1. Approve amendments to the ordinance on precincts and polling places, as follows:

c. Change the polling place for the Fillmore Precinct 026 from the Career Center, 816 South Walter Reed Drive, to Henry School, 701 South Highland Street.

d. Amend the boundaries of the Ballston Precinct 004 and the Buckingham Precinct 045 to move the portion of the Buckingham neighborhood now located in the Ballston Precinct to the Buckingham Precinct.

e. Amend the boundaries of the Arlington Precinct 001 and the Glebe Precinct 030 to create a new precinct, Four Mile Run 047, using the Barcroft Sport and Fitness Center, 4200 South Four Mile Run Drive, as a polling place.

f. Amend the boundaries of the Lyon Village Precinct 016 to create a new precinct, Courtlands 048, using the Clarendon Education Center, 2801 Clarendon Boulevard, as a polling place.

g. Amend the boundaries of the Clarendon Precinct 014, Virginia Square Precinct 040, and Oakland Precinct 046 to create a new precinct, Monroe 049, using the Arlington Arts Center, 3350 Wilson Boulevard, as a polling place.

2. Allocate $13,750 in FY 2006 from the General Fund General Contingent (001.713) to the

Electoral Board (001.101) to fund the above changes. ISSUES: None.

SUMMARY: The Arlington County Electoral Board recommends a three polling place changes for existing precincts, one precinct boundary change, and the addition of three new precincts. DISCUSSION: In order to reduce voter wait time and alleviate crowding at some polling places, the General Registrar and the Arlington County Electoral Board recommend the following changes to the County ordinance, attached in part, establishing precinct boundaries and polling places. The proposed changes will take effect with the November 8, 2005 General Election, pending approval from the U.S. Department of Justice. Virginia law requires polling places and precincts be established by County ordinance. The proposed amendments are:

I. Proposed Polling Place Changes

a. Hume Precinct (008) currently votes in the lobby of the Potomac Building at the River House Apartments, 1400 South Joyce Street. The location is awkward for voters and residents alike, especially during heavy turnout elections. River House management has offered the party room in one of the other buildings in the complex as an alternative. The General Registrar and Electoral Board recommend the County Board move the polling place for Hume Precinct to the party room of the River House James Building, 1111 Army Navy Drive.

b. Woodlawn Precinct (024) has been voting at Langston-Brown Community

Center, 4854 Lee Highway, while their permanent polling location, Glebe School, has been undergoing renovations. Renovations are now complete at Glebe School. The General Registrar and the Electoral Board recommend the County Board move the polling place for Woodlawn Precinct back to Glebe School, 1770 North Glebe Road. Voting will be in the gym.

c. Fillmore Precinct (026) currently votes at the Career Center. The room allocated

for voting is of inadequate size for the precinct, and voters must travel a long distance from the designated parking area. The General Registrar and Electoral Board recommend the County Board move the polling place for Fillmore Precinct to Henry School, 701 South Highland Street. Voting will be in the gym, which has a direct accessible entrance from the parking lot that the school shares with the Career Center.

II. Proposed Precinct Boundary Changes

a. Ballston Precinct (004) is one of the County’s largest precincts, and

Buckingham Precinct (045) is one of the smallest. In order to relieve some of the stress on Ballston voters, the General Registrar and Electoral Board recommend the County Board adjust the boundaries between the two precincts to move the portion of the Ballston Precinct that is in the Buckingham neighborhood bordered by George Mason Drive, I-66, Washington Boulevard, North Glebe Road, and North Carlin Springs Road, to the Buckingham Precinct. Ballston Precinct will be reduced by about 800 voters to a total of about 2600, and Buckingham Precinct will be increased by about 800 to a total of about 2500. Polling places will remain

at Arlington Traditional School, 855 North Edison Street (Ballston Precinct) and Barrett School, 4401 North Henderson Road (Buckingham Precinct). The voters affected by the move will be mailed new voter cards, advising them of their new polling location.

III. Proposed New Precincts

a. Four Mile Run Precinct 047: Arlington Precinct 001 is one of the County’s largest precincts, and in large turnout elections there are some issues with long lines at the polling place, Peyton Randolph School. The General Registrar and Electoral Board recommend the County Board create a new precinct from the area bordered by Four Mile Run, Columbia Pike, South Four Mile Run Drive, 16th Street South, South Stafford Street, and South Walter Reed Drive. The proposed name for the new precinct is Four Mile Run 047, and the proposed polling place is the Barcroft Sport and Fitness Center, 4200 South Four Mile Run Drive.

Approximately 2000 voters will be moved from the current Arlington Precinct and approximately 400 voters will be moved from the current Glebe Precinct to create the new precinct, reducing those precincts to about 1500 for Arlington and about 2300 for Glebe. The size of the new precinct will be about 2400 voters. The voters in the proposed new precinct are mostly residents of the large residential complexes along Four Mile Run Drive, and the proposed polling place of the Barcroft Sport and Fitness Center is conveniently located for these voters. Voting will be in the gym.

b. Courtlands Precinct 048: The current Lyon Village Precinct 016 is the largest in the County, with over 4000 registered voters. The southern portion of the precinct in the vicinity of the Market Common area is experiencing rapid residential growth and construction. The General Registrar and Electoral Board recommend the County Board create a new precinct from the portion of the current Lyon Village precinct bordered by Wilson Boulevard, North Barton Street, 10th Street North, and Washington Boulevard. The proposed name for the new precinct is Courtlands 048, and the proposed polling place is the Clarendon Education Center, 2801 Clarendon Boulevard.

The approximate initial size of the new precinct will be 1800 voters, and this is expected to increase as the residential construction projects currently underway in this precinct become available for occupancy. Lyon Village will be reduced to about 2200 voters. The rooms used for voting in the Clarendon Education Center are located in adjoining classrooms on the third floor, and all voters will be required to access the polling location via elevators or stairs.

c. Monroe Precinct 049: The Ballston/Virginia Square area is experiencing rapid residential growth, and one of the three precincts in this area, Oakland 046, is already the County’s second largest at about 3900 voters. The General Registrar and Electoral Board recommend the County Board make several adjustments to the boundaries of the current Clarendon 014, Virginia Square 040, and Oakland 046 precincts to create a new precinct. The proposed name for the new precinct is Monroe 049, and the proposed polling place will be the Arlington Arts Center, 3350 Wilson Boulevard.

The General Registrar and Electoral Board recommend that the new precinct be created from parts of the current Virginia Square 040 and Oakland 046 precincts from the area bordered by Wilson Boulevard, North Lincoln Street, 6th Street North, North Monroe Street, 5th Street North, and North Glebe Road. A portion of Clarendon Precinct 014 will be moved to the revised Oakland Precinct 046, which will have new borders of North Glebe Road, Fairfax Drive, North Nelson Street, and Wilson Boulevard. Polling places for Clarendon, Virginia Square, and Oakland will remain unchanged. The approximate size of the new Monroe precinct will be 2500. Clarendon will be reduced to about 2700 Virginia Square to about 2300, and Oakland to about 2500. Voting at the Arlington Arts Center will be in the Tiffany Gallery. There is an accessible ramp to the gallery level on the Monroe Street side of the building, and the gallery level is accessible from the parking lot via an elevator.

FISCAL IMPACT: If the above proposals are approved, the Electoral Board and Office of Voter Registration expect to incur expenditures of approximately $1500 per precinct for each of the three new precincts to purchase voting machine storage carts and other Election Day precinct supplies, for a total of $4,500. In addition, there is an estimated cost of $.50 per voter to mail new voter cards and notices to affected voters. About 18,500 voters will be affected by these proposed changes, bringing mailing costs to about $9,250. Total estimated one-time costs of these proposed changes, which were not included in the approved FY2006 budget, is $13,750, distributed as follows: 0212 Postage 6,475 0342 Operating supplies 4,500 0344 Print shop 2,775 $13,750 Funding for these additional expenditures are requested from the General Fund General Contingent.

Appendix B I: Proposed Polling Place Changes

A: Hume Precinct 008 The proposal is to move the polling place for the Hume Precinct 008 from its current location in the lobby of the Potomac Building of the River House apartment complex, 1400 South Joyce Street, to the party room of the James Building in the same complex, 1111 Army Navy Drive. The two buildings are adjacent. Voting in the Potomac Building lobby was confusing for voters and disruptive for River House residents. The change was suggested by River House management.

B: Woodlawn Precinct 024 The proposal is to move the polling place for the Woodlawn Precinct 024 from its current location at the Langston-Brown Community Center, 4854 Lee Highway, back to its permanent location at Glebe School, 1770 North Glebe Road. The precinct has been voting at Langston-Brown while Glebe School has been undergoing extensive renovations. Glebe school reopened in early 2005.

C: Fillmore Precinct 026 The proposal is to move the Fillmore Precinct 026 from its current location at the Career Center, 816 South Walter Reed Drive, to Henry School, 701 South Highland Street. The room used for voting in the Career Center is of inadequate size for the precinct, and the gym at Henry School can better accommodate voters. The school and the Career Center share a parking lot.

II: Proposed Precinct Boundary Change

Ballston Precinct 004 and Buckingham Precinct 045 The proposal is to amend the boundaries between the Ballston and Buckingham precincts by moving the Buckingham neighborhood portion of the current Ballston precinct into the Buckingham precinct. Approximately 800 voters will be affected, which will help balance the sizes of the two precincts. Ballston is currently one of the County’s largest precincts in terms of number of registered voters, and Buckingham is one of the smallest. Polling places remain unchanged for the two precincts. The new precinct, Four Mile Run, is created from the portions of the current Arlington and Glebe precincts along Four Mile Run Drive, and the proposed polling place is the Barcroft Sport and Fitness Center, 4200 South Four Mile Run Drive. Reductions to the Arlington and Glebe precincts will relieve stress on those two precincts, particularly in Arlington precinct. Current Configuration: Arlington 001 and Glebe 030
