ASCP Certification: The Standard of Excellence

The Board of Registry remains committed to being the Standard of Excellence for certification of laboratory professionals. At a time when the laboratory workforce shortage is becoming more acute, it is crucial that now more than ever we are able to

gain a widespread recognition of the value that ASCP certified professionals bring to maintaining high quality healthcare. The Board of Registry’s activities are continually focused on this goal, both nationally and internationally, on behalf of you, our constituents.

I am always pleased to report on our progress regarding International Certification. We currently provide certification exams in 5 countries, as was reported in our last newsletter, and discussions are underway with several others. The desire for our international colleagues to have the opportunity to achieve the ASCP-BOR Standard of Excellence in order to demonstrate their knowledge and skills is great. We continue to work with

representatives from several countries to determine the feasibility of providing ASCPi certification for their laboratory professionals, and we eagerly anticipate the addition of more countries to our list for international certification this year.

Discussions with the National Credentialing Agency are moving forward. It has been very clearly communicated by our constituents and a majority of laboratory professionals that having a single certifying agency is of great importance to the profession. Our agencies continue to work together to evaluate all of our options for making this desire become a reality, and we appreciate everyone’s patience and recognition that decisions of this nature take time to evolve.

The summer months are approaching and many of us are looking forward to nice weather and possibly a much-needed vacation with our families. It will continue to be a busy time for the Board of Registry as we focus on our many projects. I welcome your questions, comments or suggestions regarding any of the BOR activities, and hope you all have a very safe and enjoyable summer.

ASCP Board of Registry Celebrates 80th Anniversary: Around the World in 80 Years

To commemorate ASCP Board of Registry’s 80th Anniversary, we invite you to travel with us through time as we take you back to the humble beginnings of the early years and ultimately around the world as the Board of Registry (BOR) grows into an organization with a global focus.

ASCP Board of Registry traces its roots back to 1926 when the ASCP Board of Directors appointed the Committee on Registration of Technicians to develop standards for identifying qualifications of laboratory personnel. The establishment of the American Registry of Medical Technicians, now known as the ASCP Board of Registry, took place 80 years ago. Since then, over 420,000 certifications have been awarded and the ASCP Board of Registry stands established as the gold standard for laboratory certification.

The following timeline highlights the evolution of ASCP BOR certification and the influence of laboratorians who have shaped our certification processes from the 1920s through the 1950s. Look for our more recent developments in the next issue when we will take a look at the last five decades that have brought us to where we are today.

1920s Recognizing a Need and Establishing a Registry

1922 American Society of Clinical Pathologists (ASCP) is formed.

1926 ASCP Committee on Registration of Technicians creates rules and regulations for governance of a registry.

First report from the Committee on Registration of Technicians was presented by Dr. Kano Ikeda at the New Willard Hotel, Washington, DC, May 23.

1928 ASCP Board of Registry (BOR) is officially established called the “Registration Bureau for Technicians”. The first chair is Phillip Hillkowitz, MD (1928-1940).

1930s The Early Exam and Curriculum Development

1930 First ASCP BOR certificate is issued to Paul H. Adams of Fort Wayne, Indiana.

1931 ASCP BOR institutes the use of initials “MT” (Medical Technician) and “LT” (Laboratory Technician) after the registrant’s name.

Medical Technologist (MT) certification established.

1933 All registry applicants are required to take a written and practical examination. Exams are 50% oral/practical, 25% written, and 25% personal/psychological. The examination fee is $10.00. Of the 66 applicants who take the first nation-wide examination, 56 pass.

1934 First separate meeting of Registry of Technicians (BOR) held in Cleveland, OH.

1935 Becomes apparent that the uniformity of grading cannot be accomplished by several scattered examiners. First official examiner, Dr. A.W. Freshman, appointed.

The ASCP BOR decides to give title Medical Technologist (MT) automatically to those certified Laboratory Technicians with college degrees.

In the early 1920’s there were no standards for identifying competent laboratory technicians

1936 Title Laboratory Technician is discontinued and all subsequent registrants designated Medical Technologists.

American Medical Association publishes the first AMA list of “Accredited Schools for Clinical Laboratory Technicians.”

1938 ASCP BOR is 10 years old and has certified 4,465 technologists. The Registry of Medical Technologists replaces Registry of Technicians.

1939 ASCP BOR publishes “Curriculum for Schools of Medical Technology,” and plans a national program of seminars with state boards of health and medical schools.

1940s Recruitment and Growth

1940 Use of MT(ASCP) with brackets is begun. Lall G.Montgomery, MD (1940-1964) becomes second chair of the Board of Registry.

1946 Another medical technologist is added to the ASCP Advisory Committee of Medical Technologists, thus increasing MT representatives to six.

1948 Becomes apparent to the ASCP BOR that essay-type examinations are too slow and cumbersome. A switch is made to only true/false and multiple choice questions.

Technologist in Chemistry (C), Technologist in Microbiology (M), Histotechnician (HT) certifications established.

1949 ASCP BOR moves to machine analysis for its grading system and begins to provide schools of medical technology with detailed statistical information about their teaching programs.

1950s New Specialist Certifications

1953 Specialist in Microbiology (SM) certification established.

1954 Specialist in Blood Banking (SBB) and Specialist in Chemistry (SC) certifications established.

1956 Second or interim meeting of the ASCP BOR is added due to increased work volume.

1957 Cytotechnologist (CT) certification established.

1959 Specialist in Cytotechnology (SCT) certification established.

International Certification Expands in 2007

In today’s global economy competence within the medical laboratory is an international issue, and one that ASCP is addressing through international certification. The opportunity to protect the health and safety of the public through standardized testing and certification has been extended internationally to such countries as South Korea, the Philippines, Panama, and the city of Hong Kong. Following is a look at ASCP Board of Registry activities overseas this year.

2007January. ASCP continues to receive a positive response from applicants participating in the international examination and ASCPi certification process in the newly approved Philippines. ASCP finalizes an international version of the Phlebotomy Technician examination.

March. National members of the Globalization Taskforce convene at ASCP Chicago headquarters, prior to the Board of Governors

meeting. Members review international examination statistics, eligibility requirements, marketing campaigns, and various resources for globalization. The Globalization Taskforce becomes a Standing Committee, reflecting the continued commitment of ASCP BOR to international pursuits.

April. Ellen Hope-Kearns, PhD, SH(ASCP), presents “International Certification through ASCPi” to laboratory professionals in Guyana during National Medical Laboratory Professionals Week. Kearns meets with Leslie Ramsammy, PhD, Guyana Minister of Health (MOH); Yvette Irving, MOH Director of Standards and Technical Services; University of Guyana faculty; Guyanese laboratory professionals; and Valerie Wilson, Manager of the Laboratory Division of the Caribbean Epidemiology Center (CAREC). Kearns appears on two television talk shows to discuss

international certification. Andrew Boyle, owner of Eureka Labs in Georgetown, Guyana, extends an invitation to Kearns to attend the Biennial General Meeting (BGM) and Scientific Symposium of the Caribbean Association of Medical Technologists (CASMET) in St. Lucia.

May. An advertisement for ASCPi appears in the Philippine Daily Inquirer (the national newspaper), and supportive articles appear in The Manila Bulletin and Philippine Star.

June. E. Blair Holladay, PhD, SCT(ASCP)CM, speaks to medical technology professionals and educators at the Panama Association of Clinical Laboratory Personnel (CONALAC). A Panama Advisory Board of the International Consortium for ASCPi is formed. MT(ASCPi) certification is recognized as an approved examination for the purposes of California licensure.

July. Vincent Gallicchio, PhD, MT(ASCP), President-Elect of the International Federation of Biomedical Laboratory Science (IFBLS), is appointed to the ASCP Globalization Committee. IFBLS is dedicated to the international promotion of clinical laboratory science in 40 countries.

August. Globalization Committee Chair, Kathy Becan-McBride, EdD, MT(ASCP)CM, presents information about ASCPi at the South Pacific Congress for Medical Laboratory Scientists in Auckland, New Zealand. She describes how the region may have ASCPi certificants immigrating to New Zealand in the future with this credential.

September. ASCP celebrates the 100th internationally certified MT(ASCPi) candidate.

The ASCPi Advisory Board in South Korea, led by K.J. Cho, PhD, announces completion of the first review course for ASCPi.

October. Holladay, Hope-Kearns, and Jennifer Sherdan, ASCP BOR Assistant Manager of International Certification Activities, participate in the Caribbean Association of Medical Technologists (CASMET) Biennial General Meeting in St. Lucia. CASMET represents over 1,500 medical laboratory professionals, with branches in seven territories: Bermuda, Trinidad & Tobago, Jamaica, Guyana, Curacao, Bahamas, and St Lucia.

The first issue of ASCP’s quarterly International Certification Report is published and distributed.

November. ASCP receives signed confirmation from the Minister of Health of Guyana appointing ASCPi as the sole source of certification for medical laboratory professionals in that country.

ASCP applauds this extraordinary response of support and awaits a confirmed list of test takers to initiate the international phlebotomist technician examinations for Guyana.

December. Globalization Committee member Shirley Greening, MS, JD, CFIAC, travels to Saudi Arabia and the United Arab Emirates (UAE) to discuss the potential of international certification for the Middle East. Greening meets Nikolaos Chantziantoniou, BSc, ART(CSMLS), Supervisor and Lecturer of the Cytopathology Section of the Department of Pathology and Laboratory Medicine of King Abdulaziz Medical City in Saudi Arabia. He provides ASCP with a complete needs assessment detailing specifics about the education of medical laboratory students in Saudi Arabia. Greening also meets Ahmad Sultan, PhD, MT(ASCP)SH, (NCA)SH, of Sharjah, UAE, who has extensive experience coordinating NCA and AAB examinations for Kuwait, Saudi Arabia, UAE, and surrounding Gulf and Arab countries.

2008ASCP welcomes in the new year with a celebration of more than 700 applications for international certification. ASCP BOR approves Hong Kong and Panama for international certification.

Scholarships are now available to subsidize examination fees for eligible international applicants in resource-limited countries.

In April, the Globalization Committee convened in Panama, to set goals for developing international certification in countries such as India, China, Japan, and Taiwan. The meeting allowed committee members and staff to meet with Panamanian colleagues to further discuss options for improving global health care through international certification.Fernando. Updates from the October 2007 and the March 2008 Board of Governors’ Meetings

At the Board of Governors of the Board of Registry meeting in October 2007, the following actions were taken:

Revisions to the eligibility requirements for several •certification categories were approved as follows: Phlebotomy Technician (PBT) – Under Route 3, the requirement for orientation in full service laboratory was eliminated. A new route was added for individuals who are certified DPT(ASCP).

Specialist in Cytotechnologist (SCT) – Routes 1, 2 and 3 were consolidated into a single route requiring CT(ASCP) certification, a baccalaureate degree and three years experience.

These revisions have been updated on the ASCP web site and in the January 1-June 2008 Procedures for Examination and Certification.

As the ASCP• i international certification is expanding globally, the concept of an international scholarship program was approved. This program will assist applicants, working in resource-poor countries, pay the application fee for certification. Further details on this program are available on the ASCP web site.

The Board voted to discontinue the Qualification for •Point of Care Testing Evaluators (POCTE).

The Board of Governors met on March 2008. Here are some important updates from this meeting.

The following certification examinations will •be retired after December 31, 2008: Apheresis Technician (AT) and Hemapheresis Practitioner (HP). The last examination period for these examinations will be October – December 2008, with an application deadline date of September 1, 2008.

The eligibility requirements for the Phlebotomy •Technician (PBT) certification under Route 2 were revised. This route, for graduates of formal structured phlebotomy training programs, was revised to decrease the number of clock hours of clinical training and orientation from 120 hours to 100 hours. This revision will make these requirements similar to the clinical hours required for a NAACLS approved phlebotomy program. The full requirements are available on our web site.

New York State Licensure for Medical Technologists (Clinical Laboratory Technologists), Medical Laboratory Technicians (Clinical Laboratory Technicians) and Cytotechnologists

The ASCP Board of Registry has recently signed a contract with the state of New York as the sole provider of examinations for Medical Technologists (MT) and Medical Laboratory Technicians (MLT) for licensure in New York effective December 1, 2007. A contract was also signed with New York for the Cytotechnologist (CT) examination effective September 1, 2007.

There is a six-year “look-back” period, meaning that an individual already certified as an MT(ASCP), MLT(ASCP) or CT(ASCP) after September 1, 2001 does not need to retake the examination. Detailed information on verification of certification and scheduling an examination for New York licensure may be located on the ASCP website under State Licensure. Information regarding New York licensure is available on the New York State web site.

California Approval of the Certification Examinations for Chemistry (C), Specialist in Chemistry (SC), Microbiology (M) and Specialist in Microbiology (SM)

The Board of Registry (BOR) is pleased to announce that California Laboratory Field Services accepted these ASCP BOR examinations (C, SC, M, SM) for licensure purposes in the state of California effective March 1, 2008, with a four-year “look back”. This means individuals who have passed the examinations listed above from March 1, 2004 forward may use that examination to meet the examination requirements for licensure in California. Licensure applicants must still apply and meet education and training requirements under California law and pass an online quiz on state laboratory law.

Information on verification of certification and scheduling an examination for licensure is available on the ASCP web site under State Licensure. Information regarding California licensure in chemistry and microbiology will be available on the California Laboratory Field Services web site.

Two Board of Registry Board of Governors Members Received Awards

Marian J. Cavagnaro, MS, MT(ASCP)DLM, was honored with the ASCP 2008 ASCP Member Lifetime Achievement Award. The award was established to honor an ASCP laboratory professional Member who has demonstrated a commitment to the profession through work, attitude, and Society activities.

A laboratory professional since 1975, Cavagnaro has been the Director of Laboratory Services at Memorial Hospital, in West Pembroke Pines, FL, since 1994.

From 1997 to 1998 she served as Chair of the ASCP Associate Member Section (AMS, now known as the Council of Laboratory Professionals).

Since 2001, she has been a member of the Board of Registry (BOR) Board of Governors representing the CLMA. She also serves on the ASCP BOR Finance Committee and is Co-Chair for the ASCP BOR Research and Development Committee, a member of the Commission on Public Policy, a member of the Check Path Committee, and a member of the ASCP Institute’s Advisory Committee. She serves on the Editorial Review Board for LABMedicine.

Cavagnaro says her most profound personal experience with the ASCP has been her recent trips to Africa in the fight against AIDS. “I have never been so proud to be a laboratory professional and a member of ASCP as I have been providing hematology training to the laboratory professionals of Ethiopia,” said Cavagnaro. “We’re the perfect organization to carry out this mission.

Perthena Latchaw, MS, MT(ASCP), was awarded the ASCP 2008 Member Excellence in Education Award. The award was established to recognize an ASCP laboratory professional Member who is actively involved in a medical laboratory education program and has demonstrated outstanding performance in teaching through work in the classroom or clinic, or through development of effective teaching methods and instructional materials.

Latchaw has been the Medical Laboratory Technology Program Director at Seminole State College in Seminole, OK, since 1982. She is involved in the education of medical laboratory professionals on the local, state, national, and international levels. In addition to her teaching and administrative responsibilities, she recruits, advises, and mentors students.

Her commitment to educating laboratory professionals has taken her on regular trips to Africa with the ASCP’s program to fight AIDS. Since June 2005, she has participated in eight trainings: five Training-of-Trainers and three rollouts, all in African countries.

Latchaw has served the ASCP in other capacities as well. She was a member of the ASCP Board of Registry Joint Generalist Examination Committee from 1996 to 2001 and served on the ASCP Government Relations Committee from 1991 to 1995. She has been a member of the BOR Board of Governors since October 2006 and is now the Board Liaison to the Joint Generalist Committee.

Awards were given to two Board of Registry Board of Governors members at the ASCP Leadership Exchange on Saturday, March 1, 2008 at the Palace Hotel in San Francisco, California.

As Manager of Board Relations and Executive Assistant, Barb provides support services to the Executive Director, E. Blair Holladay, PhD, SCT(ASCP)CM, and interacts with the members of the Board of Registry Board of Governors, Board of Registry taskforce members, and representatives from external organizations to assure the efficient operations of the Board of Registry. She also manages special projects, the production of the BOR Newsletter, the appointment of guests (possible members) to the examination and Research and Development Committees, and the appointment process for the Board of Governors and Examination Committee members.Barbara recently received an award for 30 years of continuous service to the ASCP. She started working for the ASCP in 1970 in the Board of

Schools until that department was discontinued and the National Accrediting Agenda for Clinical Laboratory Sciences (NAACLS) was formed. Barbara left the ASCP to join the NAACLS staff as the Supervisor of the Transcript Evaluation Department until she left to become a full time mother.

When her son reached the age of two, Barbara returned to work for the ASCP. That was 30 years ago. Over the years, she has been an Application Evaluator, Statistical Secretary, Statistical Assistant, Assistant Manager - Research and Evaluation, and now Executive Assistant along with being the Manager of Board Relations. She has seen a lot of changes and growth in the Board of Registry and the ASCP.

Barbara is happily married and resides in a suburb of Chicago. Her son lives in Las Vegas where she and her husband plan to visit often. In her free time, she loves to knit, crochet, bead, cross stitch and do many other crafts. She also likes to read a good novel.
