urban projects developed within Dijon metropole. A heating network, a wood boiler, and many innovative solutions have been implemented, such as the tram maintenance centre, which uses the heat generated by the sewers to heat its workshops and has one hectare of photovoltaic cells on its roof, ensuring the site a total electric autonomy. The tramway itself is powered by « green electricity ». The Zenith is heated by a geothermal system, the Olympic swimming pool is equipped with photovoltaic cells, a grass roof and a system to collect rainwater and recover heat. Dijon métropole has also set the objective of converting its entire public transport bus fleet, as well as its fleet of bin lorries, to run on hydrogen. Finally, with the RESPONSE project, and the creation of positive energy districts, the goal is to reach carbon neutrality by 2050. These few examples are proof of the strong commitment of the metropolis to build a sustainable territory, respectful of the environment by aspiring to become an ecological reference in this matter on a European scale.

From April 2022, International city of gastronomy and wine will open its doors in Dijon with the mission to promote the Gastronomic Meals of the French and the Climats, Terroirs of Burgundy, both listed as World Heritage by Unesco. On the historic site of the former 6.5 Ha hospital, the future Exhibition Centre is also a large-scale urban project covering 70,000 m2 of buildings, including: An eco-district, 2 movie theatres (one multiplex and one art-house), a luxury hotel Curio by Hilton, two training centres, exhibition spaces, and 5,000 m2 exclusively dedicated to retail. The retail area and gastronomy village will have around fifteen shops, 4 restaurants, wine bars and a book store on the theme of food and drink. The International city of gastronomy and wine is also a genuine tool for the economic, commercial, and touristic development around the themes of gastronomy and wine, with more than one million visitors expected each year.
