Letter from the President and CEOIn the pages to follow, you will read of the accomplishments attained and milestones met by the Association of Professional Chaplains in the past year. It is an exciting and distinct privilege to serve as president and CEO of this dynamic organization. Our membership numbers remain strong as we increased from 4,138 members in 2011 to 4,445 in 2012.

The accomplishment with far-reaching impact has been the implementation of a new governance model November 1, 2012. This necessary transformative change will ensure APC’s relevance to our members and to our profession both now and in the future. As you read about it, you will see there is opportunity for you if you are interested in getting more involved in the work of the association.

Opportunities for further education were plentiful at the 2012 APC Annual Conference themed “Making It Work: Flourishing in Dynamic Systems.” Held June 21-24 at the Renaissance Schaumburg Convention Center Hotel in Schaumburg, IL, it drew over 700 participants. With more than 55 ninety-minute workshops, 20 professional development intensives, four dynamic plenary speakers and three educational and recreational excursions, the offerings were diverse and focused on the contexts in which chaplains and those they serve live and seek connection.

For those unable to attend the annual conference, educational opportunities were found closer to home through the Professional Chaplaincy Webinars. Nine webinars and a five-part series on chaplaincy research were presented by speakers who are respected experts in their field.

Advocacy was in the forefront as APC collaborated with several organizations on a public educational campaign, “Speak Up: What you need to know about your serious illness and palliative care.” We also continued to partner with other faith-based organizations through Faithful Reform in Healthcare in advocating for accessible, equitable and affordable health care for all.

With the retirement of Rozann Shackleton as the editor of Chaplaincy Today in fall 2012, APC revised its publication offerings by signing an agreement with Taylor & Francis, publishers of the Journal of Health Care Chaplaincy, to make it the “official” journal of APC in January 2013. In addition, APC members receive online access free of charge to the Journal of Religion, Spirituality and Aging. APC e-News will expand its feature articles, as well as add poetry, reflections and media reviews to its current offerings.

There are many other accomplishments and space is limited here, but one more milestone to highlight is this: Competencies were developed and approved for specialty certification in palliative care through BCCI. Palliative Care Specialty Certification will be offered to board certified chaplains through BCCI in 2013.

It has been a full and productive year for APC, and we anticipate more of the same to come. The APC Board of Directors and the national office staff work hard to advance the mission of our association, and we give thanks for their dedication and efforts.

APC 2011- 2012 HighlightsMembership: APC membership continued to remain strong. APC membership in 2011 was 4,138. In 2012, APC membership increased to 4,445. Thanks to an anonymous donor, APC offered a limited number of dis-counted memberships to Jewish chaplains and students who were not currently members of APC. Through this scholarship, 28 chaplains joined APC.

Governance: The APC board of directors ap-proved a new governance model and appoint-ed a Governance Implementation Task Force to develop a transition plan to implement this new model by Nov. 1, 2012. The transition plan ac-commodates those already serving in elected or appointed positions. This model is a transforma-tive change necessary to ensure APC’s relevance to our members and to our profession both now and in the future. This new governance model is based on the following principles: creating a more nimble organization with the ability to make quick decisions, allowing APC to seize rather than miss opportunities; providing more flexibility through shorter terms for volunteers, fewer standing committees and more task forces dedicated to projects and goals with a specific focus and time frame; decreasing the time commitment of APC leaders by developing a board succession plan; revising the current nominating process to ensure APC attracts the best-suited members to serve on the board and executive committee; utilizing volunteers as thought leaders and content experts rather than project managers or administrators. The following is an

overview of the new governance structure: The APC board is comprised of nine board members, four officers and the BCCI representative. The chief execu-tive officer is an ex-officio non-voting member of the board of directors. Each board member will serve a three-year term. Executive Committee members will be the president, president-elect, treasurer, secre-tary and BCCI representative. Each officer will serve a one-year term. The officer succession plan will be secretary to treasurer to president-elect to president. The Nominating Committee will vet all candidates and prepare a slate of candidates. State leaders will include the state representative, state continuing education chair and BCCI area certification chair. The new governance model will move the board from

a management focus to governance and steward-ship focus, allowing the board to focus on strategic visioning.

Annual Conference: The 2012 APC Annual Conference, themed “Making it Work: Flourishing in Dy-namic Systems,” was held on June 21-24 at the Renaissance Schaumburg Convention Center Hotel in Schaumburg, IL. The conference drew 748 participants, of whom 658 were APC members, 22 were members of organizational partners and 68 were nonmember guests. Plenary speakers included Wendy Cadge PhD, associate professor, Department of Sociology, Brandeis University, Waltham, MA;

Jeremiah A. Wright Jr. DMin, pastor emeritus of Trinity United Church of Christ in Chicago, IL. Plenaries focused on the broader contexts in which chaplains and those they serve live and seek connection. The conference provided a wealth of educational opportunities on diverse topics, with more than 55 ninety-minute workshops, 20 professional development intensives, and three educational and recreational excursions.

Leadership Awards: At the APC 2012 Annual Conference, three individu-als who made significant contributions to professional chaplaincy and the association were honored with leadership awards on June 23, 2012 dur-ing the Grand Banquet and Member Recognition Luncheon: Rhonda Anderson RN DNSc(h) FAAN FACHE, Distinguished Service Award; Rabbi/Chaplain David J. Zucker PhD, Outstanding Local Leadership Award; and Clarke A. Mundhenke DMin BCC, Retired Chaplain Award. In addition, the Oskar Pfister Award, given jointly by APC and the American Psychiatric As-sociation (APA) was presented to Harold G. Koenig MD at the APA Institute on Psychiatric Services meeting, October 4-7, 2012, in New York City.

Advocacy: APC collaborated with Joint Commission on a public educa-tional campaign, “Speak Up: What you need to know about your serious illness and palliative care.” Other collaborators included the American Academy of Hospice and Palliative Medicine, Center to Advance Palliative

Care, Hospice and Palliative Nurses Association, Lance Armstrong Foundation, National Association of Social Workers and National Hospice and Palliative Care Organization. The campaign covers topics such as how and when to get palliative care, questions that palliative care providers may ask, questions to ask them, where to find information and more.  The Speak Up program urges people to take an active role in their own health care. In accordance with our organizational values, APC continued to partner with other faith-based organizations, through Faithful Reform in Healthcare, in advocating for accessible, equitable and affordable health care for all. In addition, APC joined over 60 national, state and local organizations in filing an Amicus (Friend of the Court) Brief with the U.S. Supreme Court in support of Medicaid expansions in the Affordable Care Act. The brief argued that the expansions would more completely address the original intent of Medicaid - to fulfill the moral imperative to assist those who are poor and sick.

Publications: APC signed an agreement with Taylor & Francis, publishers of the Journal of Health Care Chap-laincy, to become the “official” journal of APC in January 2013. Given the board’s strategic emphasis on research, as well as the retirement of Rozann Shackleton as editor of Chaplaincy Today in fall 2012, APC revised its publication offerings to help our member-ship not only write and do research, but also be up-to-date with journal articles that are important to the profession of chaplaincy. JHCC is a growing journal that has focused on chaplaincy research, writing and best practices. It has a wide audience and is indexed not only in theological but also medical databases, such as PubMed. As a benefit of membership, APC members receive com-

plimentary online subscriptions to JHCC, beginning in 2013, and may request print subscriptions for a nominal fee. Further, APC members receive, free of charge, online access to an additional publication, the Journal of Religion, Spirituality and Aging. APC e-News will further expand its feature articles, and add poetry, reflections and media reviews to its current offerings. Members will continue to have access to archives of Chaplaincy Today, which was published semiannually from 1998-2012.

Standards of Practice for Professional Chaplains: Having estab-lished the Standards of Practice for Professional Chaplains in Acute Care, APC brought together several leaders in chaplaincy care in long-term care settings to work toward consensus about Standards of Practice for Professional Chaplains in Long-Term Care. The acute care setting model informed this work and provided the catalyst for identify-ing and briefly explicating standards of practice for chaplaincy care in long-term care settings. The edited standards of practice were published in Chaplaincy Today, Vol. 27 No. 2, Autumn/Winter 2011. This special issue included reviews from chaplains and national leaders from other health care disciplines. Initial feedback was integrated into the standards, which were presented to the APC board for affirmation in 2012. The stan-dards were then forwarded to the boards of our organizational partners with the request that they join us in affirming and supporting them. Next, a task force was formed to develop Standards of Practice for Profession-al Chaplains in Palliative Care. The task force is currently drafting the standards, which focus upon minimal but essential standards of practice for board certified chaplains in palliative care settings. The standards draft will be submitted for publication in an APC journal and on the website. Comments will be invited and reviewed over a period of several months. After that, the task force will integrate the received feedback and prepare a revised copy, which will be presented to the APC board for affirmation. The standards will also be presented to the boards of organizational partner groups.

Professional Chaplaincy Webinars: APC continued to expand its offering of Professional Chaplaincy Webinars. Nine webinars were held on diverse topics, and speakers included respected experts in their field. Back by popular demand, a five-part Webinar Journal Club II series on “Spiritual Care and Patient Satisfaction: What Does the Research Tell Us?” was planned in conjunction with Rush University. Through bimonthly ses-sions from November 2012 – July 2013, presenters George Fitchett PhD BCC and Patricia Murphy PhD BCC will help chaplains learn to read and understand research, and discuss findings of important research about the impact of chaplaincy on patient satisfaction.

BCCI Certification: In 2011-2012, the number of chaplains ratified was 244, which included 195 board certified chaplains, 49 provisional certified chaplains and three associate certified chaplains. A Competency Writing Guide for Certification Candidates was developed to assist candidates in demonstrating the compe-tencies in writing, as part of their certification application. The guide gives a detailed description of each competency as well as a framework by which to express how one’s practice reveals one’s professional competence.

Specialty Certification: Palliative Care Specialty Certification Competencies were developed and approved for specialty certification in palliative care through BCCI. The development of procedures, processes and guidelines for speciality certification was initiated in 2012. Palliative Care Specialty Certification will be offered to board certified chaplains through BCCI in 2013.

The 2012 conference included more than 14 educational poster displays highlighting research, best practices and innovative programs in the field of chaplaincy care.
