“Plans for the future. Architectural drawings and models of the new Warsaw investments”

Ladies and Gentlemen!

“Plans for the future. Architectural drawings and models of the new Warsaw investments” exhibition has become the greatest

annual forum of presenting investment designs in Warsaw. It is also a regular meeting of architects, citizens and capital city authorities.

It is a record of architecture development, when the city changes so much. The exhibition promotes architecture as an important walk

of cultural and economical life. It informs that architecture belongs to all of us. Last years brought many favourable changes to Warsaw

scenery. Rules of the New Spatial Policy and public discussions during “Warsaw of my dreams” workshops introduce order and harmony

to the capital city public spaces. For me personally, the most important thing is that investors, artists, journalists and at last but not least

Varsovians discuss how to make our city beautiful and special and how to care for its cultural identity. Thanks to this atmosphere there

is a chance of development in a way accepted by majority.

Architectural contests work out. They are a review of productions and a source of development. They are also a good architectural

tradition in Warsaw. Both before the World War II and today many unique buildings, like the Supreme Court or the University Library, were

constructed after a contest. That is why today there are more architectonic contests. They concern single buildings and great spaces.

The latest subjects were: Parliament development architectural and spatial conception and Konstytucji Square managing plan.

I am certain that Polish access to the European Union will contribute new values to the capital city scenery in the next few years.

UE requirements will strengthen weight of spatial managing and necessity of establishing new institutions in Warsaw will be an impulse

for city development.

The amount and scale of designs presented at this edition of the exhibition show that recession did not affect Warsaw architecture.

I hope that the designs will be appreciated by Varsovians and that we will soon admire their realizations.

We invite You to the seventh edition of the “Plans for the future. Architectural drawings and models of the new Warsaw

investments” exhibition. Warsaw changes, and we are trying to record this process. Architecture is art. Better and better designs

are created, most of them is realized. I am often surprised by a next new building or even a whole frontage of a street. Wo∏oska St.,

Kasprzaka St. or Jerozolimskie Av. have changed.

We need a certain spatial order to create the city of realized investments. City authorities are working out a management plan

for Warsaw. The New Spatial Policy document shows concern for town-planning solutions. It is difficult to present these plans of the

whole city. This year we are presenting next fragments: Wola, Wilanów, Ok´cie districts and Konstytucji Square.

If investors instruct architects to create new designs and every year we have enough materials for an exhibition, we will present

them to You. I would really love to present designs of Defilad Square structures in one of the future catalogues. That would be a

fulfilment of dreams of many Warsaw citizens. This immense space in the city centre should be designed as befits a capital city. A

modern city should be constructed around the Palace of Culture and Science.

According to many people, You can find the atmosphere of the old Warsaw in the area of Brzeska and Zàbkowska Streets.

There are still authentic monuments, original granite pavement and cast-iron lanterns. Renovation of the Old Praga has begun.

Zàbkowska Street is in the course of reconstruction. Other buildings and factories are to be reconstructed.

I hope that this area will appeal tourists to its galleries, antique shops, concert halls and pubs.

We wanted to encourage You to walk down Zàbkowska Street by presenting renovated tenement-houses.

Development and modernisation of the building at 19 Wiejska St. 75

Presentable, over a hundred years old tenement-house with outbuildings has been modernizedfor the new owner - “Edipresse” publishing house. It was agreed to respect and separate theold building from the new one by a glass fastener, allowing to feel the atmosphere of the oldyard, transformed into a two-storey patio. Aestethics of the new building is to be very modern.The facade has been restored in compliance with the instructions of the Conservator’sDepartment. The front elevation of the yard has been restored in virtue of remained relicts ofdecorations. Inner arrangement of almost all rooms remained the same. Rich internal stuccodecorations and gate span have been restored. Door and window joinery has been preserved.Period balcony balustrade and gate grating have been reconstructed. New annexes ofreinforced concrete covered with granite have replaced old side annexes. All outfit for the bothparts, the old one and the new one, is to be very modern and of high quality. This refers tofurniture, lighting and many other details.

Social design of Zàbkowska Streetrevalorization - the section betweenTargowa and Brzeska Streets. (initiative: Janusz Sujecki from Zespó∏Opiekunów Kulturowego DziedzictwaWarszawy “ZOK” Society)

Zàbkowska

Zàbkowska Street is an old historical route to Wola Zàbkowska village, called Zàbki in the XVIIIthcentury. Until 1791 it had been called Brukowana (“Paved”).In the latter part of the XIXth century it had been completely built over with shingle roofedwooden front houses, annexes, granaries and cubby-holes. The Praga district great fire in June 1868 had destroyed the street structures and had been aturning point for Zàbkowska Street and a beginning of a dynamic construction activity. The newbuildings have been constructed in 1868-1871. Zàbkowska Street - a symbol of the old Praga district, is on the threshold of great changes. Monumental tenement-houses revalorization and historical Praga centre modernization withcultural identity preservation are necessary. The section of Zàbkowska St. between Targowa andBrzeska Streets, with a preserved pavement and renovated tenement-houses, should become atourist attraction and an example of the reconstructed XIXth-century Praga - the Praga Old Town. 12 estates are to be revalorized.A variety of courtyards and differentiation of buildings’ heights and characters increases theirattractiveness for shops, open-air caf(s or art galleries.Renovation and preservation of the existing pavement is necessary (granite pavement, relicts oftramway tracks, gate porches and kerbs), right lightning (cast-iron lanterns).

Street and yard pavement is an important element creating a climate of the old city space. The section of Z1bkowska St. between Targowa and Brzeska Streets has a special value for thePraga history and the Warsaw architecture history. The preserved houses are the pricelessrelicts of the XIXth century suburban structures, previous to urban tenement houses of the firstyears of the XXth century. They represent all the stages of Warsaw tenement-houses and thecourtyard structures evolution from 1865 to 1939 -from a suburban one-storeyed house,through a urban tenement house, to a tenement-house of the 30s of the XXth century.History of Zàbkowska St. is closely connected with the history of Warsaw Jewish society. TheJews had lived in Praga district since the latter part of the XVIIIth century. Before the 1939Zàbkowska St., called “Nalewki Pragi” (the Jews made about 45-50% of the area inhabitants),had been a main centre of Jewish trade, small manufactures and handicraft. Today it is the onlypreserved Jewish district of Warsaw and that is why it’s monuments should be revalorized underthe Conservator’s surveillance. The proposed revalorization programme provides for domination of trade and service functions.Shops, services, book and antique shops are to be located both in front houses and annexes.Stylized shop signs and advertisements are to create an atmosphere of Praga shops andhandicrafts on the turn of the XIXth century.

A two-storeyed tenement-house with an annex, stables and the annex closing a court. A buildingconstructed for W∏adys∏aw Sikorski in 1890-1891. The whole structure assigned for capitalrepairs and permanent adaptation. Great example of various purposes structures stratification inthe estate’s yard. A front structure is to be a dwelling-house or an office and service building. The stables and the annex are assigned for trade and service. The front building needs fa(adedecorations reconstruction, basing on H. Podd´bski photographs of the year 1919. A roof construction’s rafter framing to be preserved. Possibility of an extra commercial volume in the part of the estate adjoining the front wall of the 62 Targowa St. tenement-house.

A building constructed in the late 70s of the XIXth century, as a two-storeyed structure, two storeys added about the year 1910. Propositions: capital repairs, ceilings renewal, balconies and fa(ade reconstruction basing on the photographs of the year 1918. Habitation, trade and service functions on the groundfloor should be preserved. Postulates: capital repairs of the left annex for habitation, (groundfloor - trade and service), pulling down the right annex and the remains of the annexes closingthe yard from North. (reconstruction as three-storey structures), design - trade and service.

Jewish house of prayer had been on the ground floor of the left annex before the year 1939. It is necessary to check if there are any relicts of mural painting in the place.

Konstytucji Square has been constructed inthe 50s, under the contemporary philosophyof spatial management. Modern architectureneeds designing the elements in the midstof which one can rest. On the other hand,the square is of great historical value.Monumental architecture of the squareshould be brought out for aesthetic reasons.Underground galleries and passages willappeal to many Warsaw inhabitants, but willnot change the functions of the square.Solution: contact between the new -1 leveland the present square by an open agora. A square in a square. This idea creates anew value, by a mutual dialogue of bothstructures, different in scale, architectureand materials. Harmonious connection of amodern building with a historical contextraises a value of both structures.Composition of the agora is based on thesame rule as the present square. The squaresurrounding by arcades, columns and

dominants asymmetrical to the transversalaxis is repeated. A glass cuboid is adominant of the agora. A scheme of thelower square is turned for the transparentcuboid to be a counterpoint for themonumental stone lanterns. This ideastrengthens the dialogue of both parts: old-new, light-heavy, simple-complex... In a general scale the glass cuboid is animportant part of the city. Konstytucji Squareis an ending of Marsza3kowska St. Acomposition of the square is submitted tothe axis of the street, but the northernfacade, its real closure, is still asymmetrical.The glass cuboid is a gate or a triumphalarch, closing the axis of the street andopening the space of the square at the sametime.Ground floor A uniform tiling on the southern side is tounite the space of the square. The samematerials on pavements and streets is to

optically enlarge the square. Differentsurface is to reduce speed of incoming cars.Slower car traffic will be favourable for thearea. The space along the eastern and thewestern frontages is a foreland for thearcades. Smaller scale - smallerarchitectonic forms and greens - isnecessary here. Trees, small architectureand tiling are strictly modulated to bring outthe size of the frontage. There are benchesto rest on. The stone tiling is composed withthe colour of granite ground floors of thebuildings. Platforms of the benches are ofthe same stone as the agora board. Thestone is a symbol of a new element in thecentre of the square. AgoraThe idea of the lower square construction isto create a changeable space, adapted tovaried needs. The square is to be adjustedboth to multidirectional communication ofevery-day life and to free arrangement of

cultural events. This space is to be animportant centre of happenings, summerexhibitions and winter ice rinks. Thesouthern part of the agora is raised a littleand is a platform for audience. Anornamental tiling pattern and a characteristiccolour of a stone create a special andunique climate for the shopping centres.The hollowed square is separated from thestreet and the traffic noise. That is why thespace may be used for non-trade activities.A strip between the agora and the arcades,with stone benches and shallow pools, is aplace for rest and observation. GalleriesValuable shopping centre is designed on thelevel of the square. Shops in the arcades arelocated symmetrically around the square. Realization of the investment requiresdemolition and remodelling of the wholesquare.

Buildings supplying hitherto existing management by servicestructures creating street frontages are designed along the street.Crossings and characteristic places are enriched with highdominants depending on the area communication serviceabilities.

Present west section of Okopowa St. is to be closed down andtransformed into an access street. Second roadway of OkopowaSt. is to be created on the east side. This way of constructing reduces noise arduousness oftenement-houses and creates new spatial quality of the Warsawwest down town.

The functional and spatial plan establishes the service anddwelling area development conditions with a large amount ofgreens and services situated on the ground floor of thebuildings, situated along the streets, that create a traditional, six-storeyed structure. Moreover, the plan establishes a destinationof the areas along the railway (on the West) for service - storageand production functions. Preservation of a tramway depot atM∏ynarska St. makes a transformation of the Wolska and P∏ockaStreets area to a service and dwelling area impossible. That iswhy the depot is planned to be moved to a different area of Wola

district. One of the main aims of the plan is to quantitatively andqualitatively develop the habitation area. Assumption: creation ofa local public spaces system for the area inhabitants. It mayguarantee the desired equipoise of qualitative and quantitativegoals of Wola District and Warszawa Centrum Borough spatialpolicy. However, in the course of the plan elaboration the equipoise hasbeen shaken. The quantitative factor has prevailed. The plan is atthe stage of polishing up and will be corrected. It is to create adistinct system of spatial spaces and greens.

The local plan refers to the area of JanaPaw∏a II Av., Paƒska, Towarowa, Srebrna and Chmielna Streets. A slant Twarda Street,a former city escape route, distinguishesfrom a regular, rectangular street system of the area. The new spatial surroundingsbrings the old slant direction of the street out. Computer visualization: cream-coloured - the existing structure, white-blue-coloured - new architectoniccomplexes. Structures are to be situated along TwardaSt. Authors intend to create a pathway and a promenade referring to a traditional shapeof this place. In the area of Twarda, ˚elaznaand Z∏ota streets confluence a footpath leadsto the Z∏oty Square.

Attractiveness of the place will depend onthe right shape of the West frontage of˚elazna St. The plan refers to a traditionalso-called “compact” structure, creating“walls” of the urban inside. On the groundfloor of the frontage, standing back from thequarter (and creating an accessiblepassage), ˚elazna Street should refer to atrade and service “climate” of the turn ofthe XIXth century. That kind of assortment isoffered in the pavilions at Paƒska St. Maybesome day it will be possible to createunique places of traditional and properspatial surroundings in Warsaw. The West frontage of Jana Paw∏a II Av. is aspecial place in the capital city. It is situatedin front of the Central Railway Station - in

the middle of the city. It is one of thelandscape places, so characteristic ofWarsaw - European capital city - for foreigntourists. That is why we plan to renew a partof the architecture, to make it morerepresentative and harmonized with thissection of the downtown. It refers to schoolslocated between Sienna and Z∏ota Streetsand a high structure as a dominant at thecorner of Chmielna St. and Jana Paw∏a II Av.A scale of structures along Jana Paw∏a II Av.has radically changed lately. The design is acontinuation of this trend. The area of Miedziana and Towarowa Streetsis a challenge for designers. All investorshave been trying to preserve a substandardground floor and two-storeyed character of

the former Dom S∏owa Polskiegowarehouses by renting them for services. The new city axis, from Babka Roundabout,Towarowa St. to Zawiszy Sq., is beingcreated and brought out by high structures(Babka Roundabout area sky-scrapers,Daewoo seat). A minimum 8-storeyedstructure (25 meters) is a basis of 160-180-meters high structures. The terrainwould be brought out on the area of Srebrnaand Paƒska Streets, from where a roofedpassage would lead to Kazimierza WielkiegoSquare, referring to the one existing hereyears ago. Communication and parkinglevels on the area would be placedunderground, under Towarowa Street.

Wilanów Country Town, according to the design of Polisharchitects and Prokom Investments consultant, Guy CastelainPerry, is to refer to Wilanów Palace architecture. The name“country town” renders exactly the sense of the design, becausethe designers have thought of all future inhabitants’ needs. The whole is to be built in compliance with the most strictecological rules. Differentiated type of buildings is the “trump card” of WilanówCountry Town. Three public squares linked by shoppingpromenades are planned in the centre. Amusement and restcentre with cinemas, cafes and restaurants is located in thesame place. Close by, in the streets shaded with rows of trees,houses with quiet gardens are planned. The most prestigious

houses are to be constructed on the distant area, at the westborder of the terrain. Recreation grounds are also planned. Parks and squares are to have playgrounds and places for rest forelderly people. Open, green meadows are the sport grounds -fields for playing golf and riding horses. Modern officebuildings are to be constructed up-town. The Wilanów CountryTown centre is to resemble the XVIII-th century centres of Parisor Nancy. It also resembles modern Paseo Colorado inPasadena, California and West End City Center. This housingestate, in a minor scale, has been constructed in Budapest,around Keleti railway station. Office district is to reflect moderntrends in architecture. The construction of the 12 thousandWilanów Country Town begins in the spring of 2002.

Âwi´tej OpatrznoÊci Bo˝ej Sanctuary1st prize at the exclusive contest organized by the Fundacja Budowy Âwiàtyni OpatrznoÊci Bo˝ej Board.

The design accomplishes the functional and spatialthesis of ideas and assumptions of the PrimateJózef Glemp.The uniqueness of the Sanctuary is based on thetown-planning assumption of four historical waysof: Combat, Culture, Suffering and Prayer, whichhave led Polish nation to freedom. These ways markout the shape of the churchyards of: Homeland,People of God, Life and Glory. Sacrum and Votum of the Nation is framed with fourportals, symbolizing ways to freedom, of therotunda-shape Sanctuary, surmounted with a domeand a cross.The mass of the Sanctuary is raised to a highground floor level. Stairs and platforms, marking outthe shape of the churchyards, lead to the Sanctuary. The main entrance and a field altar are situated onthe axis of Sobieskiego St. The nave, theConversion Chapel, the Mother of God Sanctuary,the Baptismal Chapel and the field altar sacristiesare situated on the ground floor. The Sanctuary is designed as a one-space, unitinginterior. The nave central space is surrounded withcolumns reaching up to the dome. The insidespatial order is to help in concentration and spiritualpeace.The interior is planned for 1 500 people. The Pope John Paul II Museum is located over theaisle. From the museum level you can get to theterrace around the dome. Sepultorium is designed at the ground floor, under the Sanctuary. Accompanying structures: Instytut Odrodzenia (the Resurrection Institute) with an amphitheatre -educational and cultural functions; Instytut ˚ycia(the Institute of Life) - hospice, charity institutionsseat, dining room, consulting rooms, laboratories;Instytut Jednania (the Reconciliation Institute) -national, European and ecumenical reconciliation.

The building is to be developed on the level of theshow room, to the South and the East. The designplans to take up a 4-meter strip of land on the Eastside of the building. The existing entrance is to bemoved. Office space and a cloak-room is planned in the place of the present entrance. A terrace with a platform for wheelchairs is planned outside a new entrance.

The existing show room is to be developed to theSouth. Cellars in this part of the building, theexisting technical staircase and the room on theground floor are to be liquidated. The gained spaceis to be a part of a new show room. A new scene of54.7 m2 is to be created after remodelling theSouthern wall of the building and installing a framesteel construction. The existing scene remains. That allows to use both scenes flexibly. A slidingfan wall is to be installed between the present sceneand the new show room.

The building development also concerns theCentrum second storey. The existing ballet room is to be “moved” to the South. Changing room isplanned in the North part of the building. The modernization design also plans anenlargement of the ballet room office.
