    Backg;ro\ind - By CINCPAC's message 152123Z J u ly , approval was requested to conduct a DESOTO P a tro l in the G u lf o f To nk in d uring the period 31 J u ly through 8 August. The la s t p a tro l in to the area was made by the USS CRAIG (DD 8 8 5 ) d uring the period 28 February th ru 10 March 1964. L im ita t io n s on the c lo se st p o in ts o f approach (CPA) f o r the USS CRAIG inc luded:

    a. North Vietnamese (DRV) Coast 4 NM,

    b. Chinese Communist (CHICOM) mainland 15NM, and

    c. CHICOM o ff-sh o re is la n d s 12NM.

    - CINCPAC requested tha t the J u ly - August p a tro l w ith the USS Maddox be cleared f o r CPA's as fo llo w s :

    a. North Vietnamese Coast 8 NM,

    b. North Vietnamese Is la n d s , 4 NM, and

    c. CHICOM Coast 15NM.

    - DRV and CHICOM rea ction to the CRAIG p a tro l, noted below, had been q u ite l im ite d :

    a. On 28 Feb ruary, a K ronsta d t ~ c la ss p a tro l c ra ft in t e r cepted and paced the CRAIG f o r a sh o rt p e riod ;

    b. Subsequent DRV COMINT sub sta n tia te d re p o rts from the MADDOX tha t an attack had, in fa c t, occurred. COMINT re f le c t io n s ind icated tha t the attack had been c a rrie d out by DRV Torpedo F lo t i l la 135 comprised o f T-333^ T -3 3 6 and T - 339 . DRV communications revealed tha t the T -3 3 9 v;as sunk w h ile the T -336 su sta ined heavy damages; the T -3 3 3 apparently escaped w ith o n ly m inor damages.

    - Second Inc id e nt (4 August)

    a. On 4 August, DRV naval communications (COMINT, Atch #1) again ind icated p re p a ra tions were underway f o r

    • another a ttack tha t n ig h t. The T -1 4 2 and T -1 4 6 (Swatow boats) were ordered to prepare f o r " M i l i t a r y O p e ra tio n s," The T -3 3 3 , which was invo lved in the p re v io u s in c id e n t,

    , , was ordered tp obta in o i l to p a rt ic ip a te in the second^ a tta ck. That n ig h t the MADDOX jo ined by the USS TURNER

    1, JOY, reported surface and a i r contacts on t h e ir radar sc re e ns. The surface contacts were la t e r id e n t if ie d asf h o s t i le , and at 2240H the MADDOX opened f i r e . Subsequent

    ^ re p o rts from the d e stro y e rs Ind icated tha t p o s s ib ly two^ PT boats had been sunk. T h is was la t e r confirmed by a

    ' message s ta t in g , "We sa c rif ic e d two comrades but a l l" are brave and recognize o ur o b lig a t io n s ." The same message

    reported tha t two enemy planes had been shot at and at le a s t one damaged. A la t e r re p o rt stated tha t "an enemy v e sse l perhaps wounded."
