NOTICE INVITING RFP

REQUEST FOR PROPOSAL (RFP) FOR “CIVIL REPAIRING AND RENOVATION WORK OF

FANCY BAZAR BRANCH

Assam Gramin Vikash Bank, a premier Regional Rural Bank of Assam invites sealed Tenders from reputed Firms/Contractors for civil repairing and renovation works at Fancy Bazar branch of the bank. Interested Firms/contractors registered under APWD, CPWD, MES, Railways and any other state or central Govt. undertaking having experience of execution of similar civil repairing and renovation works may apply.

DETAILS OF THE WORK / ELIGIBILITY CRITERIA

Time allowed for completion 90 (Ninety) days from the date of issue of Work Order.

Earnest Money Deposit Rs. 25000.00 (Twenty Five Thousand only)

10% of tender value which shall be released to contractor with S/D which is 10% of Bill value. (to be deposited in Demand draft/Bank cash Receipt)

Defects Liability Period 12 months from the date of actual completion of work.

Eligibility of Contractor/Firm i) Contractor should have credential with proper completion certificate of executing civil repairing/maintenance works within any office/commercial/industrial building premises in a single job, of minimum value Rs. 10.00 Lakh or two projects with each of value minimum Rs. 5.00 Lakh, under Govt., Semi-Govt., PSU or reputed private companies during last 5 years.

ii) Valid registration certificate as contractor.

iii) Valid Labour License.

iv) Valid EPF registration.

v) Upto date income and Sales Tax clearance certificate

Validity of offer For a period of 180 days from the date of opening of tender.

Before submission of the offer, the Bidders are requested to read the following instructions and the terms and

conditions.

TERMS & CONDITIONS

1. SCOPE OF WORK

Assam Gramin Vikash Bank intends to carry out civil repairing and renovation work at Fancy Bazar branch of the bank. The estimate and schedule of quantities for the proposed renovation work are given in Annexure I

2. TERMS OF EXECUTION OF WORK Time is the essence of the contract. If the Contractor delay in the progress of work due to circumstances beyond their control, they shall have to apply in writing with proper justification for the delay to the Bank for extension of time of completion within 3 (three) days of such occurrence but before expiry of stipulated date of completion. The Bank on such application, may grant the extension of time, if they think it justified after proper enquiries. However, the findings of the Bank will be final and has to be abided by the Contractor. 3. Any extra work of the items not included in the Schedule scope of work with Bill of quantities will be done on extra item basis and the rate of payment for those extra item/items, if any, will be finalized mutually on the basis of the following in order of preference.

a) Rate should be obtained from current Assam PWD Schedule of Rates. b) Rates derived from similar items of work from Assam PWD Schedule of Rates. c) Analysis of rates as per prevailing market rates of labour and materials.

Necessary documents are to be furnished by the Contractor in support of their rates.

4. The Contractor shall be responsible for any injury that might occur to person/s and any damage that may cause towards any Company’s property during the course of execution of the work and they will be liable to make good the same at their cost. 5. The work should be carried out as per PWD specification and in accordance with the Indian Standard Code of Practice. The materials, which will be used in the work, should have prior approval of the Bank.

6. The Contractor shall have to comply with the provisions of all Labour Rules, Wages Act and 1948 Worker’s Compensation Act, whichever is applicable. 7. The Contractor shall have to provide everything necessary for proper execution of the work including labour, tools & tackles and stores etc.

8. The rates shall be quoted item wise at par/above/below on APWD (Building) for civil, sanitary & water supply works for the year 2015-16. The rates shall be inclusive of cost of materials, labour, royalty and other incidental charges, if any.

All items of work shall be executed according to the Assam PWD specification or as directed by the department and completed within the specified time.

9. TWO PART OFFER: The offer will be in two parts; Technical Offer and Commercial Offer. Both the parts must be submitted at the same time but in separate sealed covers, giving full particulars, addressed to the Bank , and duly super-scribed on each envelope as:

EARNEST MONEY DEPOSIT: Earnest Money Deposit of Rs.25000.00 (Rupees Twenty Five Thousand Only), in the form of a Demand Draft issued by a scheduled commercial Bank favouring Assam Gramin Vikash Bank, Payable at Guwahati must be submitted along with the technical bid. This amount will be forfeited if the vendor withdraws his bid during the period of bid validity or refuses to accept work order or having accepted the work order, fails to carry out his obligations mentioned therein. Bank Guarantee in lieu of Earnest Money Deposit will not be accepted. No interest will be payable on the Earnest Money Deposit amount. The Earnest Money Deposit must be submitted along with technical offer. In the event of non-submission of the Earnest Money Deposit, the proposal will be rejected. The Earnest Money Deposit will be refunded to the offerer only after the completion of the bid process. 11. EVALUATION PROCESS Technical Offers will be evaluated on the basis of compliance with eligibility criteria as mentioned above, technical specification, other terms and conditions stipulated in the tender. Commercial Offers of only those Vendors who qualify in the technical evaluation will be opened. The Bank reserves the right to reject an offer under any of the following circumstances: • If offer is incomplete and /or not accompanied by all stipulated documents. • If any of the terms and conditions stipulated in this document is not accepted • If any of the Eligibility criteria is not fulfilled. • If EMD is not deposited. • If required information with appropriate documents in support of the same is not submitted. • Replica of unpriced bill of materials (Indicative Price Bid) without indicating the price is not submitted. • In case of incorrect and invalid data submitted 12. NO COMMITMENT TO ACCEPT LOWEST OR ANY TENDER The Bank shall be under no obligation to accept the lowest or any other offer received in response to this tender and shall be entitled to reject any or all offers without assigning any reasons whatsoever. 13. PAYMENT TERMS

The following terms of payment shall be applicable to this contract.

i) Bank will not pay any advance.

ii) Payment shall be made after satisfactory completion of the work and against submission of the

following :

a) Firms/Contractors signed Financial invoice (IN DUPLICATE)

b) Completion/Satisfactory certificate from Branch Manager/Certified Engineer

Please note that Bidder’s Signed Financial Invoice, Work Completion Certificate duly signed by Branch Manager of Fancy Bazar branch should be submitted in original only while claiming payment in respect of orders placed.

14. PERFORMANCE BANK GUARANTEE Successful vendor(s) should produce a Performance Bank Guarantee for a period of One year from a Scheduled Commercial Bank equal to 10% of the total cost of the work value. 15. COMPLETION DRAWING

Wherever applicable, the contractor shall have to submit with the final bill, detailed drawings showing the works completed in all respects. Such drawings shall consist of one original and four copies of the same .Unless such drawings are furnished and approved, payment for final bill will not be processed. 16. Tenderer should quote all inclusive prices including the liability of VAT/ Service Tax / Sales

Tax/Turnover Tax, labour cess etc. whether on the works contract as a whole or in respect of bought out

components used by the CONTRACTOR in execution of the CONTRACT. OWNER shall not be

responsible for any such liability of the CONTRACTOR in respect of this CONTRACT. 17. The CONTRACTOR, on or after award of the WORK shall name and depute a qualified

Engineer having sufficient experience in carrying out work of similar nature, to whom the equipment’s,

materials, if any, shall be issued and instructions for works given the CONTRACTOR shall also provide

to the satisfaction of the ENGINEER-INCHARGE sufficient and qualified staff to superintended the

execution of the WORK Competent sub-agents, foremen and leading hands including those specially

qualified be previous experience to supervise the type of work comprised in the CONTRACT in such

manner as will ensure work of the best quality, expeditious working.
