Children from Kingsway School recently buried a “TimeCapsule” at The Barn Owl – Kingsway’s newly opened puband restaurant. Gary Mullard and his wife Kirsty welcomedthe children together with some local “bobbies” who werethere to support the event. The Mayor of Gloucester,Councillor Andy Lewis (a local Quedgeley resident) wasthere to officiate. The children were given a homework challenge to design

what Kingsway would be like in the future and the winnerswere chosen to attend the ceremony. Contents of the thecapsule included house badges, pictures of the class, a letterto the future, newpapers, sweet wrappers and a DVDshowing a day in the life of Kingsway School.Chloe Stinchcombe, a teacher at Kingsway School who

organised the event, said: “The children were so excitedabout the project from the start and put a lot of effort intoit. They particularly enjoyed meeting the Mayor who wasgreat fun and was very interested in what they’d done.”

Being Council Leader is nothing if not varied. After months of number crunching, consultation andassessing options, we’ve now finalised our budget forthe year ahead. We’re planning to save £1.5 million inthe coming 12 months, on top of the £3.5 millionachieved in the current year. And we’re freezing thecouncil tax for the second year in succession.

Part of our budget plans is a reduction toparking charges to help support the city centre economy. These come into effect in April. On top of this is a£2 million fund for improvements to the city centre.

The Council has recently signed Creative England’sFilm Friendly Charter – announcing that we will make

Leader’s Lifewith Councillor Paul James

Leader of Gloucester City Council

it as easy as we can for film companies to stageproductions here. In recent years we’ve had HarryPotter, Dr Who, The Outlaw and Amazing Grace toname but a few – and in the last few weeks Henry IVand V was filmed at the Cathedral.

Gloucester last year became the UK’s first BeeGuardian City. This year we’ve built on thatstatus by introducing sustainable planting on a numberof our roundabouts. This saves money on maintenanceand watering and helps encourage wildlife. And it lookspretty good too!

Our recent Residents’ Weekend, where localbusinesses and attractions put on special offers forpeople living in and around Gloucester, was a greatsuccess and looks set to be repeated each year. At theother end of the scale, but also helping the economy, isa seminar we have held to encourage local companies toexport to growing markets in Latin America.

Part of the challenge of this job is dealing with so manydifferent issues. It does mean you can have lots of ballsin the air at any one time. As any juggler will tell you,the skill is not to drop any!

No one knows for certain how April got its name, but it may have come from the Latin word‘aperire’ which means ‘to open’. April is themonth when in the northern hemisphere budsbegin to open and things start to grow againafter the winter.April Fools DayApril begins with a day of fun and jokes – AprilFools Day. The origins of the custom areunknown, but it has been kept ‘alive’ forhundreds of years.

The First of April, some do sayIs set apart for All Fools Day;But why the people call it so,Not I, nor they themselves do know.

AboutAprilGemstone:DiamondFlower:

Sweet Pea

The arrival of the cuckoo is the signal that springhas come – it arrives sometime in mid-April andis said to sing from St. Tiburtius’ Day (14th April)to St.John’s Day (24th June). The cuckoo is arguably the UK’s best known

summer visitor. Spending the winter months inAfrica, cuckoos arrive back in the UK during lateApril or early May, timing the arrival to match thebreeding season of its ‘hosts’ species here. Themain hosts in the UK are the Dunnock, MeadowPipit, Pied Wagtail and the Reed Warbler. As oneof the most infamous brood parasites, cuckooslay their eggs in the nests of other birds withprecision timing. Once hatched, the chick ejectsthe legitimate occupants and then gets fed by itsnew and unsuspecting foster parents – truemasters of deception.

All developments are carefully designed to enhance visitors’enjoyment of the park – strictly limiting any changes to those in keeping

with the ambience of this Cotswold gem. While the surroundings are beautiful – and worth

a visit in their own right – many people simply enjoybeing close to the park’s inhabitants. There are so many enchanting characters to see and

meet, and it’s the ability to get so close to all thecreatures – and feed most of them – that ensurespeople return time and again. As well as the extensivecollection of waterfowl and peafowl eager to feed fromyour hand, there’s the tame fallow deer, pygmy goatsand, of course, the famous Prinknash reindeer –

Rudolph and Prancer. There’s also miniature donkeys – Treacle and her mum, Toffee. This

adorable duo love all the attention they can get – just like all the otherfriends you’ll meet at Prinknash. And, rapidly approaching his firstbirthday on 11th May is reindeer calf Cupid– so cute, and the only reindeer calf inGloucestershire, so don’t miss the opportunityto capture some wonderful moments oncamera. For further information on how enjoyable

your next visit to Prinknash will be, or fordetails on hiring ‘Teal’, ‘Eider’ or the ‘MadHatter’s Marquee’ – telephone 01452 812727or visit www.thebirdpark.com.

In 2009 Prinknash Bird & Deer Park introduced ‘Teal’ the ‘roll top’gypsy caravan for children’s parties of 16 or more, and is now addingsister caravan ‘Eider’ – the perfect place to have amore secluded child’s party. Eider seats four childrenand two adults with ease for the birthday picnic andcosts just £45 including entry to the park.It has taken seven months to hand paint Eider and

deck out the caravan internally with delightful fabricsto charm any child. Eider is situated in the GoldenWood, not far from the famous Wendy House, andmust surely be the most unique venue in England tocelebrate a birthday. This really is the place to be seenfor your child’s special day!As if this is not enough, by the summer the Park is hoping to have

got off the ground with the Kookaburras who will be flown at 12 noonevery day! Park owner Melanie Meigh hasbeen hand-rearing the Kookaburras andexpects them to soon be tame enough to befed by visitors and, of course, entertain their‘guests’ with their aerial demonstrations.Since 1974 the park has been a wonderful,

tranquil place for children, parents andgrandparents to enjoy beautiful gardens andmeet a variety of wildfowl and other critterseager to make friends – and it just keeps on

improving. Plans for an education centre and café are close tocompletion and work is expected to start soon.

NEW ARRIVALS: (left) Kookaburras come to Prinknash Bird & Deer Park and (above)Melanie with ‘Eider’ – the adorable gypsy caravan.

Now the Gold Cup is behind us the time really fliesby! April is a busy old month, but so much dependson the weather.

Start feeding your strawberries, raspberries etc. nowas they will be flowering soon. A balanced fertiliser likeGrowmore or blood, fish and bone will promote successful flower and fruit production, good foliage andstrong roots. Apply about 70g per sq metre.

Now for ponds, it is agood time to reinstall anypumps and filters that havebeen removed over winter. Thin out oxygenatingplants that are ‘taking over’.Divide and repot any marginalplants that have become potbound and top dress with grit.Don’t add any fertiliser topond plants as this will makealgae growth worse.

This is a good time to plant ornamental grasses infree-draining sandy soil, but if your soil doesn’t soundlike this you can add plenty of grit to clay soils to improve the drainage.

This month could possibly be really hot and dry asa drought has been predicted. If this is the case carewill have to be taken with any shrubs and trees planted in the last few months. Evergreens don’t showany sign of drought until they are in a really bad wayso care must be taken to give them a thorough watering once a week until they are a year old andshould have a strong root system. Remember thorough watering means a good canful per plant andmulching around the soil will keep the water in(although don’t go right up to the stem as it can leadto rotting).

Right I am starting a new series ‘Plant of the month’which will showcase something that is at its best eachmonth of the year. We start with the perennial Brunnera macrophylla ‘Jack Frost’ which is a beautiful plant for the front of a shady border, grownunder deciduous trees and combined with spring bulbsand ferns. It has heart shaped green leaves, dusted withsilver which appear followed by bright blue forget-me-not like flowers. It does best in moist soil but onceestablished will tolerate dryer conditions and will spreadto form a large clump.

As always if you fancy a change in your garden, beit just a replanted border or a complete garden de-sign do contact me by mobile or email (details below),or visit my website. Make this year a special one foryour garden!

BUYINGVERSUS

LETTINGThe UK has always been one of the few countries withthe most mortgaged properties – why is it us Brits seemdriven to own our own properties? Our Europeancounterparts have always rented and buying has neverbeen at the forefront of their minds. So as we weatherour current economical climate it’s no wonder that moreand more people are turning to renting. But really thisneeds to be a choice of circumstances and this can bedetermined by many factors – changes in relationship, career move, growing family or relocation.

So is it dead money renting, or a stress free lifestylechoice? Let’s give you the two very different sides to thecoin and see which one you are. With house prices at alull, if you have your deposit and mortgage approved itis a good time to buy. Buying is obvious for anyone wishingto capitalise on the current market and low houseprices. Investing in the future and owning your own bricksand mortar, which is great if you have a secure career andincome and want to make a house a home, giving securityto your family.

However footloose and fancy free may be your style,or more of a choice that needs to be made due to a lackof funds for a deposit – either way, what renting offers youis more flexibility. The positives of being able to movehouse at quite short notice with no worries or theburden of actually selling up. Relocation oftensees people renting until they find outmore about the area and it’s pretty muchhassle free apart from looking after thehouse in general, although the landlordis responsible for thehouse maintenance. As a tenant you still have rights that mean you can neverend up on the streets overnight for no good reason!

Buying versus letting really comes down to yourcurrent situation and what you need to achieve – thereis no right or wrong way, but talking to an expert in theknow will help you evaluate your next move.

Dear Readers,I hope you have all had agood start to 2012.

Your local communitypolicing teams have beenvery busy over the pastfew months, continuingto be as visible as possiblewithin our communitiesand organising furtherevents in the weeks tocome. Please visit ourinternet pages to findout more. They can be found on the local policingsection of www.gloucestershire.police.uk.

One event that I thought I would mention to youall is “Paws on Patrol”. This is taking place atGloucester Park on Saturday, May 12 between12pm and 4pm. This is a joint event betweenGloucester Police and the Safer GloucesterPartnership and there will be numerous activitiestaking place for the whole family including police dogdisplays, dog grooming lessons, face painting andbouncy castles.

If you would like to come along with your familiesand indeed your dogs please do as I am sure it willbe a lot of fun. I will be there with my team alongwith my family as I was persuaded last month bymy wife and two young boys to get a blackLabrador puppy! :-) There will be further pressreleases nearer the time giving the exact details ofthe day and these will also be posted on the forcewebsite. I look forward to seeing you all.

Finally, as we fast approach the Queen’s Jubileeand Olympics I feel its very important to remind youabout your personal security and that of your family.

Unfortunately, criminals don’t care about whenthey may target you, they know that during busyperiods householders may not be at home as theyare attending functions and get togethers. Please canyou all make an extra effort not to make criminals'lives easy - please close and lock all your externaldoors and windows. Please let your neighboursknow if you’re going away and ask them to keepan eye on your place. If you can invest in some lighttimers and external security lights that will also makea huge difference.
