AREAS OF INTERVENTION: Sirte
This disadvantaged area of the South-Western Sebha region currently hosts 2.000 families; among them 70 families of Tawargha IDPs, 350 IDPs from the Mushashia tribe, and about 600 irregular migrants. The area is chronically suffering from poor water supply and most of the households are not connected with the main water network. Most of the current supply of drinkable water is relying on a basic system of wells, self-financed by the local communities, in very bad conditions in terms of engines and pumps. Approach to the local communities: interaction and follow-up The Council of Elders of the area was consulted and in the list of needs received the intervention on the local water supply network was among the more necessary. (Other related issue pointed out in the list was the capacity of storing water in the area.) During the planning period (end of September) it was agreed to concentrate the effort on the provision of electric generators to avoid the interruption of water supply in case of electric power black-out, but after a more accurate analysis and debate the local community opted to encourage the reinforcement of the existing network. The intervention foreseen the activation of 2 wells already dug (Zaid B. Thabit, and Majlis Mahalli) supplying them with 2 water pumps and the replacement of a water pump in extremely bad conditions in another well (Sha’biyat al Hijara). This decision to move the focus of intervention was motivated by the fact that in the previous weeks various positive developments suggested to the local community that the new Obari Electrical Power Station will be completed and operational soon. This discouraged the idea of buying generators. Planned intervention: In coordination with the local community
1) Install a submersible pump in the Zeid B. Thabit Well, providing new electric switch, fencing, and
cabling.
2) Install a submersible pump in the Majlis Mahalli Well, providing new electric switch, fencing, and
cabling.
3) Install a submersible pump in the Sha’biyat Al-Hijara Well, providing new electric switch, fencing, and
cabling.
4) Providing the following 3 wells: Masjid Mousa B. Nousayr, Masjid Ja’far B. Abi Talib, and Mu’ad B.
Jabal with basic maintenance (cabling, fencing, covering, electric maintenance)
Beneficiaries: The various structures activated (or maintained) are covering all the area of the Hayy Al Hijara, so the whole population will benefit from it, whereby a special attention has been dedicated in the choice of the location in order to support the more disadvantaged groups of the local population.
CIR Quick Impact Project – Sebha Water Wells Maintenance
CIR Intervention aims to relieve Sebha local population from the scarcity of drinkable water and from a poor
water supply network. When the work will be concluded, Hayy Al Hijara community will benefit from a regular and stable water provision service. This contribution will help reconstruct communities’ life and basic needs.

Hayy Al Hijara Water Wells Before CIR Intervention
This disadvantaged area of the South-Western Sebha region currently hosts 2.000 families; among them 70 families of Tawargha IDPs, 350 IDPs from the Mushashia tribe, and about 600 irregular migrants, for an approximated total of 15.000 inhabitants. The area is chronically suffering from poor public medical coverage, and most of the daily medical support to the local population is provided by 2 minor public Medical Centers:
1) The Al-Hijara Al Jadida Medical Center
2) The Al-Hijara Health Care Unit
Approach to local communities This specific intervention originates from the advice of the Council of Elders of the area, and included in a list of interventions to be considered necessary and urgent. The local community expressed the hope that the medical coverage of the area could be improved from the current, very poor, level. Al-Hijara Al Jadida Medical Center The Director of the Center, Dr. Hasan Salem, explained that the Center is located in a 1-store building and the whole covered area is 2.000 square meters. The average monthly attendance to the facility is around 2,000 patients, with various diseases. The pharmacy is now empty without medicines at all. The structure does not have a proper storage but just an unfinished project for an external one, partially built. The laboratory needs CBC, reagents, disposable tubes, Lab consuming, blood-sugar analyzer, a minor surgical unit and a delivery couch. In the dental unit, there is only 1 chair with autoclave and the dental consumption for regular dental procedures, and pediatric dental forceps for extractions are needed. For overall use, an autoclave, a surgical dressing and disposable items are needed. Al-Hijara Health Care Unit The Director of the Unit, Dr. Abed Alsalam Abulasaad, explained that the Unit is located in a 1-store building and on an area of 600 square meters (200 square meters the building) The structure is the main unit in the area for children vaccination. Regular medical checks for locals and also for foreigners (Africans) are provided by the unit. The Pharmacy is almost empty. There is the need to set up a minor surgery unit. There’s an urgent need for an autoclave, E.C.G. Steto-scope, B.P machine and disposable items (needles, syringes, cannulas, gloves, I. V. stand, Oxygen Cylinder, etc. 1 toilet has to be activate and painting works completed. Room for administration staff are missing (1 container or 2 more rooms). Since 1975 maintenance to the building has been performed only once. Planned intervention: In coordination with the Directors the requested medical items will be supplied, and the facilities restructured.

Beneficiaries: The various structures activated (or maintained) are covering all the area of the Hayy Al Hijara, so the whole population will benefit from it. A special attention has been dedicated in the choice of the location in order to support the more disadvantaged groups of the local population. Al Hijara Health Care Unit and Al-Hijara Al-Jadida Medical Center are both in precarious health and hygiene conditions. Both structures lack of fundamental equipment and tools to assist people with their basic necessities. CIR will work toward the creation of an efficient Health Care and Medical Center to look after Sebha population.
Al-Hijara Medical Center Before CIR intervention
The city of Sebha is chronically suffering from the absence of waste collection in public areas where most of the garbage is piled up in informal dumping places being regularly burned by local residents with the consequence of polluting the air in a densely populated area. After the revolution, the public waste collection service was radically reduced. Since the fear of the drivers to incur in the theft of the trucks or to be kidnapped, the Municipality, to date, covers a limited area (a couple of square Km) in the center of the city. Normal service would include the transportation of waste to an official dumping area out of Sebha. A great part of the informal waste dumps are located in the Hayy Al-Hijara, a disadvantaged area of the South-Western Sebha region currently hosting approximately 15.000 inhabitants. Approach to local communities: interaction and follow-up This specific intervention originates from the advice of the Council of Elders of the Hayy Al-Hijara area and the hope the local community expressed of improving the waste collection services. A second level of consultation was with the Public Health Department in the Sebha Municipality, in order to get more feedback and details about the areas of intervention and to receive the permission of using the authorized dumping areas. # 1 - Planned intervention: In coordination with local communities and with the Municipality, a number of trucks and cranes are going to be used to support the work of local workers in charge of conducting the cleaning works with the following criteria:
1) Complete cleaning of the Illegal Waste Dumping Area of Hayy Al-Hijara – Southern Gate – near the
Al-Sharif Mosque (2.400 cubic meters of mixed organic and solid waste)
2) Partial cleaning of the Illegal Waste Dumping Area of Hayy Al-Hijara – Northern Gate – near the
Northern Gate Checkpoint (we will clean 600 of the 800 cubic meters of mixed organic and solid
waste)
Beneficiaries: At least 50,000 inhabitants will benefit from the action. 40% of the major dumps of the city will be cleared. # 2 - Planned intervention: In coordination with local communities and with the Municipality, a number of trucks and cranes are going to be used to support local workers in charge of conducting the cleaning works with the following criteria:
1) Complete cleaning of the Illegal Waste Dumping Area of Hayy Al-Hijara – Eastern Gate – near the
Old City (1.500 cubic meters of mixed organic and solid waste)
2) Complete cleaning of the Illegal Waste Dumping Area of Al-Mahdia – near the Students’ House
(1.300 cubic meters of mixed organic and solid waste)
3) Final cleaning of the Illegal Waste Dumping Area of Hayy Al-Hijara – Northern Gate – near the
Northern Gate Checkpoint (we will clean the last 200 cubic meters of mixed organic and solid
waste)
Beneficiaries: At least 50,000 inhabitants will benefit from the action. 40% of the major dumps of the city will be cleared. # 3 - Planned intervention: Project #3 is the final stage of the cleaning process planned with #1 and #2 activities. In coordination with the Municipality, the remaining waste in the targeted areas will be collected. Cleaning works will then be extended to Al Tuyouri area (another disadvantaged area of the suburbs of Sebha), using a street-by-street approach. Our target is cleaning main streets and most densely populated area, using local manpower and smaller trucks.

#1 Third Residential District Garden The third residential district's garden is close to the city centre. The park is surrounded by large residential areas that, given the actual condition of the garden, do not have any recreational places for children. This park has been neglected since 2011 and subjected to many thefts and vandalism. Now the park is deserted and unclean, and it does not contain any games. The garden needs to be cleaned and the grass, where the games will be installed, to be trimmed. Games, seats and trash basket are missing.

#2 Al-Sabkha District Garden Sirte garden is located in Al-Sabkha district, and it is the biggest garden in Sirte city. It is easily reachable by car or by walk but was very affected by the latest war. Although the garden is considered as the only place for children to play in the city, it has not received any attention from the municipality of Sirte. During summer, the number of children in this park may reach 250 per day but in winter the number decreases due to the weather condition and children are busy in their schools. The garden needs maintenance and the replacement of swings and slides.

CIR Quick Impact Projects #1 and #2 – Sirte Garden Maintenance
CIR is planning to renew completely the area by installing children amusement facilities and by creating a new meeting point for the people of Sirte. Major construction works are currently ongoing to offer to the
city of Sirte a place of integration and interaction for children.
