SB 1037: special education; audit; cost study

Requires the Arizona Auditor General to audit a sample of 60

special education programs in Arizona district and charter schools

to evaluate costs, funding, and utilization & cost trends for IEPs

SB 1317: schools; specially designed instruction

Allows a certified general education teacher to provide specially

designed instruction if the instruction is aligned with a student’s

IEP, ensures access to general education curriculum, and involves

certified special education personnel in the process

Requires the SBE to amend rules to clarify relevant procedures

Renames the Math, Science, and Special Education (MSSE)

Teacher Loan Forgiveness Program to be the Arizona Teacher

Student Loan Program, and allocates 40% of the funding to those

who will teach in a low-income or rural public school or a school

on an Indian reservation

Continues the program in statute until 2025

“ABLE Act”

In 2016, HB 2388 established Arizona’s ABLE Program to allow individuals with disabilities to pay for disability-related expenses without

losing federal benefits.

• Department of Economic Security must develop and administer the Program

• The ABLE Act Oversight Committee appointed to oversee implementation

• First meeting held earlier this year

• The first annual report is due December 31, 2017
