O n Thursday, May 12, join the American Society of Civil Engineers (ASCE) Michigan Section to celebrate its Centennial anniversary. An evening reception, dinner and short program will showcase the history and future of the Michigan Section and how ASCE has impacted Michigan’s infrastructure. Attendees will also have the opportunity to win either a framed, limited edition poster of the Mackinac Bridge signed by the artist or a trip to the top of the bridge itself. Tours of local infrastructure projects are being planned. More information will be available soon. On Friday, three Michigan organizations, the American Council of Engineering Companies (ACEC), the American Society of Civil Engineers (ASCE), and the Urban Land Institute (ULI), have partnered to create an informative conference which will focus on how infrastructure can drive economic development through emerging or expanding markets, creative leadership, new technologies and unique solutions developed by practitioners, facility/ infrastructure developers and owners. These groups represent Michigan engineers, developers and other professionals who have a focus and passion to create thriving Michigan communities. The Michigan Infrastructure Conference offers attendees ample opportunity to obtain continuing education credits while gaining knowledge and networking with peers. It will also offer exposure to new products and services from various exhibitors. Anyone in government, business, industry or education with duties related to economic development and infrastructure planning, design and construction is encouraged to attend. The 2014 ASCE President, Randy Over, and MDOT Director Kirk Steudle will be on hand to help celebrate the achievements of the ASCE Michigan Section. A video highlighting the past 100 years of Michigan projects, Section & Branch leaders, and advancements in the civil engineering profession will be shown.

RANDALL S. OVER, PE2014 ASCE President

Randall S. Over served as the Ohio Department of Transportation (ODOT) District 12 Construction Engineer from 1994 through 2012 and currently serves as the Construction Staff Specialist for District 12.

Randy has been an active member of the American Society of Civil Engineers since 1983 when he served as President of the ASCE Student Chapter at The Ohio State University. In 2011, Randy received the William H. Wisely American Civil Engineer Award as well as the Cleveland Section ASCE Engineer of the Year Award.

Randy holds a B.S. in Civil Engineering from The Ohio State University and completed the Local Officials Leadership Academy at Cleveland State University.

FEATURINGKIRK T. STEUDLE, PEDirector of the Michigan Department of Transportation

Kirk T. Steudle, Director of the Michigan Department of Transportation (MDOT) since 2006, oversees MDOT’s over three billion dollar budget, and is responsible for the

construction, maintenance, and operation of nearly 10,000 miles of state highways and more than 4,000 state highway bridges at a department with 2,500 employees.

Mr. Steudle is a graduate of Lawrence Technological University, where he received a Bachelor of Science Degree in Construction Engineering and also serves on the College of Engineering Advisory Board.

Energy/Emissions/InfrastructureWAYNE STATE UNIVERSITY

Traditional methods adopted for calculation of carbon footprint rely on many simplifying assumptions regarding the specific generator supplying the energy to the consumption point. However, evolving guidelines/regulations require a more focused evaluation of the emissions footprint of energy consumers. This session provides background regarding a new tool for this application. The tool has relevance to building energy management, water distribution system optimization, and a wide range of environmental applications.

Reuse/Redevelopment of Uncontrolled Landfill SitesSME

Reuse and redevelopment of uncontrolled landfill sites requires innovative infrastructure solutions with community and regulatory partnerships. This presentation will review environmental considerations associated with the reuse and redevelopment of four historic municipal landfill sites, including a municipal park, a minor league baseball stadium, a public safety training complex, and an airport. Topics will include methane management, storm water, preventing human contact with underlying waste, and structural considerations associated with building on landfills.

Asset Management Planning Update: Storm/Sanitary SystemsOHM ADVISORS

Michigan is currently spending $450 million to allow communities to evaluate their wastewater and stormwater assets. This program is revealing the state of our aging infrastructure, allowing communities to ‘look under the hood’ and evaluate their systems in ways they have previously been unable to do. This presentation will include examples of what has been found so far and what we need to restructure our utility funding mechanisms to guarantee long-term economic sustainability.

Sustainable Site Development: WMU Business, Technology and Research ParkFISHBECK, THOMPSON, CARR & HUBER

This presentation will focus on Western Michigan University’s Business, Technology and Research Park history, infrastructure and sustainable features that have made this park an attractive place to locate a business. WMU and Oshtemo Township have partnered to develop this next phase at an adjacent property. The BTR Park model demonstrates an example of how a balanced focus on sustainability’s triple bottom line can lead to a successful project.

Detroit’s (DWSD) Green Infrastructure ProgramTETRA TECH

The DWSD program was approved in 2010, and significantly accelerated in 2014 as the City is undergoing major change and full time resources have been dedicated to the program. The program needs to be relevant to the social context, help property owners/residents with their concerns, and make the City a place that attracts reinvestment. DWSD is looking to forge alliances with multiple partners and find new ways that green infrastructure can improve the urban landscape.

Utility Cut Repair: New ApproachesNTH CONSULTANTS

Work on subsurface utilities frequently involves cutting and repairing the pavement structures and often results in increases in pavement deterioration and user delay due to construction. To combat these consequences, several new and emerging methods are being utilized to decrease the costs of pavement repair and improve the pavement conditions. Such methods include precast concrete pavement, keyhole excavation and reinstatement, and infrared repair. This presentation details these methods and when they are best applied.

MAURICE COXPlanning Director for the City of Detroit

Maurice Cox, newly appointed Planning Director for the City of Detroit is an urban designer, architectural educator and

former mayor of the City of Charlottesville, VA. He recently served as Associate Dean for Community Engagement at Tulane University, School of Architecture and Director of the Tulane City Center, a university-affiliated practice operating at the intersection of design, urban research and civic engagement throughout the New Orleans community.

Cox has taught at Syracuse University, the University of Virginia and Harvard University’s Graduate School of Design. His experience merging architecture, politics and design education led to his being named one of “20 Masters of Design” in 2004 by Fast Company Business Magazine. He served as Design Director of the National Endowment for the Arts from 2007-2010 where he led the NEA’s Your Town Rural Institute, the Governor’s Institute on Community Design, the Mayors’ Institute on City Design, and oversaw design grants to the design community across the U.S. In 2013, Cox was named one of the Most Admired Design Educators in America in the annual ranking of Design Intelligence.

KIRK T. STEUDLE, PEDirector of the Michigan Department of Transportation

Kirk T. Steudle began his career with the Michigan Department of Transportation (MDOT) in 1987. A registered professional engineer, he rose through the ranks of the

department to his current position. Gov. Rick Snyder appointed Steudle state transportation director on January 1, 2011. He also served as state transportation director from 2006 to 2010.

Steudle is a national leader in the development of connected vehicle technology, which allows vehicles to communicate with the road and other vehicles to improve safety and mobility. He continues to work with a partnership of governments and auto manufacturers to further high-tech highway operations and, at the same time, improve Michigan’s economy. Steudle was the 2014-2015 chair of the Intelligent Transportation Society of America (ITSA) Board of Directors.
