AGENDA FOR 53RD MEETING OF OPERATION & COORDINATION COMMITTEE OF MP TO BE HELD AT SCADA CONTROL CENTRE, MPPTCL, NAYAGAON,
JABALPUR ON 27TH AUGUST 2016 AT 11.00 AM. ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 52ND meeting of Operation & Coordination Committee of MP held on 27th June 2016 at Conference Hall, SLDC, MPPTCL Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/1662 dated 01.08.2016.
[OCC may confirm the minutes] ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS JUNE 2016 TO JULY
2016.
2.1 Frequency Particulars: During July 2016 the system frequency was below 49.9 Hz for 4.00% of time against 7.63% of time during June 2016. The system frequency was above 50.05 Hz for 23.65% of time during July 2016 against 18.28% of time during June 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 72.35% of the time during July 2016 against 74.09% of time during June 2016. The average monthly frequency was 50.00 Hz during June 2016 whereas it was 50.01 Hz in the month of July 2016. The system frequency did not touch 49.20 Hz during the above period.

As decided in the meeting regarding calculation of ATC/TTC using PSS/E software, held at WRLDC on
18th April 2016, the calculation of ATC/TTC cannot be done without modeling of capacitor bank details in PSS/E software. In view this, it is therefore requested that the details of capacitor banks installed at various locations along with their capacity and healthiness may please be submitted in the meeting by MPPTCL so that the same can be modeled in PSS/E software.
In 52nd OCCM MPPTCL stated that the details of capacitor banks will be submitted within a week time. The information has not been received to SLDC so far. MPPTCL is again requested to submit the details of capacitor banks installed at various locations along with their capacity and healthiness in the 53rd OCC meeting.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The various ongoing Transmission Schemes completed during the current financial year 2016-2017 (upto July 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2016-2017 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).
[Action: Committee may like to note] 2.3.5 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during June 2016 and July 2016. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation. [Committee may like to note]
2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :
(i) Details of DISCOM wise Power supply given to various domestic categories during the period June 2016 and July 2016 is enclosed at Annexure 2.4(i).

400 KV Rajgarh II is charged from 400 KV Main Bus-I, for ensuring connectivity with Main Bus-II. The work is in progress with work of providing Reactor on ISP Bay. 400 KV Rajgarh-I is shifted in diameter of 315 MVA ICT-IV, which has facility to connect on Main Bus-I and Main Bus-II. MPPTCL is requested to submit the latest status.

40 MVA 132/33 KV Transformer ECE make at 132 KV Lakhnadon
06.10.2015 Internal sparking in Y Ph. HV side winding.
The defect developed in transformer and matter taken up with M/s ECE for its repair. The transformer has been shifted to ECE works for repairs and reconditioning. Repair work is completed, testing is also completed. Transformer will be commissioned by 30.09.2016 as intimated by MPPTCL.
4. 3x105 MVA, 400/220 KV ICT-I at 400 KV Indore
02.08.15 Differential protection

The transformer bank is out of circuit from 02.08.2015. 2 No. 105 MVA Units of these banks have failed. The complete bank has to be replaced with 1X315 MVA 3 Ph. Transformer. 315 MVA BHEL make transformer has been unloaded on plinth on 28.04.2016 and erection work is in progress. Charging of transformer is expected by 15.09.2016 as intimated by MPPTCL.
5. 315 MVA, 400/220 kV ICT-I at 400 kV S/s Bina
15.10.15 Due to Buchholtz relay alarm.
The 315 MVA X’mer Sr. No. 6005210 is out of circuit from 15.10.2015. The Transformer has been shifted from Bina to M/s BHEL works for repairs. The order for repair has been placed and expected ICT to be received by end of October 2016 as intimated by MPPTCL.
6. 315 MVA, 400/220 KV ICT at 400 KV 05.01.2016 The ICT has been removed for
installation at Bina 400 KV S/s

S/s, Julwaniya and commissioned there at 16:49 Hrs. on dtd. 05.01.2016. In 52nd OCCM MPPTCL representative informed the committee that new Transformer of 315 MVA, 400/220 KV EMCO make order has been placed and it will be commissioned by the end of Jan-2017. MPPTCL is requested to submit the latest status in the meeting.

160 MVA, 220 / 132 KV X’mer BHEL make at 220 KV S/s Ratlam

DI issued for replacement of failed transformer and 160 MVA BHEL X’mer received at S/s, erection work is in progress. MPPTCL is requested to submit the latest status in the meeting.

315 MVA, 400/220 KV X’mer II (TELK make) Main Breaker at 400 KV S/s Katni

breaker since commissining.
It has come to notice that the transformer-II has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X’mer-II. In 52nd OCCM MPPTCL informed the committee that work will be completed by the Sep-2016. MPPTCL is requested to submit the latest status in the meeting.
9. 20 MVA, 132/33 KV transformer at 132 KV Neemuch

New 50 MVA X’mer received at site and erection under progress. It is expected that transformer will be charged before 30.09.2016 as intimated by MPPTCL.

12.5 MVA, 132/66/33 KV X’mer CGL make Sr. No. 23615 at 132 KV S/s Pichhore

Transformer failed on 19.05.2016 as
intimated by T&C, MPPTCL.
The load is manageable through (1x20 + 1x40) MVA X’mers in running condition at S/s Pichhore. Hence replacement of failed X’mer is not required as intimated by MPPTCL. In 52nd OCCM, Chairman OCC requested MPPTCL, P&D to submit the letter for removal of transformer from Asset. Latest status in the matter is requested from T&C/P&D, MPPTCL.

20 MVA, BBL Make X’mer (Sr. No.-2195/4) at 132 KV S/s Katangi.
08.07.2016 Tripped on differential indication.
X’mer is under testing and investigation. Internal inspection of X’mer shall be done after rainy season as intimated by MPPTCL.
14. 12.5MVA, BBL Make (Sr. No.-1428/3) at 132 KV S/s Chapda.
Not intimated X’mer failed
It has been proposed to withdraw the X’mer from system as intimated by MPPTCL. Latest status may please be submitted by MPPTCL in the meeting.

14.06.2016 Tripped in differential indication.
X’mer is under investigation and testing. Internal Inspection of X’mer shall be done as soon as monsoon permits. Latest status may please be submitted by MPPTCL in the meeting.

50 MVAR Line Reactor of 400 KV Katni – Damoh Ckt at 400 KV S/s Damoh (PGCIL).
Not intimated. Tan-∂ of the bushing was not correct.
MPPTCL is requested to provide the outage detail.

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF June 2016 and July 2016: The details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures:

ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING JUNE 2016 AND JULY 2016 : There was no
major grid disturbance in MP during June 2016 and July 2016. Moreover, the Grid Disturbances and Grid
Incidents in MP during these months are given in Annexure 5.0.
5.1 SYSTEM DISTURBANCE AT 400 KV S/S INDORE ON 05.08.2016 :- At 19:24 Hrs. on 05.08.2016
multiple element tripping occurred at 400 KV S/s Indore as bird fault occurred on B-Phase, 220 KV side, of
400/220 KV, 315 MVA ICT – IV at 400 KV S/s Indore. Simultaneously 400 KV Indore – Hatuniya (PGCIL)
Ckt, 400 KV ISP – Indore Ckt – II & 220 KV Indore – South Zone Ckt – I also tripped at 400 KV S/s Indore.
In view of the above it has been gathered that there was delay in restoration of elements due to
non-intimation/not providing the relay indication by ISP in real time. It was also intimated by 400 KV S/s
Indore that there was problem in 3X16.67MVAR line reactor of 400 KV ISP – Indore Ckt – II at 400 KV S/s
Indore. Further while restoring 400 KV ISP – Indore Ckt – II without reactor it was requested by 400 KV S/s
Indore to charge the line from ISP HPS end and thereafter it will be synchronized from 400 KV S/s Indore
end, consequently resulting in delayed charging of the Ckt. It is to intimate that while restoring/charging of
any feeders emanating from ISP HPS when its Units are On Bar will be done from far end in view of safe &
secure grid operation, and to avoid any chances for tripping/cascade tripping of Units On-Bar at ISP HPS
(i.e., to avoid generation loss) in case the fault persisted on the tripped line. ISP is requested to ensure that
the details of tripping/indication is provided immediately to SLDC during any occurrence in real time to
avoid delay in restoration.
In view of the above it is requested to ensure that such incidence is not repeated in future and to
avoid delay in restoration of important grid element for safe & reliable grid operation.

5.2 MULTIPLE ELEMENT TRIPPING AT TONS HPS ON 10.07.2016:- On 10.07.2016 at 12:45 Hrs. 220 KV Tons
– Kotar Ckt, 220 KV Tons – Satna & 220 KV Tons – rewa Ckt tripped from Tons Hps end resulting in outage of
feeders emanating from Tons HPS. The detail tripping report and reason for tripping of the above feeders has not
been submitted by MPPTCKL & MPPGCL to SLDC so far even on constant reminders, due to which the detailed
tripping report of the incident cannot be prepared for onward submission to WRLDC/WRPC. As per Indian
Electricity Grid Code, tripping report of incidence is to be submitted to WRLDC and WRPC within 24 hours.
In view of the above, it is requested that the detailed tripping report of the occurrence in prescribed
format may please be furnished to SLDC in the meeting along with following details:-
1. Nature of fault (Permanent /temporary)
2. Relay operated
3. Protection details
4. Fault clearance time
5. Feeder arrangement
6. Failure of any protection if any

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL :- As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that the procurement of synchronization trolley is under tendering stage. Further it was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore is not in order and requires immediate attention for its proper functioning.
The MPPTCL is requested to submit latest status along with time lines in the meeting.

6.3 System Protection Scheme (SPS) in MADHYA PRADESH :- In last meeting Chairman OCC had requested MPPTCL to submit the complete details of all SPS commissioned in MP along with load shed quantum to SLDC, so that the copy of the same could be placed in Control room of SLDC and concerned substation / power station for reference and record.
The same is not furnished so far. MPPTCL is requested to submit the information in the meeting.

6.4 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- SLDC has taken up the issue of
round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on
behalf of DISCOMs as only two shifts were running and only day ahead activities were performed by
MPPMCL CR.
In 52nd OCCM CGM(PM), MPPMCL informed the committee that independent functioning from
MPPMCL Control Room shall be started from 1st August 2016. The MPPMCL has again requested to
extend the date for functioning of their control room and shifting their officials from SLDC control Room for
15 days i.e., till 15th August 2016. Accordingly SLDC vide letter no. 07-05/RPC-54/1734 dated-06.08.2016
requested MPPMCL to arrange the shift to shift the MPPMCL officials from SLDC control room to MPPMCL
control room by 16.08.2016 positively. However the functioning from MPPMCL Control Room has not been
started so far.
MPPMCL is again requested to immediately start their functioning from MPPMCL Control Room
where SLDC SCADA terminal has been provided.

6.5 DESYNCHRONIZATION OF TONS HPS UNITS:- It has been observed that as per system requirement SLDC has instructed Tons HPS to desynchronize/stop Tons HPS units, but officials at Tons HPS has denied for desynchronization/stop of Tons HPS units on no. of occasions.
As per Section 29 of EA-2003, IEGC Claus -5.1 (d) and Clause-3.8.3 of MPEGC, all state utilities
shall comply the instruction of SLDC for achieving the maximum economy and efficiency in the operation of

the power system. Therefore it is again requested that all the state entities shall follow the instructions of SLDC as and when issued, as per system requirement.

6.6 Non furnishing of information required by SLDC by GCC :- It has been observed that whenever SLDC asked Generation Control Centre to furnished the reservoir level, inflow of water and position of gates of hydel power station, GCC has not submitted the same and ultimately SLDC has gathered the required information from respective power stations. This has resulted time consuming of SLDC officials in real time. This is the violation of MPEGC clause no. 3.8.3. Therefore it is requested that whenever SLDC requires any information, all the state entities should furnished the same to SLDC for further needful and to avoid non-compliance of instruction of SLDC.
[Action : MPPGCL] 6.7 PSS tuning of the Generators in Madhya Pardesh :- WRLDC vide email dtd 18.07.2016 intimated that it is mandatory to have proper tuning of PSS of the generators as per CERC regulation and CEA standards. As per Indian Electricity Grid code clause 5.2 K “Power system Stabilizers (PSS) in AVRs of generating units shall be got properly tunes by the respective generating unit”. It is mention here that during monsoon period, the demand is low and many of the units are under shutdown and it is very suitable period for carrying out PSS tuning at the generators. SLDC vide letter no. 07-05/RPC-27/1443 dtd 18.07.16 advised all the intra state generators to give their plans of PSS tuning activities. No information has been received from any entities in this regard. All the entities are requested to submit their plan in the meeting.

6.8 Frequency Response Characteristic for 25.06.2016 & 13.07.2016 :- It has been intimated by WRLDC that on 25.06.2016 at 19:45 hrs, all 400 KV lines tripped at Pirana substation,Gujarat due to heavy rain and lightening resulting in load loss of about 1050 MW (Guj - 800 MW,Mah-250 MW) in Western Region. The grid frequency increased from 49.75 Hz to 50.06 Hz. i.e., there was frequency rise of 0.3 Hz. Hence FRC for the event/duration for all generator response was calculated and is enclosed as Annexure-6.8(A). It can be gathered from the FRC that Tons HPS Unit no. # 3, ISP HPS Unit No.# 1,4&5 have responded positively and its RGMO/FGMO is in working state. Further SGTPS Unit #5 has given a negative response as its MW generation has increase as there was sudden frequency rise. Similarly on 13.07.2016 at 02:37 hrs, the test charging of 400 kV Bhachau-Varsana-I was attempted from Bhachau end. At the same time Y Ph post insulator between LA and Wavetrap and R Phase wave trap post insulator flashed over at Varsana end. It led to Generation loss of around 2800 MW at UMPP CGPL Mundra and grid frequency decreased from 49.97 Hz. to 49.75 Hz. within 10 seconds and further reduced to 49.69 Hz. FRC calculated for the event/duration is enclosed as Annexure-6.8(B) It can be gathered from the FRC calculated that SGTPS Unit no.#5 and ISP HPS Unit no.# 2,3&7 has given the positive response.
As per IEGC Clause- 5.2(f) All thermal generating units of 200 MW and above and all hydro units of 10MW and above, which are synchronized with the grid, irrespective of their ownership, shall have their governors in operation at all times. Therefore it is requested to all the generators to furnish the data for existing status and settings of RGMO/FGMO to SLDC in format enclosed as Annexure-6.8(C).
In view of the above all the generators are requested to examine the Frequency response of their generators during the above mentioned transients/events and take measures to ensure compliance to IEGC 5.2(f),(g),(h)&(i).
MPPGCL, NHDC & JP Bina is requested to submit the present status of RGMO/FGMO to SLDC at the earliest.

6.9 Requirement of load details of transmission elements for reliability study using PSS/E Software:- the PSS/E Software Modelling for reliability/load flow studies is being done at National level so that the grid security matters are dealt efficiently and reliably to avert grid disturbance like situations and for availing shut downs. Work for this has been undertaken at atate level/regional levels throughout the country. Further the reliability studies using PSS/E software is being done at state level by SLDC for which loading details (in MW & MVAr) of 132/33 KV X’mers, 220/33 KV X’mers, 220 KV & 132 KV Railway Traction feeders and 220 KV & 132 KV Industrial feeders of M.P State Grid were requested from CE(T&C) vide letter No.-07-05/RPC-35/502 dated- 07.05.2016 for following date & time:-
1. 25th December 2015 – 11:00:00 Hrs. 2. 25th June 2015 – 13:00:00 Hrs. 3. 19th May 2016 – 23:00 Hrs.
The above details has not been provided to SLDC so far, hence it is requested to provide the above details in the 52nd OCC meeting of M.P in soft & hard copies. [Action:MPPTCL] 6.10 Payment of pending Revision Charges to be paid by MPPMCL :- In accordance to Levy & collection of Fee & charges by SLDC Regulation 2004 (revision –I, 2006) and SLDC tariff order for the year 2015-16 passed by MPERC, the revision charges of Rs. 3000/- per revision for scheduling of power by Long Term Open Access Customers has to be paid to SLDC.
The requisition for revision of drawal schedule of Discom is being received from MPPMCL Control Room and SLDC is revising the same accordingly since October 2015. SLDC as per MPERC order has raised the bills to MPPMCL vide letters cited under reference, towards revision of schedule sought by MPPMCL on behalf of Discoms for the period from October 2015 to April 2016 amounting to Rs. 24,60,000/-.
In this regard SLDC vide letter no. 07-05/SG-11C/5534 dtd 17.03.2016, 07-05/SG-11C/169 dtd
16.04.16, 07-05/SG-11C/584 dtd 1805.2016 and UO note no. 90 dtd 06.08.2016 requested MPPMCL to disburse the above amount in SLDC account. However the payment for revision of schedule has not been received by SLDC so far. It is again requested to deposit the same in SLDC account immediately.
[Action:MPPMCL] ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 Black Start mock drill of Hydel stations of MPPGCL :- The last black start mock drill of Gandhisagar HPS have been completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh Ratadiya & Ujjain for Simhasta 2016. The Black Start Mock Drill at Tons, Bargi & Pench was successfully completed on 08.10.15, 12.10.15 and 06.11.15 respectively. As per IEGC Black Start Mock Drill shall be conducted in every 6 month duration. In compliance to IEGC, SLDC has proposed that the black start mock drill of all the Hydel Power stations in MP including Birsinghpur, Rajghat and Madikheda HPS shall conducted in the month of September 2016 & October 2016. MPPGCL is requested to finalize the date in the OCC. Thereafter the procedure shall be prepared & furnished to the MPPGCL & concerned officials by MP SLDC.
[Action : MPPGCL] 7.2 Black Start mock drill of Indira Sagar Power Station & Omkareshwar Power Station:- The black start mock drill of ISP was proposed to be conducted on 21.06.2016. Indira Sagar intimated that the black start mock drill schedule for 21.06.2016 at ISPS is not possible as the programming tool SK06 (service kit),

to be used for reconfiguring some of the function blocks in the processor 70RP05, to facilitate black start procedure is not possible and requested to postpone the black start mock drill at ISPS till November 2016. ISP Vide letter no.NHDC/2/J/796/16/078 dated 25.07.2016 has intimated that programming tool SK-06(service kit) is expected to be repaired by end of August 2016 and Black Statrt Mock Drill at ISP HPS may be scheduled in the first week of September 2016. In view of the above ISP HPS is requested to confirm the same so that Black Start Mock Drill at ISP may be scheduled in first/second week of September 2016. The black start mock drill of Omkareshwar HPS was proposed to be conducted on 07.06.2016. Omkareshwar HPS intimated that Omkareshwar HPS has been supplied, erected & commissioned by M/s Voith Siemens Consortium. It is also intimated that most of the installed equipments like Excitation System, Governor System etc are imported equipments and needs special programme for the operation. Therefore, for first time OSP need modifications in software programme so that line charging as per black start mock drill procedure can be carried out. OSP intimated that OEM has asked for two months(2) time for evaluation and providing the solution. As the two months required by OSP has already over therefore it is requested that OSP may confirm the same so that Black Start Mock Drill at OSP may be scheduled in first/second week of September 2016.

ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:
8.1 Quarterly Review of Crisis Management Plan: The NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.
However despite continuous persuasion by SLDC other state utilities i.e MPPTCL, MPPGCL and IPPs
are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the First quarter of 2016-17 (April-June 2016) to CEA under intimation SLDC.

8.2 Status of Physical & Cyber Security in Power Sector regarding: Status of physical & cyber security in Power Sector for the fourth quarter (Jan to March 2016) has not been received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.
The state entities are requested to furnish the Status of physical & cyber security in Power Sector for
First quarter of 2016-17 (April-June 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Status of AMR system installed at SLDC:
In the month of July 2016, the complete data of 513 meters was received through AMR
system and data of 111 Nos meters (Monthly-80 & Partial – 31) was not received through AMR
system. The incomplete data is received due to site related issues such as connectivity / alignment
problem of optical cable, network problem or modem not installed or due to some other problem.
The status of data received through AMR system is invariably sent to all concerned offices
including SE(T&C) offices through email for furnishing the missing data alongwith monthly JMR
data latest by 4th of every month. The Committee may like to discuss the following as an action
plan for receiving the complete data through AMR system in in a time bound manner.
1. CE(T&C) office may take up the matter with M/s Secure Meters Ltd for resolving the site
related issues.
2. AMR facility is required for newly commissioned substation / Xmers / HT consumers / OACs /
REGs – 88 Nos. (T&C) office may apprise the status to the Committee.
[Action : CE(T&C) MPPTCL] 9.2 Non reporting of details of ABT meters installed on newly commissioned substations, Xmers, HT Consumers: CE(T&C) office informs about the commissioning of new substation / transformer to SLDC but do
not furnish the details of ABT meters installed, Xmers. As such, SLDC has to collect the required
details from substations / field offices which is a time consuming process. In the earlier OCC
meetings, assuance was given by CE(T&C) office that the instructions will be issued to field offices
for furnishing the details of Xmers (Sr. No.) and ABT Meter details such as Mtr Sr. No., Meter CT &
PT Ratio, Equipment CT & PT ratio, MF , but the same are not being received by SLDC.
[Action : CE(T&C) MPPTCL] 9.3 Scheduling of power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36 Nos Railway Traction Substations - The scheduling of 200MW power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36
Nos Railway Traction Substations (TSS) in Madhya Pradesh is being done as per the directives
issued by Hon’able CERC vide order dated 05-11-2015 in petition no. 197/MP/2015 treating
Railway as a deemed licensee.
The Committee may like to discuss on the following issues –
1. In the 51st OCC meeting it was discussed and decided that tapping from Interconnector-III
between 132KV Cheggaon and 220KV Cheggaon substation for Railway Traction Talwadia will

be removed. However, till date the tapping from Interconnector-III is not removed and Talwadia
Railway Traction is still a tapped point where ABT meter is not provided.
2. Railway has started purchasing additional power of 18MW from M/s Jindal India Thermal Power
Ltd. under short term open access w.e.f. 2nd July 2016, however, Railways is still overdrawing
power from the grid and required to purchase additional power.
3. Status of Bulk Power Transmission Agreement (BPTA) with MPPTCL.

9.4 Providing AMR facility for the ABT meters installed at MPPGCL : In compliance to state commission directives for computation of weekly transmission losses
and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the
meters installed at the interface points for data downloading through AMR System installed at
SLDC.Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the
interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426
dated 01.03.2016. However, SLDC is not receiving the complete data of ABT meters through
AMR system.
The ABT meter data of 75 Meters out of 107 meters where AMR facility is provided is being
received through AMR system and balance 32 Nos meters are not being read through AMR
system. The list of 32 meters whose data is not being received is emailed to GCC, MPPGCL on 1st
August 2016. MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. for
providing the complete data to SLDC.
[Action : MPPGCL ] 9.5 Regarding Deviation limits for Renewable Rich Discoms:
The Central Electricity Regulatory Commission has notified the CERC (Deviation Settlement
Mechanism and related matters) (Third Amendment) Regulations 2016 on 06th May 2016. These
regulations has come into force with effect from 30.05.2016. In the said Regulations, the Commission
has specified the deviation limits for the Renewable Rich States as under:-

In the 52nd OCC meeting, the deviation limit for Discoms under Intra State ABT was discussed
and it was decided that since West Discom has installed capacity of wind & solar in the range of
1000MW to 3000MW, as such the deviation limit of 200MW shall be considered only for West Discom

for computation of Deviation charges. Accordingly, the deviation limit of 200MW has been considered
for computation of deviation charges of West Discom w.e.f. 30th May 2016 and deviation charges are
being computed accordingly.
[Committee may like to Note] 9.6 Energy Accounting and settlement of DSM charges of Discom embedded Open Access Customers connected at 33KV level.
In accordance with Madhya Pradesh Electricity Balancing and Settlement Code (BSC) 2015
and as decided in the 48th OCC meeting that energy accounting of Discom Embedded Open Access
Customers (DEOACs) shall be done by the Discom Energy Accounting Group (DEAG) of Discoms.
Accordingly, SLDC has provided the training and necessary inputs to Discom officials on 11th Dec
2015. Further, SLDC vide this office letters No. 4605 dated 05.01.2016 and 133 dated 13.04.2016
has also requested the Commercial Sections of Discons to issue necessary instructions to Discom
Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs from the month of
April 2016. The East Discom & West Discom has issued the DSM charges Bill of embedded
customers from the month of April 2016, but, no feed back regarding issuance of DSM Bill / energy
accounting of the embedded customers from the month of April 2016 is received by SLDC from
Central Discom. Further, the DSM charges settlement i.e. payment / receipt of DSM charges of
embedded customers is to be done by the Discoms. This settlement shall not be done from the State
DSM Pool Account being maintained by MPPMCL on behalf of SLDC.
The Committee may like to discuss the status of energy accounting of embedded customers
in Central Discoms and settlement of DSM charges of Discom embedded customers by Discoms.
[Action : Discoms & MPPMCL] 9.7 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:
It was discussed and decided in the 45th OCC meeting, that energy accounting of
Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT
meters installed at the pooling station. SLDC has started the accounting of REGs connected at
132KV level and above as per the actual data recorded in ABT meters installed at the pooling
stations w.e.f. April 2015. For REGs connected at 33KV level, SLDC has requested the
commercial sections of Discoms to furnish the meter, modem & SIM details of the pooling station
and % of energy purchased by MPPMCL and % of energy wheeled to Discoms for configuration at
SLDC. However, Central & West Discom has mainly furnished the generator wise meter, modem & SIM details whereas pooling station wise meter, modem & SIM details are required for the purpose of energy accounting at pooling station. Further, Discom officials
has informed that in case of solar generators ABT meters are installed at the generators end only

and standby meter is installed at the grid substation. In such cases where there is no seperate
pooling station and standby meter is installed at the grid substation, the grid substation shall be
considered as a pooling substation as per MPERC draft REG regulations, As such, MPPTCL is
requested to furnish the details of ABT meter installed at the grid substation and coordinate with
Wind & Solar Generators for providing AMR facility.

ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS - The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations (mentioned in Annexure-1) has already been identified and forwarded to MPPTCL for arranging integration of telemetry. Two number special meetings of MPPTCL filed officers/T&C officers have already been held at SLDC Jabalpur regarding integration issues. The matter was also discussed in the meeting held in the office of CE(T&C) on dated 07-06-2016. The present status of integration of RTUs is detailed in annexure-1 enclosed herewith. The integration of most of the RTUs is pending for want of commissioning of data channel which is pending due to shortage of PLCC panels/modems etc. The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, may please be provided by T&C.

The commissioning of new SCADA/EMS system at SLDC is completed and for successful functioning of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy is to be taken up on highest priority. MPPGCL and MPPTCL may please provide completion schedule regarding rectification of telemetry discrepancy and upgradation of RTU’s.

10.3 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:- In this reference SLDC will like to bring following facts to the forum:- (a) The matter of procurement of RTU for Rajghat HPS and Bansgar III HPS was discussed in detail in last fifteen OCCM meetings as well as on two number special telemetry meetings, without any conclusive result (b) The Telemetry of Rajghat HPS is out since LAST TWO YEARS . (c) The matter of replacement of RTU was taken up by SLDC since 2012 (from last three years) & MPPGCL failed to arrange RTU even after lapse of three years. (d) Lot of inconvenience is observed in grid monitoring in the absence of telemetry from Rajghat & Bansagar-III. (e) MPPGCL is also not providing the time line for availability of telemetry of Rajghat HPS/Bansagar-III HPS. (f) WRLDC is pressing hard to restore the telemetry on top most priority . (g) The present status of procurement of new RTUs/Arrangement of telemetry may please be provided by MPPGCL.
[Action: - ED (O&M: GEN: MMPPGCL] 10.4 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS PER BACKUP SLDC REQUIREMENT:- The commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already in advance stage and the additional communication channel is required to be extended to respective control centre's for testing with new SCADA/EMS system. The RTU wise progress may please be provided by MPPTCL & MPPGCL . The Wideband node at 220KV Damoh S/s is commissioned around three-four month back. However, the telemetry reporting through 220KV Damoh is still to be shifted to wideband node.

The telemetry of 36 Nos railway Traction Sub Stations is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. Accordingly, to finalise the telemetry scheme, a meeting of various filed offices from railway & SLDC was held at SLDC Jabalpur on 08-01-2016. In the meeting, the various options for providing telemetry e.g. directly from TSS Sub Stations, through divisional SCADA system or through railway centralised system were discussed in detail. Railway officers clarified that they will arrange a centralised system at Jabalpur which will receive telemetered data required by SLDC from various field locations and the railway centralised system located at Jabalpur shall be integrated with SLDC SCADA/EMS system using Inter Control Centre Protocol (ICCP). The strengthening of divisional system for providing data to railway centralised SCADA system, if required shall be taken care by them while designing of railway centralised SCADA system at Jabalpur.
SLDC informed that for integration of railway centralised SCADA system with SLDC
SCADA/EMS system railway has to arrange a 2 MBPS dedicated point to point leased line upto SLDC for which railway agreed. The time schedule for arranging centralised system at Jabalpur and its integration with SLDC SCADA/EMS system was also discussed and railway authority assured that the same will be arranged within six months. It was also assured by Railway officers that strengthening of field infrastructure for data required by SLDC shall be completed by April 2016. Railway officials to provide progress in the matter. 10.7 OPERATIONALISATION OF ADMS SYSTEM AND CONFIRMATION REGARDING AVAILABILITY OF REMOTE TERMINALS AT DCC FOR PROVIDING ADMS INFORMATION AT DCC
As intimated by CE(P&D),MPPTCL, the ADMS system is implemented in all EHV sub stations having 33KV feeders and all three MPPTCL SCADA Control Centres. The operationalisation of ADMS system is now required to be taken up.
For operationalisation of ADMS availability of infrastructure at DCC for monitoring of ADMS is a prerequisite. The provision in this regard is already available in ADMS contract issued by

CE(P&D),MPPTCL. The first line of Appendix-II of ADMS contract placed by ED(P&D),MPPTCL is reproduced hereunder:- “1.0 Requirement in SCADA Terminal at Discom Control Centre:” The DCC terminal of Transco SCADA shall have a overview of ADMS and other features which shall include (for particular DISCOM) …...” (Copy Attached)
Further, the definition of DCC terminal is also clearly defined in answer -10 of response given to ADMS vendor by planning section vide CE(Plg & Design) letter dated 27-05-2014 where it is mentioned that. “DCC terminal of TRANSCO SCADA means remote VDU systems of TRANSCO SCDA installed at Control Centers of Each DISCOM”. The request for arranging Remote VDU terminal at DCC is also made by MPPMCL vide letter dated 07-04-2016 and clarification in this regard has already been forwarded by SLDC vide UO No. 133 dated 29-04-2016.
It is evident from above that as per the ADMS contract the MPPTCL SCADA terminal at DCC & SLDC is required for providing ADMS information. However, if due to relocation of MPPTCL SCADA remote terminals meant for DCCs, if separate terminal is required, then the same is required to be arranged through M/s DONGFENG by ED(P&D) office, either through SCADA project or separately. Annexure-5 System Disturbance / System Incidence :
1. System Disturbance on 04.06.2016 at ISP HPS: On dated 04.06.2016 at around 12:15 Hrs.
M.P system was normal and frequency of National Grid was 50.06 Hz. Prior to fault Unit No # 6 of ISP HPS was on Bar. 400 KV Bus – A at ISP was under shut down/permit since 08:00 Hrs. on 04.06.2016 and 400 KV ISP – Indore Ckt – I was kept open due H/V. At around 12:19 Hrs. after completion of work on 400 KV Main Bus – A, while shifting of 400 KV ISP – Nagda Ckt from 400 KV Main Bus – B to 400 KV Main Bus – A, Bus Fault occurred at 400 KV ISP HPS. Consequently Bus Bar Protection operated, resulting in tripping 400 KV ISP – Nagda Ckt, 400 KV ISP – Sarni Ckt, 400 KV ISP – Indore Ckt – II and ISP HPS Unit No. # 6. Due to the above tripping there was no load loss in any area. There was generation loss of about 101 MW and System was normalized in due course of time.
2. System Disturbance on 19.06.2016 at 400 KV S/s Bina : On dated 19.06.2016 at around
20:00 Hrs. M.P system was normal and frequency of National Grid was 49.948 Hz. At around 20:14 Hrs. 220 KV Bina Interconnector – II tripped from both end due to transient fault. Simultaneously 220 KV Bus Bar Protection of 220 KV Main Bus – II at 400 KV S/s Bina operated due to problem LBB in logic of 220 KV Bina Interconnector – II resulting in tripping of 220 KV Bina Interconnector – II, 220 KV Bina – Shivpuri Ckt, 220 KV Bina – Guna Ckt, 220 KV Bina – Ashoknagar Ckt, 220 KV Bina – Bina (PGCIL) Ckt, 220 KV Bus Tie, 400/220 KV, 315 MVA ICT – III at 400 KV S/s Bina. Due to the above tripping there was no load loss in any area. There was generation loss of about 101 MW and System was normalized in due course of time.
3. System Disturbance on 03.07.2016 at 220 KV S/s Nepanagar: On dated 03.07.2016 at
around 07:30 Hrs. M.P system was normal and frequency of National Grid was 50.06 Hz. At around 07:36 Hrs. Y-Phase CT of 132 KV Nepanagar – Chhegaon Ckt – II burst resulting in 132 KV Bus Fault at 220 KV S/s Nepanagar and tripping of 220/132 KV, 160 MVA X’met & 220/132 KV, 3X40 MVA X’mer at 220 KV S/s Nepanagar.consequently interruption occurred at 220 KV s/s Nepanagr, 132 KV S/s Badgaon, 132 KV S/s Bahadurpur & 132 KV S/s Burhanpur. Due to the above tripping there was load loss of about 73.4MW, . There was no generation loss and System was normalized in due course of time.
4. System Disturbance on 03.07.2016 at 220 KV S/s Maihar: On dated 03.07.2016 at around
20:35 Hrs. M.P system was normal and frequency of National Grid was 50.03 Hz. Prior to fault 132 KV Amarpatan – Jhinna Ckt &132 KV Maihar – Satna Ckt was kept open for Load Management. At around 20:42 Hrs., 132 KV B-Phase CT of 220/132 KV, 160 MVA X’mer burst at 220 KV S/s Maihar. Simultaneously 132 KV Kymore – Maihar Ckt tripped due jerk. Consequently interruption occurred at 220 KV S/s Maihar, 132 KV S/s Amarpatan, 132 KV Maihar Cement, 132 KV Reliance Cement & 132 KV KJF. Due to the above tripping there was load loss of about 70MW, 21MWH in any area. There was no generation loss and System was normalized in due course of time.

5. System Disturbance on 23.07.2016 at 220 KV S/s Sidhi: On dated 23.07.2016 at around 14:15 Hrs. M.P system was normal and frequency of National Grid was 49.94 Hz. At around 14:20 Hrs. LBB protection of 220 KV ATPS – Sidhi Ckt mall operated, resulting in operation of 220 KV Bus Bar Protection at 220 KV S/s Sidhi. Consequently 220 KV ATPS – Sidhi Ckt, 220 KV Sidhi – Hindalco Ckt, 220 KV Sidhi – Rewa Ckt, 220/132 KV, 160 MVA X’mer tried at 220 KV S/s Sidhi. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.
6. System Disturbance on 24.07.2016 at 220 KV S/s Chhindwarah: On dated 24.07.2016 at around 21:50 Hrs. M.P system was normal and frequency of National Grid was 50.02 Hz. At around 21:55 Hrs. 132 KV PT fuse failed at 132 KV S/s Chhindwarah, resulting in tripping of 132 KV Chhindwara Interconnector – I, II & III, 132 KV Chhindwara – Umreth Ckt and 132 KV Khapaswami – Chhindwara Ckt. Due to the above tripping there was interruption at 132 KV S/s Chhindwara and load loss of about MW occurred. There was no generation loss and System was normalized in due course of time.
