PLATFORM Article 25 is building a digital platform to enable anyone to advocate for their right to health. The platform will have three main functions: 1. Sign: Influence decision-makers by enabling anyone to sign or start an online petition campaign. 2. Vote: Shape the strategy of a campaign through online votes on which actions to take next. 3. Fund: Crowd-funding for additional campaign actions such as protests and demonstrations. RATIONALE In 1948, the UN passed Article 25 of the Universal Declaration of Human Rights stating that health is a human right. Over the following decades individuals all over the world stood up to fight for this right. When experts said complex diseases couldn’t be treated in poor communities, doctors from Lima to Kigali built programs to prove them wrong. When political inaction on AIDS threatened to wipe out a generation, activists from New York to Cape Town acted up saving millions of lives around the world. Yet today, due to growing inequality, we face a global health crisis that needs a global movement to fix it. More than 20 million people now die each year due to inequities in global health. More than 100 million people face catastrophic out-of-pocket costs for health care each year plunging millions of households into poverty. Our platform aims to build this movement by providing 21st century activists the tools they need to start and win powerful right to health campaigns in their communities. BUDGET Through a partnership with the Department of Global Health & Social Medicine at Harvard Medical School and Partners In Health we have secured the following funding for development of the platform. Everything we do–from the way we set strategy to the types of activism we engage in–is driven by a relentless focus on movement building for the right to health. Currently, power over people’s health is in the hands of the few– from drug companies to global health agencies. We seek a shift in power so that these institutions are accountable to the people they most directly affect. WE BELIEVE IN A MOVEMENT BUILT BY ALL OF US. In order to make the change we seek, we need to build a movement owned by all of us –not just an organization led by a few. WE BELIEVE HEALTH IS A HUMAN RIGHT. This means everyone has the health care they need to live healthy lives, and that these services are protected by governments as a fundamental right. FREQUENTLY ASKED QUESTIONS

There are already many online petition platforms out there, why build another one?It’s true you can start online petition campaigns elsewhere, but since our platform is geared specifically towards right to health campaigns we can offer benefits that other platforms don’t:

• Help boost the reach of campaigns by promoting it to our global network of health activists. • Enable users to go beyond petitions and poll members on which actions to take next as well as fundraise.• Provide select campaigns with strategic support on media, grassroots organizing, and more.

What sorts of issues are “right to health” issues?This will vary from one community to the next, but some common examples are:

• Access to Medicines: Many people who need life-saving medicines can’t access them. This can be because they are too expensive or governments aren’t doing a good enough job in procuring supplies.

• Quality Health Care: Quality health care is often unavailable due to lack of funding and resources. This can be addressed by campaigning for more attention and investment in national health systems.

• Discrimination: Patients with infectious diseases such as AIDS can face stigma. Campaigns can be launched to end health discrimination in a community.

Will an online platform actually change things?By itself, an online platform is just a tool. But used in tandem with other types of organizing–direct action, media work, and in-person meetings–it can be a powerful way to make change.

How will you ensure funds donated to an individual campaign are used properly?We can’t guarantee that funds for a campaign will be used by the campaign creator as specified, but we do plan to have safeguards in place that can help mitigate the risk of fraud such as collecting additional information about individuals that want to use the platform to fundraise for their campaigns and setting fundraising limits.

What is the timeline for this project?We aim to have a first iteration of the platform up sometime June or July 2014, which we will use to pilot a “Zero TB Deaths” campaign in Delhi India. We will then incorporate the lessons learned from the pilot into the second iteration of the platform which we hope to launch sometime at the end of 2014 or early 2015.

Who is leading this project?This project is being led by a small, nimble team at the Article 25 Education Fund and Partners In Health, two non-profit organizations based in Boston, Massachusetts, and with support from the Department of Global Health & Social Medicine at Harvard Medical School.
