ATNS Profile

ATNS is the sole commercial provider of air traffic, navigation, and associated services in South Africa –responsible for air traffic control in approximately 10% of the world’s airspace.

It supports 22 aerodromes around the country – including the O.R. Tambo, Cape Town, and King Shaka International Airports – that together see more than half a million arrival and departure movements annually.

Its services extend beyond those of the typical air traffic control organization, providing vitally important aeronautical information used for all flight planning purposes as well as search and rescue coordination activities and the maintenance of a reliable navigation infrastructure.

CAMU Profile

The responsibility for the management of air traffic flow and capacity management within South African airspace resides with the Central Airspace Management Unit (CAMU).

The unit’s responsibilities include comprehensive management of the airspace capacity, slot allocation program, flexible use of airspace (FUA) and the re-routing of traffic affected by adverse weather or restricted airspace.

The system provides CAMU with comprehensive ATFM capabilities to model and implement all traffic flow initiatives for both aerodrome/airport and airspace

The CAMUWeb capabilities includes:

Providing the entire aviation community ATFM capabilities withautomated support for slot allocation, based on airportarrival/departure, capacity and airspace constraints, along with amultitude of functionalities to enhance airline operations.

Provide tactical slot management capabilities throughSubstitutions.

Provides valuable historical data for post flight analysis.

CAMU ATFM Model

The enhanced ATFM system was deployed during May 2010 tosupport traffic growth and to minimize networkdisruptions. The system was successfully used to manage thenetwork during the FIFA SWC 2010.

The ATFM model used in South Africa involves three majorfacets:Full time ATFM slot management at the three busiest airports: Johannesburg (JNB), Cape Town (CPT), and Durban (DUR);Slot management for both departures and arrivals at each of the three major airports;Collaborative integration of aircraft operators to enhance decision making; andTMIs and AFPs when required

Advantages of Full Time ATFM Slot Management:

The network is continuously balanced

Demand can be rapidly adjusted to meet the requirement;

All role players in tune with ATFM slot requirement;

Enables comprehensive data capturing of the network;

Reduces airborne and ground delay;

All slots are issued at 0400 local time for “D” day (24HR);

AOs can adjust slots to suit their operations

Departure mode assists to manage sector imbalances

Improves OTP

Disadvantages:

High workload

The system needs to be permanently online.

OTP improvements:

OTP for departures from FAJS has improved from anaverage of 81.75% before to an average of 84.3%. FAJSarrivals improved from 82.14% to 83.17%. FACTdeparture compliance improved from 84% to 86.82%.Improvements to OTP is encouraging as furtherimprovements is exponentially more difficult.
