  • FOREWORD

    Rashtriya Mahila Kosh (RMK) was set up in the year 1993 under the Ministry of Women & Child Development, Govt oflndia, as an apex funding organization with an initial corpus of ?31.00 crores which was further raised to ? 100 crores during 2009-10. Over the years, RMK has accumulated reserves and surplus with investment, micro credit and recovery management. The Reserves and Surplus as on 31.03.2015 stand at ?143 crores.. I am happy to present the Annual Report of RMK for the year 2014-15.

    During the year 2014-15, RMK extended micro-finance loan of C334 Lacs. Apart from loaning, the beneficiaries were provided awareness cum capacity building programmes as well as marketing support during the year.The cumulative sanctions and disbursements at the end of the year 2014-15 stood at ^360.24 crores and C302.38 crores respectively since inception benefitting 7,35,239 poor women.

    I will strive to strengthen the objective of RMK as the prime lending organization in the country for empowering poor women in large scale.

    I would like to record my gratitude to the Ministry of Finance and Planning Commission for their unflinching support and concern for empowerment of poor women in the country.

  • Introduction

    i. Background

    The Government o f India set up “Rashtriya Mahila Kosh” (National Credit Fund fo Women) on 30/03/1993 as an apex funding organization under the Department ofWomei and Child Development (now Ministry) exclusively for the poor women based on thf recommendations made by National Commission for Self-employed Women in the Informa Sector. The Commission in its report titled “SHRAM SHAKTI” recommended innovation: in the credit mechanism to assist poor women who were unfamiliar with the complexities o institutional finance and suggested setting up an exclusive credit body for poor & self-employee women in recognition of their socio-economic realities.

    ii. Scope

    Rashtriya Mahila Kosh provides micro-credit to women Self-help Groups (SHG s), Joint Liability Groups (JLGs) including women micro-entrepreneurs in both rural & urbar areas. Apart from micro -credit, it also builds the capacities of SHGs/ women-members anc the partner organisations by imparting trainings in financial management, project management enterprise development, skill up-gradation, exposure visits, etc. Marketing assistance to the women beneficiaries is also arranged. RMK aims at holistic development o f women througf micro-finance. The IMOs are advised to dovetail their micro-finance programmes with activities like imparting literacy, education, awareness on health, hygiene, nutrition, HIV/AIDS, lega’ right etc.

    iii. Objectives

    To bring about the socio-economic upliftment o f poor women, RMK extends micro- finance services to the needy and poor women in the informal sector through a client friendly without collateral security and third party guarantee. The loans are granted for Income Generating Activities (IGA), housing, micro-enterprises, family needs, etc. RMK has also taken a number o f promotional measures to popularize the concept of women empowerment by way o f micro financing, thrift and credit, capacity building and marketing linkages through SHGs format and also enterprise development for poor women.

    vi. RMK Corpus Fund

    The budgetary support received from the Government is for Corpus Fund which is utilized for its loaning purposes by RMK. RMK started with an initial corpus o f ?3 1 crores in the year 1992-93 and budgetary support of ?69 crores was received from the Government of India from time to time, taking the total corpus to ? 100 Crores. At present the total fund of RMK is o f more than ?243 crores which includes principal corpus o f? 100 crores received from GOI and ? 143crores amount being reserves & surplus generated from internal resources. The Corpus is recycled for loaning.

  • YEAR AT A GLANCE - HIGHLIGHTS

    1.1 The year 2014-15 was the 22nd year o f operation o f Rashtriya Mahila Kosh. The total members (Non-Government Organisation) ofRM K 1,510 by the end of the year.

    1.2 During the year 2014-2015, RMK disbursed an amount o f ?334.00 lacs. The NGOs disbursed during 2014-15 are given at Annexure I. The cumulative sanctions and disbursements at the end o f the financial year were ?36,024.29 lacs and ?30,238.38 lacs respectively, benefitting 7,35,239 poor women beneficiaries.

    1.3 The gross income of Rashtriya Mahila Kosh during the year 2014-15 was ?1898.71 lacs as compared to ^ 1697.73 Lacs in the previous year. There was an excess of income over expenditure o f ?!604.32 lacs as compared to ? 1 3 14.99 lacs in the previous year.

    1.4 Although the recovery rate ofRMK loans has been encouraging, even then there have been some partners NGOs who failed to pay the installments in time. RMK has taken a policy decision to initiate legal action by filling civil suits, criminal complaints (under Section 138 ofNegotiable Instruments Act 1881, etc.) against such defaulter NGO and also blacklisting them. As a result, RMK could recover ?233.60 lacs out o f the overdue loans.

    2.1 Chairperson

    Smt. Maneka Sanjay Gandhi, Hon’ble Minister for Women & Child Development, continm as Chairperson of RMK during the year 2014-15.

    2.2 Executive Director

    Shril. S. Chahal, Joint Secretary, Ministry of Women and Child Development held addition charge of Executive Director, RMK during the current year 2014-15 also.

    2.3 Board Meetings

    The 52nd meeting of the Governing Board o f RMK was held on 03.12.2014 and 53r meeting o f the Governing Board of RMK was held on 25.03.2015

    2.4 Annual General Meeting

    The XXI Annual General Meeting o f RMK was convened on 25.03.2015 in Ne\ Delhi. NGO representatives of RMK including Governing Board members attendee the meeting.

    2.5 Monitoring

    RMK conducts regular monitoring of loans sanctioned and disbursed to ascertain the prope utilization of loans at the grass root level after disbursement o f the first installment of th sanctioned amount. These studies are conducted by officers from. RMK and othe experienced and professional institutions which are well versed in micro credit and self-helj group activities. Besides, verification of the utilization of loan amount, the monitors alsc guides the borrowing Non-Government Organisations towards better implementation o the scheme and other socio-economic programmes

    2.6 Administrative Set Up

    The Governing Board (GB) consists of 16 members representing various Central Ministrie; / Departments, State Governments, specialists and representatives o f organizations active in the field of micro credit. The Hon’ble Minister for Women and Child Development is th< Chairperson o f the Governing Board and the Executive Director, RMK acts as Membei Secretary. RMK meets all its administrative and establishment expenditure from interna resources.

    2.7 Objectives

    RMK extends micro-credit to the needy and poor women in the informal sector through a client friendly, without collateral and in a hassle-free manner for livelihood activities, housing, micro-enterprises, family needs, etc. RMK has taken a number of promotional measures to popularize the concept of micro financing, thrift and credit, formation and stabilization oi

    SHGs and also enterprise development for poor women through intermediary organizations working at grass root level such as Non - governmental organizations, Women Federations, Co-operatives, Urban Women Cooperative Banks, Government Autonomous Bodies, not for profit - Section 25 companies registered under Companies Act, and all other Voluntary / Civil Society Organizations etc, RMK provide loan to these institutions to lend among SHGs beneficiaries for income generation and women empowerment so that the gap between the rich and poor be minimize.

    2.8 Credit - Delivery Mechanism

    Credit is disbursed to the poor women SHGs both rural and urban through intermediary organizations likeNGOs, Co-operative societies, Government autonomous organizations, not-for-profit Section 25 Companies, State Women Development Corporations, registered bodies and federations of women etc. The loan is disbursed in different schemes like Loan Promotion Scheme, Franchisee Scheme, Refinance Scheme, etc. to lend to SHGs beneficiaries.     A - Partnership

    The partners NGO network in the country helps in creating awareness among the NGOs to integrate micro finance activities into their social sector interventions. RMK organized Awareness cum Capacity Building Programme to nurture the supporting intermediary organizations time to time.

    B - Supporting Intermediary Organizations

    The micro finance programme of the RMK for the socio-economic upliftment o f poor women through the SHGs is most successful one in the country. A large number of Voluntary Organizations, Government autonomous bodies, Cooperative Societies etc. are coming forward for financial assistance.

    RMK apart from giving micro-credit to the women beneficiaries also builds capacity of SHG / women groups and partner NGOs in micro-finance and ineome generation activities as well as to empower them to improve their quality of life in totality with a view to enable them to train their fellow members at grass root levelbeneficiaries. RMK believes in women empowennent through micro financing. The partner organizations that take loans from RMK are instructed to impart literacy education, health awareness etc. to the women SHG members.

    As a part of the developmental initiatives for the future growth of micro finance RMK has Nodal Agency Scheme for credit linkages with new and potential NGOs with a view to expand its outreach in a most cost effective manner in the marginally and uncovered areas of the country. The performance of these Nodal Agencies is reviewed from time to time. RMK has another important scheme called ‘Franchisee’. RMK'extends bulk finance to Franchisees who in turn on-lend it to smaller and potential NGOs of the State/ District with similar terms and conditions as prescribed by RMK.

    C- Resource Centres

    RMK has identified 14 reputed Government Organizations / Government Undertakings / NGOs / Research Institutions / Universities / Academic Institutions, having adequate infrastructure to avail their services for capacity building, vocational and skill development, modem practices, technology transfer, micro-enterprise development, etc. to the SHG members / group leaders and IMOs for qualitative expansion o f RMK’s micro-credit programme all over the country. The details of the Resource Centres are at Annexure II.

    i) Loan Promotion Scheme: RMK provides smaller loan maximum upto ' 10 lacs to promotethe activity o f thrift and credit among newer and smaller potentially capable organisations having at-least six months experience in formation of SHGs, thrift, credit and recovery management. But the organization should be registered at least 3 years from the date of loan.

    n) Main Loan Scheme: IMOs having minimum 3 years’ experience in thrift and credit activities are considered for loan under the scheme to a maximum up to ' 200 Lacs per state maximum ' 600 Lacs.

    iii) Refinance Scheme: RMK provides 100% refinance assistance to Mahila Urban Co-operativeBank on finances provides by them to poor women either directly or through SHGs within the norms o f the RMK Main Loan Scheme.

    . iv) Repeat Loan: Repeat Loans is also available to the organizations, on successful utilization offirst loan and the borrowing organization having repaid 50% ofits previous loan.

    v) Franchise Scheme: Smaller NGOs of the State can avail loan directly from franchise financed by RMK for that particular State without sending their proposal to RMK office at New Delhi. RMK can give the maximum credit limit upto ' 500 lacs to the Franchise who in turn lend to smaller & potential NGOs.

    vi) Gold Credit Scheme: This Scheme of providing hassle free finance has been designed for medium and large NGOs so as to revolve the fund sanctioned by RMK. Maximum credit limit under this scheme is ' 500 lacs which is repayable in 5 half yearly installment with one year moratorium period.

    vii) Housing Loan Scheme: Through its partner organizations RMK provides loans upto a maximum 100,000/- per beneficiary to SHG members for construction of low cost house and repairs.

    viii) Nodal Agencies: - As apart of the developmental initiatives for the future growth of micro-fiance, RMK has launched a Nodal Agency Scheme for credit linkages with new and potential NGOs with a view to expand its outreach in a most cost effective manner in the marginally and uncovered areas of the country. The performance o f these Nodal Agencies is reviewed from time to time. The nodal Agencies should be experienced in micro-finance having the adequate infrastructure and training capability with a strong financial report. They get 1 % incentive each in loan sanctioning and recovery.

  • 3.2 Eligibility Norms

    i The organization applying for loan should have broad based objectives, serving the so<and economic needs of the poor women. It must not work for profit.

    ii The organization should be registered for more than 3 years on the date of application RMK.

    iii The organization should have necessary professional competence, basic financial managem capability and organizational skills to implement the lending programme.

    iv. The office bearers of the organization should not be elected representatives o f any politi party.

    v. The organization should have proper system of maintaining accounts, which should ha been audited and published every year and there should not have been any serio irregularities.

    vi. The organization should have experience in thrift and credit management for last 3 years more. (Six months for applying under the Loan Promotion Scheme).

    viL The application should clearly reflect the source of funds utilized earlier for credit.

    viii Recoveries of loans given to SHGs beneficiaries should be at least 90% and above.

    k. There should be proper and specific clause / provision in the Bye-laws / Memorandum Association o f the organization having power to borrow or raise loans from any outsit agency.

    x There should be appropriate reflection in the organization’s audited accounts and balamsheet in respect o f its experience in providing credit and recoveries etc. Audited accoun should reflect sound financial management / health.

    xi. Loan limit per beneficiary (a) first loan-upto ' 35,000/-, (b) Repeat loan(s)' 50,000/-.

    xii There should be a clause in MOA / Bye laws that 2/3rd quorum for dissolution of tl organization.

    SANCTIONS

    RMK sanctioned loans aggregating to ? 1,029.20 lacs previous year 2013-2014 to 20 Non- Govemment Organisations / Social Organisations. The cumulative sanctioned amount as at the end o f the year was ^36,024.29 lacs. This has helped in expanding the outreach of RMK to some o f the hitherto un-served areas and involving more organisations in spreading the outreach of micro-credit.

    DISBURSEMENTS

    During the year 2014-15, RMK disbursed an amount o f T334 lacs. Previous year’s disbursements were ? 1242.60 lacs. Most o f the disbursements were done through a large number of small and new organisations. The cumulative disbursement as at year ending 2014- 15 was ^30,238.38 lacs. The Scheme-wise comparative statement o f sanctions and disbursements during the two years, i.e., 2013-14 and 2014-15 is given in Table - 1.

    MAIN LO AN SCHEM E

    Loan assistance to the eligible organizations under the Main Loan Scheme of RMK is provided for on lending to Self Help Groups/women beneficiaries both in rural and urban areas for income generation and micro-entrepreneurial activities. Maximum loan limit is?6 crore, but not more than ?2 crore in one state. During the previous year 2013-14, RMK sanctioned 20 applications involving loans aggregating to ? 1,029.20 lacs to benefit 8,080 women beneficiaries. Disbursements during the year 2014-15 were ?334 lacs as compared to ? 1,243 lacs during the previous year 2013-14. Details o f sanctions and disbursements under the Main Loan Scheme are given in Table - II.

  • 7 REGIONAL OUTREACH

    The flow of credit under the various schemes of RMK has shown regional / state-wise variations. Tamil Nadu has been in the lead to avail credit facilities from RMK with disbursed loans amounting to?142 lacs followed by Jharkhand ? 49.50 lacs, Jammu & Kashmir ?35 lacs and Bihar ?25 lacs. The four major states, viz. Tamil Nadu, Jharkhand, Jammu & Kashmir and Bihar together accounted for ^251.50 lacs (75%) of a total Disbursed amount ?334 lacs during 2014-15. Comparative position o f State-wise sanctions and disbursements is given inTable-IV.

    We have audited the accompanying financial statements o f RASHTRIYA MAHILA KOSH which comprise the Balance Sheet as at 31 st March, 2015, and also the Income & Expenditure Account and the Receipt & Payments Account for the year ended on that date annexed thereto and a summary of the significant accounting policies and other explanatory information.

    Management's Responsibility for the Financial Statements

    The Governing Board /Management of Rashtriya Mahila Kosh is responsible for the preparation of these financial statements in accordance with The Societies Act, 1860, governing rules and regulation o f Rashtriya Mahila Kosh and in accordance with the accounting principles generally accepted in India, that give a true and fair view o f the financial position and financial performance. This responsibility also includes maintenance o f adequate accounting records in accordance with the provisions of the Act for safeguarding of the assets of the organisation and for preventing and detecting frauds and other irreguarities, selection and application of appropriate accounting policies; making judgments and estimates that are reasonable and prudent; and desingn, implementation and maintenance of adequate internal financial control, that were operating effectively for ensuring the accuracy and completeness of the accounting records, relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.

    Our responsibility is to express an opinion on these financial statements based on our audit. We have taken into account the provisions o f the Act, the accounting and audinting standards and matters which are required to be included in the audit report under the provisions of the Act and the Rules made thereunder.

    We conducted our. audit in accordance with the Standards on Auditing issued by the Institute o f Chartered Accountants o f India. Those Standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statemnts are free from material misstatement.

    An audit involves performing procedures to obtain audit evidence about the amounts and the disclosures in the financial statements. The procedures selected depend on the auditor’s judgment, incuding &ie assessment o f the risks of material misstatement o f the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal financial control relevant to the Rashtriya Mahila Kosh’s preparation of the Financial statements that give a true and fair view in order to design audit procedures that are appropriate in the circumstances. An audit also includes evaluationg the appropriateness of the accounting policies used and the reasonableness o f the accounting estimates made by the governing board/ management, as well as evaluating the overall presentation o f the financial statements.

    We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion on the finacial statements.

    Opinion

    In our opinion and to the best o f our information and according to the explanations given to us, the aforesaid financial statements give the information required by the Act in the maanner so required and give a true and fair view in conformity with the accounting principles generally accepted in India, o f the state o f affairs of the Rashtriya Mahila Kosh as at 31st March, 2015, and its surplus for the year ended on that date subject to the emphases o f matters given below :

    Emphasis of Matters

    We draw attention to the following matters :

    1. Provision for Bad and Doubtful Loans: Loans to the tune ofRs.34.50 crore (33.32crore) (including Suit Filed Loan Accounts) out of total loans o f Rs.55.06 crore (69.86 crore) are under the defaulter category (Schedule 6 (B) of Balance sheet).

    Out o f this, a sum o f Rs. 18.93 crore (15.79 crore) is overdue for more than three years, a sum o f Rs. 8.21 crore (4.57crore) is overdue for more than two year but less than three years, a sum o f Rs. 3.51 crore (8.98 crore) is overdue for more than one year but less than two years. Similarly, a sum of Rs3.85 crore (3.98 crore) is overdue for less than one year.

    Note: The figures indicated in brackets are for the year, 2013-14.

    2. Interest accrued and due on Loan to be received amounting to Rs. 109,911,501/- (Previous year Rs. 9,84,75,620/-) includes the amount which has not been received over a long period o f time. Infact the amount in this head is increasing year after year. R M K is advised to ascertain whether this amount could be recovered otherwise suitable provision for the same should be created in risk fund (Refer Note -2 o f Schedule-17)

    3. An amount of Rs. 8.50 lakh (Previous year Rs.8.82 lakh) is pending for more than 5 years out o f the total advances to various NGOs and other parties and staffs, amounting to Rs. 30.81 lakh (Rs.24.67 lakh). Most o f these amounts are required to be adjusted/written off against expenses. RMK is advised to make efforts to adjust/write off the same at the earliest as there are already long pending advances.

    4. An amount of Rs. 14.29 lakh (previous year Rs. 14.29 lakh), being Grant-in-Aid - Rural sanitation, shown under the head "Current Liabilities & Provisions" is pending to be adjusted since 1999-2000. RMK is advised to make efforts to adjust/write off the same at the earliest as this is already long pending liability.

    1. Having given effect on the income and expenditure of the RMK as aforesaid, the financial statements read with Significant Accounting Policies and other notes, give the information required by Law in the matter so required and give a true and fair view in conformity with the accounting principles generally accepted in India.
