FOREWORD BY EXECUTIVE DIRECTORDear Members and friends

First, I would like to thank the group of members who actively participated and assisted HWA in raising funds during our Flag-day on 12 May 2012. Though I have asked for your active participation time and again in every HWA Digest since January 2011, I still noticed a handful of the same members who are more willing to contribute back to HWA. The number is less than 5% of HWA’s total membership of 1911 members that HWA currently has on record. I urge you once again to consider joining HWA’s organised activities regularly, prove the strength of our membership and influence our efforts to justify offering more programmes and services for you.

For HWA to continue as a membership based organisation, members need to take ownership in the Association and actively contribute. HWA pioneered a number of important services such as transport, rehabilitation, skills training, IT lessons, employment placement service etc. These are made possible as HWA members assisted HWA management to identify all such service gaps over the past 40 years by providing ground level feedback on a regular basis. Now, I noticed that such valued feedbacks are not so forthcoming.

HWA has also helped people with physical disabilities to start thinking on ‘quality of life’ issues and to enjoy a more quality life with a motto of “Live and lead a better life”. Over the years, we have supported and nurtured many people with sports, arts and musical talents. In recent years, we have noticed a declining interest in such enrichment activities among HWA’s new members. It is getting more challenging for HWA to continue depending on its older and retiring sports and musical teams.

The above thoughts are not mine alone. I have met with a number of ‘HWA friends and volunteers” regularly, including old HWA members and they all shared very similar views. Most of them are asking – where is the younger generation of HWA members? When will they be coming forward to take the baton from the older generation? Where is the fighting spirit among members? Are we becoming more complacent? I do not have the answers to these questions. Please let me know if you have a solution to this situation.

Looking forward to meeting all of you at HWA’s next event. Please come forward with your whole hearted support and show the world that you can make a difference.

It was, uncharacteristically, a cloudy start to the day as staff at the Handicaps Welfare Association (HWA) hustled around the Association’s premises at 16 Whampoa Drive, preparing to welcome members to HWA’s 43rd Annual General Meeting (AGM). As this was a non-election year, the meeting was expected to be a rather more casual and relax one; an opportunity for old friends to catch up with each other and also to listen to the Executive Committee’s sharing of future plans for the Association.

And so it was, as members arrived around noon, courtesy of HWA’s famed specialised vehicles, the Association’s premises was filled with laughter and chatter, with members

excitedly greeting each other like the old friends they were. Members of HWA’s Executive Committee (Ex-Co) were present to greet the members and re-acquaint themselves with members, eager to find out how they have been doing and discussing general news of interest.

A lunch buffet was served prior to the commencement of the AGM, scheduled at 1.30pm. Ideas and aspirations were exchanged between Ex-Co members, staff and members over lunch and it was nice to see the friendly atmosphere coupled with plenty of laughter among the attendees. As the clock struck 1.30pm, HWA’s Honorary Secretary, Ms. Judy Tan announced to the gathering that as there was insufficient quorum, as per the constitution, a half hour grace was given to allow

As the clock struck 2pm, HWA’s Honorary Secretary, Judy Tan took to the mic to announce the commencement of the AGM. Judy welcomed all members to the meeting, sharing with all the agenda for the meeting which included the approval of the minutes for the 42nd AGM, the approval of the Annual Report for the financial year 1 April 2011 to 31 March 2012 and approval of the financial statement for the year under review. Judy then handed the meeting over to HWA President, Edmund Wan for his opening address.

Edmund welcomed members to the AGM, saying how much he appreciated their presence. Edmund suggested that since most of what is to be reported for the financial year just ended was already in the

Annual Report, he would like to focus on some important updates not covered in the Annual Report.

Edmund proceeded to focus his address on 4 main areas, namely: premises, transport, members’ support for HWA’s fund-raising efforts, and critically, HWA’s leadership succession plans.

On premises, Edmund was happy to share the good news that our lease on our current premises has been extended by the authorities to 2018. While this is welcome news for the Association, Edmund cautioned that the next President would have to plan for our future by looking for optional locations as the lease may not be extended beyond 2018. With this in mind, HWA is currently in preliminary

discussions with a developer to possibly co-locate with an elderly home in Punggol. As discussions are at a conceptual stage, it would be premature to release any details. HWA is hopeful that this discussion will develop into a viable long-term solution for us.

HWA’s transport has also come into the spotlight recently with the recent announcement of the phasing out of the London Taxis. As a result of this announcement, HWA’s specialised transport service has come to the forefront of the authorities’ attention, with discussions on-going and our hope that possible funding support would be forthcoming for the expansion of this much needed service.

At this juncture, Edmund took a moment to pay tribute to past President Nancy Chia who sadly passed away last year. Although her management style was not everyone’s cup of tea, Nancy has contributed immensely to the Association’s growth and her passion to serve is an example for us to emulate.

Edmund next touched on the tough economic climate on the horizon and how we foresee major challenges in our fund-raising efforts ahead. He urged members to come forward to support our major fund-raising projects, lamenting that out of a membership base of

1,900, less than 100 turned up to help at the recent Flag Day. Members were urged to share their views on what the Association could do to encourage more members to help out.

Succession plans was another worry for the Association as it was becoming increasingly difficult to recruit members to serve in the Executive Committee. Edmund lamented that many of them were getting on in age and younger newer blood were needed to refresh the Association in order for us to move forward and continue to serve the community with passion and distinction. Once again, Edmund appealed to members to share ideas on how they can be encouraged to come forward to serve.

Edmund ended his address by thanking all present for taking the time to attend this AGM and look forward to listening to their ideas in the sharing session after the AGM.

Members then proceeded to propose and approve the 42nd AGM minutes, the Annual Report and the Financial Statement for the year under review. Constitutional amendments presented to members were also proposed and approved by members present.

With the business of the day concluded, the meeting was called to a close by HWA Honorary Secretary, Judy Tan.

MY FLAG DAY EXPERIENCEThis year, the Handicaps Welfare Association’s (HWA) Flag Day was held on Saturday, 12 May 2012 at various shopping malls, MRT stations and bus interchanges all over the Island.

It was my second year helping out as a flag seller. I was seated in a wheelchair with tin in hand asking for donations at Junction 8 (J8). I was at the bus interchange with Ms Mya Mya from the Personal Care Service Department from 7.45 am till 4.00 pm. It was a very hot and humid day and despite the fact that I had not fully recovered from the flu, I still turned up. This year, I managed to fill my three tins, with the contents filled with many dollar notes. Even the bus captains and staff resting in their office would repeatedly come out to drop their money into my tin and one of them, with a sympathetic look, asked me if my tin was full, having been there the whole morning. When I reached my preferred destination, one man who was seated at the cement seats along the foyer, alerted me by hitting his dollar coin against the steel bar and jokingly said the ‘god of wealth’ was there (meaning himself) to give money! He dropped some money into my tin and I thanked him and we moved on.

Human traffic was high on our Flag Day this year which happened to be the eve of Mother’s Day where parents with young children in tow were out, maybe to celebrate this significant day in advance or to shop. Most people came up readily to donate while on some occasions, it was the children who initiated their parents to donate. Some parents, handed the money to their children to donate. This is to educate the young ones that ‘charity begins at home’.

I was told by the staff in-charge of Flag Day at J8 station that more than 10 members had signed up at this station to help but only a handful had turned up. Sometimes, those who signed up did not turn up because of the weather, either because it was too hot or because it was raining. What a shame!

There were a few humourous incidents I would like to share with you. One was when one of our members, Mdm Teh turned up at the station to report at about 11.30 am; she quickly parked her wheelchair near the entrance of J8 Shopping Centre, hoping to get the best of both worlds - to enjoy the free air-conditioning and at the same time get donations from shoppers. I wanted to have some fun by parking my wheelchair next to her to see her reaction. True to my believe, she chased me away as my presence would be a threat to her ‘business’. After I left for my own destination, the security guard of J8 came and requested her to move off as that area was not supposed to be designated for any flag seller. When she moved opposite the shopping centre, she parked next to

another flag seller, Susie, who was unhappy that her ‘business’ would be affected and told her to move away. Mdm Teh had no choice but to move back to her original place but this time, she was luckier, because no security guard was around to disturb her.

There was also a man with his children, and he had many of HWA’s flag day stickers on his T-shirt. Yet he came by to put in some donations into my tin. It was indeed a comical sight! And, there was another man who wanted to slot in some coins into my tin, but on realization that further down was another wheelchair flag

seller, divided the money between us. To him, that was ‘fair and square’.

When I submitted my last tin at the station at about 4.05 pm, a little girl came with her mother to donate money. The mother handed the child a $10 dollar note to slot it into the tin on the station table. Being so young, this little girl tried very hard to get the money into the tin and after a few attempts and with the assistance of our volunteer, managed to do so.

Although I haven’t got any pictures to remember the occasion, I am proud to have done my part as an Ex-Co member. Perhaps next year, I should venture elsewhere to help in the Flag Day and experience the mood in other places and not just at J8 which is near my home in Bishan.

The next day, a Sunday, which coincided with Mother’s Day, was coin-counting day and I was

happy to be involved too although I had to miss my Sunday service with a guilty conscience. This coin-counting day was my first experience and I hope to be involved in future years. The Association is always blessed by the many volunteers who come forward year after year to help count the money received at our annual Flag Day. Once again, many thanks to these volunteers.

In conclusion, let us hope that next year more members and those in the Executive Committee, would come forward and do their bit for our Flag Day. Our Association is a self-help Voluntary Welfare Organisation and fund-raising is our main source of income which is to sustain our core services like transportation and rehabilitation.

Member’s Orientation Day

On Wednesday, 13th June 2012, new members made their way to the Handicaps Welfare Association (HWA) to attend the New Members Orientation Day. Forty-one members were invited, fifteen members expressed their interest to attend, while the rest informed us that they were unable to attend due to work and personal commitments. But on the actual day, only ten members attended the Orientation together with family members and caregivers at the Multi-Purpose Hall. Transportation was arranged by HWA’s Social Service Department for participants who have transportation problems.

Orientation was conducted by HWA’s Social Service staff. Ms Judy Tan, Honorary Secretary from the Executive Committee was invited as a Guest Speaker. She shared with our new members on HWA’s history, objectives and membership status. Members were informed

that the Association was set up as a self-help group among the people with disabilities, in particular to foster friendship, understanding and mutual assistance among its members. HWA promotes welfare, education, training, rehabilitation, job referral services and other social integration activities for members.

After Ms Judy Tan’s talk, an ice-breaking session was facilitated by Mr Stanley Lim, HWA’s social worker. The ice-breaking session offered opportunities for members and family members to share their experiences with everyone. They learned about the problems faced by others and realised that they are not the only ones who have to cope with disability challenges.

HWA’s corporate video was shown after the ice-breaking session. Members watched the video attentively to have a better understanding of the

Association’s programmes and activities. Light refreshment was provided after the video, allowing members to take a short break as well as interact with one another.

After light refreshments, HWA’s social service staff shared with the participants on the available services like the Personal Care Services, Rehabilitation Services, Transportation Services and Social Services. Members were made aware that HWA not only served members but also the public. However, members get to enjoy the privilege of greater subsidies compared with the public.

Mr Victor Koh from HWA’s Social Interaction, Sports and Personal Development shared with members about activities organised by the Association. A schedule of the sports activities organised by HWA was circulated to the new members for their information. Victor encouraged the new members to look out for the circulars on the activities through the mail.

Mr R Jay, Executive of the Centre for the Physically Challenged (CPC) introduced CPC’s services and

programmes to the members. Members were encouraged to join CPC for training and job referral. After the introduction to CPC services, members was provided with a guided tour on HWA’s premises including the Rehabilitation Centre and other activity rooms like the art room, the computer room, and the TIL (Towards Independent Living) Room.

At about 12 noon, members went back to the Multi-Purpose Hall for lunch. Following lunch, members gave their feedback on the Orientation programme through the Feedback form provided. Members’ enjoyed the Interaction with other members as well as the tour of HWA’s premises. Members also expressed their interest in engaging in the different services and activities.At the end of orientation, Ms Judy encouraged members to attend the Annual General Meeting on the 30th June 2012 and thanked them for their attendance.

Contribution from a Member

When we arrived at Clementi Central at 9am, it was already bustling with people and activities. The crowd was mostly the elderly, parents and young children on their way for their breakfast.

I positioned myself at the bus stop in front of Clementi Mall. About 20 steps away to my left, there was a disabled person on the wheelchair. He was selling tissues. Before I knew it, he was beside me. His wheelchair was motorized and he had a board where the tissues were. He was dark, in his 40s; wore a brown singlet and yellow shorts.

He looked at my tins and muttered ‘HWA’. Suddenly his entire body went into very bad spasms, shaking and trembling uncontrollably. His legs were jerking so violently that the board and tissues almost fell off. His face was twisted into the most torturous mass. Then he pushed his board to the right and reached into a compartment beneath. He took a coin out and put it into my tin before whizzing away quietly.

I was both surprised and dumfounded; if I were him, I would have been angry and upset at having a rival who could potentially take away some of my business. I wouldn’t even come close, much less donate. But he did it. How many of us can say that we can do the same? Certainly not me. It was a wonderful start. I was very impressed with this gentleman.

We were there very early because I wanted to catch the morning crowd. My experience is that the elderly tend to be more compassionate and willing to donate. Some parents encouraged

their young children by giving them money and coaxing them to donate. Other children would pester their parents for money so that they could have the thrill of putting the money into the tin and taking the stickers.

Some student volunteers were there too. A particular boy from Clementi Town Sec caught my attention. He was tall, plump and wore spectacles, went around canvassing potential donors and whether the person donated or declined, he thanked them politely before walking away. Even though most declined, he didn’t give up but continued to persist in his canvassing. I could tell he genuinely cared and wanted to do his bit to help HWA raise funds.

Most of the students from other mainstream schools just bowed their heads, dragged their feet and moved along with the crowd, hoping someone would stop them to make a donation. They were simply not interested and didn’t understand the meaning of what they were doing. I wished they were more like that boy.

I wished that schools would spend more time and effort helping the students understand more about the organisation they are reaching out to and what kind of programs they run. In this way, the students will be able to find meaning in their participation and why their contributions are so important. They will then realise that its more than just about earning Community Involvement Programs (CIP) points.

As the day wore on, it became increasingly humid. Even though I was under the shelter, I could still feel the intense heat. I frequently asked Fitri, my helper to spray me with the water spray and drank ice water every 20 minutes. It was getting quite unbearable. Fortunately, 2 incidents kept me buoyant and gave me the strength to push on.

First, a man in his 50s came over and said, ‘This is a very meaningful thing you are doing. Keep it up!’ Before he left he made a donation. His words came at a time when I really needed encouragement and motivation.

The next positive incident came about when I sent Fitri to buy lunch. An old lady came up to me and put 2 plastic bags on my board and this was what she said:

Lady: ‘These are for you.’

Me: ‘...oh...thank you.’

Lady: ‘Do you have anyone to help you?’

Me: ‘...yes.’

Lady: ‘Take care. Bye.’

I was taken aback but very touched by her kindness. She actually bought 2 packets of roast pork with ‘char siew’ rice and 2 cans of 100 Plus. It was very caring and thoughtful of her. I will remember her kindness for a long time to come.

By 1pm the relentless heat made me very lethargic. The morning crowd had thinned by then and gave way to the young working adults and youths. They were more passive and less likely to donate. At one time, I waited 20 to 30 minutes without anyone donating. I usually don’t go around asking for donations as there are volunteers doing that. I just stay in one place and wait. Even though it was very demoralising, I soldiered on.

It was a mighty struggle for the next two hours. I breathed a huge relief when we finally finished at

3pm. We had finished all our iced water and by then we had managed to fill up 2 tins. There were some coins, many two dollars, a few five dollars and a couple of ten dollar notes. I was very happy and satisfied because we had done our best and stayed for 6 hours. On several occasions, I just wanted to pack up and go home. But we didn’t.

In contrast, my friend, Timothy Ang who was at City Plaza was approached by a man in his mid-forties and was actually asked many questions about HWA.

‘What is Handicaps Welfare Association?’ ‘Where is it located?’

‘Who are the members?’ ‘What kind of programs does it run?’

When the man was assured of HWA’s legitimate status as a registered charity, he donated straight away. I guess past scandals continue to cast doubts on many people’s minds. I recall my last Flag Day 7 years ago when people were more willing to donate. Comparing my takings this year, it must have drop by at least 30-40%.

Regardless of what happened in the past, the fact remains that all the charitable organisations need funds to operate efficiently and smoothly. With insufficient funds, charities like HWA will not be able to continue offering much needed programmes to the community. So please continue to support us generously.

Handicaps Welfare Association (HWA) Driving Instructional ServiceBrief History

HWA’s driving instructional service for the disabled was introduced at the end of 1984.The project was intended to enhance the mobility of disabled people and promote social integration through providing an opportunity for the disabled to learn driving. HWA started with a 1000cc Daihatsu Charade with automatic gear fitted with hand-control gadgets. This was supported by 2 part-time instructors.

Driving Instructor Loh Lian Choon

Mr Loh Lian Choon has been providing his service to HWA as a driving instructor since 1990. At the age of 27, he applied for the post through an advertisement published by the Association. Since then, for the past 22 years, he has been imparting his knowledge & skills to many students. We would like to take this opportunity to thank Mr Loh for his contribution all through the years.

Present

We have been very fortunate to have had the continued support of the Land Transport Authority (LTA) who has been helping HWA since 2001. When the Association was faced with the “retirement” of the driving instructional car in 2011, LTA rallied to our support by donating $50,000 for the purchase of a new driving instructional car. For this and all the years of support, we would like to place on record our deepest gratitude to LTA.

Additional Role

We are delighted to announce that we are also currently supporting Tan Tock Seng Hospital (TTSH) in their Driving Assessment and Rehabilitation Program (DARP) for people with medical conditions. Our driving instructional car, fitted with various types of gadgets will allow the Occupational Therapists to better assess disabled students on the type of gadget that best suits them.

Conclusion

The driving instructional service for the disabled community is another HWA initiative aimed at promoting community and social integration of the community. With the continued support of our corporate and social service partners, HWA is confident of extending our reach to all within the community, furthering our aim of promoting an inclusive society.

Vesak day, a Buddhist holiday commemorating the birth, enlightenment and death of the historical Shakyamuni Gautam Buddha was celebrated on 5 May 2012, Saturday. It is also a special day for Li Teck Chuan Cin Tong as they also celebrate the Birthdays of Taoist Masters Han Zhong Li & Lu Chun Yang.

Li Teck Chuan Cin Tong, founded by Venerable Lim Chee Nam is situated at Lorong 102 Changi Road.

San Wang Wu Ti APPRECIATION

Since 1980, HWA has been providing a highly subsidized transportation to people with mobility difficulties.

As demand for such special needs transport increases, we realized a need to up-grade the capacity of our fleet of vehicles. This was done by purchasing a bus so as to ferry more people at the same time.

However, it is not easy to appeal for donation of a bus as it is very costly. Currently, our Association has 2 buses that were donated in year 2000 & 2006 respectively.

After a long wait, our dream has finally come through thanks to San Wang Wu Ti Religious Society for donating a Toyota Coaster bus to our Association.

In appreciation to San Wang Wu Ti Religious Society, we invited Mr Lee Chin Cheng (Hon. Secretary) to our premises for a plaque presentation ceremony on 30 May 2012.

This bus which has a maximum capacity of 8 wheelchairs and 7 seating passengers will come in handy especially when ferrying our rehab clients.

The Handicaps Welfare Association (HWA) participated in the Centre for Enabled Living’s (CEL) inaugural LivEnabled Showcase; an event which attracted over 14,000 visitors who came to experience the various support services and products from government agencies, social service providers and private sector companies.

Visitors were treated to a wide variety of mobility devices, assistive technology and disability planning seminars on how participants can enhance their everyday living. They were also able to access CEL’s centralised referral services to find suitable providers of eldercare and disability care, and learn more about the non-profit and voluntary

welfare organisations, and social services that can address their specialised needs from CEL’s consultants who were on hand to advise them.

Wearnes Automotive Pte Ltd was also present to publicise their Renault Kangoo Wav that is wheelchair accessible. Realising that HWA provides wheelchairs accessible transport for people with mobility difficulties, they promised to donate $1,000 to us for every unit of Kangoo Wav that they sell during the 2 days exhibition.

We are fortunate to receive $2,000 from Wearnes Automotive Pte Ltd for the sales of 2 vehicles. We would like to take this opportunity to thank Wearnes Automotive Pte Ltd for their kind support and donation.
