Co-operation between the Rijkswaterstaat, ARCADIS and Multiconsult Bejan has resulted into the development of a new method: CRIAM, which is a Dutch acronym for Structural Risk Index Weighing Model. With the help of this model, an inspector and a structural engineer can objectively determine whether a unity check, an analysis or a full structural recalculation is necessary. With this objective approach many hours of analyzing and recalculations of infrastructural objects can be avoided. This results in considerable cost and time savings. In addition, this method objectively determines the structural safety of objects.

The majority of the bridges and viaducts in the Netherlands were built in the last century. These structures were designed and built in accordance with the technical capabilities of that time. Since this time the amount of traffic on these structures has markedly increased. The aging process and change in usage has resulted in an increased likelihood of damage and unsafe situations.Therefore, the inspection service of the Dutch Ministry of Infrastructure and Environment examined in 2009 whether and how the structural safety of these bridges and viaducts is assured. The conclusion was: it is insufficiently secured. Especially when regarding the older structures, the risks are not known.In early 2011, the inspection service of the Dutch Ministry of Infrastructure and Environment asked all municipalities and provinces to again focus on this growing problem. Research shows that those administrators generally have little understanding of the structural safety of the objects that they manage. This situation is worrying as there are examples of objects that no longer meet the requirements.

Think of projects such as RINK (Risk-controlled Inventory of water infrastructure) or the Inspection Program from 2010 until 2012 for 960 structures of the Rijkswaterstaat (the agency of the Dutch ministry of Infrastructure and Environment) that are provided with a management and maintenance planning through a risk-based approach. Structural safetyThe structural safety of objects is often associated with damage that has been discovered. For you as administrator of objects, it is important to quickly and correctly understand the urgency of the damages and the level of risk to take when scheduling maintenance or repair. ARCADIS recommends the CRIAM method in order to avoid potentially costly and time-consuming recalculations. This method provides a fast and simple way to objectively assess the urgency and the depth of the detailed analysis, investigations and recalculations that may have to be performed. The main criteria within the CRIAM method, besides the visible damage, are the history of the object and the usage versus the design. In this way you will get a good insight of the current situation, as well as the status, the urgency, and the steps to be taken to get the objects back on track for modern day usage.
