Due to the increased workload of ICT activities in the Division, a new contract officer (F27), Mr. Nasrul, was

recruited to the ICT Division in February 2006. A survey was carried out throughout Sabah to collect the existing ICT equipment information for updating a newly developed ICT equipment information system by the State Computer Services Department, Sandakan Branch.

Annual BudgetThe ICT Division was supported by the following budgets for office operation, procurement of computer stationery, hardware and software maintenance and application systems development.

Local Area Network DevelopmentA Local Area Network (LAN) was installed at the District Forestry Office of Telupid to enable users to share data and information through the LAN as well as access to the internet.

Wide Area Network DevelopmentThe department has installed VAST supplied by Telekom Malaysia at the Tibow and Tambunan District Forestry Offices for telecommunication, Internet and Sabah.Net access. Permission was obtained from the State Computer Services Department to install the Check Point VPN-1 SecuRemote software to enable users to connect to a Virtual Private Network (VPN) in order to access to Sabah.Net and Internet.

Investigation Paper Filing System Sistem Rekod Pergerakan Kertas-kertas Siastan (JPSIP)JPSIP was developed by the State Computer Services Department, Sandakan Branch and the main function of the system is to keep track of the movement of investigation paper files of the Enforcement and Investigation Division. The flows of the system are as follows:-• Files are kept at the Enforcement and Investigation

Division.• When someone requires a particular file, it will be recorded

in the system automatically.• Summary of file movement is recorded in the system.• Summary of outstanding files are also highlighted in order

to keep track of the file locations.• Summary Reports.

Forest Management Information System (FMIS)The FMIS has been completed and data capturing to update the relevant databases is being carried out. The system consists of ten main modules which are outlined as follows:-

Forest Resource - This module is GIS driven which consists of the following features:• All forest reserve maps• All other protected areas• All forest types

Forest Management - This module keeps track of the license holder’s plan and progress of a given forest management unit under sustainable management. It consists of the following features:-• Forest management plan: all forest zoning, protection, eco

tourism, enrichment planting, social,etc.• All compartments: annual work plan, annual allowable cut,

harvesting.• Harvesting plan maps: tree lists, road/skid trails, annual

allowable cut.• Rehabilitation: silviculture.• Fire Danger Rating System: fire occurrence, fire rating,

etc.

Finance - The Finance module keeps track of the cheque issued as well as revenue collected by the District Forestry Offices. It consists of the following features: • Revenue collection details.• Accountings and projects.

Economics, Industries and Statistics - The module monitors the forest industry within the state which includes log and mill productions as well as statistics of investment and jobs offered by the industry. The module consists of the following features:• Timber production statistics, weekly, monthly and yearly

reports.

• Listing of manufacturers, trade enquiry, investment, employment, etc.

• Taxation, royalty, import and export, etc.

Forest Enforcement - The module monitors forest offences and all the relevant enactments and laws. It consists of the following features:• Forest Enactment 1968, Forest Rules 1969, Land

Ordinance, Environmental Protection Enactment, Wildlife Conservation Enactment, Sabah Biodiversity Enactment, etc.

• License requirements.• Court cases, forest offences, penalty, etc.

Forest Licensing - This module keeps track of all types of licenses issued by the Forestry Department. It has the following features: • Licence types, areas, status, validity.• Estimated volume of timber, forest contractor details,

vehicles, equipment involved and workers.• Locality, bank guarantee, logged-over maps, closing

inspection reports, etc.

Forest Research - The module includes sub-modules such as research projects database, foreign scientists database, education and extension database, training courses database, publications database. The module consists of the following features:• Details of forestry research programmes, databases,

library, etc.• Environmental education.• Training, etc.

Asset Management - This module monitors and manages all the assets of the department such as: vehicles, boats, office equipment, buildings, etc. It provides a real time system, multi-

tasking and barcode ready, facilitates preventive maintenance, task scheduling, works order control and workflow processing, inventory control and maintains an equipment history database. The module consists of the following features:• Inventory of office building and equipment.• Vehicles, facilities, etc.• Federal and State Government projects.

Forestry Projects - The module maintains the records of all the projects implemented by the Forestry Department:-• List of organizations in collaboration with the department.• International collaboration projects.

Personnel - It provides a link to SMAPAN and accesses the staff list and organization chart. This module embeds e-memo, e-mailing and e-organizer facilities. A sub-module for human resource management is also included. The module consists of the following features:-• Personnel information.• Trainings, seminars, conferences, etc.• e-memo facilities, e-organiser, etc.

Training

The following list of basic ICT courses were organised by INSAN which were held at the State Computer Services Department, Sandakan Branch at the Forestry Headquarters;

• Outlook Express• Lotus SmartSuite• Lotus Freelance• Basic PC maintenance• Electronic mailing and Sabah Government e-applications,

etc.

These courses were offered to all government staff.
