One is to walk on foot along the Chung Hsiao East Rd., head east, turn right on Sung Jen Rd. and Sung Yung Rd. is one block ahead.  Or you can take the MRT from Sun Yat-Sen Memorial Hall Station to the Taipei City Hall Station; it's much quicker to go by the mass transportation.
