ARTICLE KE-1REQUIREMENTS FOR EXAMINATION

PROCEDURES AND PERSONNELQUALIFICATION

KE-100 GENERAL

Nondestructive examinations shall be conducted inaccordance with the examination methods of SectionV, except as modified by the requirements of thisArticle.

KE-101 Radiographic Examination

Radiographic examination shall be in accordance withSection V, Article 2, except that fluorescent screensare not permitted, the geometric unsharpness shall notexceed the limits of T-285, and the penetrameters ofTable KE-101 shall be used in lieu of those shown inTable T-276.

KE-102 Ultrasonic Examination

Ultrasonic examination shall be in accordance withSection V, Article 5.

KE-103 Magnetic Particle Examination

Magnetic particle examination shall be in accordancewith Section V, Article 7. If prods are used, theprocedure shall include precautions that shall be takento prevent arc strikes. This procedure shall also containsteps to be followed to remove arc strikes, which mayoccur so that all affected material has been removed.See KE-210.

KE-104 Liquid Penetrant Examination

Liquid penetrant examination shall be in accordancewith Section V, Article 6.

KE-105 Nondestructive ExaminationProcedures

(a) All nondestructive examinations required by thisArticle shall be performed in accordance with detailedwritten procedures which have been proven by actualdemonstration to the satisfaction of the Inspector. Theprocedures shall comply with the appropriate article ofSection V for the particular examination method. Writtenprocedures and records of demonstration of procedurecapability and records of personnel qualification to theseprocedures shall be made available to the Inspectorand included in the Manufacturer’s Construction Rec-ords (see KS-320).

(b) Following any nondestructive examination inwhich examination materials are applied to the part,the part shall be thoroughly cleaned in accordance withapplicable material or procedure specifications.

KE-110 QUALIFICATION ANDCERTIFICATION OFNONDESTRUCTIVE EXAMINATIONPERSONNEL

KE-111 General

(a) Organizations performing and evaluating nonde-structive examinations required by this Division shalluse personnel qualified to the requirements of KE-112through KE-115.

(b) When these services are subcontracted by thecertificate holder (see KG-322), the certificate holdershall verify the qualification of personnel to the require-ments of KE-112 through KE-115. All nondestructiveexaminations required by this subsection shall be per-formed by, and the results evaluated by, qualifiednondestructive examination personnel.

(c) For nondestructive examination methods that con-sist of more than one operation or type, it is permissibleto use personnel qualified to perform one or moreoperations. As an example, one person may be usedwho is qualified to conduct radiographic examinationand another may be used who is qualified to interpretand evaluate the radiographic film.

KE-112 Qualification Procedure

KE-112.1 Qualification. Personnel performing non-destructive examinations shall be qualified in accordancewith SNT-TC-1A,1 the ASNT Central Certification Pro-gram (ACCP),1 or CP-189.1 The Employer’s2 writtenpractice shall identify the requirements relative to the

recommended guidelines. The recommended guidelinesof SNT-TC-1A shall be required, as modified in KE-112.1(a) through (e).

(a) Qualification of Level III nondestructive examina-tion personnel shall be by examination. The basic andmethod examinations of SNT-TC-1A may be preparedand administered by the Employer, ASNT, or an outsideagency. The specific examination of SNT-TC-1A shallbe prepared and administered by the Employer or anoutside agency. The Employer or an outside agencyadministering the specific examination shall identifythe minimum grade requirement in the written programwhen the basic and method examinations have beenadministered by ASNT, which issues grades on a pass/fail basis. In this case, the minimum grade for thespecific examination may not be less than 80%.

(b) The written practice and the procedures used forexamination of personnel shall be referenced in theEmployer’s Quality Control System.

(c) The number of hours of training and experiencefor nondestructive examination personnel who performonly one operation of a nondestructive examination

method that consists of more than one operation, orperform nondestructive examination of limited scope,may be less than that recommended in SNT-TC-1A.The time of training and experience shall be describedin the written practice, and any limitations or restrictionsplaced on the certification shall be described in thewritten practice and on the certificate.

(d) For visual examination, the Jaeger Number 1letters shall be used in lieu of the Jaeger Number 2letters specified in SNT-TC-1A. The use of equivalenttype and size letters is permitted.

(e) A Level I individual shall be qualified to performspecified setups, calibrations, and tests, and to recordand evaluate data by comparison with specific accept-ance criteria defined in written instructions. The LevelI individual shall implement these written NDE instruc-tions under the guidance of a Level II or Level IIIindividual. A Level I individual may independentlyaccept the results of nondestructive examinations whenthe specific acceptance criteria are defined in the writteninstructions.

KE-112.2 Qualification to Perform Other NDEMethods. For nondestructive examination methods notcovered by the referenced qualification documents, per-sonnel shall be qualified to comparable levels of compe-tency by subjection to comparable examinations on theparticular method involved. The emphasis shall be onthe individual’s ability to perform the nondestructive

examination in accordance with the applicable procedurefor the intended application.

KE-113 Certification of Personnel

(a) The Employer retains responsibility for the ade-quacy of the program and is responsible for certificationof Levels, I, II, and III nondestructive examinationpersonnel.

(b) When ASNT is the outside agency administeringthe Level III basic and method examinations, the Em-ployer may use a letter from ASNT as evidence onwhich to base the certification.

(c) When an outside agency is the examining agentfor Level III qualification of the Employer’s personnel,the examination results shall be included with theEmployer’s records in accordance with KE-115.

KE-114 Verification of NondestructiveExamination Personnel Certification

The certificate holder has the responsibility to verifythe qualification and certification of nondestructive ex-amination personnel employed by Material Manufactur-ers and Material Suppliers and subcontractors whoprovide nondestructive examination services to them.

KE-115 Records

Personnel qualification records identified in the refer-enced qualification documents shall be retained by theEmployer. See additional requirements in KE-105.
