HISTORICAL NOTE

Present day Jefferson County was established by the territorial

Legislature on January 26, 1856, under the name of Jones County. The

adjoining county, now known as Thayer, was governed as a part of

Jefferson County until 1871.

Formerly the home of the Otoe and Pawnee Indians, the present

Jefferson county was first organized in 1864, but the confusion of

operating Thayer and Jefferson county as one led to the introduction

of an act to enlarge the county, change the name to Jefferson, and

separate Thayer County, February 13, 1867. For judicial purposes,

Jefferson was attached to Gage County from 1857-1864. Meridian served

as the county seat, 1867-1868, and prior to that time business was

conducted from George Weisel=s store on the Big Sandy.

Jefferson County, names for the 3rd President of the United

States, Thomas Jefferson, is well suited for agriculture and cattle

raising. Settlement of the county began in 1863 when Reverend Ives

Marks established a grist mill on Rose Creek and a community grew

around the mill. Settlers had arrived in the area as early as 1856.

In 1871 official organization took place and the county seat was

placed in Fairbury, located on the Little Blue River near the county's

center. The town had been the seat of government since its origin in

1868 when the records were removed from Meridian. A courthouse was

completed in 1872 but replaced by the current courthouse in 1892. The

new courthouse of 1892 was placed on the National Register of Historic

Places in 1972.

The first school was erected in 1871 in Fairbury. This later

became a hotel after the new school was built in 1904.

The area was served by various stage lines through the county,

the first arriving in 1859. In 1872, the St. Joseph and Denver City

(St. Jos. & G.I. RR) came to Fairbury from Missouri and in 1886 the

Chicago, Rock Island & Pacific Railway passed through the city from

Chicago. Both railroad lines were discontinued by 1980.

Rock Creek Station in Jefferson County has an interesting

background. AWild Bill@ Hickock shot the station attendant in 1861

ensuring its place in history. The station, however, was an important

stopping point on the Oregon Trail for wagon trains and stage lines

along the route. The original station was torn down in 1886 and a

replica was built in 1959. Rock Creek Station was dedicated as a

state historical park in 1984.

SCOPE AND CONTENT NOTE

This collection contains records of Jefferson County spanning the

years 1862-1994, and divided into 10 Subgroups: 1) Assessor, 1864-

1970; 2) Treasurer, 1864-1950; 3) County Board of Commissioners, 1870-

1975; 4) County Clerk, 1864-1994; 5) Register of Deeds, 1868-1911; 6)

County Court, 1874-1934; 7) District Court, 1869-1985; 8) Municipal

Records, 1864-1909; 9) Superintendent of Schools, 1878-1978; and 10)

School District Records, 1870-1960.

The bulk of the collection consists of personal property and real

estate valuations of the county, 1864-1970. Subgroup one, Assessor,

includes personal property valuations, 1866-1869 and 1886-1971; real

estate assessments, 1896-1970; railroad valuations, 1890s-1922; and

land assessment correspondence (including assessment complaints),

1909-1917. This subgroup was microfilmed by Records Management

Division of the Secretary of State's office for the Nebraska State

Historical Society in 1991. The agricultural statistics volumes are

restricted by current records retention and disposition schedules of

Nebraska.

Subgroup Two, Treasurer, is divided into seven series: 1) Tax

Lists, 1864-1946; 2) Delinquent Tax Lists, 1870-1880; 3) Tax Sale

Records, 1871-1896; 4) Motor Vehicle Tax Lists & Registers, 1919-1950;

5) Special Assessments, 1892-1928; 6) School Land Records, 1870-1890;

and 7) Miscellaneous Ledgers, 1870-1872. The records include personal

tax lists, 1864-1946; real estate tax lists, 1864-1879; a delinquent

tax list, 1870-1880; tax sale books, 1871-1896; motor vehicle tax

lists, 1936-1950; and special assessment ledgers, 1892-1928. Also

included are School Land Lease and Sale records, 1870-1890.

* Special Note to Researchers

* A special note applies to Subgroups Three and Four, County Clerk

and Commissioners. When requesting documents contained in box format,

boxes are not labeled to this new inventory and in some cases not at

all. The Public Records staff will assist you in locating required

documents.

Subgroup Three, County Board of Commissioners, is arranged in

four series: 1) Proceedings of Meetings, 1870-1975, on microfilm

shelved in the West reference room under RG238; 2) Correspondence and

Records, 1862-1939; 3) Road & Bridge Records, 1868-1972; and 4)

Insanity Board, 1881-1916. The microfilm of the proceedings of the


county board is copied from county security film in storage in the

State Archives which was microfilmed by the county in 1975. Roll

numbers on the film will

not match the roll numbers we have given them for inventory purposes.

Also, there are miscellaneous documents microfilmed at the beginnings

of roll #1 and 2A which are not related to the business of the County

Board of Commissioners. Of particular interest may be the Road Plat

Book, 1868-1972, microfilmed at the end of Roll #7.

Also included in Subgroup Three are two boxes of miscellaneous

documents and letters relating to the business of the county board

relating to railroads in Jefferson County, orders of the board, and

reports of various officers to the board.

Subgroup Four, County Clerk, is divided into six series: 1)

Marriage Records, 1864-1994; 2) Election Records, 1872-1942; 3)

Military and Soldiers Relief Commission, 1889-1936; 4) Brand and

Estray Records, 1883-1938; 5) Professional Registers, 1881-1889; and

6) Miscellaneous, 1923-1938. Of particular interest are the Marriage

Records of Series One which were microfilmed at the county courthouse

by the Genealogical Society of Utah in cooperation with the Nebraska

State Historical Society. The records were microfilmed early in 1995.

The original records remain at the county courthouse. Series Two

contains miscellaneous records relating to Jefferson County elections.

Abstracts of votes cast are included for the years 1878-1888 only.

Series Three includes military rosters and civil war service cards,

1889-1936. Also included in this series are the records of the

Soldiers Relief Commission, 1894-1929. Series Four includes a brand

register, 1883-1890.

Numerical Indexes comprise the contents of Subgroup Five,

Register of Deeds. These volumes are shelved in the Headquarters

Building for ease of use. Vol. #1 of Numerical Index-Lots is

available in part on roll #1 of this Series. This microfilm was

copied from security microfilm done by Kwik Chek Co. of Red Cloud,

Nebraska, for the county in 1974. This film is not of the best

quality and may be difficult to copy.

There are twenty four Justice Dockets, 1874-1934, included in

Subgroup Six from Buckley, Fairbury, and Pleasant precincts. The

majority of these dockets are from Fairbury precinct.

The bulk of Subgroup Seven includes Bills of Exception

(depositions, exhibits, etc.) for civil and criminal cases in the

District Court of Jefferson County, 1869-1985. These filings are not


as yet organized. They were transferred to the Archives in 1988 and

1990.


Subgroup Nine, Superintendent of Schools, includes a School

District Boundary Record, 1924-1938, minutes of annual meetings, 1878-

1969, and records relating to Jefferson County school teachers, 1901-

1945.

Subgroup Ten, School District Records includes minutes of

meetings, orders, and annual reports. The school districts for which

we hold records include #10, 1890-1960; #24, 1877-1889; and #77, 1895-

1906.

The bulk of this collection was transferred to the State Archives

March 24, 1977. Additional records of the Assessor, Treasurer, and

Clerk's offices and the Superintendent of Schools were transferred

November 15, 1988.

The Commissioners Proceedings were copied from security microfilm

June 4, 1976. The boxes of correspondence and records came to the

Archives in 1967.

The Livestock Brand Record of Subgroup Four, County Clerk, was

sent to the State Archives by the Nebraska Brand Committee, March 3,

1981.

Bills of Exception for Subgroup Six, District Court, were

accessioned November 15, 1988 and May 30, 1990.

The film strip of the application for a post office at Rose Creek

was produced by the Historical Society in December of 1957 from

documents loaned by the Jefferson County Historical Society.

The school registers for District #10 were loaned to the

Historical Society for microfilming in August of 1969 by Mrs. Clarence

Henkel of Gladstone, Nebraska. Likewise, the records for District #24

were loaned in July of 1967 by Donald Fox of Fairbury, Nebraska. The

record group numbers on the inventory at the beginning of roll #1 of

Subgroup Ten no longer apply to this collection.
