Highlights of UID Approach
Capstone UID Initiative Item Unique Identification (IUID) International Engagement and Impact Opportunities Next Steps Challenges
UID: Capstone Initiative• Prescribes the vision to efficiently and effectively
manage resources using globally unique identification of:• People
• Personal Property (i.e., tangible items)
• Real Property (e.g., buildings)
• Organizational Entities
• Sites or Locations
• Program• Prescribes rules and assigns responsibilities for a
process of uniquely identifying tangible entities, their attributes and their relationships
Unique Identification – The Capstone View
Related ISO UID Initiative • ISO 15459 proposal describes uniqueness for transportation units, location and
item unique identification

DoD Vision for Item Unique Identification (IUID)
DoD, its coalition partners, and industry efficiently and effectively manage individual tangible items of Government property with:
Item identification and tracking can enhance Configuration Management, Systems Engineering, Logistics Support and
Operational Planning
near real-time situational awarenessusing globally unique item identificationenabled by fast and accurate automatic data capture
Principles
Create data once, reuse many times Embrace standards, but enable independence Use master data sources Every commodity area is unique
Goal: Standard master data set for finance, acquisition, maintenance, transportation and supply

UID EquivalentsUID Equivalents Criteria for UID Equivalents
Must contain an enterprise identifier which is assigned by a registration or controlling authority
Must uniquely identify an individual item within an enterprise identifier, product or part number
Must have an existing Data Identifier (DI) or Application Identifier (AI) listed in ANSI MH10, Data Identifier and Application Identifier Standard
DoD Recognized UID EquivalentsGlobal Individual Asset Identifier (GIAI) EAN.UCC (AI:8004)
Global Returnable Asset Identifier (GRAI) EAN.UCC (AI: 8003)
Vehicle Identification Number (VIN) ISO 3779 (DI:I)
Electronic Serial Number (ESN, for cellular telephones only) TIA (DI:22S)
Using Item Unique Identification (IUID) for Serial Management?
In today’s world, retail use of 1-D barcodes is mainstream and indispensable.
Some items do have serial numbers.
Serial numbers are unique, but not outside of their enterprise or commodity – the serial number assigned by XYZ Manufacturer could be the same as one assigned by ABC Company.
Two identical cans of Coke from the same bottling plant will show the same data on the Universal Product Code (UPC).
By combining enterprise identification and serialization, a globally unique item identifier is created that differentiates every item from every other item.
Each item has its own globally unique item identifier (UII).

UII and NSN – Related Not Equal
NATO Stock Number (NSN) is a Tool for Identifying a Group of Items that Meet a Set of Capabilities
IUID Creates a Globally Unique Number for a Specific Individual Item Among all Items That are Considered Equal by NSN

International Engagement
• Prime Contractors Delivering Items to US DoD Must Comply and Flow to Their Subcontractors• Contractor Supported Tools for Implementation
• Standard Requirements Flowdown to Subcontractors - AIA• Standard Industry Part Marking Qualification Guidance - GEIA• Joint Industry/Government Conformance Guide – (AQSS - NDIA, AIA,
GEIA)• Aerospace Industry Guide for IUID Data Exchange (AIA)
• All Significant Parts to be Marked with ECC 200 Data Matrix • Air Transport Association (ATA) Has Already Adopted IUID
Marking as ATA Equivalent• ISO Format Code Request
• Successful New item work Proposal (NP) ballot at TAG to add TEI Format Code to ISO/IEC 15434
• Committee Draft (CD) Ballot passed 18:1 July 5, 2005 • Formal Committee Draft to be issued Oct 2005
Next Steps Add Selectively to the Following IUID Pilot Projects
• Defense Medical Logistics Support System• Small Arms Program Office• Property Systems – AFEMS and DPAS• PCARSS/LDD Integration• Army and Naval Aviation Maintenance (Sikorsky; GE;
Boeing; Lockheed) – Integration maintenance systems with OEMs and Depots• Electronic Logistics Information Trading Exchange (ELITE)
Project using ISO 10303, AP239• UID-driven improvements for T-700 management
Include ECC 200 Data Matrix Marking Requirements in Mil-Std 130M
ERP Implementation of IUID Requirements
Data Systems Implementation• Current Serial Number Tracking Systems (SNT,
SIM, UIT,….)• Platform/Service specific (i.e. easy visibility across
services and platforms unavailable)• Systems use different systems keys• Not integrated or compatible
• ERP Current State:• Customized solutions in Both Government and
Industry• Non-uniform Field Length Requirements for
Concatenated Unique Item Identifier (UII)• IUID Policy (78 max)• Draft NATO STANAG (50 max)• ISO (50 max?)
• Legacy Systems Implementation• ERP Capabilities (varied)• Interface with Legacy Local Systems
Data Systems Implementation
• Future Path• Near Term - Integrate current serial tracking
systems around UII
• Mid to Long Term - ERP Systems Enable UII Commonly Through
• Customized Solutions (least beneficial)• Piecemeal Implementation
• Reduced Interoperability
• Common Requirements (likely path)• More rapid Implementation
• Increased Capability
• Solution Provider Global Implementation (best)• Increased Capability
• Reduced Costs
Marking is Marking - Right??
• ECC 200 Data Matrix Symbol is Flexible:• Ink-jet
• Laser etch or laser bond
• Dot-peen
• Chem-etch
• Etc.
• Current Marking Method Likely Will Work• Preferred approach to modify central reference drawing for data
plates and labels
• Items not previously marked in any way may require engineering review
• Items that are direct part marked may require engineering review
• Current marking equipment should work
• Near term value is in the data capture accuracy and speed and valuation
Where is the Future Benefit?
As population increases within commodity and then within DoD other benefits are possible for example:
• Engineering and Reliability Analysis
• Logistics Planning
• Operational Planning
• Maintenance Planning• Usage based scheduling
• Predictive failure avoidance
Challenges Contractor assignment of nonrecurring costs over
time vice charging to first contract with IUID requirement
Get requirements consistently and correctly placed in applicable contracts
Facilitate global acceptance through industry and government standards
Gain corporate internal use to enhance utility and reduce implementation costs
Integration with existing item data management
