I. rntroduction

This report reviews the official estimates of Egypt's national

accounts, with respect to the availability of tim series, basic data soures,

underLying method and general data quality. It then provides a fev

recome_dattons for improving the estimtes. Finally, it presents altrnative

escimates and the reLated methodology. Relevant statistics are shown in the

amsmed tabls.

II. Official Estimates of Egypt's National Accounts

A. Data availability

The Hinistry of Planing (NOP), which is tho official source for

Egypt's national accounts, has compiled the data oanly partially. Nov

available are the estimates of sectoral value added only at 1981/82 constant

prices for the fiscal years, 1981/82 through 1986/87, and the ezpenitures on

gross domastic product (CGP) at current and constant prices only for 198618?

-- (Tables 1, 2 and 3). The Central AgInc7 for Public Mobilization and

Statistics (CAllUM) has compiled tha national accounts for 1970 throug 1976

and two fisca years 1981/82 ond 1983/84 but only at current prices. The

CAUMS is still reviewing the 1983/84 data within the fraiorh of input-

output table.

S. Data sources ad mthodology

i. Data sources

The OP regur arLy receives basic data on gross outputs, intcerdilt*

inpute and, soutim o, related prices from diferent Ministrise, which in tumr

collect basic data from Local governMOets ("Covernorstes") or make estimatgs

for thesnelves. For the "goods sectors" such as agriculture and industry,

data are collected on the physical volumes of individual outputs, intermediate

inputs and related prices. .O? aLso receives data on consumption and

investmrats-from Ministries and those on foreign trade, from the cencral

bank. Some price information corns from the CAIKUA. An especially serious

data problem is the long time Lag (two years) involved in the publication of

the detailed data (even preliminary) on agricultural production for the latest

year.

Hi. Estimation procedures

Each "Sector Division' of the Ministry of Planing collects data from

added, by subtracting values of intermediate inputs from gross output valWse.

For the "goods sectors," the values of outputs and intermediate

inputs are estimated by multiplying volumes by the average unit prices. Uhem

detailed data on intermediate inputs are not available, technical coefficints

derived from earlier years' data are used. This procedure for estimating

value added requires very extensive informtion on physical volumes and prices

of all individual products and services for all the years covered. The

unvailability of sectoral value added in current prices may be related to the*~~~~~~~~~~~~~~~~~~~~~~~~~~ dhS4

Fr most service sectors, the values of outputs (sometimes, values of

inteuendiate inputs also) are takon directly from accounting records. 1v6#

For the ownership of dwelling sector, the output values for owner-occupied

houses are imputed to be equal to the actual rents for the rental houses,

which are controlled by the governhunt. For the service sectors, the sectoral

value added-is estimated first at the current prices, and the constant price

estimate ib derived through the double deflation method.

Each Sector Division of HOP also estimates gross fixed investments by

industrios as wvel as detailed commodity breakdown. The "Consumption

Division" of the HOP estimates the private and government consuiption

expenditures through the coamodity-f low method.

The "Mational Economy and Plan Follov-up DLvision" of the MOP

assembles the sectoral value added as stimated by the HOP Sector Divisions.

It also compiles the whole set of CDP by expenditure categories, based oan the

consumption and fixed investment estimates made by the othe MOP DLvisions ad

the data on exports and imports compiled by the central bank. Since the

overall CDP level is determined on the production side, the estimates £0

changes in stocks are derived residually. This Division checks internal

consistency of the national accounts through caondity balances between supply

and dterad. At prcsset, however, this Diviaion does not have mnpower enough

to carry out all the above task regularly.

C. Data quality

Detailed basic data are unavailable for assessing the quality of the

official estimats fully. Howewvr, evidence exists that the official CUD

estimates at constanc prices overstate the ecoomoy's growth rates. Namelyj

the actual production data in volume terms for major crops and industrial

goods show mue slower growth rates than the official estimates of the

relevant sectors' value added in costat prices (Tables 4 and 5). Also, tb

III. Recoumendatioas for Improving Official Estimates

A. Compilation of Complete Set of National Accounts

As mentioned in It (A) above, MOP is now compiling only partial

national accounts, essentially sectoral value added in constat prices only.

prices as well as sectoral value added and ezpediture categories in currem

prices.

channel. This is not onLy costly in resoree use but also is liLkly to result

in poor data quality due to diffusion of rasponsibilities in quaLity

cotrol. In cooperation with CAPASL, MOP could collect basic data more

efiCieOntly, say, through sample surveys, particularly on curret values of

outputs and inputs for different industries.

CAMS prepares input-output tables periodically. Hover, MW has

not used these tables in preparing economic plns or compiling national

accounts. The main reason for this appears to be that the preparation of

input-output tables required a long tim period and thus when the tables were

compLeted, they became quite outdated. MOP coult still use information Era.

input-output tables so that they would beconm available when MOP starce to-

C. More Efficient Procedure for Estimation

As mentioned in 11 (B) (ii) above, the basic method used by MOP to.;

darive national accounts estimates is to multiply quantities of indUvidual

item by the relevant detailed prices. Collection and processing of xuch.

detailed information is not only costly but sIaotijus ispractical,

particularly for new products or service itas. Ul of this method for -

deriving the current price estimates is uecassary, siace reliable data my

be directly available fromx many accounting records. Further, unless changes

in product quality or factor productivity are properLy accounted for, constant

price estimcats based on simple physical volumes can be seriously biased.

A bettez-alternaLive will be (i) to derive current price estimates

based oan curret value data and then (iU) to derive constant price estimates

from the current prica estimates divided by appropriate deflators. Here,

reliable deflators can be derived fros prices of sample products, not aLL_

individual products. This is mch moe economical. Also, it will be:sihpLer

IV. Alternative Estimates of Egypt's National Accounts

A. GeneraL comments

Tables 7 through 12 are based on data normally available to the Bank. Thor

method used is designed to be less intensive in use of basic data, while..

producing estimates of reasonable quality.

B. Overview of the method

First, the official estimates of sectoral value added at -conetant

prices are roviewmd and adjusted.

Second, seccoral deflators are deveLoped.

Third, the sectoral value added at current factor cost is compted by

"inflating" the constant price value added by the corresponding deflator.

Fourth, the overall CDP at ct.rrmt market prices is compted by!

adding sectoral value added at current factor cost and net Indirect tames.-

Fifth, the overall CDP at costant market prices is estimated, -byt

applying the base ar ratio of net indirect tame to CUP at fator cost,-to

different years' CPs at constant factor costs.

1. Sectoral vaLue added at conastnt factor cost

a. Agricultural-sector

The aggregate volume index on agricultural production for 1985/86.is

derived, based on produccion volume dat for 12 major agricultural producta.-

wheat, horsebeans, winter onions, bersee , cotton, rien, maisx, millet,

sugarcane, groundnut., ComuCOeGs pocatoes (Table 4). The weights for

combining the individual product indices are total production values for eah

product in 1982/83. These values were obtained

from tha Ministry of Agriculture or estimatad by multiplying the production

voiumes by the average farmgate prices ( the 1981182 vaLu data are

unavailable).

volum of the goods sector. It was assumd to follow the time trend of th

sum of value added for agriculture, manufacturing 4 mining and construction

sector. This assumption was based on the reLationsbip observed in the

official estiamus for 198U/86 and 1986/87.

g. Tramsportetioc, coommnication ad storage

To take into account the adjust a_ts already made to the value adde

of the goods sector, it was necessory to adjust the official estimate of the

1986/87 value added for this sector also. The adjustent was made, baed on

the relationship betwuen tie trnd in the official estimtes for this seetor

and that in the goods sector for 1985/16 ad 1980*7.

h. Ouursbip of dwLlinp.

The egptian authorities cosider that the nouinaL rents for ne

housing for non-base years should be also the rents in constant prices,

because of the gov-e90Mnt's. fixed rents for housing. owver, the rets for

new dweLlings are set higher tha those for the existing dwellings, to reflect

the increased construction costs.

The official estimates of value added for this sector were adJusted,

to reflect the rents of new ho sing as re-evaluated at the base year prices.

More specifically, first, the increased amount of officilly estimated-value

added *acL year over the previous year is assumed to represent the value added

ssociated with rents from the aew housing built in that year. Tbhn tkis

portion of the value added was deflated by the wholosale price index for the

construction materials.

The aggregate price index for the agricultural products is derived,

crops for the rest of agricultural products (Table 14). Weights used fore

coining individual pricse indices are the a*ots of govenment procurumeuts

for the five crops and the rest of the agricultural output value for the othe

at the sa_ unit values as those for the ECPC, and added to the ECPC

First, the sectoral value added at current factor cost is compute-by

mltiplying sectoraI value added at constant factor cost by the deflator. The

sw of the sectoral value added at current factor cost is CGP at current

factor cost. Sesond, indirect taes are derived as the sum of the domestic-

eonsimption taxes, taxsm on international trade and "other taes"" includini
