Abstract Din punct de vedere al riscului asumat în teoria portofoliului,
investitorii evaluează riscul asociat de rentabilitate atunci când fac o decizie
privind alocarea investițiilor. în dezvoltarea acestei teorii funcțiile de derivație
includ măsurarea cererii pentru active de risc, prin rentabilitatea alternativă
și rentabilitatea așteptată. Un model de măsurare a riscului specifi c în teoria
macroeconomică necesită determinarea variabilelor endogene.

Este bine cunoscut faptul că soldul bunurilor și serviciilor de piață nu este sufi cient pentru a atinge echilibrul în întregul sistem. Curba IS ia în considerare numai perechea de indicatori Y, de exemplu, nivelurile venitului național și rata dobânzii care reprezintă diferite dimensiuni, pentru cele mai importante modele pentru bunurile și serviciile de pe piață. Chiar dacă nivelul prețurilor rămâne constant, este nevoie de aceste alte piețe pentru a determina valorile Y și r, iar această piață este în general considerată a fi piața monetară. Dezvoltarii acestor sisteme în această direcție este important să li se acorde proprietăți monetare sudiate de către Tobin în 1969. În studiile sale Tobin a abordat trăsăturile esențiale ale problemei de alocare a portofoliului într-un cadru determinist și abordarea sa a oferit o piatră de temelie pentru analiza sectorului fi nanciar în teoria macroeconomică. Să presupunem că în practica economică există trei tipuri de active: valută fi ctivă, titluri de stat și capital fi zic, modelul specifi cat ia următoarele forme:

unde: - indicele d reprezintă cererea; - rk este rata reală a rentabilității capitalului; - R este producția de capital marginală. Funcția de cerere activă este defi nită în primele două ecuații de mai sus; ele depind de: (I) ieșirile reale; (II) ratele reale de rentabilitate monetară, obligațiuni și echitatea sau -π, r - π și rk; (III) bogăția reală.
Cea de a patra ecuație este o constrângere pentru economie, ceea ce impune o restricție asupra cererii de active care stau la baza funcțiilor de cerere, dintre care două sunt independente. O consecință a acestei restricții este că, în cazul în care două dintre piețele de active sunt în echilibru, atunci şi a treia piață ar trebui să fi e în echilibru. În general, constrângerea privind funcțiile de cerere de active derivă din constrângerile bugetare, deoarece modelele aplicate pot fi construite pe momente continue sau discrete, iar modelul lui Tobin este aplicabil atunci când se analizează datele în timp continuu. În această situație, individul nu ia o decizie de pastrare a stocurilor existente de active, iar diferența dintre stocurile existente de active de investiții și dorința agenților economici pot fi exprimate prin economii. Existența unor constrângeri în stoc impun aceste restricții pentru instrumente fi nanciare derivate parțiale ale funcțiilor de aplicare activă: Li + Ji + Ni =0, i=1,...,4 L5+ J5 +N5 =1

Aceste condiții suplimentare asigură că orice creștere a averii ar trebui să fi e alocată unui activ în mod corespunzător, pe de altă parte, orice creștere a cererii pentru un activ ca urmare a unei modifi cări a venitului sau a ratelor reale de rentabilitate trebuie să fi e compensată printr-o reducere într-o altă cerere de active. În plus, există o egalitate între aceste două ipoteze: - Între cerințele pentru fi ecare activ și rata reală de rentabilitate a activelor există o infl uență directă și invers proporțională cu ratele de rentabilitate ale altor active; - Capitalul nu este un substitut pentru tranzacții fi nanciare generale, astfel încât N1 = 0, L1 = -J1. Cu alte cuvinte, orice creștere în cererea de valută în scopul tranzacţionării a generat venituri mai mari, creştere care este compensată prin reducerea participațiilor obligațiunilor imediate și nu prin ajustarea participațiilor la capital. Tobin consideră că valorile lui Y, P, M, B și C, ca fi ind date, iar cele două ecuații determină mai sus ratele de rentabilitate r, rk pentru cele două active. Cele două ecuații de mai sus sunt concentrate în sectorul fi nanciar în economie. Împreună cu ecuația:

aceste ecuații determină rezultatele, împreună cu două rate de rentabilitate r și rk. Prin urmare, acest sistem poate fi considerat ca un auxiliar al modelului IS-LM. Pornind de la cele două relații care descriu sectorul fi nanciar vom obține

specifi cațiile uzuale ale curbei LM. Prima dintre ele presupune că obligațiunile și activele de capital sunt perfect interschimbabile, caz în care ratele reale de rentabilitate pentru cele două active sunt aceleași: Rk = r - π. Funcțiile de aplicare J(.) Și N (.) încetează să mai existe, iar restricțiile se referă la piața de valori care implică existența unui activ independent, care este asumat în mod convențional a fi piața monetară. În al doilea rând, în cazul în care cererea activă depinde de diferența dintre ratele de rentabilitate, atunci (r - π) - (- π) = r și în cazul echilibrului pe piața monetară condițiile sunt reduse la:

Există diferite defi niții ale masei monetare nominale, în funcție de lichiditatea activelor incluse în aceste agregate. Dar, atâta timp cât valoarea lui M este defi nit, modelele macroeconomice convenționale, de obicei sunt considerate a fi exogene; masa monetară este determinată în mod direct de către guvern, astfel încât între oferta de bani reali M / P și prețuri există o conexiune inversă. La o primă analiză, această relație poate fi considerată ca fi ind una adecvată, dar în realitate oferta de bani totală nominală este un instrument indirect al politicii monetare. Există mai multe variabile care includ controlul monetar direct ca o bază monetară, inclusiv rezervele de numerar ale băncilor comerciale, ratele de actualizare și rata rezervelor minime obligatorii. Baza monetară tinde să reprezinte un echilibru pe termen scurt și este controlată prin intermediul operațiunilor de piață deschisă, în cazul în care banca centrală ar intra pe piată pentru tranzacţionarea titlurilor de stat. Celelalte două instrumente de control monetar sunt utilizate pe termen lung și ajustarea lor nu este făcută atât de des. Oferta totală a masei monetare poate fi legată având în vedere că există un comportament endogen de maximizare a profi tului variabil în cazul sectorului băncilor comerciale. Astfel, oferta de bani este un factor endogen cu o legătură directă în raport cu rata dobânzii de pe piață r, având în vedere că băncile comerciale cresc portofoliile lor de împrumut pentru a face profi turi mai mari, acest lucru rezultând dintr-o creștere a ratelor dobânzilor la creditele acordate. Având în vedere oferta de bani M ca variabilă exogenă, relația de mai sus constantă defi nește curba LM. Luând în considerare valoarea lui P, se determină valori (Y, r) care conduc la echilibrul de pe piața monetară. Prin derivarea ecuației M / P = L (Y, R, A), în funcție de Y, obținem:

O creștere a ratei dobânzii duce la o scădere a cererii de bani, deoarece populația tinde să mențină active purtătoare de dobândă. Cu o sursă fi xă de bani, echilibrul nu poate fi menținut doar în situațiile în care populația este stimulată să tranzacţionze mai mult pe piața deschisă, iar acest lucru este posibil numai în condițiile în care există o creștere a veniturilor. Pe de altă parte, cea mai mare rată a dobânzii se obţine atunci când soldurile speculative sunt reduse la minimum. În acest caz, orice creștere a nivelului de venit trebuie să fi e o creștere a ratei dobânzii, astfel încât banii necesari să poată fi eliberaţi pentru a acoperi nevoile de tranzacționare. Pe de altă parte, în cazul unei valori mici a lui r, a ofertei de bani și valoarea obligațiunilor poate fi ușor substituibilă ceea ce duce la o cerere de ofertă de bani elastică. În cele din urmă am ajuns la concluzia că poziția curbei LM depinde de oferta de bani M și de nivelul prețurilor P. O creștere a ofertei de bani sau o scădere a nivelului prețurilor va conduce la o schimbare de pe curba LM spre dreapta; o reducere a ofertei de bani sau o creștere a nivelului prețurilor va duce la o schimbare inversă pe curbă.

Abstract In terms of the undertaken risk in portfolio theory, investors weigh
the profi tability associated risk when they make a decision on the allocation
of investments. Consider developing this theory derivation functions include
measuring demand for risk assets through alternative profi tability, and
profi tability expected. A macroeconomic model specifi c risk measurement
requires determination in terms of endogenous variables.

It is well known that the balance on goods and services market is not enough to achieve balance throughout the system. IS curve takes into account only pair Y, for example national income and interest rate levels that represent varying sizes for the most important models for goods and services market. Even if the price level remains constant, it needs this other markets to determine Y and r values, and this market is generally considered to be in the money market. System development in this direction is important to pay monetary properties addressed by Tobin in 1969. In his studies Tobin addressed the essential features of portfolio allocation problem in a deterministic framework and its approach has provided a cornerstone for analyzing fi nancial sector in macroeconomic theory. Suppose in economic practice there are three types of assets: fi ctional currency, government bonds and physical capital, model specifi ed in the following:

where: - d index represents the demand; - rk is the real rate of return on capital; - R is marginal capital production. Active demand function is defi ned in the fi rst two equations above; they depend on (i) actual outputs; (ii) real rates of return on monetary, bonds and the equity or -π, r - π
and rk;
(iii) real wealth.
The fourth equation is a constraint for the savings, which imposes a
restriction on demand for assets underlying demand functions, two of which
are independent. A consequence of this restriction is that if two of asset
markets are in equilibrium, then the third and the market should be in balance.
In general, the constraint on asset demand functions derives from
budgetary constraints at individual specifi cation, as the applied models can be
built on continuous or discrete moments, and the model of Tobin addressed
when considering continuous time. in this situation, the individual takes no
decision to retain existing stocks of assets and the difference between existing
stocks of investment assets and the desire of economic agents can be expressed
through savings.
The existence of constraints at stock impose these restrictions on
partial derivatives of functions active application:

These additional conditions ensure that any increase in wealth should
be allocated to an asset appropriately, on the other hand any increase in demand
for an asset due to a change in income or real rates of return must be matched
by a reduction in another asset demand.
In addition there is equality above these two assumptions:

- Between the demands for each asset and the actual rate of return on
asset there is a direct infl uence and an inverse one with the profi tability rates
of other assets;
- Capital is not a substitute for broad money transactions so that
N1 = 0, L1 = -J1. in other words, any increase in currency demand generated
by higher revenue and requested for the purpose of trading is matched by
reducing immediate bond holdings and not by equity holdings adjustment.
Last assumption refers to:

generating income stream. Under steady market conditions the return rate is
equal to the ratio of profi tability and physical unit price of the product. By
eliminating linear variable dependent on the market, for example the capital and
replacing A and Pk, the fi nancial sector can be expressed using two equations:

Tobin believes the values of Y, P, M, B and C as given, and the two
equations above determine the rates of return r, rk for the two assets. The two
equations above are concentrated in the fi nancial sector in the economy. Along
with the equation:

These equations determine the results, along with two rates of return
r and rk; therefore this system can be thought as an auxiliary of IS-LM model.
Starting from the two relationships that describe the fi nancial sector we get
the usual specifi cations of the LM curve. The fi rst one implies that bonds and
capital are perfectly interchangeable, in which case the real rates of return for
the two assets are the same

The application functions J (.) and N (.) ceases to exist and the
restrictions refer to the stock market that implies the existence of an independent
asset, which conventionally assume to be money market. Secondly, if the
active application depends on the difference between rates of return, then (r -
π) - (- π) = r and money market equilibrium conditions are reduced to:

There are different defi nitions of nominal money supply, depending on
the liquidity of assets included in these aggregates. But as long as the value of
M is defi ned, conventional macroeconomic models usually are considered to
be exogenous, it is determined directly by the government, so between the real
money supply M/P and low prices reverse there is a connection.
At a fi rst analysis, this relationship can be considered as an appropriate
one, but in reality the total nominal money supply is an indirect instrument of
monetary policy. There are several variables that include direct monetary control
as a monetary base, including cash reserves of the commercial banks, discount
rates, and reserve ratio. The monetary base tends to represent a monetary short-
term balance and is controlled via open market operations, where the central
bank enters the market for the trading of government securities. The other two
instruments of monetary control are used on long term and their adjustment is
not made so often. The total supply of money supply can be linked considering
that endogenous variable profi t maximizing behavior in the case of commercial
banks sector.
Thus, money supply is an endogenous factor with a direct connection in
relation to the interest rate on the market, r, considering that commercial banks
increase their loan portfolios to make higher profi ts and it results from an increase
in interest rates on granted loans. Considering the money supply M as exogenous
variable, steady above relationship defi nes the LM curve. Taking into account the
time value of P, it determines values (Y, r) leading to the money market balance.
By deriving the equation M / P = L (Y, r, A) depending on the Y, we get:

An increase in the interest rate leads to a decrease in the demand for
money because the population tends to keep interest bearing assets. With a
fi xed money supply, balance can be maintained only in situations where the
population is stimulated to trade more on the open market, and this is possible
only in conditions where there is an increase in revenues. On the other hand,
the higher the interest rate is, the speculative balances are minimized. in this
case, any increase in the level of income must be an increase in the interest
rate so the required money can be released to cover the needs of trading. On
the other hand, in the case of a small value of r, the money supply and the
value of bonds can be easily substitutable leading to a demand for elastic
money supply.
Finally we conclude that the LM curve position depends on the money
supply M and price level P. An increase in the money supply or a decrease in
the level of prices will lead to a shift on the LM curve to the right; a reduction
in the money supply or an increase in the price level will lead to a shift reverse
curve.

Abstract In acest articol, autorii propun un model de analiză pentru sectorul
fi nanciar-monetar al economiei naţionale. Modelul ia în considerare
indicatorii incluşi în balanţa băncii centrale, precum şi conţinutul balanţei
agregate: activele şi pasivele interne şi externe, componentele acestora,
specifi ce băncilor centrale, împrumuturile guvernamentale şi împrumuturile
acordate băncilor comerciale (active), componentele bazei monetare,
depozitele guvernamentale (pasive).

Emisiunea bănească (EB) şi baza monetară (BM) sunt agregate
monetare care se determină la nivelul autorităţilor monetare (de obicei banca
centrală), având ca sursă de date bilanţul băncii de emisiune. Prin funcţia de
emisiune şi, implicit, prin cea de cre ditare a economiei, banca centrală are un
rol primor dial şi preponderent în creaţia monetară, proces cu implicaţii directe
şi indirecte asupra unor obiective economice importante: deplina utilizare a
forţei de muncă, infl aţia, creşterea şi stabilitatea economică.

Acest bilanţ prezintă o regrupare a principalelor conturi ale autorităţilor monetare, regrupare necesară pentru prezentarea în continuare a informaţiilor şi pentru construirea situaţiei monetare. • Partea de activ conţine cele trei modalităţi principale prin care banca
centrală creează moneda. - Activele externe (AEE) cuprind active la care agentul economic
nerezident este debitor fi nal: rezerva de aur, devizele străine, depozitele în devize străine ţinute în străinătate, drepturile speciale de tragere, poziţia de rezervă la FMI.
Activele externe reprezintă, în general, rezerve internaţionale consti-tuite şi administrate de banca de emisiune în scopul asigurării reacţiei autorităţilor monetare naţionale la dezechilibrele efective sau potenţiale în domeniul plăţilor externe şi al asigurării stabilităţii cursului de schimb prin intervenţii pe piaţa valutară. - Creditele guvernamentale (CGE) acordate de banca de emisiune
sunt constituite din obligaţiile fi nanciare directe ale administraţiei centrale faţă de autorităţile monetare sub formă de bonuri, certifi cate, efecte de trezorerie, împrumuturi şi avansuri către trezoreria statului.
- Creditele acordate băncilor comerciale (CB) au ca scop asigurarea lichidităţilor necesare la nivelul acestora din urmă, prin procesul de rescontare. Contrapartida acestui post activ al băncii centrale o regăsim în bilanţul agregat al băncilor comerciale, ca post de pasiv (creditele primite de la banca centrală sau creditele de refi nanţare).
• În partea de pasiv a bilanţului băncii centrale regăsim posturi ce regrupează angajamentele (obligaţiile) autorităţilor monetare şi care exprimă mărimea şi repartizarea pe deţinători a monedei primare.
- Principalul post de pasiv este baza monetară (BM), care cuprinde emisiunea bănească (EB) şi rezerva obligatorie a băncilor comerciale la banca de emisiune (R).

Banca monetară sau moneda primară este deci moneda emisă şi controlată de banca centrală, prin care se alimentează sistemul bancar, astfel

încât băncile comerciale au posibilitatea să restituie (în bancnote) sumele depuse în conturile agenţilor economici şi ale populaţiei. - Pasivele externe (PE) cuprind totalitatea obligaţiilor monetare faţă
de nerezidenţi (depozite create din credite acordate din exterior). - Depozitele publice (DGE) la banca de emisiune reprezintă
obligaţii ale autorităţii monetare faţă de administraţia centrală (disponibilităţi din fondurile bugetare şi extrabugetare existente la un moment dat).
- Alte pasive (net) reprezintă un post rezidual. În concluzie, baza monetară este postul de con tra partidă cel mai important al totalului activelor nete ale băncii de emisiune: BM = Suma activelor – Suma pasivelor nein clu se în BM.
Rezultă că orice modifi cări ale elementelor de activ şi de pasiv ale băncii de emisiune vor putea infl uenţa indirect dimensiunile bazei monetare. Astfel, orice creştere a activelor conduce la creşterea BM, în timp ce creşterea pasivelor implică scăderea BM. Ultima relaţie se mai poate scrie:

şi explicitează cele trei cauze determinante ale emisiunii monetare: • creşterea activelor externe nete (AENE); în acest mod, emisiunea bănească este determinată de creşterea rezervei valutare prin credite externe şi prin cumpărare de valută de banca centrală; • creşterea volumului creditului guvernamental net (CGNE); apare în scopul acoperiri defi citului bugetar rezultat ca urmare a existenţei unui decalaj în timp între cheltuielile bugetare şi veniturile atrase; în general, situaţiile de dezechilibru fi nanciar materializate prin defi cite bugetare (DB) constituie premisa unui dezechilibru monetar, legătură cauzală care poate fi exprimată prin relaţia:

• creşterea volumului creditelor acordate băncilor comerciale de banca centrală (CB), în scopul satisfacerii cererilor de lichiditate care apar la băncile titulare ale unor solduri debitoare în raporturile cu alte bănci, în cadrul pieţei monetare.
Prin intermediul bazei monetare, banca centrală controlează procesul creaţiei monetare în interiorul sistemului bancar, proces cuantifi cat prin multiplicatorul bazei monetare (m).

Multiplicatorul BM exprimă creşterea masei monetare în sens larg (M2) la creşterea cu un leu a BM. În 1996, acest indicator a fost de circa 4,1–4,2, ceea ce înseamnă că la un leu creştere a bazei monetare, respectiv a creditului acordat de Banca Naţională băncilor comerciale, corespunde o creştere a masei monetare de 4,1–4,2 lei.
• Bilanţul agregat al băncilor comerciale Băncile comerciale au şi ele, pe lângă banca de emisiune, o contribuţie în creaţia monetară, ele fi ind băncile creatoare de monedă scripturală sau de cont. Băncile comerciale sunt caracterizate prin operaţiile de bază reprezentate de constituirea de depozite (mobilizarea resurselor monetare) şi utilizarea lor în scopul acordării de credite. Se creează, astfel, moneda scripturală (sau de cont), printr-un proces de multiplicare a creditului care joacă un rol foarte important în relaţia economisire–investiţii, relaţie hotărâtoare pentru creşte rea

Bilanţul prezintă o consolidare a conturilor din băncile comerciale. Cele mai multe posturi din tabel nu necesită precizări suplimentare, având un con ţinut asemănător cu posturile autorităţilor monetare. Operaţiunile pasive ale băncilor comerciale au în vedere: depozitele, rescontul (creditele de la banca centrală) şi capitalul propriu (inclus în postul „alte active”). Între operaţiunile active, specifi ce băncilor comerciale sunt creditele neguvernamentale.

Abstract In this paper, the authors propose an analysis model for the fi nancial-

indicators included in the balance of the central bank, and also the contents of
the aggregate balance: external and internal assets and liabilities, and their

Central Bank Balance Currency issuance (CI) and monetary base (MB) are monetary aggregates are defi ned by the monetary authorities (the central bank) having
as data source the bank issuance balance.
By its issuance and economy crediting function, the central bank has
a primordial role in the monetary creation, which is a process directly and
indirectly implying some important economic objectives: complete work
force use, infl ation, economy increase and stability.

• The assets contain three main possibilities used by the Central Bank in order to create the currency. - The external assets (AEE) comprising the assets to which the economic agent not resident is fi nal debtor: the gold mineral stock, foreign
currency, foreign currency external deposits, the special drawing rights, the
reserve tranche position of the IMF.
Generally, the external assets, the international reserves set and
managed by the issuance bank in order to ensure the national monetary
authority’s reaction to the efective or potential inbalances of external payments
and to ensure exchange rate stability through currency market interventions.
- Governmental credits given by the issuance bank are made up
of direct fi nancial obligations of the central management in regard to the
monetary authority as vouchers, certifi cates, loans and upfront payments
towards the state treasury.
- Credits given to commercial banks are intended to ensure the
necesarry liquidities, by rediscounting. The counterpart of this active role of
the central bank can be found in the aggregate balance of the commercial
banks, as liabilities (credits from the central bank or refi nancing credits).
• For the liabilities of the central bank balance we fi nd positions
regrouping the obligations of the monetary authorities refl ecting the size and
partition of the primary currency holders.
- The main liability position is the monetary base comprising
money issuance(EB) and mandatory reserve of the commercial bank to the
issuance bank (R).

The monetary bank or primary currency represents the currency
issued and controlled by the central bank which fuels the banking system, so
that the commercial banks are in position to give back (in cash) the amounts
deposited in the economic agents and population accounts.

- The external liabilities (PE) comprise all monetary obligations to the not residents (deposits made from external credits.) - Public deposits (DGE) at the issuance bank are obligations of the monetary authorities to the central administration (availablities from budgetary and extrabudgetary funds existing at a certain moment) - Other liabilities (net) are a residual position. In conclusion, the monetary base represents the most important counterpart position of the total net assets of the issuance bank:
BM = Assets amount – Liabilities amount not included in BM.
As a consequence, any modifi cation of the assets and liabilities
elements of the issuance bank will indirectly infl uence the size of the monetary
base. Thus, any increase of the assets leads to the increase of BM, while the
increase of liabilities implies the decrease of BM.
The last relation can be written as follows:

and it explains the three determinant causes of the monetary issuance:
• the increase of the net external assets (AENE); in this way, the
monetary issuance is determined by the increase of the currency
reserve by external credits and central bank currency aquisition;
• the increase of net governmental credit volume(CGNE) intended
to cover the budgetary defi cit as a result of a time gap between
budgetary expenses and income; generally speaking, the fi nancial
imbalance through budgetary defi cits(DB) represent the starting

The BM multiplier expressed the increase of the monetary mass at
large (M2) at each 1 RON of BM. in 1996, this indicator was about 4,1-4,2,
which means that at every 1 RON increase of the monetary base, corresponds
to an increase of the monetary mass of 4,1 -4,2.
• The aggregate balance of the commercial banks The commercial banks have also a contribution to the monetary
creation being, themselves, creators of scriptural or account currency. The
commercial banks operate by setting up deposits(mobilisation of monetary
resources) and by using them in order to give credits. The scriptural(or
account) currency is made up, by a multiplying credit process which plays
an extremely important role in the saving-investing relation, decisive for the
economic increase.

accounts. The most posts in this table do not require additional clarifi cations,
having a similar content with the monetary authority posts. Liabilities
operations of the commercial banks aim to: deposits, rediscount (credits from

Abstract Situaţia monetară (SM) arată în ce mod economia, pornind de la baza
monetară, îşi procură mijloacele de plată care constituie ceea ce se cheamă
„monedă”. Ea face să apară relaţiile fi nanciare între grupul de instituţii
bancare (banca centrală, băncile comerciale) care furnizează mijloace de
plată în economie şi grupul celorlalte subiecte economice (agenţi economici,
instituţii publice, populaţie).
Scopul major al SM este de a permite analiza agre gatelor monetare,
inclusiv a fi nanţării inter sectoriale, şi a conexiunilor care apar în relaţiile cu
alte agregate macroeconomice.

Se observă că masa monetară se prezintă ca o mărime eterogenă constând din totalitatea activelor care pot fi utilizate pentru procurarea
bunurilor şi serviciilor şi pentru plata datoriilor. Altfel spus, masa monetară reprezintă ansamblul mijloacelor de plată, respectiv de lichiditate, existente la un moment dat în cadrul unei economii. Ea cuprinde: • masa monetară în sens restrâns–M1, adică numerarul în afara
sistemului bancar (moneda fi duciară) şi disponibilităţile la vedere, acestea prezintă un înalt grad de lichiditate;
• cvasi-moneda–QM, care cuprinde economiile populaţiei, depozitele la termen, depozitele în valută ale nerezidenţilor; acestea prezintă un grad mai redus, nefi ind direct utilizabile ca mijloace de plată, dar pot fi relativ uşor transformate în monedă de către deţinătorii lor.
În practică se construieşte şi situaţia monetară consolidată (SMC), care se prezintă astfel:

măsuri de fi nanţare directă, fi re prin mijloace de intervenţie vizând infl uenţarea cursului de schimb al monedei naţionale. RIN nu se constituie prin simpla diferenţă între activele şi pasivele externe. Ele reprezintă diferenţa dintre activele externe de rezervă, imediat utilizabile în caz de nevoie, şi pasivele în valută pe termen scurt. Creditul intern include toate creditele acordate de sistemul bancar guvernului, agenţilor economici, populaţiei. Toate creditele pe care băncile le acordă altor bănci (de exemplu, creditul acordat de banca centrală băncilor comerciale) dispar în procesul de consolidare. Creditul guvernamental este de natură netă, deci rezultă din diferenţa dintre creditul guverna mental şi depozitele publice. În consecinţă, când creditul guvernamental net este negativ, rezultă că gu vernul este creditor şi, în caz contrar, debitor net. Acest tratament înlesneşte măsurarea impactului operaţiunilor centrale guvernamentale asupra lichidităţilor din economie, aspect care este refl ectat în structura creditului guvernamental net prin cuanti-fi carea datoriei publice, a excedentelor şi defi citelor buge tare (buget de stat, bugete locale, bugetul asigu rărilor sociale), precum şi a depozitelor nete ale dife ri telor fonduri extrabugetare.

Această ultimă relaţie indică faptul că orice exces al expansiunii creditului intern (care formează cea mai mare parte a activelor interne nete) peste creşterea dezirabilă a monedei se va risipi într-un exces al absorbţiei (consumului) peste venitul naţional disponibil şi împrumuturile străine acordate sistemului nebancar, conducând la o reducere a rezervelor internaţionale nete. Această abordare accentuează rolul-cheie al creaţiei creditului intern în interpretarea balanţei de plăţi. Totodată, relaţia evidenţiază clar principalele surse de susţinere fi nanciară a creşterii economice: creditele interne, rezerva valutară a statului şi împrumuturile externe.
• Principalele corelaţii dintre agregatele monetare Corelaţiile majore din domeniul monetar trebuie să asigure simultan creşterea în termeni reali a PIB, a masei monetare şi a creditului, reducerea infl aţiei şi stabilizarea în termeni relativi a cursului valutar. - Creşterea mai rapidă a masei monetare, com parativ cu rata
anuală a infl aţiei, confi rmă creşterea în termeni reali a stocului de bani şi continuarea procesului de remonetizare a economiei naţionale. Această tendinţă are ca efect creşterea economisirii şi a creditului intern, venind astfel în sprijinul procesului de redresare şi creştere economică.
- Creşterea mai rapidă a economiilor popu laţiei decât a masei monetare şi a creditului neguver namental. Această corelaţie are ca efect păstrarea încrederii în moneda naţională, arătând implicit că forţarea creditului şi a masei monetare antrenează derapaje infl aţioniste.
- Creşterea mai rapidă masei monetare în sens larg (M2), decât a celei în sens restrâns (M1) şi decât a bazei monetare, întrucât cvasi-banii (şi în special economiile populaţiei) au un caracter neinfl aţionist.
- Menţinerea ratelor dobânzii pe un palier mai ridicat decât rata infl aţiei şi deprecierea monedei naţionale (dobânzi real-pozitive), astfel încât să fi e descurajată păstrarea valutei.
Dintre variabilele macroeconomice fundamen tale, masa monetară se corelează în primul rând cu PIB. Milton Friedman, studiind evoluţia circulaţiei monetare în SUA, pe o perioadă de aproape un secol, a constatat existenţa obiectivă pe termen lung a unei corelaţii stabile între dimensiunile

produsului intern brut şi mărimea masei monetare. În con secinţă, pentru a asigura o dezvoltare armonioasă a vieţii economice, Friedman recomandă să se asigure o creştere medie anuală a circulaţiei monetare cu o rată regulată (5-6% în condiţiile SUA). Această creştere ar trebui aplicată în mod permanent, fără a ţine seama de anumite evoluţii conjuncturale. Acţiu nea acestei rate de creştere pe termen lung, corelată cu tendinţa de creştere economică, este, în concepţia monetaristă, condiţia de bază a asigurării echilibrului monetar. Pe termen scurt însă, corelaţia dintre creşte rea masei monetare (RM) şi ritmul de creştere a produsului intern brut (RPIB) trebuie completată cu cel puţin încă o variabilă (modifi carea ratei medii a dobânzii –

Abstract The monetary situation (MS) shows us the way in which economy,
starting from the monetary basis, obtains its means of payment, which
constitute what we call „currency”. It makes appear the fi nancial relations
between the bank institutions ( Central Bank, commercial banks) which
provide means of payment in the economy and the group of the other economic
subjects (economic agents, public institutions, population).
The major purpose of the monetary situation is to facilitate the analisys of
monetary aggregates, including that of intersectoral fi nancing and of the
connections which appear in relation with other macroeconomic aggregates.

The indicators in Monetary Situation are obtained by aggregation and consolidation of the information we fi nd in the balance sheet of the Central
Bank and the aggregated balance of sheet of the commercial banks.

It is obvious that the monetary mass is a heterogenous value consisting
of all assets which can be used for obtaining goods and services and for the
payment of debts. in other words, the monetary mass represents all the means
of payment, including liquidity, at a certain time, in economy. It contains:
• Monetary mass stricto sensu–M1, that meaning cash outside the
banking system (token money) and evident liquid assets, they
having a high degree of liquidity;
• Quasi-coin–QC, which contains population savings, time
deposits, non-residentals’ deposits in currency; they have a
lower degree, not being directly used as means of payment, but
they can be easily turned into currency by their owners.

Net international reserves quantify the currency means which a country uses in order to maintain the desequilibrium of the balance of payments, either by using measures of direct fi nancing, or by using intervention means aiming
at infl uecing the exchange rate of national currency. NIR is not obtained by
simply calculating the difference between external actives and passives. They
represent the difference between external and reserve assets, immediately
usable if needed, and currency passives on the short term.
Internal credit includes all the credits given by the banking system to
the government, economic agents, population. All credits that banks give to
other banks (for instance the credit given by the central bank to the commercial
banks ) dissapear in the consolidation process.
The governmental credit is a net one, so it results from the difference
between the governmental credit and the public deposits. Consequently,
when net governmental credit is negative, it means that the government is
a creditor and, on the contrary, it is a net debitor. This treatment facilitates
the measurement of the impact of central governmental operations on the
liquidities in economy, aspect which is refl ected in the structure of the net
governmental credit by quantifying public debt, and budget excedents and
defi cits (state budget, local budgets, the budget of social insurances), as well
as of net deposits of diferent extra-budget funds. .
• The relation between the consolidated monetary situation and (CMS) and the balance of payments (BP)
I have presented the relation between savings/ investments, on the
one side, and the current stock account of BP (net external debt ), on the other
hand.

The conection between the real sector and the monetary sector can be
realised by using the net international reserves. ( RIN∆ ). The identity which
expresses the equilibrium state in the banking system (M2 = RIN + AIN),
transferred in dynamics ( AINRINM ∆+∆=∆ 2 ) and replaced in the previous
relation, leads to an equation which can be identifi ed with the monetary

(8) This last relation indicates the fact that any excess of the expansion of internal credit (which forms the biggest part of net internal actives) over the desirable increase in currency will grow into an excess of absorbtion (consumption) bigger than the available national income and than the foreign loans given to the non-banking system, thus leading to a decrease in net internationale reserves. This approach emphsises the key- role of the internal credit creation in interpreting the balance of payments.At the same time, the relation clearly emphasis the main sources of fi nancial
support for economic growth: internal credits, state currency reserve and
external loans.
• The main correlations between monetary aggregates The main correlations in the monetary system have to provide,
simultaneously, an increase in GDP, monetary mass and credit, decrease of
infl ation, and relative stabilisation of currency exchange rate.
- A more rapid increase in monetary mass, comparing to the
annual rate of infl ation, proves an increase in the stock of money,
in rea terms, and the continuation of the process of recurrency
of national economy. This tendency has the consequence of an
increase in savings and in internal credit, helping the process of
economic recovery and growth.
- A more rapid growth in people savings than in monetary mass and
non-governmental credit. This correlation has as consequence
people’s trust in national currency, implicitly showing that
forcing the credit and the monetary mass lead to infl ationary
effects.
- A more rapid increase in the monetary mass in a larger sense
(M2), than the increase in a smaller sense (M1) an than the
monetary mass, as quasi-currency (especially peple’s savings)
have a non-infl ationary character.
- Maintaining the currency exchange rate interest at a higher level
than the infl ation rate and depreciation of national currency
(real-positive interests), so as to descourage saving currency.

From all fundamentable variables, the monetary mass is fi rstly
correlated with the GDP. Milton Friedman, studying the evoultion of monetary
circulation in the USA for nearly a century, observed the objective existance
in the long run of a stable correlation between the dimensions of the GDP
and the size of monetary mass. Consequently, in order to provide a healthy
increase of economic life, Friedman recommends an average annual increase
at a regular rate (5-6% in USA circumstances). This increase should be
applied permanently, without taking into consideration certain circumstancial
evolutions. The action of this rate in the long run, correlated with the tendency
of economic growth, is, in the monetarist conception, the basic condition for
providing the monetary stability.
But, in the short run, the correlation between the increase of the
monetary mass (RM) and the rate of GDP growth (RPIB) must be completed
with at least one more (the modifi cation of the average rate of interest)– (RPIB) must be completed with at least one more (the

Abstract În acest articol, autorii analizează Legea/2016 privind darea în plată a proprietăţilor imobiliare în vederea stingerii obligaţiilor de credit. Se are în vedere contextul social care a condus la adoptarea legii, creditele neperformante cu ipotecă, opoziţia şi argumentele băncilor, defi nirea conceptelor legale, procedura dării în plată, probleme nerezolvate: notifi carea, proprietatea imobiliara ipotecată, juridicul, taxele, problema cedării proprietăţii, situaţia familiei; risc economic, fl uctuaţia valorilor mobiliare. În contextul unei descentralizari tot mai accentuate a serviciilor bancare cat şi a existentei unei nevoi substantiale de protectie sociala ,legea 77/2016 isi propune un obiectiv ambitios: acela de a rezolva problema persoanelor fi zice – consumatori captivi al serviciilor bancare, care din nevoie si/sau nestiinta s-au indatorat prea mult, nu mai pot achita ratele bancare şi care acum au nevoie de o masura de protectie sociala. Masura de protectie sociala care trebuie sa ocroteasca persoana fi zica ce nu s-a afl at intr o pozitie de egalitate la data incheierii contractului de credit cu cealalta parte contractanta, respectiv banca şi care nici macar nu a benefi ciat de consilierea necesara pentru a realiza importanta şi consecintele contractarii creditului. În Monitorul Ofi cial nr. 330 din 28 aprilie 2016 a fost publicată Legea nr. 77/2016 privind darea în plată a unor bunuri imobile în vederea stingerii obligaţiilor asumate prin credite, lege care se aplică raporturilor juridice dintre consumatori şi instituţiile de credit, instituţiile fi nanciare nebancare sau cesionarii creanţelor deţinute asupra consumatorilor. Una din cele mai importante obligatii ale băncii care acorda creditul, cea de consiliere obiectiva a clientului, respectiv de a prezenta celeilalte parti riscul contractarii creditului, riscul valutar în cazul creditării în moneda straina, de a explica transparent care sunt şi la cat se ridica toate accesoriile creditului a fost ignorata ani de zile. Criza economică, deprecierea valutară şi funcţionarea unei pieţe bancare lipsită de reglementari coerente în sprijinul

clientului bancar a condus la aparitia unui adevarat fenomen de imposibilitate de plata a ratelor de catre debitori. Nu trebuie uitat ca în perioada anterioara adoptarii legii, dezbaterea publica referitoare la necesitatea interventiei legiuitorului a scos la iveala trei actori principalicare au exercitat o presiune enorma asupra acestuia: pe de o parte masa indatoratiilor excesiv din nestiinta, masa care actioneaza social, pe de alta parte institutiile fi nanciar bancare puternic dezvoltate economic şi cu
un lobby pe masura şi în sfarsit masa viitorilor clienti bancari care isi vedeau
farmate posibilitatile de a accesa un credit pentru achizitionarea unei case de
locuit si/sau cu un avans de bun simt nu de 40% din valoarea de fi nantare.
Acesta este contextul şi social de la care trebuie pornita analiza impactului
economic – fi nanciaral aplicarii legii 77/2016, o lege de reparatie sociala,
ciuntita insa de teama legiuitorului de a merge pana la capat cu reforma.
Depasind contextul social al aparitiei acestei legi şi trecand la analiza
ei observam ca aria de aplicare a acesteia se rezuma la raporturile juridice
dintre clientii bancari, persoane fi zice denumite consumatori şi institutiile de
credit (banci), institutii fi nanciare nebancare (IFN) sau cesionarii creantelor
detinute asupra consumatorilor.
Legea 77 din 2016 privind darea în plata a unor bunuri imobile în
vederea stingerii obligatiilor asumate prin credite, permite persoanelor fi zice
care au obtinut un imprumut, un credit pentru achizitionarea unei locuinte sa
o restituie băncii, în cazul în care nu mai pot plati datoria catre banca. Altfel
spus, atunci cand un client, persoana fi zica, primeste un imprumut pentru
care garanteaza cu locuinta ce urmeaza a fi achizionata şi din diverse motive,
fi e ca nu mai poate sau nu mai vrea sa plateasca rata lunara, ofera locuinta
ipotecata băncii şi astfel i se stinge datoria şi accesoriile acesteia, indiferent
daca valoarea locuintei mai acopera sau nu datoria catre banca.
Trebuie subliniat ca legiuitorul nu distinge intre cosumatorul afl at în
nevoie care nu mai are mijloace fi nanciare de a-si acoperii datoria catre banca
şi cel care nu mai vrea sa achite, ca decizie economica. Este o situatie inedita
în care, în temeiul legii, riscul economic al achizitiei unei proprietati şi al
fl uctuatiei valorilor imobilliare se deplaseaza de la proprietar la procuratorul
de fonduri, respectiv banca sau institutia fi nanciara nonbancara.
Potrivit legii darii în plata, banca nu mai are dreptul sa se indrepte
catre alte bunuri sau alte venituri ale clientului şi nici nu mai poate urmari
clientul în instanta.
Intrucat legea 77/2016 opereaza cu notiunea de darea în plata nu este
lipsit de interes sa analizam şi defi nitia juridicaa darii în plata prevazuta în
codul civil.
Darea în plată este acel contract şi totodată mijloc de stingere a

obligaţiilor care constă în acceptarea de către creditor la propunerea debitorului,
de a primi o altă prestaţie în locul celei pe care debitorul era obligat iniţial
să o execute. Aşadar, darea în plată se poate face numai cu consimţământul
creditorului, el neputând fi ţinut să primească un alt lucru decât cel ce i se
datorează, chiar atunci când valoarea lucrului oferit este egală sau mai mare
[art. 1492 alin. (1) C. civ.]. Pe de altă parte, darea în plată reprezintă un act
de dispoziţie esentialmente conventional. Paradoxal suntem în situatia în care
codul civil defi neste darea în plata ca avand sorginte conventionala dar la care
vointa creditorului este esentiala iar Legea 77/2016 circumscrie darea în plata
exclusiv vointei debitorului, inversand aproape complect sensul defi nitiei
legale.
Benefi ciarii acestei legi, clientii bancari au fost defi niti ca persoanele
fi zice care contractasera un credit garantat cu o ipoteca de la o institutie de
credit (banca), de la institutii fi nanciare nebancare (IFN) sau al caror credit a
fost cesionat unor fi rme de recuperare creante.
Sintagma de client bancar „persoana fi zica” a fost incadrata de lege
în categoria „consumator”, notiune reglementata prin OG 21/1992 şi legea
193/2000, în scopul de a se evita ca cei care ar fi actionat ca profesionisti
(investitori, persoane fi zice autorizate care actioneaza pe piata imobiliara în
calitate de constructori de exemplu ) sa benefi cieze de darea în plata şi sa-si
poate stinge astfel datoriile prin cedarea bunului. Cu titlu de simpla remarca
trebuie subliniat ca de aceasta lege, teoretic pot benefi cia şi persoanele juridice
care au contractat credite sub 250,000 euro şi care sunt garantate de terte
persoane fi zice cu bunuri imobile avand destinatia de locuinta desi motivatia
sociala a adoptarii nu cuprinde şi persoanele juridice care principial nu pot fi
defi nite ca şi consumatori.
Consumatorul va instiinta pe creditorul sau de intentia sa de a da în
plata un bun imobil printr o notifi care, notifi care ce este reglementata de legea
77/2016 ca o procedura prealabila menita sa aduca la cunostiinta creditorului
intentia debitorului de a se debarasa de bunul imobil ipotecat şi de a stinge
astfel intreaga datorie şi toate accesoriile sale. Legiuitorul impune creditorului
ca în termen de 30 de zile de la data primirii notifi carii sa se prezinte la un
birou notarial în vederea efectuarii actului de dare în plata, în caz contrar
urmand a fi investite instantele de judecata în vederea pronuntarii unei hotarari
privind transmisiunea dreptului de proprietate în pofi da opozitiei creditorului.
Notifi carea va fi transmisa creditorului prin intermediul unui notar,
executor judecatoresc sau avocat iar în continutul ei trebuie inserata vointa
debitorului de a transmite bunul imobil ipotecat, cuantumul debitului precum
şi intervalul de timp stabilit pentru incheierea conventiei în forma autentica.
Legiuitorul nu reglementeaza insa situatia în care debitorul doreste transmiterea

proprietatii bunului imobil în vederea stingerii creantei şi transmite notifi carea
în acest sens, dar garantul, proprietar al bunului imobil, care nu are şi calitatea de debitor, nu intelege sa fi e de acord sa isi piarda proprietatea în vederea
stingerii unui debit care nu este al sau. în cazul în care garantia pentru acordarea
creditului era constituita de o alta persoana decat debitorul, respectiv garantul,
notifi carea trebuia semnata şi de catre garantul ipotecar alaturi de debitor. Legea 77/2016 nu acopera şi nu a prevazut în reglementarea modalitatii de efectuare a notifi carii şi aceasta situatie. De asemenea legea nu reglementeaza cine este persoana juridica notifi cata în cazul în care contractul de ipoteca a fost incheiat cu sucursala
băncii sau al existentei unui contract de cesiune de creanta, contract prin care
banca a cesionat pachetul de creante, insotit de garantiile aferente, unei terte
persoane care a dobandit astfel calitatea de cesionar al creantei.
Tot cu privire la notifi care, legiuitorul dispune în art.6 al legii
77/2016 ca de la data primirii notifi carii se suspenda dreptul creditorului de
a se indrepta impotriva co-debitorilor cat şi a garantilor precum şi faptul ca în termenul prevazut de art.7, pana la solutionarea defi nitiva a contestatiei
formulate de creditor impotriva notifi carii se mentine suspendarea oricaror
plati ale debitorului precum şi a oricarei proceduri judiciare sau extrejudiciare promovata de creditor. Ce se intampla insa daca notifi carea este redactata în
mod inform, adica fara respectarea prevederilor art. 4 alin 1 şi 2 din lege, conditii stabilite cumulativ pentru a stinge creanta izvorand dintr-un contract de credit şi accesorilor sale prin dare în plata? Mai tinde notifi carea sa conduca
la atingerea scopului prevazut de lege?
Asa cum am aratat mai sus notifi carea pare a fi mijlocul prin care
creditorul sa fi e instiintat asupra intentiei debitorului privind stingerea
creditului prin intermediul darii în plata a bunului ipotecat. Are ea o alta
conotatie decat aceea de instiintare ? Era necesara instituirea unui formalism
atit de riguros pentru o simpla instiintare?
Tot în privinta impedimentelor ce vor rezulta din aplicarea legii trebuie
remarcat ca egiuitorul porneste de la o premiza gresita :respectiv aceea ca
bunul imobil poate fi grevat doar de o singura sarcina, accea instituita de banca
creditoare. în drept un imobil poate fi grevat de mai multe sarcini ( ipoteci de
ranguri diferite, servituti conventionale, drept de trecere legala, superfi cii, etc),
pot exista mai multe notari, inalienabilitati asupra bunului,etc. Ce se intampla
daca asupra bunului imobil este notata o intentie de expropriere a statului
pentru bunul imobil respectiv? Fata de alt debitor care are bunul imobil liber de
alte sarcini, debitorul nostru, a carui imobil a fost indisponibilizat fara vointa
lui, ajunge sa fi e obligat în mod discriminatoriu la plata ratelor bancare, fi ind
lipsit de posibilitatea de a-si stinge creditul prin actuala procedura instituita

de lege. Situatii similare pot apara şi în cazul notarii unor litigii sau chiar a servitutilor legale cum ar fi servitutea de monument istoric sau cea pentru
uzul furnizorilor de utilitati, care, daca greveaza imobilul ulterior constituirii
ipotecii pot conduce la imposibilitatea aplicarii legii.
O discutie similara s-ar putea face în materia locuintei familiei cand
bunul a fost cumparat cu titlu de proprietate exclusiva doar de catre unul dintre
soti cu credit acordat de banca (debitotul este şi garant ipotecar) sau bunul propriu al unui dintre soti garanteaza datoria unui tert la banca, dar celalalt sot noteaza în cartea funciara a bunului imobil, caracterul de locuinta a familiei, fapt ce conduce la imposibilitatea instrainarii locuintei fara acordul sotului neproprietar. Legea privind darea în plata nu reglementeaza nici modalitatea de predare a bunului catre creditor, lasand la latitudinea partilor momentul predarii în fapt, omitand ca obligatiile principale ale transmitatorului conform art.1672 cod civil, sunt: transmisiunea proprietatii asupra bunului, predarea bunului şi garantiile acordate dobanditorului. Avand în vedere ca darea în plata a fost conceputa de legea 77/2016 ca o „conventie” care actioneaza paradoxal fara vointa creditorului, cum poate lasa legiuitorul un element atat de important a instrainarii ca transmisiunea în fapt a bunului imobil la latitudinea vointei ambelor parti? Si tot cu privire la predarea în fapt nu este deloc reglementata situatia în care bunul imobil este inchiriat sau este dat în comodat – în folosinta gratuita. Va fi obligat creditorul sa accepte un bun imobil dat în plata daca
acesta este grevat de un contract de inchiriere? La care eventual proprietarul
locator sa fi şi incasat chiria în avans de la locatar? Iata probleme la care legea
nu gaseste o solutiesi care vor fi probabil în sarcina instantei de judecata în a
le gasi rezolvarea.
O alta piedica în atingerea scopului pentru care a fost adoptata legea
77 din 2016 şi care suscita aprige discutii în spatiul public este şi aceea a
impozitului incasat de catre stat cu ocazia autentifi carii unui act de dare în
plata. în acest caz conform prevederilor art. 111 din codul fi scal persoana din a
carui proprietate se transmite bunul imobil are obligatia de a achita un impozit
socotit a fi impozit pe transferul proprietatiii din patrimoniul personal.
Dupa indelungi dezbateri şi discutii privind modalitatea de calcul a
impozitului pentru o tranzacţie de dare în plată, fi e la valoarea bunului, fi e la
valoarea datoriei s-a inteles şi admis în fi nal ca impozitul la darea în plată nu
trebuie datorat, tocmai pe ideea că nu este un venit pentru a-l impozita, este un
impozit la o pierdere.
Intrucat prin legea dării în plată nu era stabilita și partea fi scala a
acestui proiect, se discuta în spatiul public despre emiterea de catre Ministerul

de Finante a unui act normativ prin care toți cei care vor face darea în plată pe legea 77/2016, cu efect eliberatoriu asupra datoriei contractate să nu datoreze statului nici un impozit, dar doar pentru o prima dare în plata. Valabilitatea acestei decizii se aplica la o singură dare în plată, nu pentru un singur imobil, deopotriva la toți cei implicați în luarea creditului, adică atât debitorul cât și co-debitorul sau co-debitorii chiar dacă sunt mai multe ipoteci. Ramane de vazut daca se va modifi ca codul fi scal cu o prevedere în acest sens. Totodată, se discuta despre infi intarea unui Registru Național Notarial de Evidență a Actelor de Dare în Plată pentru a ține evidența atat a celor care au dat în plată, cat şi a celor care au fost executați silit dar intră sub incidența legii dării în plată. Impactul asupra bunastarii economico-sociale nu trebuie privit însa doar la timpul prezent ci şi în raport cu bunastarea generatiilor de mâine,
deoarece, mentinerea tendintelor actuale risca sa compromita sansele
generatiilor viitoare de a-si satisface nevoile, asta şi în contextul raportarii
abuzive de catre banci la Biroul de Credit a persoanelor fi zice care ofera locuinta ipotecata băncii în schimbul stingerii datoriei existente. In acest context ar trebui mentionata şi incercarea bancilor de a ridica
abuziv exceptii de neconstitutionalitate asupra dispozitiilor legii 77/2016
incercand astfel sa tergiverseze aplicarea acesteia, dar profi tand de modul cel putin inconsecvent în care aceasta a fost redactata. O astfel de incercare a Băncii Românesti, de exemplu care a ridicat o exceptie de noconstitutionalitate integrala a legii (inclusiv art.8 alin 1 şi
5, art. 5 alin 1 şi art.10 alin 1 ) a fost respinsa pe data de 10 iunie de catre
Judecatoria Buzau care a respins ca inadmisibila solicitarea băncii de a sesiza CCR, sentinta nedefi nitiva.
Concluzii La fi nal ar trebui sa observam ca initiatorii acestei legi, perfectibila de altfel, au avut indrazneala şi puterea de a propune o lege menita sa sprijine o
categorie sociala care are nevoie de ajutor.
Cel mai probabil insa legea 77/2016 nu isi va indeplini scopul declarat
de protectie sociala, acela de a stinge integral datoriile persoanelor afl ate intr-un blocaj fi nanciar iar situatile în care va opera darea în plata prin stingerea debitului cu bunul imobil ipotecat vor fi relativ putine raportat la marea masa a indatoratilor.Dar este cert ca bancile isi vor ajusta politica de fi nantare şi vor reanaliza punctual posibilitarea de refi nantarea a creditelor persoanelor ce se afl a în sfera de aplicare regementata de legea 77/2016 . Pe de alta parte nu trebuie ignorat ca, protectia sociala din sectorul bancar se caracterizează printr-o fl exibilitate redusă și o capacitate de inovare

lentă, bancile nu sunt direct interesate să răspundă într-o manieră cât mai efi cientă nevoilor existente ale clientilor care fara indoiala la data contractarii unui credit nu au cunoscut toate cosecintele indatorarii, ci contrar, am putea afi rma ca asistăm la nivel național la o strategie a bancilor cu capital strain de
a-si urmarii exclusiv propriilor interese iar prin politicile proprii au o tendinta
de impovarare tot mai accentuata a populatiei.

THE ECONOMIC AND FINANCIAL IMPACT OF THE “GIVING ÎN PAYMENT” LAW

Abstract In this article the authors analyze the 77 Law of 2016 on giving in
payment real estate properties in order to extinguish loans obligations. The
authors analyze the social context that led to the adoption of the law,non-
performing loans with mortgage situation, oppositionand argumentation of
banks, defi nition of the law concepts, giving in payment procedure, unresolved
issues: notifi cation, real estate property encumbered by multiple tasks actions,
judicial, tax actions,the problem of giving the property, property status
problem of the family; economic risk, fl uctuation of securities.
In the context of an increasing decentralization of banking services
and the existence of a substantial social protection need, the 77/2016 Law
proposes an ambitious goal: to solve the problem of individuals - captive
consumers of banking services, which in need and / or ignorance were indebted
too much, and cannot pay the bank rates and now are in need of a measure of
social protection. Social protection measures need to nurture the individual
who was not in an equal position to the closing date of the credit agreement
with the other Contracting Party, meaning the bank and that does not even
benefi t from advice needed to realize the importance and consequences of
contracting the loan.

Introduction In the Offi cial Bulletin no. 330 of 28 April 2016 was published the
Law no. 77/2016 regarding giving in payment of property in order to estinguish
loans obligations, law that apply to legal relationships between consumers and
credit institutions, non-banking fi nancial institutions or assignees of claims by
consumers.
One of the most important obligations of the bank granting the credit is to
advice the client, to present the riskswhen contracting a loan, currency risk when
lending in foreign currency, to be transparent, to explain allcredit accessories
(like interest, grant fee, administration fee, maintenance fee, management fee
etc), but this obligation was ignored by the bank for many years.

The economic crisis, currency devaluation and banking markets without proper regulations for the customer has led to the emergence of a phenomenon of borrower’s inability to pay loan rates. Analyzing data communicated by the National Bank of Romania, on the situation of loans with mortgage, we see that it includes individuals as borrowers, reported with CNP (personal identifi cation number) by reporting
entities (credit institutions and NFIs recorded in the Special Register the
National Bank of Romania) under Regulation no. 2/2012 on the organization
and functioning of the National Bank of Romania of the Credit Risk,amended,
that monitors banks’ loans worth more than 20,000 lei, and who reported that
the total value of non-performing loans related to individuals, namely that
with delays of over one year rose in March to 5.6 billion, an amount almost
unchanged over the last year. (See chart):
According to data from the National Bank of Romania - Central
Credit, during a conference on the giving in payment law, it has revealed
that over 908.000 of the Romanian have bank loans, and of these, 459.347
Romanians or rather 492.179 Romanians have loans guaranteed by real estate
collateral, classifi ed as either:
• mortgages
• loans for real estate investments
• loans guaranteed by real estate collateral.
Why and especially how it arrived at these rankings and differences
on the number of Romanians with loans guaranteed by real estate?
Simple, in 2007-2008, some banks, to avoid law enforcement
mortgage, used the name loans for real estate investments, or loans guaranteed

by real estate collateral, although the purpose of the loan was perhaps the acquisition of a home. For a better understanding of the social context we present an overview of individuals with loans guaranteed by real estate collateral, respectively 492.179 and the total balance of these loans is 77.27 billion lei, of which: • 174.160 borrowers have taken on mortgages, with the balance of
28.67 billion lei; • 155.012 borrowers have taken other loans for real estate investments,
the balance of these loans was 24.06 billion lei; • 163.007 borrowers contracted consumer loans with mortgage, the
balance of these loans was 24.54 billion lei.

We mention that separately, 6,891 borrowers are reported whose mortgages were assigned in 2012-2015, the balance of these assigned loans being of 2.19 billion. The majority of borrowers took out mortgages in foreign currency, respectively 316.941 and the balance of these loans is of 53.89 billion lei. Borrowers with loans in Swiss francs represent 10% of borrowers with foreign
currency loans, the balance of these loans being 7.32 billion lei.
The signifi cant majority of borrowers took out loans with values
below € 150,000 (99.05%, respectively 469.910 borrowers). People who took
out loans of over €150,000 have a current payment discipline, signifi cantly
lower than of those who were indebted to a lower amount (NPL in the fi rst
case is 27.74% compared to 4.16% in second case).
NPL ratio in relation to mortgages is of 2.64%, while nonperforming
loans corresponding to all loans with mortgage loans for households is 6.69%.
The biggest problems in servicing debt, have people who contracted consumer
loans secured by real estate (NPL was 12.43% in this case), in which case the
giving in payment law is inoperative, even if a guarantee estate exists.
Borrowers distribution experiencing repayment problems in real
estate loans is as follows:
• The number of borrowers with mortgages and delay in payments:
3,099 with delay in payments between 30 and 90 days, respectively
2.912 withdelay in payments over 91 days;
• The number of borrowers with other loans for real estate investments
and delay in payments: 2.254 with delay in payments between 30
and 90 days, respectively 4.446 delay in payments over 91 days;
• The number of borrowers with other loans guaranteed by real estate
collateral: 8.548 with delay in payments between 30 and 90 days,
respectively 10.928 with delay in payments over 91 days.�

Perhaps all these have paved the social analysis that led to the need to adopt the77/2016 Law. It shouldn’t be forgot that during the period preceding the law adoption, public debate on the need for legislator’s intervention has revealed three principal actors who exerted enormous pressure on it: on one hand indebted table excessive of ignorance, the mass acting social, and on the other hand some fi nancial and banking institutions economically strong and with
powerful lobbying and fi nally the mass of future banking customers who
saw possibilities to access a loan for the purchase of houses and / or with an
affordable advance payment broken, now being need a payment advance of
40% from loan. This is the social and economic context of the impact analysis
to be started - fi nancial implementation of the law 77/2016, a law for social
repair, but crippled by legislator’s fear to go all the way to reform.
Shattering the social context of publication of this law and passing
to analyze, it’s noticed that the scope of this law is limited to the legal
relationships between bank customers, individuals referred as consumers
and credit institutions (banks), non - banking fi nancial institutions (NBFI) or
assignees of receivables held on consumers.
77/2016 Law regarding “giving in payment”–description, application and possible consequences
The Law 77 of 2016 ofgiving in payment real estate properties in
order to extinguish obligations under loans, allows individuals who obtained
a loan, a credit for the purchase of a house, to return the property to the bank,
when they can not pay the debt anymore. in other words, when a customer,
the individual receives a loan that guarantees the house to be procured
and for various reasons, either can not or does not want to pay monthly
rate, can offer the mortgagedhome to the bank, whether or not the value of
housing covers the debt to the bank and so the debt and its accessories will
be extinguished.
It should be emphasized that the legislator does not distinguish
between consumer in need, who has no fi nancial means to cover his debt to
the bank and who does not want to pay as economic decision. It is a unique
situation in which, under the law, the economic risk of acquisition of the
property and the real estate fl uctuation value move from owner to the funds
procurator, respectively to non-banking fi nancial institution or bank.
According to the law of giving in payment, the bank has no right to
turn to other assets or revenue of the customer and the customer can no longer
be pursued in court.

Since Law 77/2016 operates with the notion of giving in payment it is not without interest to analyze the defi nition of giving in payment stipulated
in the Civil Code.
Giving in payment is a contract and also a mean of extinguishing
obligations consisting in accepting debtor’s proposal by the creditor, to receive
another benefi t instead of the original debtor was obligated to execute. So,
giving in payment can be made only with the consent of the creditor, it cannot
be held to receive another thing than what is owed, even when the amount
of work offered is equal to or greater [art. 1492 par. (1) C. civ.]. On the other
hand, put into a disposal charge is essentially conventional. Paradoxically we
are in a situation where the civil code defi nes giving in payment as having
conventional origins but where the lender’s willis essential and the 77/2016
giving payment Law will circumscribe only the will of the debtor, almost
completely reversing the legal defi nition purposes.
The benefi ciaries of this law, banking customers were defi ned as
individuals who incurred a loan secured by a mortgage from a lender (bank)
from non-banking fi nancial institutions (NBFI) or whose credit was assigned
to debt collection companies.
The phrase of bank client as “individual” has been framed by the
law in the category of ‘consumer’ notion regulated by GO 21/1992 and Law
193/2000, in order to prevent those who would have acted like professionals
(investors, persons, freelancers who works in real estate as builders for
example) to benefi t from giving in payment and to extinguish debts by
yielding asset. By way of simple notice, it must be emphasized that from
this law theoretically can benefi t also legal persons, who took loans under
250,000 euros and guaranteed by third persons with real estate suited for home
although the motivation of social adoption does not include legal persons who
by principled cannot be defi ned as consumers.
The consumer shall notify the creditor or the intention to give in
payment the property through a notifi cation, notifi cation is regulated by Law
77/2016 as a preliminary procedure designed to make known to the creditor
debtor’s intention to dispose of mortgaged real estate and settle all debt and
its accessories. The legislator requires that the creditor, within 30 days of
receipt of the notifi cation to submit it to a notary in order to perform the act
of giving in payment, otherwise will be invested courts in a ruling regarding
broadcasting rights property despite creditor opposition.
The notifi cation shall be sent to the creditor by a notary, bailiff or
lawyer and it should contain the borrower’s will to transmit the real estate
mortgaged amount of the debt and the timeframe for concluding agreements
in authentic form. The legislator does not regulate the situation in which the

borrower wants to transmit the real estateproperty in order to extinguish the debt and send the notifi cation in this regard, but the guarantor, owner of real
estate, which is also the debtor does not understand to agree to lose property
in order to extinguish a debt that is not his. in case of granting credit guarantee
was constituted by a person other than the debtor or guarantor, the notifi cation
must be signed by the guarantor and the borrower with the mortgage. The Law
77/2016 does not cover and did not foresee in the regulation ways of how to
conduct this situation.
Also, the law also does not regulate who is the legal person notifi ed
when the mortgage agreement was concluded with the bank branch or the
existence of an agreement of assignment of receivables, agreement whereby
the bank has sold the package of claims, accompanied by guarantees related
to third people thus acquired the status of assignee of the claim.
Also on the notifi cation, the legislator in Article 6 of Law 77/2016 as
of receipt of the notifi cation shall suspend the creditor’s right to sue the co-
borrowers and guarantors and that the period stipulated by article 7 until the
fi nal settlement of the appeal brought by the creditor against the suspension
of the notifi cation of the debtor and any payments of any legal proceedings or
extrajudicial promoted by the lender. But what happens if the notifi cation is
drawn up informally, i.e. without observing the provisions of art. 4 paragraph 1
and 2 of the Law, cumulative set conditions to extinguish debts resulting from
a credit agreement and its accessories by giving in payment? May notifi cation
tends to lead to the goal required by law?
As mentioned above, the notifi cation appears to be the mean by
which the lender notifi es the debtor of the intention to repay the loan through
commissioning payment of the mortgaged asset. It has a different connotation
than to notice? It was necessary to establish a rigorous formalism so for a
simple notice?
Everything about the impediments that will result from law
enforcement should be noted: the legislator starts from a wrong premise:
namely that the immovable property may be encumber only one task, that
instituted by the lending bank. in a building right may be encumbered by
multiple tasks (different rank mortgages, easements conventional legal right
of way, superfi cial, etc.), there may be several notaries, perpetuity of the

estate is generally indicated an intention to expropriate the property of the
state for? Compared to other debtor who has a real estate free for other tasks,
the debtor, whose estate was unavailable without his will, comes to be bound

in a discriminatory way to pay bank loan, lacking the ability to extinguish the loan by the present procedure established by law. Similar situations can occur with notaries’ litigation or legal servitudes just like servitude or the historical monument for suppliers of utilities that, if the mortgage lien the property later could void law enforcement. A similar discussion might do in the matter of the family home when the asset was bought as an exclusive property only by one spouse with loans from the bank (the debtor is the guarantor mortgage) or asset own, a spouse guarantees the debt of third bank, but the other spouse writes in the land of real estate, the character of the family home, leading to the inability of house alienation without the husband’s approval. Giving in payment Law does not regulate the method of returning the good to the lender, leaving it up to the parties when handing in fact, omits the main transmitter obligations under art.1672 civil code, which are transmission of asset ownership, returning goods and guarantees granted to the acquirer. Since the giving in payment was conceived by 77/2016Law as a “convention” that paradoxically act without the creditor will, how can let the legislator a such important element as of alienation as transmitting properties up to the will of both parties? And all on returning the real estate actually is not a regulated situation where real estate is rented or given in handy - free usage. Will the creditor be obliged to accept a property given in payment if it is encumbered by a lease? What if eventually the owner collected rent from the lessee in advance? Here are the problems that the law does not fi nd solutions to and will probably be
the task of the court in fi nding them.
Another obstacle in achieving the purpose for which the 77/2016 Law
was enacted and that elicit fi erce discussion in the public space is that the
tax is collected by the state during the authentication of an act of giving in
payment. In this case, according to Art. 111 of the tax code, the person whose
property is transmitted is obligated to pay a tax called property tax on the
transfer of personal property.
After long debates and discussions on how to calculate the tax for a
transaction of giving in payment, either on the value of the property or the
amount of debt, was understood and admitted fi nally that tax to giving in
payment should not be due, just on the idea that there is no income to tax, is a
tax to a loss.
Since the law was not established the fi scal part of this project, it is
discussed in the public about the issue of a normative act from the Ministry
of Finance stating that everyone who will implement the giving in payment
77/2016law, effective on debt incurred shall not owe any tax to the state, but

only for the fi rst application pf the law. The validity of this decision only
applies to a single giving in payment, not a single building, means that
everyone involved in making the loan, i.e. both borrower and co-borrower or
borrowers even if multiple mortgages exist. It remains to be seen whether it
will change the tax code with a provision in this regard.
Also it is discussed the establishment of a National Registry of
Evidence of Notarial Acts of Giving in Payment to keep track of those who
gave in payment, and those who were executed by the Resolution Agency, but
are under the law.
The impact on the economic and social welfare it should not be seen
only at the present time but also in relation to the well-being of tomorrow,
because maintaining current trends risks compromising the chances of future
generations to meet their needs, so in the context of reporting abuses by banks
to Credit Bureau of individuals who offer mortgaged property to the bank in
exchange of extinguish the existing debt.
In this context it should be mentioned banks attempt to raise abusively
exceptions of unconstitutionality on provisions of the 77/2016 law, trying to
delay the implementation, but at least taking advantage of the inconsistent
way in which it was written.
Such an attempt was made by Romanian Bank, which raised such
an exceptional full unconstitutionality law (including article 8, paragraph 1
and 5, Art. 5 § 1 and Article 10 paragraph 1) and it was rejected on June 10
by the Buzau Court, which dismissed bank’s request to refer CCR, sentence-
undefi nable
Conclusion Finally, we should note that the initiators of this law, otherwise
corrigible, had the courage and strength to propose a law designed to support
a social category that needs help.
But most likely, 77/2016 Law will not meet the stated purpose of social
protection, the right to fully extinguish debts of a persons in a fi nancial jam
and the situation in which you operate giving in payment fl ow with mortgaged
real estate will be relatively fewer compared to the great mass of indebted.
But is certain that the banks will adjust their funding policy and will review
punctually the capability of refi nancing loans of those people that are in the
scope of 77/2016 law regulated.
On the other hand, one should not forget that social protection in the
banking sector is characterized by reduced fl exibility and as low capacity for
innovation, banks are not directly concerned to respond in an effi cient way to
the existing needs of customers who no doubt at date contracting of credit did

not know all the consequences from borrowing, contrary we can say that we are witnessing a strategy of national banks with foreign capital to exclusively follow their own interests, and by their policies have a tendency in increasing the burden on population. The fi nality of the law: the parties to the credit agreement will reach
another agreement, which will alleviate social relationships.
Unanimous opinion of analysts is that Law 77/2016 on giving in
payment can favor a systemic risk to the banking system and will usually
favor borrowers with large loans, where the non-performance rate is much
higher for, for small loans and for those who wish to take a loan future.

Abstract În realizarea prognozelor macroeconomice, ca descrieri formale ale evenimentelor viitoare, se pot utiliza diverse modele, de complexitate şi arie de cuprindere diferite, mergând până la aplicarea de tehnici şi modele sofi sticate din instrumentarul statisticii şi econometriei. Pentru a ridica nivelul de semnifi caţie al prognozelor, cei care le realizează nu aplică un singur mode, aşadar modelele formale şi informale se constituie ca factori de infl uenţă ai prognozei fi nale.

1. Introducere Un exemplu în acest sens îl reprezintă aplicarea corectării argumentate a prognozelor din modelele econometrice. Pornind de la premisa că nu există nici o modalitate infailibilă, necontroversată, de a realiza prognoze, premisă fundamentată prin studii teoretice dar şi prin experienţe practice, apreciem că aplicarea combinată a mai multor modele de prognoză este în spiritul acestei premise.
2. Modele utilizate în analiză Există totuşi controverse şi suspiciuni privind metodele de corecţie
şi coordonare, manifestate în rândul cercetătorilor. Se constată o relaţie de
inversă proporţionalitate între receptivitatea la aceste modele şi credibilitate
proprie.
Acest fapt se manifestă în mai multe forme. Pe de o parte, cei ce
prognozează vor fi contestaţi pe motive de inconsecvenţă, neîncredere în modelul aplicat, iar modelele pot fi criticate sub aspectul lipsei nevoii de a le aplica, dacă este totuşi necesară şi corecţia. Contestaţiile şi criticile pot fi motivate de descrierea nerealistă şi incompletă a situaţiei prognozate, ceea ce conduce la ideea că modelul econometric aplicat ar fi simplifi carea corect-specifi cată a procesului de generare de date, care se presupune a fi fără modifi cări de regim pe perioada prognozării. Există, fără discuţie, o incertitudine autentică în raport de

fi abilitatea modelului, chiar în cadrul sondajului. Un alt factor care afectează percepţia asupra modelului este acela că procesul de generare a datelor se va schimba în decursul prognozei prin evoluţia economiei, ceea ce poate conduce la situaţia în care modelul este greşit-specifi cat pe acea perioadă, aceasta este considerată principala problemă în prognozarea economică. În mod inevitabil, se ajunge la concluzia că nu se poate cunoaşte în prealabil nivelul de specifi caţie-greşită a unui model econometric în intervalul de prognoză. De aici distingem că măsurile de incertitudine a prognozei, care se bazează pe modelul sondajului, subestimează incertitudinea reală a prognozei. În situaţiile în care modifi cările de regim afectează parametri importanţi, cum ar fi rata de creştere, media, coefi cienţii relaţiilor de cointegrare, se poate ajunge la eşec de prognoză, caracterizat prin faptul că erorile de prognoză sunt mai mari decât valorile indicate de ajustajul sondajului, indiferent de modalitatea de ajustare. Pentru exemplifi care, vom presupune că M1, descris în ecuaţia de mai jos, reprezintă un model de rata infl aţiei. Vom considera în continuare că M1 corespunde procesului de generare a datelor pe perioada sondajului t = 1,2...T. În acest caz, εt înseamnă o inovaţie de zgomot alb şi urmează o repartiţie normală cu media zero şi o dispersie constantă. M1: (1)
Este stabilit că orice model alternativ este greşit-specifi cat pentru perioada de sondaj. În ecuaţia următoare, modelul simplu M2 este exprimat într-o formă diferită, ca model dVAR. Un astfel de model este utilizat adesea ca test în comparaţiile de prognoză, principala sa caracteristică este stabilirea de prognoze naive. Anomalia-M2 nu este o inovaţie, dar este dată în schimb de o ecuaţie sub M2. M2: (2) Dacă vom considera cele două modele ca modele alternative pentru rata infl aţiei, trebuie să avem în vedere că M2 este inferior faţă de M1. Dacă suntem interesaţi să utilizăm cele două modele pentru prognozarea infl aţiei în intervalul X (delimitat de T0 şi T0 + X), este important să stabilim care dintre seturile de prognoză este mai corect, sau de fapt care dintre cele două modele ne oferă cele mai bune prognoze, prin prisma rezultatelor şi a mecanismelor aplicate. În acest demers, este necesar să apelăm la ipoteze suplimentare despre situaţia prognozării. De exemplu, considerând variabila exogenă zt din cadrul modelului M1, prognoza condiţionată a infl aţiei bazată pe M1 are ca fundament

secvenţa corectă a variabilelor exogene (zT+1, zT+2, ..., zT+X) numai dacă cei
care prognozează au un control asupra proceselor ce infl uenţează variabila de-a lungul intervalului de prognoză. Se ajunge la situaţia în care erorile în proiecţiile variabilelor exogene infl uenţează în mod semnifi cativ erorile de prognoză. Pentru respectarea ipotezelor exemplului, vom considera că z-urile viitoare sunt corect prognozate. De asemenea, vom abstractiza incertitudinea estimării, adică, vom evalua proprietăţile mecanismului de prognoză al modelului M1 pornind de la ideea că valorile coefi cienţilor sunt cunoscute. Având în vedere aceste prezumţii, ipoteza certitudinii parametrilor este mai puţin importantă decât cea care stabileşte că M1 corespunde procesului de generare a datelor. După descrierea problemei de prognozare, ne vom îndrepta atenţia asupra impactului valorilor nestaţionare deterministe sau pe modifi carea structurală, pe prognoze, ale modelelor M1 şi M2. Vom considera că alte modifi cări structurale nu se manifestă, iar M1 va transmite predictorul cu eroarea cea mai mică a mediei de prognoză. Putem afi rma că erorile de prognoză imputate în modelul M2, alături de intervalele de predicţie condiţionate în proporţie de 95%, sunt prea mari. În cazul în care se constată modifi cări structurale ale mediei pe termen lung a ratei infl aţiei, nu se mai poate afi rma că modelul M1 oferă mecanismul de prognoză cel mai bun. Atât prognoza asociată modelului M1, precum şi cea pentru modelul M2, sunt afectate în cazul în care modifi carea de regim are loc după ce se face prognoza.
3. Concluzii Cei ce efectuează prognoza pot evita eşecul prin aplicarea corecţiei de segment, iar faptul că schimbările de regim M1 care au loc anterior perioadei de prognoză sunt de obicei detectabile vine în sprijinul lor. Prin opoziţie, modelul simplu M2 a fost construit pe baza corecţiei de segment, ceea ce înseamnă că prognoza sa merge înapoi în prima perioadă după discontinuitate. Deşi se consideră că M2 este un model greşit al economiei, această proprietate îl face cu atât mai interesant. În contextul prognozării macroeconomice prin modele econometrice, modelul RIMINI are rol de corecţie a echilibrului, iar sistemele rivale de prognoză sunt modele autoregresive derivate din modelul complet, precum şi din modelele autoregresive unidimensionale. Cei care fac prognoze au la dispoziţie o multitudine de modele din care pot alege, iar modele dinamice cu specifi caţii diferite pot fi compatibile în acelaşi context teoretic. deschisă cu rata naturală a şomajului este o versiune de model de echilibru a
modelului de negociere.

Abstract For the purpose of achieving macroeconomic prognoses, as formal
descriptions of the future events, various models can be utilized, of different
degrees of complexity and covering areas, up to the application of sophisticated
techniques and models out of the instruments range of the statistics and
econometrics domain. In order to rise the signifi cance level of the prognoses,
those achieving them do not apply only one model, so that the formal and
informal models are constituting themselves as infl uence factors of the fi nal prognosis. Key words: prognosis, econometrics, signifi cance, factor, rate
1. Introduction The application of the reasoning correction of the prognoses in the econometric models is a relevant issue in forecasting. Starting from the premise that there is no infallible, non-controversial modality to achieve prognoses, a premise grounded by theoretical studies as well as by practical experiences, we appreciate that a combined application of several prognosis models is the very spirit of this premise.
2. Models applied in analysis However, there are controversies and suspicions concerning the correction and coordination methods, voiced among the researchers. We can observe a reversal proportionality relationship between the receptivity to these models and the self-credibility. This fact is shown in several forms. On the one hand, the prognosis-makers would be contested on inconsistency grounds, mistrust in the applied model while the models might be criticized from the point of view of the lack of applying them, if the correction is however necessary. The contestations and criticisms may be sustained by the unrealistic and incomplete description of the forecasted situation, which leads to the idea that the applied econometric model would be the simplifi cation correctly-

specifi ed of the process generating data, which implies that it should be free of regime modifi cations over the prognosis period. Doubtless, there is a genuine uncertainty as regards the viability of the model, even in the frame of polling. Another factor which alters the perception on the model consists of the fact that the process of generating data will change during the prognosis through the economy evolution, which may lead to the situation when the model is wrongly-specifi ed over that period, this being considered as the main issue of the economic forecast. Unavoidably, we reach the conclusion that it is not possible to priory know the level of wrong-specifi cation of an econometric model within the prognosis interval. From here we discern that the prognosis uncertainty steps, which are based on the polling model, underestimate the prognosis real uncertainty. In the situations when the regime modifi cations alter signifi cant parameter, such as the growth rate, the mean, the coeffi cients of the co-integration relations, we may reach a prognosis failure, characterized by the fact that the prognosis errors are bigger than the values indicated by the polling adjustment, irrespectively the adjusting modality. In order to exemplify, we shall assume that M1, described by the equation below, is representing a model of infl ation rate. Further on , we shall consider that M1 corresponds to the process of generating data over the polling period t = 1,2...T. In this case, εt means an innovation of white noise and follows a normal distribution, with mean zero and constant dispersion.

It is set up that any alternative model is wrongly-specifi ed for the polling period. In the following equation, the simple model M2 is expressed in a different form, as dVAR model. Such a model is often utilized as a test in the prognosis comparisons, its main feature being the establishment of naïve prognoses. The anomaly -M2 is not an innovation but it is given instead by an equation sub M2. M2: (2) If we shall consider the two models as alternative models for the infl ation rate, we must consider that M2 is inferior as against M1. If interested to utilize the two models for the infl ation prognosis in the interval X (with limits marked by T0 and T0 + X), it is important to set up which one of the prognosis sets is the most correct or, in fact, which one of

the two models offers the best prognoses, through the outcomes and applied mechanisms point of view. In this approach, it is necessary to resort to additional hypothesis regarding the forecasting situation. For instance, considering the exogenous variable zt from the model M1, the infl ation conditioned prognosis based on
M1 has as ground the correct sequence of the exogenous variables (zT+1, zT+2,
..., zT+X) only if the prognosis-makers have a control on the processes which
infl uence the variable along the prognosis interval. We reach thus the situation
where the errors in the projections of the exogenous variables are signifi cantly
infl uencing the prognosis errors.
In order to observe the example hypothesis, we shall consider that the
future z`s are correctly forecasted. Meantime, we shall abstract the uncertainty
of the estimation, namely, we shall evaluate the properties of the prognosis
mechanism of the model M1 starting from the ides that the values of the
coeffi cients are known. Taking into account these assumptions, the hypothesis
of the parameters certainty is less signifi cant that the one which establish that
M1 corresponds to the process of generating data.
After describing the forecasting issue, we shall direct our attention
to the impact of the determinist non-stationary values or to the structural
modifi cation, by prognoses, of the models M1 and M2. We shall consider
that other structural modifi cations do not show up and M1 will transmit the
predictor with the smallest value of the prognosis means.
We can allege that the prognosis errors imputed into the M2 model,
along with the prediction intervals conditioned in proportion of 90%, are too
large.
In the case that structural modifi cations of the long term mean of the
infl ation rate are stated out, it is no more possible that the model M1 offers the
best mechanism for the prognosis.
Both the prognosis associated with the model M1, and the one related
with the model M2, are altered in the case that the regime modifi cation takes
place after the prognosis is made.
Conclusions The prognosis makers can avoid the failure by applying the segment
correction while the fact that the regime changes M1, occurring prior the
prognosis period are usually detectable, comes to their support.
In antithesis, the simple model M2 has been built up on the basis of
the segment correction, meaning that the prognosis goes back during the fi rst
period after discontinuity. Although it is considered that M2 is an erroneous
model of the economy, this feature makes it even more interesting.
In the context of the macroeconomic forecast through econometric

models, the RIMINI model plays the role of equilibrium correction while the prognosis rival systems are autoregressive models derived from the complete model as well as from the one-dimensional autoregressive models. The prognosis makers have at hand a multitude of models to make their choice and the dynamic models with different specifi cations can be
consistent with each other in the same theoretical context. Thus, the model of
the Phillips curve for an open economy with the natural rate of unemployment
is a version of equilibrium model of the negotiation model.

Abstract
Dezvoltarea modelelor econometrice a avut ca efect de prim rang diminuarea criticilor aduse de-a lungul timpului unor alte categorii de instrumente. În acest articol, autorii îşi propun să delimiteze unele aspecte relevante privind realizarea de prognoze prin aplicarea modelelor de echilibru, respectiv autoregresie. Prognozele, privind anumite clase de modifi cări ale
parametrilor, dintr-un model autoregresiv, sunt mai solide. Aşadar, în studii
practice, se poate ajunge la rezultate în care prognozele tip corecţie sunt
mai puţin corecte decât cele obţinute prin modele autoregresive, ceea ce ne
împiedică să presupun că un model poate funcţiona cu aceeaşi acurateţe în
interpretarea economică şi econometrie, şi pentru realizarea prognozelor.

Introducere
În ultimele două decade ale secolului trecut s-au efectuat cercetări şi studii asupra modelelor econometrice, ceea ce a condus la dezvoltarea acestora şi la faptul că a scăzut vizibilitatea faţă de potenţiale critici care au fost asociate cu generaţiile anterioare de modele. Acest lucru a fost favorizat şi de studiul specifi caţiilor dinamice şi evaluării modelelor, reducând posibilitatea ca modelele care ignoră pe scară largă dinamică şi proprietăţile temporale ale datelor să conducă la prognoze suboptimale. Modelele au evoluat în conformitate cu modifi cările din mediul economic, un exemplu notabil în acest sens fi ind modelarea mai detaliată a factorilor de ofertă, alături de mecanismul de transmisie între sectoarele reale şi fi nanciare ale economiei. Aceste cercetări permit să se aprecieze că modele moderne de tip corecţia echilibrului ar prognoza mai bine decât modelele care folosesc date diferenţiate, precum modelul autoregresive.
Modele utilizate în elaborarea prognozelor
Dacă vom considera că există parametri constanţi pe perioada prognozei, vom observa că modelul autoregresiv este greşit-specifi cat, în comparaţie cu un model corect specifi cat de tip corecţia echilibrului. Ca atare,

prognoza primului model va fi mai slabă. Dar, dacă parametrii se schimbă
după ce se face prognoza, cel de-al doilea model va fi şi el expus, fi ind greşit-
specifi cat pe perioada prognozei. Pe de altă parte, orice model autoregresiv
poate fi privit ca un caz special al modelului de corecţie, justifi care fi ind că
impune restricţii de rădăcina unitară adiţională în cadrul sistemului. Schimbarea
în perioada prognozei a parametrilor asociaţi variabilelor de nivel excluse din
modelul dVAR conduce la specifi carea eronată a modelului EqCM. Astfel,
factorul determinant este mecanismul de generare care predomină.
Discontinuităţile structurale se manifestă diferit asupra celor două
tipuri de modele, în erorile de prognoză. Avem în vedere că modelele de
prognoză practice sunt sisteme deschise, cu variabile exogene. Proprietăţile
modelelor studiate sunt utile în interpretarea erorilor de prognoză ale sistemelor
mari.
Vom considera, pentru început, că putem trata seriile cronologice
macroeconomice ca integrate de ordin unu, |(1), care includ termeni
determinişti ce permit o tendinţă liniară.
Putem exemplifi ca prin sistemul simplu bidimensional de ordin unu
descris de ecuaţiile de mai jos:

Factorul xt, care este exogen, descrie deschiderea modelelor practice
de prognoză. Vom presupune în continuare că sistemul prezentat mai sus
este cointegrat mic (yt este de asemenea |(1), dar cointegrat cu xt). Această
prezumţie ne conduce la inegalităţile 0 < λ1< 1 şi λ2 ≠ 0.
Putem defi ni, pe baza sistemului, un model condiţionat de corecţie –
echilibru pentru yt, care este simultan şi model marginal pentru xt.
Vom defi ni doi parametri, μ şi η, prin ecuaţiile E[yt – βxt] = μ şi E[∆yt]
= η. Dacă analizăm probabilităţile din modelul anterior, obţinem
şi, de asemenea, vom ajunge la relaţia de mai jos între cei doi parametri:

Pentru cei care realizează prognoze, este relevantă tendinţa deterministă liniară pentru mai multe variabile de interes. Ca exemple, putem menţiona indicatorii cererii şi preţurilor externe şi productivitatea medie a muncii. Prin poziţie, alte variabile ca de exemplu preţurile petrolului şi instrumentele de politică monetară, adică ratele dobânzii şi cursurile de schimb sunt mai apropiate de ipoteza de tendinţă zero. Este importantă reprezentarea impactului modifi cărilor de parametri asupra prognozelor efectuate prin cele două modele. Pentru primul model, nu există o specifi caţie-greşită iniţială. Modelul de tip corecţia echilibrului a fost defi nit anterior. Prima ecuaţie a modelului este modelul condiţionat al yt. Modelul a fost criticat de teoreticieni şi practicieni prognozişti, el are în vedere impactul metodologiei econometrice şi teoriei cointegrării. A doua ecuaţie din model are rol de ecuaţie marginală pentru variabila explicativă xt. Modelul autoregresiv este defi nit prin relaţiile:

Ecuaţia defi neşte procesul de eroare în modelul autoregresiv. Apreciem că acest model va fi autocorelat dacă va exista o autocorelare în termeni de dezechilibru omis.Vom considera apoi că parametrii sunt cunoscuţi; în prognoze, (j = 1, ..., h), iar prognozele pentru perioadele T+1, T+1,...T+M sunt realizate în perioada T. Ipoteza parametrilor cunoscuţi se abstractizează din interferenţele mici de sondaj în modelul de corecţie. Prin cea de-a doua ipoteză, se infi rmă una din sursele de eşec ale prognozei, aceea că variabilele ne-modelate sau exogene sunt greşit prognozate, dar o astfel de idee este impotantă în practică. Erorile sistematice de prognoză în ∆xT+j sau schimbarea în φ sunt echivalente în contextul demersului nostru. Trebuie să avem în vedere că cei mai relevanţi coefi cienţii în studiul nostru sunt α, β şi ζ, adică acei coefi cienţii prezenţi în modelul de corecţie,
dar nu în modelul autoregresiv, deşi toţi ceilalţi coefi cienţi se pot schimba pe
perioada prognozei. Vom studia mai ales situaţia coefi cienţilor α şi ζ, pornind
de la ideea că β este structura parţială, un parametru de cointegrare pentru o
analiză a importanţei şi posibilităţii de detectare a schimbărilor.
Vom determina în continuare interferenţele pentru prognozele aferente
celor două modele, cu prezumţia că ambele modele sunt greşit-specifi cate pe
perioada prognozei.

Vom considera două situaţii. Mai întâi vom considera că parametrul ζ din ecuaţia primului model
evoluează la un nou nivel, adică, ζ → ζ* după ce prognoza este realizată
în perioada T. deoarece în analiză păstrăm constanta α, concluzionăm că
modifi carea ζ este produsul unei modifi cări în coefi cientul k, segmentul din
ecuaţia anterioară. Considerând situaţia corectă de echilibru, apreciem că pe
perioada de prognoză este aplicată relaţia:

Vom obţine următoarele erori de prognoză, pe perioada -1, pentru cele
două modele studiate:

Vom studia în continuare interferenţa erorilor de prognoză. Notăm prin
biasT+1,EqCM şi respectiv biasT+1,dVAR, interferenţele de etapa 1, defi nite prin
probabilitatea condiţionată (IT) a erorilor de prognoză. Cele două interferenţe
se determină prin relaţiile.

Din această defi niţie şi din relaţia interferenţei modelului de
corecţie, putem reconfi gura formula pentru eroarea de prognoză a modelului
autoregresiv, în forma:

Prognozele celor două modele sunt afectate de modifi carea
parametrului ζ, în ζ*. Corelarea între cele două interferenţe, dacă abaterile
valorilor iniţiale de la starea stabilă sunt neglijabile, se poate descrie sub o
formă simplifi cată.

Dacă yT este egal cu media sa pe termen lung, vom constata că interferenţele erorilor de prognoză de etapă 1 ale celor două modele sunt identice. Modelul dVAR nerestricţionat al metodei celor mai mici pătrate simple este o justifi care a acestei afi rmaţii.Prognozele pe perioada – h, se determină prin aplicarea formulelor următoare:

pentru orizonturi de prognoză h = 2, 3, ...
Deoarece orizontul de prognoză h creşte la infi nit, δh–1 → 1/α,
deci interferenţa modelului de corecţie abordează asimptomatic mărimea
modifi cării însăşi, adică, .
Putem simplifi ca expresia, dacă vom considera că xT ≈ xTo şi yT ≈
yTo, iar erorile de prognoză dVAR includ un termen de interferenţă care aparea
deoarece xt creşte, termen care lipseşte din interferenţa modelului de corecţie
Termenul care conţine δ(h–1) şi ψ(h–2) poate fi redefi nit prin
[ , şi se ajunge la o tendinţă liniară simplă
a interferenţei de eroare dVAR viitoare pentru etapa-h în cazul în care φ ≠ 0,
astfel generalizând rezultatele de etapa-1 şi etapa-2.
Dacă nu există creştere autonomă a xt (φ = 0), iar yT şi xT sunt egale
cu valorile lor de stare stabilă, interferenţele erorilor de prognoză ale celor
două modele sunt identice. Dacă avem de-a face cu o creştere deterministă
pozitivă a xt (φ > 0), şi reţinem ipoteza stabilă, interferenţa modelului dVAR
va fi mai puternică decăt inferenţa modelului de corecţie, datorită tendinţei din
interferenţa dVAR.
Vom analiza apoi cazul în care coefi cientul de ajustare α se modifi că
într-o valoare nouă, şi anume α*, după ce prognoza a fost pregătită pentru
întreaga perioadă.
Analiza comparată a celor două interferenţe ne permite să observăm că
interferenţa modelului de corecţie este proporţională cu mărimea modifi cării,
în timp ce interferenţa dVAR este proporţională cu magnitudinea nivelului
nou al coefi cientului de corecţie a echilibrului.
Presupunând că xT ≈ xTo şi yT ≈ yT
o, putem reconfi gura expresia
corelaţiei între cele două interferenţe:
Diferenţa între interferenţele celor două erori de prognoză a fost
descrisă anterior. Dacă avem în vedere confi gurarea mai multor perioade de
prognoză, interferenţele erorilor de prognoză ale modelelor se modifi că în
mod corespunzător.

Printr-un procedeu similar, obţinem relaţia : Apreciem că se va menține o tendinţă liniară în diferenţa dintre interferenţele erorilor de prognoză între cele două modele, datorită reprezentării necorespunzătoare a creşterii valorii xt în modelul dVAR. Deoarece ζ se modifi că în T+1, prognoza pentru yT+2, va conduce la următoarele interferenţe ale erorilor de prognoză pentru modelele studiate: (14)
(15) Modifi carea de parametru afectează eroarea de prognoză a modelului EqCM în aceeaşi măsură ca în situaţiile anterioare, deşi efectul schimbării este încorporat în valoarea iniţială yT+1. Observăm că prognozele modelelor de corecţie nu corectează evenimentele petrecute anterior pregătirii prognozei. În afară de cazul în care se detectează modifi carea de parametru şi se execută corecţiile de segment, efectul modifi cării de parametru anterior perioadei de prognoză va infl uenţa toate prognozele. Pentru modelele autoregresive, problema este extrem de diferită. Folosind faptul că: (16) unde Interferenţa modelului autoregresiv poate fi defi nită prin relaţia:
(17) Modelul dVAR va fi imun la modifi carea de parametru dacă φ = 0. Pentru prognozele dVAR, există un element de corecţie de segment inerent, iar modifi carea de parametru înainte de începutul perioadei de prognoză va produce o infl uenţă asupra prognozei de etapa-1 tip dVAR. De asemenea, tendinţa non-zero a xt va infl uenţa asupra prognoza de etapa-1 autoregresivă şi acurateţea relativă a prognozei între cele două modele studiate va depinde de dimensiunea tendinţei legate de mărimea schimbării. Dacă nu avem creşteri deterministe în DGP, prognozele tip dVAR nu sunt infl uenţate pentru toate valorile lui h. Prognoza tip EqCM nu se ajustează automat când modifi carea α → α* are loc anterior pregătirii prognozelor , la fel ca şi media pe termen lung.

Corecţia de segmentă automat indusă modifi cări de parametru ce au avut loc anterior pregătirii prognozei, nu se aplică la nici una din cele două prognoze. Din această cauză, interferenţele de etapa-1 sunt similare din punct de vedere funcţional cu formulele pentru cazul în care α se modifi că după
pregătirea prognozei. Generalizarea interferenţelor erorilor de prognoza multi
- etapă este similară derivărilor anterioare.
Cele două tipuri de modele de prognoză studiate folosesc parametri
estimaţi. Având în vedere că modelul dVAR este specifi cat-greşit în raport
de modelul EqCM, estimările parametrilor vor fi eterogene. Dacă facem
abstracţie de incertitudinea parametrului estimat, confi guraţia pentru modelul
dVAR este dată de relaţiile:

γ* şi π* înseamnă limite de probabilitate ale estimărilor de parametri,
în perioada prognozei γ* + π*∆xT+h = g ≠ 0,
Aşadar, prognoza tip autoregresiv a yT+h include o tendinţă
deterministă adiţională care nu va corespunde în mod necesar cu tendinţa din
DGP.
Chiar dacă infl uenţa parametrului este redusă, poate acumula o
tendinţă liniară dominantă în interferenţa erorii de prognoza tip autoregresiv.
Defi nim modelul autoregresiv dRIM, prin opoziţie la relaţia modelului
anterior. Studiile efectuate au prezentat justifi cări ample asupra modului în
care modele tip dVAR pot fi întărite cu succes faţă de reprezentări-greşite de
tendinţă.
Rezultatele acestor sisteme de prognoză, în esenţă simple, prezintă
anumite caracteristici care pot fi evidenţiate pe baza erorilor de prognoză ale
modelelor macroeconomice mari.
Concluzii Analiza efectuată a arătat că nici unul dintre modelele studiate nu
asigură protecţie faţă de discontinuităţi de tip post-prognoză. Pentru situaţia
în care modelul autoregresiv exclude creşterea, interferenţele erorilor de
prognoză tip dVAR conţin o componentă de tendinţă. Având în vedere acest
considerent şi condiţiile iniţiale, modelul autoregresiv poate cu succes fi
comparat cu cel de corecţie, pe orizonturi medii de prognoză.
O concepţie importantă asupra modelului autoregresiv este lipsa
protecţiei faţă de modifi cări ce apar înaintea prognozei, ca medie pe termen
lung. Şi în acest caz, abordările pentru cele două modele diferă.

Totuşi, în practică aceste aserţiuni nu sunt tot timpul valabile. Pentru modelele ample, o discontinuitate structurală în ecuaţii poate fi ignorată sau ar putea fi interpretată ca temporară sau doar asemănătoare unei căderi. Acest risc se manifestă pentru că datele disponibile pentru evaluarea de model sunt preliminare şi susceptibile la revizuiri viitoare. Meritele relative ale modelelor de tip corecţie sau autoregresiv pentru prognozare depind de modifi carea de parametri pre- şi post-prognoză şi de lungimea orizontului de prognoză. Vom utiliza această perspectivă interpretarea rezultatele de prognoză dintr-un model de scară largă. Realizarea de previziuni pe baza versiunii de model cu eroarea de prognoză cea mai mică, indiferent de tipul modelului, este un demers difi cil. Pentru modelele autoregresive, erorile de prognoză sunt rezistente faţă de modifi cările coefi cientului de ajustare şi mediei pe termen lung ζ, iar eroarea
de prognoză se poate dovedi a fi mai mare decât eroarea de prognoză pentru
modelul de corecţie.
Pe baza acestor considerente, putem realiza prognoze pe perioade
multiple din modelul econometric RIMINI. Aceste prognoze pot fi comparate
cu prognozele din modele bazate pe date diferenţiate.
Comparaţia între modele ne permite să apreciem că, întrucât toate
ecuaţiile stocastice ale modelului RIMINI sunt de tip EqCM, putem surprinde
o versiune simplifi cară a modelului, prin omiterea termenilor de corecţie a
echilibrului din ecuaţie şi reestimarea coefi cienţilor variabilelor diferenţiale.
Ecuaţiile diferenţiale rezultante devin greşit-specifi cate prin excluderea
termenilor de corecţie-echilibru, cu reziduuri autocorelate şi cu variabile
cu dispersii heteroskedastice. Contestarea teoretică poneşte de la ideea că
modelul dVAR este greşit-specifi cat în cadrul sondajului, iar termenul de
eroare din ecuaţia dVAR este autocorelat cu condiţia să existe autocorelare în
termeni de dezechilibru.
Dacă se schimbă coefi cienţii în raport de corecţia de echilibru în
perioada de prognoză, modelul autoregresiv ar putea obţine rezultate mai
favorabile faţă de cel de tip corecţie. Nu există dezavantaje pentru un model
autoregresiv greşit-specifi cat faţă de modelul de tip EqCM. Prognozele tip
autoregresiv pot fi afectate dacă se menţine efmentul şi se omit nivelurile.
Modelul derivat dRIMc presupune remodelarea tuturor ecuaţiilor afectate, în
termeni de diferenţe, pentru a face reziduurile ecuaţiilor dVAR în mod empiric
tip zgomot alb, iar segmentul a fost menţinut numai pentru variabilele de nivel.

EQUILIBRIUM AND AUTO REGRESSION MODELS USED FOR MACROECONOMIC
PROGNOSIS

Abstract
The development of econometric models had as prime effect the decrease of critics brought over time on some other types of instruments. In this paper, the authors propose to outline some relevant aspects regarding the making of forecasts through the application of equilibrium and auto-regression models. The prognoses concerning certain classes of the modifi cations of the parameters out an auto-regressive model are more solid. Hence, in the practical studies one may reach outcomes in which the prognoses of correction type are less correct than those obtained through autoregressive models, which prevent us to assume that a model can function with the same accuracy as to the economic and econometric interpretation as well as to the prognoses accomplishment.. Introduction
During the last two decades of the past century, researches and studies have been accomplished on the econometric models which let to their development and diminished the visibility to potential critics being associated with the previous models generations. This approach has been favoured also by the study on the dynamic specifi cations and the models evaluation, reducing
thus the possibility that the models ignoring on a large scale the dynamics and
the temporary properties of the data lead to sub-optimal prognoses.
The models evaluated in accordance with the changes occurring within the
economic environment, a notable example in this respect being the more detailed
modelling of the offer factors, along with the transmission mechanism between the
real and fi nancial sectors of the economy. These researches allow us to appreciate that
the modern models of the kind of the equilibrium correction might forecast better than
the models which are using differentiated data, such as the auto-regressive models.
Models used in prognosis
If we consider that there are constant parameters over the prognosis
period, we shall notice that the auto-regressive model is wrongly-specifi ed in
comparison with a correctly specifi ed model of equilibrium correction type.

Consequently, the prognosis of the fi rst model will be a weaker one. But, if
the parameters change after the prognosis is issued, the second model will
be also exposed, being wrongly-specifi ed over the prognosis period. On the
other hand, any autoregressive model can be considered as a particular case of
the correction model, on the ground that it imposes restrictions of additional
unitary root within the system. The change, during the prognosis period, of
the parameters associated to the level variables excluded from the model
dVAR leads to the erroneous specifi cation of the model EqCM. Thus, the
determinant factor is the generating mechanism which is prevailing.
The structural discontinuities are acting differently on the two
types of models as far as the prognosis errors are concerned. We take into
consideration the fact that the practical models of prognosis are open systems,
with exogenous variables. The properties of the studied models are useful for
interpreting the prognosis errors of the large systems.
For the beginning, we shall consider that we can treat the
macroeconomic chronological series as integral of rank one |(1), which
includes determinist terms allowing a linear tendency.
As an example, we can use the simple bi-dimensional system of rank
one described by the equations bellow:

The factor xt, which is exogenous, describes the opening of the
practical models of prognosis. Further on, we shall assume that the above
submitted model is a small co-integrated (yt is also a |(1), but co-integrated
with xt). This assumption will lead us to the inequalities 0 < λ1< 1 and λ2 ≠ 0.
On the basis of the system, we can defi ne o conditioned model of correction –
equilibrium for yt, which is simultaneous and marginal model for xt.
We shall defi ne two parameters, μ and η, through the equations E[yt – βxt] =
μ and E[∆yt] = η. If analysing the probabilities from the previous model, we
get and, meantime, we shall reach the bellow relation between
the two parameters:

(4) For those achieving prognoses, the linear determinist tendency for several variables of interest is relevant. As an example, we can mention the indicators of the demand and the external prices and the average labour productivity. By their position, other variables, such as, the crude oil prices and the monetary policy instruments, namely the interest rates and the foreign exchange rates are closer to the hypothesis of tendency zero. The representation of the impact of the modifi cations of the parameters on the prognoses achieved
through the two models is important.
The model of equilibrium correction type has been previously defi ned.
The fi rst equation of the model is the conditioned model of yt. The model has
been criticised by the prognoses-make theoreticians and practitioners, it takes
into account the impact of the econometric methodology and co-integration
theory. The second equation of the model plays the role of marginal equation

The equation
is defi ning the error process in the autoregressive model. We consider that
this model will be auto-correlated if an auto-correlation in terms of neglected
unbalance exists.
Then, we shall consider that the parameters are known; in prognoses
(j = 1, ..., h), while the prognoses for the periods T+1, T+1,...
T+M are achieved for the period T.
The hypothesis of the known parameters gets abstracted out of the
small polling interferences within the correction model. Through the second
hypothesis, one of the failure source of the prognosis is invalidated, namely
the fact that the non-modelled or exogenous variables are wrongly forecasted
but such an idea is practically signifi cant. The prognosis systemic errors in
∆xT+j or the change in φ are equivalent in the context of our approach.
We have to consider that the most relevant coeffi cients in our study
are α, β and ζ, namely those coeffi cients present in the correction model
but not in the autoregressive model, although all the other coeffi cients may
change during the prognosis period. We shall study mainly the situation of
the coeffi cients α and ζ, starting from the idea that β is the partial structure, a

parameter of co-integration for the analysis of the signifi cance and possibility
to detect the changes.
Further on, we shall set up the interferences for the prognoses related
to the two models, assuming that both models are wrongly-specifi ed over the
prognosis period.
We shall consider two situations:
Firstly, we shall consider that the parameter ζ from the equation of
the fi rst mod is evaluating at a new level, namely ζ → ζ* subsequent to the
prognosis achieved in the period T. Since we keep the constant α is kept in
the analysis, we conclude that the modifi cation ζ is the result of a modifi cation
in the coeffi cient k, the segment from the previous equation. Considering the
correct situation of equilibrium, we appreciate that over the prognosis period
the following relation is applied:

If we are facing a determinist positive increase of xt (φ > 0), and keeping the stable hypothesis, the interference of the model dVAR will be stronger than the interference of the correction model, due to the tendency from the interference dVAR. Then, we shall analyse the situation where the adjusting coeffi cient α gets modifi ed into a new value, namely α*, after having the prognosis prepared for the entire period. The comparative analysis of the two interferences allows us to notice that the interference of the correction model is proportional with the dimension of the modifi cation, while the interference dVAR is proportional with the magnitude of the new level of the coeffi cient of the equilibrium correction. The difference between the interferences of the two errors of prognosis has been described previously. If we consider the confi guration of
more periods of prognosis, the interferences of the errors of prognosis of the
models get modifi ed accordingly.

We appreciate that a linear tendency in the difference between the
interferences of the errors of prognosis between the two models keeps on
being maintained due to the inadequate representation of the increase of the
value xt in the model dVAR.
As ζ gets modifi ed in T+1, the prognosis for yT+2, it will lead to the following
interferences of the prognosis errors for the studied models:

The modifi cation of parameter is altering the prognosis error of the
model EqCM to the same extent as in the previous situations although the
effect of the change is incorporated in the initial value yT+1. We notice that the
prognoses of the correction models do not correct the events happening prior
the prognosis preparation. Excepting the case when a parameter modifi cation
is detected and corrections of segment are made, the effect of the modifi cation
of parameter previously the prognosis period will infl uence all the prognoses. For the autoregressive models, the matter is extremely different. Using the fact that:

The model dVAR will be immune against the modifi cation of parameter
if φ = 0. For the prognoses dVAR, there is an inherent element of correction of segment, while the modifi cation of parameter before the beginning of the

prognosis period will generate an infl uence on the prognosis of stage – 1 type
dVAR. Meantime, the non-zero tendency of xt will infl uence on the prognosis
of stage -1 autoregressive and the relative accuracy of the prognosis between
the two studied models will depend on the size of the tendency connected to
the modifi cation size.
If we have no determinist increases in DGP, the prognosis of type
dVAR are not infl uenced for all the values of h.
The prognosis type EqCM does not adjust automatically when the
modifi cation α → α* takes place prior to the prognoses preparation, similarly
to the average on long term.
The correction of segment automatically induces modifi cations of
parameter taking place prior the prognosis preparation, does not apply to neither
of the two prognoses. Because of this fact, the interferences of stage - 1 are similar
from functional point of view with the formulas considered for the case when α gets
modifi ed after the prognosis preparation. The generalization of the interferences of
the errors of multi – stages prognoses is similar to the previous derivations.
The two types of prognosis models being studied are using estimated
parameters. Taking into account that the model dVAR is wrongly – specifi ed
as against the model EqCM, the estimates for the parameters will be
heterogeneous. Abstraction made of the uncertainty of the estimated parameter,
the confi guration for the model dVAR is given by the relations:

Hence, the prognosis of autoregressive type of yT+h includes an
additional determinist tendency which will not necessarily correspond with
the tendency from DGP.
Even if the infl uence of the parameter is reduced, it can accumulate
a dominant linear tendency in the interference of the error of prognosis of
autoregressive type.
We defi ne the autoregressive model dRIM, as an opposite to the
relation of the previous model. The studies being performed presented
ample justifi cations on the way the models of dVAR type can be successfully
strengthened as against wrong representations of tendency.
The outcomes of these systems of prognosis, basically simple, are
presenting certain features which can be underlined on the basis of the errors
of prognosis of the large macroeconomic models.

Conclusions The performed analysis shows that none of the studied models secures protection against the discontinuities of post-prognosis type. For the situation when the autoregressive model is excluding the increase, the interferences of the errors of prognosis type dVAR contain a tendency component. Taking into consideration this fact as well as the initial conditions, the autoregressive model may be successfully compared with the correction one, by medium horizons of prognosis. A signifi cant conception on the autoregressive model is the lack of
protection against the modifi cations occurring before the prognosis, as an
average on long term. In this case as well, the approaches for the two models
differ.
However, these assertions are not always valid in practice. For the
ample models, a structural discontinuity in equations may be ignored or might
be interpreted as temporary or similar to a down fall. This risk occurs due to
the fact that the data available for the model evaluation are preliminary and
susceptible of future revisions.
The relative merits of the correction or autoregressive type models for
prognosis depend on the modifi cation of parameters pre- and post-prognosis as
well as on the length of the prognosis horizon. We shall utilize this perspective
in interpreting the outcomes of prognosis out of a large scale model.
The achievement of forecasts based on the version of model with
the smallest error of prognosis, irrespectively the model type, is a diffi cult
approach. For the autoregressive models, the prognosis errors are resistant to
the modifi cations of the adjusting coeffi cient and to the average on long term
ζ, while the prognosis error may prove to be larger than the prognosis error
for the correction model.
Based on these grounds, we can achieve prognosis on multiple periods
from the econometric model RIMINI. These prognoses can be compared with
the prognoses of the models based on differentiated data.
The comparison between the models allows us to appreciate that, since
all the stochastic equations of the RIMINI model, are of the type EqCM, we
can detect a simplifi ed version of the model, by leaving out the equilibrium
correction terms from the equation and re-estimating the coeffi cients of the
differential variables. The resulting differential equations become wrongly-
specifi ed, by excluding the terms of correction-equilibrium, with auto-
correlated residuals and with variables with heteroskedastic dispersions. The
theoretic contestation arises from the idea that the model dVAR is wrongly-
specifi ed in the polling frame while the error term from the dVAR is auto-
correlated provided that there is auto-correlation in the unbalance terms.

If the coeffi cients change as against the equilibrium correction during
the prognosis period, the autoregressive model might get more favourable
outcomes comparatively with the one of correction type. There are no
disadvantages for a wrongly-specifi ed autoregressive model in comparison
with the model type EqCM. The prognoses of autoregressive type may be
altered if the element is maintained and the levels are left out. The dRIMc
derivate model implies the re-modelling of all the altered equations, in terms of
difference, in order to make the residuals of the dVAR equations, empirically,
white noise type, while the segment has been maintained for level variables
only.

Abstract Studierea managementului dinamic al portofoliului de actiuni face parte dintr-o abordare teoretică și de cercetare, care a fost initiată la sfârșitul anilor ‚60 de către Merton și Samuelson. Ei au explorat și au defi nit portofoliul dinamic în cadrul unei economii continue cu funcții de utilitate HARA. În 1968, Mossin a demonstrat că funcțiile HARA sunt singurele funcții pentru care abordarea mioapă este optimă atunci când nu există corelații seriale pentru profi turi. In anii ‚90 , Deaton și Carroll au examinat efectul constrângerilor lichidităților asupra comportamentului optim de economisire. Mai târziu, în 2000, Barberis a estimat importanța predictibilității castigului pe piața americană de schimb. În 1999 și 2000, Campbell, Viciera și Barberis au estimat numeric aceasta cerere de investie. Efectul predictibilitatii profi tului pe structura optimă a portofoliului inițial a devenit surprinzător de important pentru un agent cu aversiune față de risc egal cu 10 și o strategie de timp dezvoltata pe un orizont de timp de zece ani. Investiția optimă în acțiuni reprezintă 40% din bogăția actuală, fără predictibilitate. Acest lucru va urca până la 100%, cand se ia in calcul scop – reversie.Dar, totusi în 1986,Detemple a examinat deja problema cererii de active in conditiile informațiilor incomplete și de învățare. Cuvinte cheie: management dinamic, portofoliu de actiuni, functii HARA, orizont de timp. predictibilitate, functii de utilitate.
1. INTRODUCERE Întotdeauna ne întrebăm dacă deciziile noastre de investiții ar putea fi modelate matematic si statistic într -un mod care să permită stabilirea unei strategii dinamice. Cu alte cuvinte, vom încerca să evaluam efectul orizontului de investiții al unui investitor în ceea ce privește riscurile legate de portofoliul său . Tratementele aplicate in mod obisnuit acestui subiect sugereaza ca orizontul timp, pe termen scurt, va duce la strategii excesiv de conservatoare.

In 1989 Samuelson si altii, au adresat urmatoarele intrebari: ‘’Pe masură ce imbatranim si orizontul investitional scade, ar trebui să reducem expunerea la dividende profi tabile, dar riscante?’’ Ințelepciunea conventională va gasi un raspuns afi rmativ la această intrebare. Va spune ca investitorii cu un orizont pe termen lung, pot tolera un risc mai mare deoarece eu am mai mult timp la dispozitie pentru a recupera pierderile tranzacționale. Teoria stiintifi că nu sustine acest argument. In special Samuelson, in lucrarile din 1963 si 1989, consideră ca această ‘’diversitate temporală’’ este bazată pe o interpretare eronată a Legii Numerelor Mari. Repetand un tipar investițional pe mai multe perioade de timp, nu generează nici un risc chiar si pe perioade mari de timp. Această eroare sau eroare logică este ilustrată in problema urmatoare formulată de Samuelson in 1963. Daca x̃1,x̃2, . . . , x̃n exprimă variabil independența bogatiei, identic si sunt distribuite aleatoriu, atunci x̃1+x̃2+ . .
.+x̃n este caracterizat de o variație de n ori mai mare decat fi ecare dintre aceste riscuri. Urmatoarea expresie matematică susține Legea Numerelor Mari:
se îndreaptă catre Ex̃1 aproape sigur cum n se îndreaptă catre infi nit. Subdivizand si neadaugând riscuri, diversitatea riscurilor poate dispărea.
2. CATEVA ASPECTE CU PRIVIRE LA DIVERSITATEA DECIZIONALA
Problemele decizionale dinamice au nevoie de o înțelegere specială a metodei "inducției inverse". Să presupunem că trebuie sa facem o secvența de două decizii α0 in perioada 0 si α1 in perioada 1. Deciizia α0 face referire la expunerea la riscul cu profi t z (α0, x) depinzand de realizarea lui x cu o variabilă aleatorie x̃. Este important de notat faptul ca x apare dupa selectia lui α0 , dar inainte de a lua decizia α1. Obiectivul ex ante este sa maximizeze asteptările functiei Ua pentru (α0, 1, x̃):
“Inducția inversă’’ constă, in primul rand, in rezolvarea problemei celei de-a doua perioade. Acest set de rezultate se rezuma complet de rezultatul z obținut in timpul primei perioade. Strategia optima α1* pentru cea de-a doua perioada va depinde in general de z numit dinamica variabila a programului.

Problema contingentului celei de-a doua perioade la „starea x” este rescrisa ca

Tehnica va transforma orice problema dinamică intr-o secvența de probleme statice folosind funcția valoare.
3. PRINCIPALELE ASPECTE PRIVIND DINAMICA INVESTITIEI Să considerăm urmatoarea problema. Un investitor caracterizat de venituri α0 traieste raportat la două perioade. La inceputul fi ecărei perioade, el are oportunitatea să presupună un anumit risc care se va realiza și va fi vizibil la sfarșitul primei perioade. Este important să se sezizeze că investitorul va fi informat cu privire la caștigul sau pierderile generate de riscul presupus in prima perioadă, inainte de a fi informat cu privire la mărimea riscului care va avea loc in a doua perioadă. Aceasta situație va genera dinamica de natură intrinseca a problemei și va induce o anumite fl exibilitate esentială pentru orice management dinamic al riscului. Pentru a putea ilustra acest aspect, investitorii vor accepta un risc mai mic in a doua periodă in cazul in care au avut pierderi mari de portofoliu in prima perioadă. Mai exact, să presupunem ca problema celei de-a doua perioade reprezintă o decizie portofoliu Arrow-Debreu. Sunt S posibile stări naturale s=0, ... , S-1 .Dominanta nesigura a celei de-a doua perioade este defi nita de vectorul de probabilitate (p0, ... , ps-1).Пs este pretul unitar a securitatii Arrow-Debreu asociata cu starea s. Să presupunem ca rata libera de risc este zero. Ceea ce inseamnă că o creanță achită un Leu pentru fi ecare stare naturală, care ea insăși ar trebui sa coste 1 Leu: Cu alte cuvinte, dacă investitorul se expune riscului in cea de-a doua perioadă, el va sfârși avand aceeasi avere pe care o avea in prima perioadă. Fiind dat z ca avere acumulată la sfarșitul primei perioade, investitorul va selecta un portofoliu (c0, ... , cs-1) care va maximiza EU a averii sale la sfarșitul primei perioade, subiect al constrângerilor de buget:

In timpul perioadei zero, investitorul ar trebui sa ia o decizie α0 sugerand o contribuție z (α0, x), care depinde de realizarea lui x a unei variabile aleatorie x̃. In mod particular, aceasta ar putea fi o alta problemă a alegerii portofoliului. Expunerea optimă la risc in perioada 0 este obtinută rezolvand urmatorul program:
Intentionăm să estimăm impactul oportunitatii asumarii riscului in cea de-a doua perioada a expunerii la risc in prima perioada. Pentru a realiza acest aspect, comparam solutia α0* obtinută in programul dinamic cu expunerea optima la risc din prima perioada, cand nu este nici o asumare optimă a riscului in a doua perioada. Investitorul cu o durata mica a vietii, la fel ca si investitorul miopic, ar putea selecta nivelul α0 care ar trebuie sa maximizez EU lui z(α0,x̃):

4. ELEMENTE PRIVIND DIVERSITATEA TIMPULUI Să consideram un model mai simplu, unde investitorul are șansa să isi asume riscul in momentul t1. Mai detaliat, presupunem ca plata pentru jocul asumării riscului inițial este z(α0, x̃), unde α0 reprezinta o decizie variabilă, si x̃ este o variabilă aleatorie. Mai departe, investitorul are un anumit consum in timpul perioadelor ramase n, numerotate t = 0, . . . , n – 1. presupunem ca investitorul ar putea salva sau imprumuta cu o dobanda zero și nu are

oportunitatea de a risca incepand cu t = 0. Mai mult, in fi ecare perioadă el are venit y din muncă. Problema
indică aceeasi structura dinamică prezentată anterior. Pentru a determina
expunerea optimă la risc in prima perioadă, este necesară rezolvarea problemei
consumului inițial imediat ce un efect riscant este indicat. Asa cum a fost indicat anterior, structura problemei economisirii consumului este in esentă aceeasi cu portofoliul Arrow-Debreu din prepozitia anterioara. Principala diferență constă in faptul ca nu avem prețuri de stat, asa ca trebuie sa presupunem pentru toți s. La fel ca problema economisirii consumului, cu certitudine pentru datele t = 0, n – 1 cu zero rata a dobanzii. Cu o rata zero a dobanzii, gradul de toleranță a riscului la averea inițiala este egală cu suma toleranțelor absolute fată de risc a consumului relationat cu averea si este proportional cu durata de viată a investitorului. In acest mod, acesta se asteaptă sa traiască de 2 ori mai mult decat un alt investitor cu același
venit anual, și poate investi de aproximativ 2 ori mai mult in acțiuni decat celălalt t = 1 Acesta este adevaratul sens al ‘’diversitații temporale’’. Bineinteles, presupunem ca este doar un singur moment cand consumatorii isi asuma riscuri.In realitate, consumatorii pot avea actiuni si isi pot asuma riscuri in orice moment. Această presupunere mai realistică nu va schimba rezultatul anterior al cazului HARA. Folosind inducția inversă si adaugând oportunitați de presupunere a riscurilor viitoare este posbil sa nu se poată schimba concavitatea functiei valoare la o dată aleatorie cand HARA este admisă. In acest caz, investitorii sunt miopi cu privire la viitoarele riscuri.
5. ELEMENTE PRIVIND PREDICTABILITATEA IN MANAGEMENTUL DE PORTOFOLIU
Existența reversiei medii in profi tul acțiunilor este o realitate recent
acceptată. Așadar, un caștig mare in portofoliul riscant de astazi poate suferi
un caștig mai mic maine. Veștile bune de astazi pot aduce vești proaste
pentru oportunități viitoare. Luăm in considerare acest tip de predictibilitate
pentru dinamica optimă a portofoliului. Evident, investitorii vor urmari o
strategie fl exibilă cu o expunere optimă la risc conditionată de oportunitatea
organizarii. Totusi, investitorii, vor incerca sa anticipeze posibile actiuni
cu organizarea oportunitătii. Pot lua in considerare posibilitatea investirii
impotriva veștilor proaste despre setul de oportunitati. Acest lucru este usor
de facut daca schimburile sunt statice corelate cu veniturile actuale. Cererea
pentru acțiuni, datorată anticipării este numită „cerere investitională pentru
acțiuni”. Deoarece acțiunile sunt considerate mai sigure pe termen lung decat
pe termen scurt, intuitiv se sugerează că un investitor cu un orizont mai larg

de planifi care va risca mai mult decat cineva mai tânar.
Pentru a simplifi ca, vom limita analiza noastră la o constanta relativă

Alegerea unui portofoliu de risc inițial este dictat de scăderea valorii marginale a averii la sfarșitul perioadei inițiale. Această valoare marginală a averii depinde de oportunitațile viitoare. In cazul in care predictibilitatea reduce valoarea marginală a bogatiei in situația abundentei, creșterea acesteia in state este mai mica, atunci predictibilitatea are acelasi efect ca reducerea aversiunii fata de risc:va creste nivelul optim de risc al portofoliului.Ca o consecință, putem vedea că obiectivul principal al analizei va fi determinarea efectului produs de noi, deteriorând FDS in profi tul generat de un bun riscant in valoarea marginală a averii. In acest caz special, de reversie a scopului putem vedea doua efecte diferite ale cresterii in x0. Primul efect este efectul bogației: pentru ca profi tul asteptat pentru a doua perioada devine mai mic, asa devine și averea, care devine mai mică. Acest eveniment crește valoarea marginala a averii din moment ce v este concav in z. Cel de-al doilea efect, este efectul precauției: investitorii vor investi mai putin in bunurile riscante, reducand astfel expunerea la risc. Cu prudență, investitorul va reduce valoarea marginală a averii. Efectul global al cresterii in x0 a valorii marginale este

ambiguu. Cand aversiunea fata de risc este constantă și mai mare decat unitatea
(și se intampla doar dacă prudența absoluta este de doua ori mai mica decat
aversiunea absoluta fata de risc, care explică de ce această conditie sugerează
faptul că efectul precautiei este dominat de efectul averii). Efectul averii va
domina intotdeauna efectul precauției, iar cererea de investiție este pozitiva.
Cand riscul relativ este mai mic decat unitatea, efectul averii este dominat de
efectul precauției.

Abstract The treatment of dynamic management of share portfolio is part of a theoretical approach and research that were started at the end of the 60s by Merton and Samuelson. They explored and defi ned the dynamic portfolio within a continuum economy with HARA utility functions. In 1968, Mossin demonstrated that HARA functions are the only one functions for which myopic approach is optimal when there are no serial correlations for the profi ts. In e 90s, Deaton and Carroll examined the effect of liquidities constraints on the optimal saving behaviour. Later, in 2000, Barberis estimated the signifi cance of return predictability on the American exchange market. In 1999 and 2000, Campbell, Viciera and Barberis estimated this hedging demand numerically. The effect of profi t predictability on the optimal structure of the initial portfolio became surprisingly important for an agent with risk aversion equal to 10 and a time strategy developed on ten- year time horizon. The optimal investment in shares represents 40% of the current wealth without predictability. This will climb up to 100% when mean-reversion is considered. But, still in 1986, Detemple already examined the asset demand problem under incomplete information and learning. 1. INTRODUCTION We always ask if our investment decisions might be modeled mathematically and statistically in a way that allows the setting of a dynamic strategy. In other words, we will try to evaluate the effect of the investment horizon of an investor with regard to the risks related to his portfolio. The usual treatments applied to this subject suggests that the time horizon on short term will lead to excessively conservative strategies. In 1989, Samuelson and others, addressed the following question: “As you grow older

and your investment horizon shortens, should you cut down your exposure to lucrative but risky equities?” Conventional wisdom will fi nd an affi rmative
answer to this question. It will say that the investors with a long-horizon
may tolerate a higher risk because they have much more time available to
recuperate the transitory loses. The scientifi c theory does not support this
argument. Especially Samuelson, in his papers of 1963 and 1989, considers
that this „time diversifi cation” is based of an interpretation fallacy with regard
to The Law of the Large Numbers. By repeating an investment pattern during
many periods of time does not generate any risk, even beyond long periods of
time. This error or fallacy is illustrated by the following problem formulated
by Samuelson in 1963. If x̃1,x̃2, . . . , x̃n are variable expressing wealth
independently, identically and they are distributed at random, then x̃1+x̃2+ . .
.+x̃n is characterized by a variation n times bigger of each of these risks. The
following mathematical expression sustains the Law of Large Numbers
tends to Ex̃1 almost surely as n tends to infi nity. By
subdividing, and not by adding risks, by diversifi cation risks can be made
disappeared.
2. SOME ASPECTS REGARDING DECISION DIVERSITY The problems of dynamic decision need a special understanding of
the ”backward induction” method. Let us suppose that you have to make a
sequence of two decisions α0 in period 0 and α1 in period 1. Decision α0 regards exposure to risk with profi t z (α0, x) depending upon realization of
x of a random variable x̃. It is important to notice that x is appears after the
selecting of α0, but before you take the decision α1. The objective ex ante is
to maximize the expectation of a function Ua for (α0, α1, x̃):
”Backward induction” fi rstly consists in solving the problem of the second period. This set of results is completely resumed by the payoff z obtained during the fi rst period. The optimal strategy α1* for the second period will depend generally upon z called the dynamic program state variable. This second period problem contingent to „state x” is rewritten as

The optimal value of the given objective z is written (z). Function v is called value function or Bellman function. The problem of the fi rst period can
be solved by selecting the risk exposure 0 which maximizes the expectation
of value function Ev(z(α0, x̃)). By doing so, the decision maker internalizes the effect of his future contingent strategy upon wealth U, given the defi nition v. the decision maker is called „dynamically consistent”. This technique will transform any dynamic problem into a sequence of static problems by using the value function.
3. MAIN ASPECTS REGARDING INVESTMENT DYNAMICS Let’s consider the following problem. An investor characterized by wealth 0 lives for two periods. At the beginning of each period, he has the opportunity to assume a certain risk that will be realized and visible at the end of the fi rst period. It is important to notice that the investor will become aware
of loss or gain generated by the risk he assumed in the fi rst period before he
becomes aware of the size of the risk he will take in the second period. This
situation will give a intrinsic dynamic nature of the problem and will introduce
a certain fl exibility essential for any dynamic management of the risk. In order to illustrate this, the investors will take less risk in the second period in case they had major portfolio losses in the fi rst period. To be more precise, let us suppose that the second period problem represents a decision Arrow-Debreu portfolio. There are S possible states of nature s=0, ... , S-1. The dominant uncertainty of the second period is defi ned by the probability vector (p0, ... , ps-1). Пs is the unit price of the Arrow-Debreu security associated to state s. Let us suppose that the risk-free rate is zero. this means that a claim paying one Leu for each state of nature should itself cost 1 Leu: In other words, if the investor takes the risk in the second period, he will end by having the same fi nal wealth as head in the fi rst period. Given z as the cumulated wealth at the end of the fi rst period, the investor will select a portfolio (c0, ... , cs-1) that will maximize EU of his wealth at the end of the fi rst period subject to his budget constraints:
During period zero, the investor should make a decision α0 implying a payoff z(α0, x), that depends of the realization of x of a random variable x̃. Particularly, this could be another problem of portfolio choice. The optimal exposure to the risk in the period 0 is obtained by solving the following program:

We intend to estimate the impact of the opportunity of assuming risk in the second period on the exposure to risk in the fi rst period. In order to
attain this, we compare solution α0* obtained in the dynamic program with
the optimal exposure to risk in the fi rst period, when there is no optimal of

4. ELEMENTS REGARDING TIME DIVERSIFICATION Let us consider a simpler model where the investor has the chance to
assume risk at moment t1. More detailed, we assume that the payoff for the
game of assuming the initial risk is z(α0, x̃), where α0 represents a decision
variable, and x̃ is some random variable. Further, the investor has certain
consumption during remained periods n, numbered t = 0, . . . , n – 1. We
assume that the investor may save or borrow at a zero interest rate, and he has
no opportunity to take risks starting with the time t = 0.
Much more, in each period he earns a labor income y from work. This
problem indicates the same dynamic structure presented previously. In order to
determine the optimal exposure to risk in the fi rst period, it is needed to solve
fi rst consumption-saving problem as soon as the risky effect is indicated.
As we already indicated, the structure of the problem consumption-

saving is essentially the same as the one of portfolio Arrow-Debreu in the previous proposition. The main difference stays in the fact that we don’t have state prices, so we have to suppose for all s. As to the consumption-saving problem with certainty for dates t = 0, n – 1 with zero interest rate. With a zero interest rate, the degree of tolerance to risk on initial wealth equals the sum of the absolute tolerances to risk on consumption over the lifetime of a consumer. For a small initial risk(z), The absolute risk tolerance relative to wealth is proportional to the lifetime of the investor. In this way, an investor who waits to live two times longer than another investor with the same annual income, may invest approximately two times more in stocks than the other one at date t = 1. This is the real meaning of „time diversifi cation”.
Of course, we assume that there is only one moment in time when
consumers assume risk. In the real world, consumers may have stocks and
may assume risks any moment. This more realistic assuming will not change
the previous result HARA case. By using the backward induction and adding
opportunity of assuming future risks might not change concavity of the value
function at a random date when HARA is assumed. In this case, investors are
myopic regarding the future risks.
5. ELEMENTS REGRADING PREDICTIBILITY IN PORTFOLIO MANAGEMENT
The existence of mean-reversion in stocks returns is a reality recently
accepted. Thus, a high return in the risky portfolio today might imply a smaller
portfolio return tomorrow. Good news of today might bring bad news for the
future opportunity. We take into account this type of predictability of the
optimal dynamic portfolio. Evidently, investors will follow a fl exible strategy
with an optimal exposure to risk conditioned by opportunity organizing.
Still, investors will try to anticipate any possible shock with the opportunity
setting. They may take into account the possibility of hedging against bad
news about their opportunity set. This is quite simple to do if exchanges are
statistic correlated with the current returns. The demands for stocks due to
this anticipation is called „hedging demand for stocks”. Because stocks are
considered safer in the long run than in the short run, intuitively it is suggested
that an investor with a longer planning horizon will take more risks when
younger.
To simplify, we will limit our analysis to a relatively constant risk
aversion with a time horizon with two periods. The relatively constant risk
aversion implies myopia relative to time horizon when predictability is
absent. We assume economy has economy has one risk-free asset with zero
return, and one risky asset whose return in period t is denoted by x̃t, t =

0,1. The opportunity set in the second period is completely described by x̃1. The predictibility comes from the assumption that the distribution of x̃1 is correlated with x̃0. We assume that Ex̃0 > Investors invest only with the view to their retirement at the end of the second period with no intermediary consumption. In order to determine the optimal demand for the risky asset in the fi rst period, and particularly the hedging component, it is necessary to follow the method presented in section 2. When returns are somewhat predictable, the hedging demand is defi ned as 0*-0
m. This hedging demand will be positive if derivative H evaluated at 0

When the risk aversion is constant and larger than unity, a longer time horizon should induce investors’ wish to take more risks. The opposite is true if the risk aversion is smaller than unity. We note that when investors have a logarithmic utility function (γ =1,) myopia is still optimal in the presence of predictability. Choosing a initial risk portfolio is dictated by the fall of the marginal value of wealth at the end of initial period. This marginal value of wealth depends on the future opportunities. In case predictability reduces the wealth marginal value in state of abundance, making it grow in states it is small, then predictability has the same effect as a risk aversion reduction: it will raise the optimum level risk in the portfolio. As a consequence, we can see that the central objective of this analysis will be the determination of the effect produced by us by deteriorating the FDS in the return generated by a risky asset on the marginal value of wealth. In the special case of means reversing, we can see two different effects of an increase in x0. The fi rst effect is the wealth effect: because the return expected for the second period becomes smaller, so becomes wealth which becomes smaller too. This event grows the marginal value of wealth since v is concave in z. The second effect is a precautionary effect: The investors will invest less in the risky asset thus reducing the risk exposure. Under prudence, the investor will reduce the marginal value of wealth. The global effect of an increase in x0 of the marginal value is ambiguous. When risk aversion is constant and larger than unity (and this happens if and only if the absolute prudence is smaller than two times the absolute risk aversion, that explains why this condition implies the fact that precaution effect is dominated by wealth effect), The wealth effect will always dominate precaution effect, and the hedging demand is positive. When the relative risk aversion is smaller than unity, the wealth effect is dominated by precaution effect.

Abstract Abordarea tradiţională a dezvoltării modelelor macroeconometrice
a avut în vedere estimarea unei ecuaţii odată şi stabilirea simultană a
rezultatelor. Acest aspect este valabil şi pentru submodele. Operaţiunile nu
au fost întotdeauna însoţite de verifi carea adecvării procedurilor. Parametrii unor ecuaţii pot fi estimaţi utilizând metodele de probabilitate maximă cu
informaţii limitate, dar parametrii altor ecuaţii vor rămâne nerestrictionaţi.
Este cunoscut faptul că metodele cu informaţii limitate au fost mai
puternice faţă de ecuaţiile eronat specifi cate din sistem. Acest fapt a fost
verifi cat mai ales în situaţiile în care au existat teorii mai bune sau informaţii
demne de încredere despre o submulţime de variabile. La baza adoptării
metodelor ce vizează informaţii limitate au stat anumite considerente practice,
scopul fi ind simplifi carea calculelor, prin eliminarea complexităţii specifi ce
metodelor bazate pe informaţii complete (probabilitatea maximă bazată pe
informaţii complete).

1. Introducere Abordările teoretice generalizate pentru etapele prezentate vor include criterii şi condiţii, formulate pentru întregul sistem. Se pune însă întrebarea: există sau nu căi de rezolvare dacă modelul complet este prea complex pentru aplicarea modelării simultane. Utilizarea modelelor cu grad ridicat de agregare constituie o soluţie recomandabilă în acest sens. Aceste modele sunt sufi cient de simple pentru a facilita analizarea lor ca sistem complet. O serie de mecanisme economice, considerate importante şi relevante pentru demersul de a descrierii adecvate a economiei, nu sunt luate în calcul într-o astfel de abordare.

Având în vedere că se urmăreşte stabilirea structurii în submodele, caracteristicile abordării generale permit aprecierea acesteia ca una de gradualism. În contextul primelor două condiţii incluse în defi nirea structurii parţiale nu presupun în mod automat cunoaşterea modelului complet. Submodelele pot deveni nevalabile dacă din model se exclud variabile explicative importante. Dacă se modifi că modul de corelare între variabilele incluse şi cele care au fost excluse, se observă nevalabilitatea submodelului. Dacă se analizează ultimele condiţii, se poate afi rma că este posibilă, ca ultimă extensie a informaţiilor, dezvoltarea unui model, apreciind astfel că structura sau structura parţială reprezintă o modalitate de a rezolva problema lui Johansen prezentată anterior. Fundamentarea politicilor macroeconomice se bazează pe utilizarea modelării macroeconometrice. Astfel, modelarea tuturor variabilelor explicative relevante, prin condiţionarea tuturor cunoştintelor despre condiţiile instituţionale în societatea studiată capătă o importanţă aparte. Se utilizează specifi caţii cu grad înalt de agregare, caracterizate prin faptul că grupurile de coefi cienţi bruţi creează efecte combinate ale variabilelor incluse. De asemenea, excluderea variabilele corelate conduce la recomandări politice greşite. Interferenţa de simultaneitate, care poate apare prin combinarea submodelelor, este o problemă minoră pentru factorii de decizie politici în comparaţie cu aceste inferenţe. Simulările Monte Carlo, aplicate pe specifi caţii de model particulare, permit aprofundarea studiului asupra acestei probleme. Se poate extrage concluzia că este de o importanţă deosebită determinarea proprietăţilor pe termen lung ale submodelelor. Determinarea unei ecuaţii cointegratoare îi conferă acesteia un caracter invariabil în raport cu extensiile mulţimii de informaţii. Proprietatea trebuie stabilită în mod corespunzător în fi ecare caz. Pe de altă parte, aceasta este o proprietate care necesită a fi stabilită în fi ecare caz. Principiul aplicat presupune descompunerea variabilelor în componentă persistentă şi componentă tranzitorie. Considerăm că un model de corectare a echilibrului cu vectori va include două subsisteme, cu proprietatea că variabilele asociate unui subsistem nu includ ecuaţii cointegratoare aferente celui de-al doilea subsistem. Se observă posibilitatea apariţiei unor efecte pe termen scurt ale variabilelor dintr-un subsistem asupra variabilelor celui de-al doilea, precum şi faptul că ecuaţiile cointegratoare ale unui sistem pot manifesta un anume impact asupra dezvoltării variabilelor celuilalt. Dacă nici unul dintre tipurile de interacţiune nu este prezent, putem vorbi despre o separare completă, prezenţa cel puţin a unuia conduce la o separare parţială, concepte corelate cu exogenitatea variabilelor într-unul dintre subsisteme,

privind parametrii celuilalt. În cadrul analizei cointegrării, este necesar să fi e
testate amble tipuri de submodele, considerate ipoteze verifi cabile.
2. Utilizarea modelului Curbei Philips în analize macroeconomice
În cadrul analizei am tratat aspectele esenţiale referitoare la aplicarea curbei Phillips în contextul macroeconomic actual, reprezentarea curbei într-un sistem de variabile cointegrate; consecvenţa şi modifi cările ratei şomajului;
incertitudinea curbei Phillips estimate NAIRU; şi statutul curbei Phillips
inversate, respectiv curba ofertei a lui Lucas.
Importanţa curbei Phillips în analizele macroeconomice a fost sesizată încă din anii ‚60. Phillips a sintetizat o corelaţie empirică între doi indicatori macroeconomici de extremă importanţă, rata şomajului şi creşterea salariilor. Contribuţiile lui Samuelson şi Solow (1960) au vizat caracteristicile curbei ca un compromis cu care se confruntă guvernanţii. Utilizarea tehnicilor multivariate de regresie în estimarea curbei Phillips a fost introdusă de Lipsey (1960), interpretarea sa vizează corelaţia din punctul de vedere al evoluţiei clasice a preţurilor, rata şomajului acţionând ca intermediar între cererea excesivă şi evoluţiile fl uctuante de pe piaţa forţei de muncă. De asemenea, regresiile lui Lipsey au în vedere şi creşterea preţurilor de consum, ca variabilă explicativă. Abordarea lui Lipsey este cunoscută îndeobşte sub denumirea de curba Phillips a probabilităţilor. Cercetări ulterioare au tratat problema distincţiei dintre curba Phillips pe termen scurt şi curba Phillips pe termen lung. Phelps (1968) şi Friedman (1968) au studiat rata naturală a şomajului, corespunzătoare unei curbe verticale pe termen lung, iar Lucas (1972) a aplicat probabilităţi raţionale despre preţurile relativ incerte ale produselor. Realizarea probabilităţilor conduce la situaţia în care oferta agregată nu se modifi că faţă de ultima perioadă. Existenţa unor preţuri-surpriză produce un ecart mai mare de la nivelul mediu al producţiei pe termen lung. Lucas a obţinut funcţia sa de ofertă pornind de la inversarea curbei Phillips pe termen lung, dezvoltată pe baza previziunilor realizate de Lipsay, derivată prin metodele teoriei microeconomice şi caracteristicile probabilităţilor raţionale. Abordarea lui Romer (1966), bazată pe specifi caţiile convenţionale ale cererii agregate, reliefează o corelaţie pozitivă între producţie şi infl aţie şi o corelaţie inversă între rata şomajului şi rata infl aţiei, considerente ce descriu o curbă Phillips pe termen scurt cu tentă neoclasică. Lucas (1976) precizează că pentru factorii de decizie politici, curba Phillips nu reprezintă un model decizional, atunci când este utilizată pentru analiza datelor concrete şi estimată prin metoda celor mai mici pătrate. Încercarea de a stimula poroducţia prin augmentarea ofertei de monedă va

conduce la modifi carea curbei, iar decidenţii nu vor mai putea infl uenţa şomajul şi nici producţia efectivă. Aceasta constituie aşa-numita critică Lucas. Considerată ca o critică teoretică a compromisului descris de curba Phillips între infl aţie şi şomaj, critica Lucas a fost dezvoltată pe larg în literatura academică din domeniul modelării macroeconometrice. Se remarcă în acest sens studiile lui Wallis (1995). Punctul forte al criticii este caracterul său general, critica poate afecta orice model econometric condiţionat. Versiunile de tip neo-keynesist ale curbei sunt caracterizate de apariţia problemei cauzalităţii. Accepţiunea americană asupra curbei Phillips, sintetizată în modelul triunghiular al infl aţiei, a fost formulată şi dezvoltată de Gordon (1983 şi 1997), Staiger şi alţii (2001). Aceste contribuţii nu au acordat o mare importanţă criticii Lucas, poate şi din cauză că în economia americană rata şomajului a înregistrat fl uctuaţii mai puţin intense, faţă de Europa. Există mai multe modalităţi de dezvoltare a curbei Phillips pentru o economie deschisă pe baza teoriilor economice. O contribuţie majoră în acest sens îi aparţine lui Calmfors (1977), şi anume reconcilierea dintre curba Phillips şi modelul scandinav al infl aţiei. Curba Phillips se poate integra într-un sistem care ia în calcul salariile şi preţurile prin intermediul unor serii de date. Aplicarea cointegrării şi cauzalităţii în redefi nirea modelului refl ectă obligativitatea unui mecanism de corectare a echilibrului sistemului în contextul curbei Phillips pentru modelul principal. Deşi respectă teoria principală a lui Aukrust, curba Phillips este un model special deoarece include numai unul din mecanismele de stabilire a salariilor prezentate de Aukrust. Ne propunem să ne concentrăm asupra salariilor în curba Phillips. Conform conceptelor teoretice dezvoltate de Aukrust, presupunem că: , posibil după îndepărtarea schimbărilor deterministe; şi că structura cauzală este “o cale” reprezentată de H4mc şi H5mc. Principiul consecvenţei cu cointegrarea asumată şi cauzalitatea impune existenţa, în cadrul sectorului expus, a unui model de tip EqCM pentru rata salariilor nominale. În vederea simplifi cării, presupunem o dinamică de prim ordin. Astfel, curba Phillips se defi neşte pe baza ecuaţiilor:•

profi tabilitatea sectorului explică evoluţia ratei şomajului. Termenul Zut desemnează alte variabile care vor conduce la scăderea ratei şomajului, dacă celelate variabile factoriale nu se modifi că. În structura factorului zut se vor regăsi o variabilă care evidenţiază rata de creştere a economiei, precum şi alte variabile factoriale ce caracterizează oferta de muncă. Dacă se introduce cea de-a doua ecuaţie în prima, rezultă un model explicit pentru salarii. Dacă stabilim ratei principale a şomajului de echilibru, este necesar să rescriem ecuaţia anterioară prin relaţia: (2) unde

Vom presupune că şomajul are iniţial o valoare scăzută. Rata creşterii salariilor ∆w0 este determinată de curba Phillips pe termen scurt. În conformitate cu ecuaţia anterioară, ponderea salariilor este mai mare decât valoarea de echilibru pe termen lung, ceea ce conduce la creşterea nivelului şomajului şi la diminuarea creşterii salariilor în curba Phillips. Relaţia ∆wt = ∆qt + ∆at descrie forma abruptă a curbei. Pentru determinarea pantei curbei, se aplică relaţia: –βw1/(1- βw3). Atunci când creşterea salariilor este egală cu creşterea constantă în

stare de echilibru (gf+ga iar nivelul şomajului este dat de uphil), se consideră că se ajunge la echilibru stabil. Coefi cientul βw3 descrie elasticitatea creşterii salariilor determinată fără a se ţine seama de preţul produselor. Acest coefi cient infl uenţează în mod semnifi cativ panta curbei Phillips pe termen lung Din studiul fi gurii, se observă o tendinţă descrescătoare a curbei pe termen lung, caracterizată printr-o valoare subunitară a coefi cientului βw3. În mod convenţional, acestă situaţie se interpretează ca o neomogenitate dinamică în stabilirea salariilor. În situaţia în care coefi cientul este egal cu 1, interpretarea se va referi la omogenitate dinamică, iar curba Phillips va fi verticală. De asemenea, se manifestă o independenţă între rata de echilibru uphil şi infl aţia mondială gf. Au fost elaborate şi publicate numeroase studii macroeconomice care tratează panta curbei Phillips pe termen lung. Faptul că salariaţii obţin compensare totală pentru rata infl aţiei este o justifi care a pantei curbei Phillips verticale pe termen lung O restricţie normală asupra curbei Phillips este relaţia βw3 = 1, cel puţin în situaţia în care interpretăm ∆qt ca o variabilă a probabilităţilor. Criticile aduse pantei descendente a curbei Phillips pe termen lung au evidenţiat prezentarea oferă unui tablou prea optimist pentru politica economică, se consideră că factorii de decizie politici pot aduce, în mod permanent, rata şomajului sub rata naturală, prin favorizarea unui nivel ridicat pentru rata infl aţiei. În contextul economiei reale, un rol semnifi cativ în confi gurarea salariilor îl joacă elementele desprinse din analiza costului vieţii. În acest sens, infl aţia actuală şi infl aţia întârziată se includ în cercetările aplicate din domeniul econometriei, ca expresie a importanţei acordate costului vieţii în contextul negocierilor salariale. Aceste considerente sunt exprimate prin relaţiile de mai jos:

Se observă că în prima ecuaţie a sistemului se adaugă modifi carea preţurilor de consum ∆pt, la relaţia anterioară, cu coefi cientul . Dinamica modelului infl aţiei benefi ciaza aşadar, în contextul unei economiii deschise, de o specifi caţie completă, respectiv sistemul curbei Phillips. Proprietăţile dinamice ale modelului se aplică în mod corespunzător şi pentru alte instrumente de tip curba Phillips. O caracteristică unitară, comună, a sistemelor de acest tip este prezumţia că rata naturală a şomajului este o soluţie stabilă1.

Ecuaţia curbei Phillips este considerată instabilă pentru o rată dată a
şomajului, deoarece este singulară. În dinamica ponderilor salariilor şi ratei şomajului, stabilitatea este infl uenţată în mod determinant de mecanismul
de echilibrare integrat în ecuaţia ce descrie rata şomajului. De aici reiese că nu se poate adapta, pentru o politică economică ce ţinteşte infl uenţarea ratei
şomajului, formarea salariilor bazată pe curba Phillips, argumentăm aceasta
şi prin ideea că numai rata naturală a şomajului corespunde unei ponderi
salariale stabile şi orice alt obiectiv privind rata şomajului conduce invariabil
la modifi cări continue ale ponderii salariale.
Un sistem incomplet de tip curba Phillips, nu poate fi utilizat pentru o
abordare realistă şi fi abilă a stabilităţii în dinamică a ratei şomajului, altfel spus
nu este recomandat apelul la estimarea unui model de curbă cu o singură ecuaţie.
Contribuţii semnifi cative în acest sens se regăsesc în Staiger şi alţii
(1997), care este un exemplu de studiu practic de estimare a ratei naturale a
şomajului pe baza unui astfel de sistem incomplet. Autorii studiului au avut în
vedere mecanismul de echilibrare implicit în cadrul demersului lor privind curba
Phillips. Problema se manifestă prin cu totul alte faţete în Europa, deoarece
rata şomajului este mult mai instabilă, şi astfel corelaţia dintre ratele estimate şi
stabilitate este un considerent de actualitate pentru studiile teoretice şi practice.
Ne vom concentra asupra a trei abordări ce pot utilizate în estimarea
unui domeniu de încredere al curbei Phillips tip rata naturală a şomajului.
Deoarece rata naturală a şomajului este o funcţie neliniară a unor
coefi cienţi de regresie, în majoritatea analizelor legate de valoarea sa nu există
intervale de încredere.
Defi nirea intervalelor de încredere pentru rata naturală a şomajului se
poate realiza prin trei metode:
- Metoda Wald;
- Metoda (abordarea) Fieller;
- Metoda coefi cienţilor de probabilitate.
Ultimele două metode sunt preferate, deoarece se caracterizează prin
proprietăţile fi nite ale eşantionului studiat.
Fundamentul metodei Wald, care este considerată cea mai intuitivă,
este eroarea standard asociată şi proporţia t aferentă coefi cienţilor estimaţi.
Astfel, dacă pentru estimarea curbei Phillips pentru salarii se
utilizează formula de referinţă indicată anterior, dacă se consideră o trecere
totală a creşterilor productivităţii în salarii şi se exlude “iluzia banilor”,
valoarea coefi cientului uphil din curba Phillips tip rata naturală a şomajului
este determinată prin relaţia βw0/ βw1. Valoarea estimata a coefi cientului se
determină, în mod corespunzător, prin formula .

Am precizat deja că ecuaţia curbei Phillips poate fi reconfi gurată
conform relaţiei:
(8) unde coefi cientul uphil poate fi estimat direct prin metoda celor mai mici pătrate neliniare. De asemenea, confi gurarea intervalului de încredere are în vedere estimarea nerestricţionată a coefi cientului uphil, care este stabilită prin relaţia
şi un anumit domeniu în jurul acelei valori. Aplicând tehnica euristică,
vom considera că fi ecare valoare a coefi cientului care nu respectă ipoteza de
mai jos va fi inclusă în intervalul de încredere:

Dacă presupunem că este statistica F de tip Wald
pentru verifi carea parametrului HW, iar Pr(·) reprezintă probabilitatea
argumentului său, putem afi rma că intervalul defi nit de

interval de încredere de (1-α)%. Considerăm că am aplicat cu succes metoda Wald atunci când am realizat estimarea precisă a elasticităţii ratei şomajului în curba Phillips.
Precizia acestei estimări este infl uenţată în mod negativ de eşantioane restrânse,
fără îndoială. Totuşi, volumul informaţiilor obţinute prin observare determină
dimensiunea eşantionului. O situaţie în care abordarea Wald poate conduce la
erori semnifi cative este atunci când βw1 este estimat imprecis, ceea ce nu este semnifi cativ statistic. Se consideră că metoda Wald nu ia în considerare modul
în care se manifestă când valoarea lui este apropiată relativ de zero,
termenul de relativ evidenţiind incertitudinea în estimarea lui βw1. În analizele pe baza modelului curbei Phillips asupra economiilor europene, estimările βw1 sunt tipic nesemnifi cative statistic, iar această
preocupare este legată de calcularea ratelor naturale prin curba Phillips pentru
Europa. Aceastră situaţie se manifestă, aşa cum s-a descris anterior, deoarece
este funcţie neliniară a estimatorilor repartizaţi normal ( ).
Metoda Fieller ocoleşte această situaţie prin transformarea ipotezei
neliniare într-una liniară, adică:

Metoda calculului coefi cienţilor de probabilitate presupune determinarea intervalului de încredere pentru ipoteza considerată prin
utilizarea coefi cientul de verosimilitate statistic.
Metoda lui Fieller este echivalentă numeric cu soluţia bazată pe verosimilitate în situaţia în care modelul original este liniar în parametrii săi, oferind o justifi care generică anterioară.
Concluzii Atunci când curba Phillips estimată nu prezintă omogenitate dinamică,
valoarea relaţiei este numai o componentă a estimării ratei naturale a
şomajului, în conformitate cu teoria de bază. În această situaţie, sunt necesare calcule suplimentare, complexe, pentru rata naturală a şomajului. În primul rând, este obligatoriu să fi e luată în calcul codispersia
termenilor precum şi . Pe de altă parte, în afara
situaţiei în care ecartul faţă de omogenitate are o valoare numerică mare,
poate fi reprezentativă pentru incertitudinea asociată ratei naturală estimate pentru ecuaţia curbei Phillips. O altă situaţie demnă de a fi menţionată este indicele condiţiilor monetare, care se manifestă de asemenea în macroeconomie.

Abstract The traditional approach of the macroeconomic models development
took into consideration the estimation of an equation one time and the
simultaneous setting up of the results. This aspect is valid for sub-models as
well. The operations were not always accompanied by the adequate checking
of the procedures. The parameters of an equation may be estimated by
utilizing the methods of maximum probability with limited information but
the parameters of other equations would remain un-restricted. It is well-
known the fact that the methods with limited information have been stronger
as against the equations wrongly-specifi ed from the system. This fact was verifi ed mainly in the situations when there have been better information or trustful information concerning a sub-multitude of variables. Adopting the methods regarding the limited information was based on certain practical considerations, the goal consisting of the calculations simplifi cation by eliminating the complexity typical to the methods grounded on complete information (maximum probability based on complete information). 1. Introduction The theoretical approaches generalized for the submitted stages will include criteria and conditions, formulated for the entire system. However, there is the following question mark: are there or not settlement ways in case the complete model is too complex for applying the simultaneous modelling? The utilization of the models of high degree of aggregation represents a recommendable solution in this respect. These models are simple enough to facilitate their analysis as a complete system. A series of economic

mechanisms, considered as important and relevant for the steps meant to describe adequately the economy, are not taken into account in case of such an approach. Taking into consideration the fact that we are aiming to set up the structure within sub-models, the characteristics of the general approach allow us to appreciate this as being a gradualism one. In the context of the two conditions included in the defi nition of the
partial structure, knowing the complete model is not automatically implied.
The sub-models may become invalid if the signifi cant explicative variables
are excluded from the model. If the correlation model is modifi ed between the
included variables and those being excluded, we can see the sub-model lack
of validity.
Analysing the last conditions, we can allege that, as ultimate extension
of the information, it is possible to develop a model, appraising thus that
the structure or the partial structure is representing a modality to solve the
Johansen problem previously submitted.
The substantiation of the macroeconomic policies is based on the
utilization of the macroeconomic modelling. Thus, the modelling of all
the relevant explicative variables through conditioning all the knowledge
concerning the institutional conditions in the studied society, acquires a
particular signifi cance. Specifi cations of high degree of aggregation are utilized,
characterized by the fact that the groups of gross coeffi cients are generating
combined effects of the included variable. Also, excluding the correlated
variables leads to wrong political recommendations. The simultaneity
interference, which may occur through the sub-models combination, is a minor
issue for the political decision-factors in comparison with these inferences.
The Monte Carlo simulations, applied on particular model specifi cations,
allow a profound study on this matter.
We can conclude that the setting up of the long-term properties of the
sub-models is of a particular signifi cance. The setting up of a co-integrating
equation grants it an invariable character as against the extensions of the mass of
information. The property must be established in an adequate way for each case.
On the other hand, this is a property requiring to be set up in every
case. The applied principle implies the decomposition of the variables in
persistent component and transitory component. We consider that model of
equilibrium correction with vectors would include two sub-systems, with
the property that the variables associated with a subsystem do not include
co-integrating equations relating to the second subsystem. We notice the
possibility of occurrence of short-term effects of the variables of a system
on the variables of the second one, as well as the fact that the co-integrating

equations of a system may have a certain impact on the development of the other one variables. If none of the interaction types is present, we can talk about a complete separation, the presence of at least one of them leads to a partial separation, concepts correlated with the erogeneity of the variables within one of the subsystems concerning the parameters of the other one. In the frame of the co-integration analysis, it is necessary that both types of sub-models are tested, considered as verifi able hypotheses. .
2. The utilization of the Philips Curve model in macroeconomic analyses
In the frame of the analysis, we treated the essential aspects regarding
to the application of the Phillips curve in the present macroeconomic context,
the representation of the curve into a co-integrated variable system; the
consistency and modifi cations of the unemployment rate; the uncertainty of
the Phillips curve NAIRU estimated; and the reversed Phillips curve status,
respectively the Lucas offer curve. .
The signifi cance of Phillips curve in the macroeconomic analyses has
been grasped since the years ‘60. Phillips synthetized an empirical correlation
between two macroeconomic indicators of extreme signifi cance, respectively
the unemployment rate and the wage increase. The contributions of Samuelson
and Solow (1960) aimed the characteristics of the curve as a compromise
which the governors are confronted with. The utilization of the regression
multi-varied techniques in the estimation of the Phillips curve has been
introduced by Lipsey (1960), his interpretation aiming the correlation from
the point of view of the classical evolution of the prices, the unemployment
rate acting as intermediary between the demand in excess and the fl uctuating
evolutions on the labour force market. Meantime, the Lipsey regressions take
into consideration also the consumption prices, as explicative variable. The
Lipsey’s approach is known mainly as the Phillips curve of the probabilities.
The subsequent researches treated the issue of the difference between the short-
term Phillips curve ond the long-term Phillips curve.
Phelps (1968) and Friedman (1968) have studied the natural
unemployment rate, corresponding to a long-term vertical curve while Lucas
(1972) applied rational probabilities about the relatively uncertain prices of
the goods. The achievement of the probabilities leads to the situation where
the aggregated offer does not change as against the last period. The existence
of some surprise-prices generates a larger gap as from the average level of the
long-term production.
Lucas obtained his offer function starting from the reversal of the
long term Phillips curve, developed on the basis of the forecasts achieved by

Lipsay, derived through the methods of the microeconomic theory and the characteristics of the rational probabilities. The approach of Romer (1966), based on the conventional specifi cations of the aggregated demand, emphasizes a positive correlation
between production and infl ation as well as a reverse correlation between the
unemployment rate and the infl ation rate, considerations describing a short-
term Phillips curve with neoclassic tint.
Lucas (1976) underlines that for the political deciding factors, the
Phillips curve does not represent a decisional model when utilized for the
analysis of the concrete data and estimated through the least squares method.
The attempt to stimulate the production by augmenting the money offer will
lead to the modifi cation of the curve and the deciding factors will be not in
the position to infl uence neither the unemployment, nor the actual production.
This is representing the so-called Lucas’s criticism.
Considered as a theoretical criticism of the compromise described by
the Phillips curve between infl ation and unemployment, the Lucas’s criticism
has been largely developed by the academic literature from the macroeconomic
modelling domain. In this respect, the studies of Wallis (1995) have to be
remarked. The strong point of the criticism consists of its general character,
the criticism being capable to alter any conditioned econometric model.
The versions of neo-Keynesian type of the curve are characterized by the
occurrence of the causality issue.
The American acceptance on the Phillips curve, synthetized in the
triangular model of the infl ation, has been formulated and developed by
Gordon (1983 and 1997), Staiger and others (2001). These contributions did
not pay a big signifi cance of Lucas’s criticism, maybe due the fact that the
unemployment rate recorded less intense fl uctuations within the American
economy as comparatively with Europe.
There are more modalities to develop the Phillips curve for an open
economy on the basis of the economic theories. A major contribution in this
respect belongs to Calmfors (1977), namely the reconciliation between the
Phillips curve and the Scandinavian model of the infl ation. The Phillips
curve can be integrated into a system which takes into consideration the
wages and prices through the intermediary of a data series. The application
of the co-integration and causality in redefying the model is refl ecting the
compulsoriness of correcting mechanism of the system equilibrium in the
context of the Phillips curve for the main model.
Although observing the main theory of Aukrust, the Phillips curve is
a special model because it includes only one of the mechanism of setting up
the wage submitted by Aukrust.

We undertake to focus on the wages of the Phillips curve. According to the concepts developed by Aukrust, we assume that:
, possible after removing the determinist changes, as well as that the causal structure is “a way” represented by H4mc and H5mc. The principle of the consistency with the assumed co-integration and causality imposes the existence, in the frame of the exposed sector, of a model type EqCM for the nominal salaries rate. In order to simplify, we assume a fi rst rank dynamics. Thus, the
Phillips curve is defi ned on the basis of the following equations:

The signifi cance of the utilized notations is that εwt and εut are
innovations concerning available information during the period t-1, noted Іt-1.
The fi rst equation describes the short-term Phillips curve. The interpretation
of the second equation is that the profi tableness of the sector explains the
evolution of the unemployment rate. The term Zut designates other variables
which will lead to the decrease of the unemployment rate, if the other
factorial variables do not change. In the structure of the factor zut there will
be a variable which emphasize the economy growing rate, as well as other
factorial variables which characterize the labour offer. If the second equation
is introduced into the fi rst one, an explicit model for wages is resulting.
If we set up the unemployment main rate, it is necessary to re-write
the pervious equation through the relation:

The left side of the equality is zero, in the context of a stationary
weight of the salaries. Taking into account the constant increase rate of the
productivity and the constant rate of the external prices increase, we shall

We shall assume that initially the unemployment has a low value. The rate of the salaries increase ∆w0 is established by the short-term Phillips curve.
In conformity with the previous equation, the salaries weight is bigger than the
long-term equilibrium value, which leads to the increase of the unemployment
level and to the diminishing of the salaries increase in the Phillips curve.
The relation ∆wt = ∆qt + ∆at describes the abrupt form of the curve.
In order to set up the curve slope, we apply the relation: –βw1/(1- βw3).
When the salaries increase equals the constant increase in equilibrium
condition (gf+ga and the unemployment level is given by uphil), it is considered
that the stable equilibrium is reached.
The coeffi cient βw3 describes the elasticity of the salaries increase,
established without considering the goods prices. This coeffi cient is
signifi cantly infl uencing the slope of the long-term Phillips curve.
Out of the fi gure study, we notice a down-warding tendency of the
long-term curve, characterized by a sub-unity value of the coeffi cient βw3.
Conventionally, this situation is interpreted as a dynamic inhomogeneity in
the salaries setting up.
In the situation when the coeffi cient equals 1, the interpretation will
refer to the dynamic homogeneity while Phillips curve will be vertical. Also,
there is an interdependence to be seen between the equilibrium rate uphil and
the world infl ation gf.
Numerous macroeconomic studies have been issued ad published
on the long-term Phillips curve subject. The fact that employees get full
compensation for the infl ation rate is a justifi cation of the vertical slope of the
long-term Phillips curve.
A normal restriction on the Phillips curve is the relation βw3 = 1, at

least in the situation when ∆qt is interpreted as a variable of the probabilities.
The criticisms as to the down-warding slope of the long-term Phillips curve
pointed out the fact that its presentation offers a too optimistic picture for the
economic policy; it is considered that political decisions makers may bring,
permanently, the unemployment rate below the nature rate, by favouring a
high level for the infl ation rate.
In the context of the real economy, a signifi cant role in confi guring
the salaries is plaid by the elements resulting out of the analysis of the life
cost. In this respect, the present infl ation and the delayed infl ation are included
in the applied researches in the frame of the econometrics domain, as an
expression of the importance granted to the life cost in the context of the
salaries negotiations.

To notice that in the fi rst equation of the system, the modifi cation of
the consumption prices ∆pt, is added to the previous relation, by the coeffi cient

Thus, the dynamics of the infl ation model takes the advantage, in
the context of an open economy, of a complete specifi cation, respectively
the system of the Phillips curve. The dynamic properties of the model are
accordingly applied also for other instruments of the Phillips curve type. An
unitary, common characteristic, of the systems of the kind is the assumption
that the natural rate of the unemployment is a stable solution1.
The equation of the Phillips curve is considered as unstable for a given
unemployment rate, since it is singular. In the dynamics of the salaries weights
and unemployment rate, the stability is decisively infl uenced by the balancing
mechanism integrated in the equation describing the unemployment rate. Hence,
we conclude that the salaries forming based on the Phillips curve cannot be
adapted, for a policy aiming to infl uence unemployment rate; this is grounded
also through the idea that only the natural rate of the unemployment corresponds
to a stable salaries weight and any other goal concerning the unemployment rate
leads invariably to continuous modifi cations of the salaries weight.
An incomplete system of the Phillips curve kind, cannot be utilized
for a realistic and sustainable approach of the stability in the dynamics of the

unemployment rate , in other terms, it is not recommended to appeal to the estimation of a curve model with only one equation. Signifi cant contributions in this respect are to be found in Staiger and
others (1997), which is an example of practical study of estimating the natural
rate of the unemployment on the basis of such an incomplete system. The authors
of the study have taken into consideration the implicit balancing mechanism in
the frame of their approach concerning the Phillips curve. The problem appears
through totally different facets in Europe, since the unemployment rate is much
more instable so that the correlation between the estimated rates and the stability
is a reason of present interest for the theoretical and practical studies.
We shall focus on three approaches which may be utilized
for estimating a confi dence domain of the Phillips curve, of the natural
unemployment rate kind .
Since the natural unemployment rate is a non-linear function of a
number of regression coeffi cients, there are no confi dence intervals in most of
the analysis connected to its value.
Defi ning the confi dence intervals for the natural unemployment rate
can be achieved through three methods:
- Wald method;
- Fieller method (approach);
- Method of the probability coeffi cients.
The last two methods are to be preferred as they are characterized by
the fi nite properties of the studied sample.
The ground of the Wald method, which is considered as the most
intuitive one, is the associated standard error and the proportion t related to
the estimated coeffi cients.
Thus, if for the estimation of the Phillips curve for salaries the
previously indicated formula of reference is utilized, if we consider a total
transition of the productivity increases to the salaries and exclude “the money
illusion”, the value of the coeffi cient uphil from the Phillips curve of the type
of natural unemployment rate is established by the relation
βw0/ βw1. The estimated value of the coeffi cient is accordingly set up,
through the formula .
We have already underlined that the equation of the Phillips curve can
be re-drawn according to the relation:

non-linear least squares method.

Meantime, the confi guration of the confi dence interval takes into
account the non-restricted estimation of the coeffi cient uphil, which is set
up through the relation and a certain domain around that value.
Applying the heuristic technique, we shall consider that each value of the
coeffi cient which does not observe the below hypothesis will be included in
the confi dence interval:

If we assume that is the F statistic of Wald type for the
checking of the parameter HW, while Pr(·) is representing the probability
of its argument, we can allege that the interval defi ned by
, for , is representing a
confi dence interval of (1-α)%.
We consider that we successfully applied the Wald method when
achieving the precise estimation of the elasticity of unemployment rate in the
Phillips curve. Un-doubtfully, the accuracy of this estimation is negatively
infl uenced by limited samplings. However, the volume of the information
obtained through observation, is establishing the dimension of the sample. A
situation where the Wald approach may lead to signifi cant errors is that when
βw1 is vaguely estimated, which is not statistically signifi cant. It is considered
that Wald method does not take into account the mode in which is acting
when the value of is relatively close to zero, the term of relative pointing
out the uncertainty in the estimation of βw1.
In the analyses on the basis of the Phillips curve on the European
economies, the estimations of βw1 are typically non-signifi cant from
statistical point of view and this concern is connected with the calculation of
the natural rates through the Phillips curb for Europe. This situation appears,
as previously described, due to the fact that is a non-linear function of
the normal distributed estimators ( ).
The Fieller method avoids this situation by transforming the non-
linear hypothesis into a linear one, namely:

The method of the calculation of the probability coeffi cients implies
the setting up of the confi dence interval for the considered hypothesis, through
the utilization of the statistical coeffi cient of credibility.

The method is the numerical equivalent with a solution based on credibility in the situation when the original model is a linear one in its parameters, offering a previous generic justifi cation.
Conclusions When the estimated Phillips curve does not submit dynamic
homogeneity, the value of the relation is only a component of the
estimation of the natural unemployment rate, in accordance with the basic
theory. In this situation, complex, additional calculations are necessary for the
natural unemployment rate.
First of all, it is compulsory to take into calculation the co-dispersion
of the terms such as and . On the other side, excepting
the situation when the gap as against the homogeneity has a high numerical
value, the may be representative for the uncertainty associated
with the natural rate estimated for the equation of the Phillips curve. Another
worthy situation to be mentioned is the index of the monetary conditions,
which is also acting within the economy.
