tight legal text (agreement and protocol) well defined technical conditions science based quantities only surplus (or RFMOs established limits) special clauses: HR // specification of financial
accounts // transparency (surplus issue!) conflict avoidance (avoid interference with local
fleet) capacity building // MCS joint management – regular dialogue (joint
committees) VMS – ERS non discrimination
