Publication of Asbestos Handling Guidelines
Recently, the media has been reporting on judicial decisions regarding mesothelioma and pneumoconiosis caused by
asbestos, and inquiries regarding asbestos have been increasing due to review of the Ordinance on Prevention of
Health Impairment due to Asbestos, which went into effect on July 1, 2005.
More than five years have already passed since we created these guidelines to present our company's uniform opinion
to our customers, and to prevent accidents due to incorrect methods.
The precautions for replacement work described in these handling guidelines are based on guidance from the Safety
and Health Section (Tel. 06-6949-6500), Osaka Labour Bureau, Ministry of Health, Labour and Welfare. The
Ordinance on Prevention of Health Impairment due to Asbestos focuses on building-dismantlement work, but
individual decisions on equipment and machinery are made by the Labour Standards Bureau or each Labour Bureau in
order to prevent health impairment of the citizenry.
Due to amendment of the Industrial Safety and Health Law, the manufacturing of amosite and blue asbestos was
banned in 1995, and the manufacturing of products containing 1% or more of chrysotile was banned on October 1,
2004.
<Amendment of these handling guidelines>
Aug. 8 2005: Material was added for coloring equipment, system-related units, control panels, etc., and material was
partially added and deleted for mold temperature controller models (MCJ-). (vol. 2)
Nov. 10, 2005: MJ, MJ , MHC, MCC and JL-VC were added, and the entire guidelines were re-edited. (vol. 3)
July 7, 2008: Results of insulant analysis were added for the box dryer. See documentation attached at the end of these
guidelines.

*1. We recommend that the seal material at the door part of the box dryer (PO-○○/PH-○○) be replaced with

The Osaka Labour Bureau has provided guidance on replacement work. Please see below.Precautions for replacement work:1. The person selected as the asbestos work supervisor must be trained as a work supervisor for specified chemical

2. To prevent impairment of health, work methods shall be established, relevant facilities improved, the workenvironment prepared, health management rigorously implemented, and any other necessary measures taken.(Asbestos Ordinance, Article 1, Paragraph 1)As a guideline for health management, workers must always be examined by a physician if their work frequency is4–5 times/month.
3. In the work plan, methods shall be established to prevent or suppress the spread of dust from asbestos, etc. Methodsshall also be established to prevent workers from being exposed to dust from asbestos, etc. (Asbestos Ordinance,Article 4, Paragraph 2)① Thoroughly wet surface asbestos and material containing asbestos using water spray, etc.② Provide covers to prevent dispersion on the ceiling, wall and surrounding area (covering can be done with
large vinyl bags).③ Have workers wear anti-dust masks (half-face anti-dust masks, RL 3 or RS 3, nationally certified).④ Avoid skin exposure as much as possible (wear long sleeves, long pants, rubber gloves, etc.).⑤ Enclose the removed surface asbestos, material containing asbestos and covers in thick vinyl bags, etc., and
dispose of them.⑥ After work, workers shall remove asbestos by vacuuming their work clothes with a sweeper (if possible, a
vacuum cleaner).⑦ Workers shall wash their hands, gargle, and rinse off any exposed parts of their body in the shower.
4. Work shall be conducted on holidays to prevent any harm to other workers.

II.Items that are sealed inside the machine and need not be immediately replaced because there is no risk of
dispersion.
※ The Osaka Labour Bureau has provided guidance, and you should continue to use the machinery as is until
it is disposed of.
We will clearly indicate replacements, but these assume that the machinery will be disassembled for
repairs.
Abide by the following precautions when disposing of machinery.
Precautions for disposal:1. When removing a part containing asbestos from machinery, see “Precautions for replacement work” on the
previous page, and thoroughly wet the part containing asbestos.
2. While it is still wet, place the part containing asbestos in a thick vinyl bag while keeping air out of the bag, and
seal the opening.※ If the part is not wetted, it may be determined to be dispersed asbestos, and require handling as specially
managed industrial waste.3. Affix a label indicating "non-dispersed asbestos" on the surface of the vinyl bag, and contract disposal to a
company that collects, transports and disposes of industrial waste as “rubber/plastic” industrial waste.
4. In the previous handling guidelines, glass wool and rock wool used as insulant between inner and outer panels
were treated as "material with a possibility of containing 1% of more of chrysotile," but as a result of subsequent
component analysis, the material was determined to contain no asbestos. Please dispose of these materials as
"ceramic/glass" industrial waste.※ Analysis was performed again in 2008 and the results showed that chrysotile content is 0.1% or less.

Asbestos Waste.”
