In addition many of ENVIRON’s specialists based in Canada and the US have wide Arctic expertise from environmental consultancy in Alaska and the Canadian Arctic, especially for the oil and gas industry and the mining industry, and in addition also a wide project portfolio from the Russian Arctic. Because of ENVIRON and the existing project-based partnerships in Iceland, we can rightly state that we now have a 360 degree coverage of the Arctic market. We are now the world’s leading Arctic advisor with 400+ permanent staff and 17 offices in Arctic Finland, Sweden, Norway, Greenland and the United States. As of 1st of January 2015, Ramboll has acquired the US-based environmental consultancy ENVIRON, adding more than 1500 enviromental and health science specialists in 21 countries. The merger places Ramboll in the global elite, now among the top 10, within environment and water services, and represents a major step for the leading Nordic consultancy in becoming truly global. In total, Ramboll now has 12,500 staff in 35 countries.

THE ARCTIC ROUNDTABLE, OULU, FINLANDRamboll once again chaired the Arctic roundtable, this year in Finland on 2-3 December 2014. Ramboll conducted a similar roundtable in Tromsø in October 2013 where sustainable development was the topic.

The overarching ambition with the Arctic Round Table is to bring together important stakeholders to discuss ideas that may contribute to the positive development of the Arctic region: By gathering stakeholders from financial institutions, policymakers, transportation authorities, contractors, industry and community developers, we wanted to discuss the road to possible solutions for the realization of major new transport corridors in the North.

As input to the discussion we had two introductory presentations:• Presentation of the Barents Freeway Report and five pilot

studies for new international railway connections in the Barents Region, by Jorma Leskinen, Planning Director, Lapin ELY / ELY Centre Lapland

• Shipping in the Arctic, by Executive Director Malte Humpert, The Arctic Institute.

ENVIRONMENTAL MONITORING OF THE KEVITSA MINE, NORTHERN FINLANDRamboll is performing environmental monitoring of the Kevitsa Mine in the period 2012-2016. The mine is owned by First Quantum Minerals Ltd.

The project includes emissions monitoring, surface and groundwater monitoring, environmental monitoring of water and soil and usage monitoring.

Ramboll carries out the different parts of the project using certified sampling persons and the accredited environmental laboratory of Ramboll Analytics. Smooth sample logistics and fast delivery of results guarantee the best possible service for the customer. The laboratory has developed its methods according to the needs of the customer and the mining industry. The latest developed method, analysing of thiosulphate using IC-techniques, was FINAS-accredited in spring 2013.

ANALYSING THE ENVIRONMENTAL IMPACT OF LULEÅ HARBOUR EXPANSION The Swedish harbor Luleå hamn is stepping up its capacity. The plan is to make the Malmporten water passage leading up to the port both wider and deeper. That would make it an even more attractive alternative to Narvik in Norway.

“There is an increase in production on the iron ore fields and the transport capacity needs to be higher,” says Linda Wikman, project manager for Luleå Hamn.

NEW E8 HIGHWAY IN RAMFJORD, NORWAYThe main road to Tromsø is missing an important part. Today the road goes through settlements and has a low standard. There are many accidents along this road. Ramboll has made assessments of three different road routes that will improve this part of the road and give it a modern high standard. Length is 4 km.

The area has unique groundwater reservoir, a rare type of marsh and a major pre-historic trapping area with pitfalls for reindeer hunting ( 4 000 – 5 000 years old).

Ramboll has carried out investigation of groundwater flow to detect risks for water supply and vulnerable habitats. Ramboll has used expertise from our offices in Tromsø, Trondheim, Oslo and Gothenburg.

The Swedish maritime administration, the Swedish transport administration and Luleå Harbor AB are jointly leading the project. The purpose is to increase the capacity, availability and safety of the port. Ramboll’s role is to perform an environmental-impact assessment of the project.

“Large areas are impacted by the project so an environmental impact assessment will be the foundation for the project as a whole”, says Mattias Bååth, project manager for Ramböll.

Ramboll has been contracted by the Swedish maritime administration and will collaborate with authorities, agencies, organisations, actors and the public during the execution of the project. In-depth studies in marine biology and sediment modelling are other parts of the assignment.

According to the proposed plan, the Malmporten passage is going to be excavated and dredged to accommodate large ships that are around 50 meters wide, 300 meters long and 15 meters deep. The loading capacity of these vessels are around 160 000 tonnes - a significant increase from the current maximum of 55,000 tonnes.

The contractors are also investigating the possibilities of expanding the harbour area in Luleå.

QAQORTOQ AIRPORT - ASSESSMENT OF RELOCATION OF AIRPORT IN SOUTH GREENLAND Ramboll made a comprehensive economic cost-benefit assessment and cash-flow analysis of the construction of an airport in Qaqortoq, South Greenland, for the Greenlandic Government. The main objective of the project was to assess the consequences of moving the main airport in South Greenland from Narsarsuaq to Qaqortoq, the regional capital. The analysis gives Greenlandic decision makers a clear picture of benefits and cost and the distribution within the Greenlandic society.

SUSITNA-WATANA RIVER HYDROELECTRIC PROJECT LICENSING FOR ALASKA DEPARTMENT OF NATURAL RESOURCES Ramboll-ENVIRON is currently supporting the State of Alaska, NOAA Fisheries and US Fish and Wildlife Service (the Services) through a contract with Alaska Department of Natural Resources for the FERC Licensing of the Susitna-Watana Hydroelectric Project in south central Alaska. This sub-Arctic project would provide energy to the area from Fairbanks to Anchorage, Alaska. We are assigned three main tasks including: 1) support for the water quality investigations, 2) Beluga whale studies and 3) support for the fish and aquatic studies. The water quality studies have involved team members associated with hydrology/hydrologic modeling, water chemistry and biology. The Beluga whale studies are much more focused on ecosystem (biological and physical) components that are comprehensive and include elements such as fish migration, production and distribution, ice processes, and primary production. The fisheries studies focus on instream flow needs of the fisheries and related physical (eg habitat) and chemical (eg water quality) parameters.

CORPORATE EHS AUDITS OF KINROSS GOLD’S KUPOL AND KUBAKA MINES, RUSSIA ENVIRON assisted the client with corporate EHS audit of their mines in Chukchi autonomous region and Magadan region for eight years. The comprehensive assessments covered all aspects of mines operations. The work included an assessment of the status of compliance with relevant environmental and OHS requirements, evaluation of the actual and potential environmental and OHS risks associated with past and current operations and verification of the current status of the corrective actions proposed by ENVIRON in a previous EHS assessment. Part of the work was to evaluate waste rock, tailings disposal, and waste management schemes, as well as hazardous materials storage practices, compliance management and EHS management systems capabilities.

THE BARENTS FREEWAY STUDYRamboll and its partners are performing a study of development needs of Barents Region transport connections including descriptions to maintain a common regional strategy. The goal is to integrate the current national and regional transport strategies, plans and projects of each country into a common Barents Region transport strategy, in order to create a platform to apply a systems approach for decision making and launch synergy effects in transport infrastructure development. Additionally, the goal is to eliminate border constraints to fluent transport flows, improve accessibility of regional, national and international markets for products and services from the Barents Region and accelerate the integration of the local economies of the Region into the global economy. The study also includes a pilot study of an air taxi system as well as four pilots of new potential railway alternatives. The project was financed by the Kolarctic ENPI CBC-program, with a total budget 1.4 million € and will be finalised early 2015.

OIL SPILL RESPONSE PLANNING IN THE ARCTICJoint industry programmes (JIP) US Arctic - toxicology and biodegradation of chemically and physically dispersed oil

ENVIRON staff has led an Arctic oil spill response technology JIP to evaluate the toxicology and biodegradation of chemically and physically dispersed oil in the open ocean, ice-free environment of the Arctic Beaufort and Chukchi Seas. It was the first time that biodegradation studies had been carried out in the Arctic, with Arctic organisms and in Arctic conditions. The conclusion was that the rate of biodegradation in the Arctic is comparable to other parts of the world, including the tropics. The study also concluded that the toxicity of chemically dispersed oil is related to the oil that is spilled rather than that of the dispersant and that chemically dispersed oil results in greater surface area of oil and more effective biodegradation. IOGP JIP regarding oil spill planning for the pan-Arctic - ecological consequences and NEBA for oil spill response and planning (ongoing)

ENVIRON is retained by the Association of Oil and Gas Producers (OGP) to develop a NEBA tool to assist with the assessment of ecological consequences of oil spill response actions to be conducted in the Arctic. The project aims to develop matrices for different environmental response actions that allow rapid comparison of the short and long-term consequences of alternative oil spill response actions and enable the selection of alternative response actions to reduce oil spill treatment residuals from impacting less resilient environmental compartments or valuable ecosystem components.

DRIVING INITIATIVES – MEET OUR ARCTIC DIRECTOR NILS ARNE JOHNSEN

Nils Arne was employed in Ramboll in 2009 and has since 2012 functioned as Ramboll’s Arctic Director, with responsibility for cross-market initiatives in the circum-polar regions. His main focus areas here are sustainable transport systems, spatial planning, regional and urban development, real estate development, business development, strategic consultancy. Nils Arne holds an MBA and has a past as project director within infrastructure projects and regional development services in Arctic Norway, both from the public and

the private sector. His areas of interest are in particular Arctic urban and regional development, logistics and infrastructure in the Artics, as well as the role of Arctic communities in the world as such.
