Original Cell 6 Permit Location Vs. Modification

Cell Excavation

In mid-June 2017, Arbor Hills submitted to the MDEQ for approval a minor permit modification to the west portion of Cell 6. The modification includes changing the west portion of Cell 6 to flow into Cell 4, with the changed area to be referred to as Cell 4E. The proposed modification will minimize waste removed from Arbor Hills East to approximately 40,000 cubic yards (cy) from 500,000 cy – a 92 percent reduction. The modification will reduce the potential for offsite odors.

Flares

Temporary Flare: In March of 2017, Arbor Hills began utilizing a temporary flare at the northwest corner of the landfill to increase vacuum and to aid in odor control. This flare will operate into 2018.

Permanent Flare: A high-capacity flare is currently going through the permitting process for installation in 2018.

Perimeter Header

Arbor Hills this summer began installing a new, 24-inch diameter pipe around the perimeter of the landfill. The project is scheduled to be completed in 2018. Completion includes the railroad crossing and final tie-in to the gas-to-energy plant with a 36-inch diameter pipe.

New & Replacement Wells

This summer, Arbor Hills installed 14 new gas collection wells and 11 re-drilled wells within the landfill. The wells were installed along the south and west sides, where Arbor Hills determined where landfill gas collection most needed to be improved.

Leachate Tank

Arbor Hills this summer installed a new, glass-lined leachate storage tank at the southeast corner of the landfill. The new tank is equipped with carbon filtering to help prevent odors. It went into use in July. The existing leachate tank will replaced in 2018.

Final CoverArbor Hills has begun to place final cover on a 20-acre portion of the south side of the landfill. This project will conclude this fall. Closure entails covering this area with a liner system, which is covered with soil and planted with grass.

Odor Neutralization System

Arbor Hills has installed an odor neutralizing system to help mitigate odors. The system operates around the perimeter of the active area of the landfill, drawing air and infusing it with odor neutralizer as it expels it. It is safe for human health and the environment, quiet, unscented and requires no water.

Temporary CoverTo more efficiently collect landfill gas in the “bowl area” and prevent off-site odors approximately ten acres on the landfill’s north face was covered with a synthetic liner.

An additional seven acres will be covered this fall with the same style of synthetic liner. The new covering will extend above the present temporary cover.
